The Community Development Department oversees the development of land within the City of Miami, in accordance with applicable federal, state, and local codes and regulations, in order to protect and promote the health, safety, and general welfare of the residents. The City of Miami is a member of the National Flood Insurance Program (NFIP). The intent of the NFIP is to protect the natural functions of the floodplain and to educate and inform the public of risks to lives and properties from potential flooding. The NFIP provides the maps and regulatory basis for local floodplain management. It is also the primary source of insurance protection for flood prone properties. All development within the floodplain requires a Floodplain Development Permit.

A person over the age of 18 must be present for inspector to enter the inside of the home. For an estimated time of arrival, please call after 8 a.m. the day of your inspection for a two hour window.

The State of Oklahoma requires electrical, mechanical, and plumbing contractors to be licensed by the state. Roofing contractors must fill out an Application for Roofing Contractor Registration with the Oklahoma Construction Industries Board (CIB).
The City of Miami requires contractors to register with the city; for specific details, please refer to the City of Miami Contractor Registration Requirements below.
Note: Contractors working within or outside the city on electrical and plumbing systems that are connected to the city's electrical or water or sewer systems must be registered with the City of Miami.

As of July 07, 2015 City of Miami building permit fees are based on square footage of the project. Mechanical, Electrical, and Plumbing permit/inspection fees have been reduced. Ordinance 1641 was approved establishing a penalty for non-compliance with building permit and inspection fees. The new fee structure is found below by clicking on "Inspection Fee Schedule." Note: Separate plumbing, mechanical, and electrical systems permits are required for the installation, alteration, repair, relocation, replacement, or addition to any wiring, piping, or equipment or appliances associated with those systems.
In general, a permit is not needed to: paint a house (interior or exterior); hang wallpaper; replace cabinets and do similar finish work; install concrete sidewalks and patios entirely on your property; or insulate an existing building where no structural changes are made.

Planning staff reviews new development applications and is responsible for all current and future planning and zoning to manage growth and development in the City of Miami. The Planning staff works with a variety of partners to enhance the quality of life in Miami. This includes working closely with stakeholders and being involved in county and regional planning groups and community organizations.

The Zoning division is responsible for responding to code compliance complaints and zoning inquiry requests, reviewing business licenses for zoning compliance, and providing the public with information regarding municipal zoning ordinances.
The Zoning division reviews development applications to ensure compliance for projects relative to construction, alteration, conversion, or use of any structure or land. The division also renders final decisions, interpretation, and/or determinations on the content and application of municipal zoning ordinances.
The Board of Adjustment is responsible for hearing qualified requests for qualified variance from strict enforcement of the zoning ordinance regulations. The Board of Adjustment also hears appeals from decision or determination made by the zoning manager.
