[01:51] Motion to approve my second.
[01:54] Second.
[01:55] We'll call please.
[01:56] Johnson.
[01:57] All right.
[01:58] Lewis.
[01:59] I'm foraster.
[02:00] All right.
[02:01] Western.
[02:02] All right.
[02:03] Ladies.
[02:04] Would you come out here?
[02:07] She didn't call it.
[02:09] Well, I wanted to get a picture.
[02:12] Yeah.
[02:13] We could.
[02:14] We're going to go on with a couple of consent agenda items if you can call and see she may not be able to be here.
[02:22] If not, we'll get a picture with Irene.
[02:24] But I'd like to get involved in here if we can.
[02:27] Okay.
[02:28] So we're going to move on to item number three, public input on schedule personal appearance.
[02:34] There's only one of the audits that wishes to address the council on any of the agenda items.
[02:41] They're being non item for us in the consent agenda.
[02:44] Staff is recommending items five through 14 be placed on the consent agenda.
[02:49] If there are no questions, I would entertain a motion.
[02:52] Motion to approve my.
[02:53] And a second.
[02:54] Second.
[02:55] Will call.
[02:57] Johnson.
[02:58] All right.
[02:59] Western.
[03:00] We're going to take out on 15 right quick while we wait to see if we can find the bond.
[03:07] Grand Armour of the Republic of Cemetery, Mowing Service contract for 16-75 amendment for 16-17.
[03:15] And can I understand you last time that this agenda item be placed on this meeting, give you a chance to visit with Brian about the question that he thought I'd understand that conversation.
[03:25] We did today.
[03:27] So if there are no other questions, I would entertain a motion to approve.
[03:32] And I'll make that second roll call, please.
[03:34] Western?
[03:35] Shult?
[03:36] Aye.
[03:37] Forster?
[03:38] That confused.
[03:39] Sorry.
[03:40] Hey, Lewis.
[03:42] Johnson.
[03:43] Thank you.
[03:44] Yeah.
[03:45] I know you were prepared to talk about it.
[03:46] I just wanted to make a comment that I visited with Kim earlier today.
[03:49] She answered all my questions and just for clarification purposes.
[03:53] What I asked them for, and I appreciate her meeting with me today to do that.
[03:56] Thank you.
[03:57] Thank you.
[03:58] Item 16, resolution approving the incurring of a deadness by the Miami Special Utility Authority,
[04:04] considering to the issuance of certificates of indebtedness, evidenceing the same.
[04:08] Waving competitive bidding there on and declaring an emergency.
[04:12] And if you recall last week, Greg Nietzscheu came, shared some information with us on this item,
[04:20] we postponed voting on it.
[04:22] We could have voted that night, but we postponed it a week just to give all the council members a chance to review,
[04:28] asking any questions that they had meeting.
[04:31] And so this would be the time if you have any.
[04:33] I know Greg, we didn't ask him to come back.
[04:35] Dean is certainly here to answer any questions.
[04:39] This would be a 30-year term.
[04:41] Although the ban, which are the bond anticipation notes, still have two years before they have to be
[04:48] redeemed because the rates are so historically low right now.
[04:52] We think it's in the best interest of the city and the citizens to go ahead and redeem those now.
[04:57] And so that's what this issue is about.
[05:01] And there are no questions.
[05:02] I would have taken a motion to approve the resolution.
[05:05] Make a motion.
[05:06] And a second.
[05:07] The local place.
[05:09] Forster.
[05:11] Western.
[05:13] Johnson.
[05:14] All right.
[05:15] Yeah.
[05:16] Yeah.
[05:17] Yeah.
[05:18] You need to vote.
[05:19] That's a emergency clause.
[05:20] That.
[05:21] Yeah.
[05:22] There's no emergency clause in this series of resolution.
[05:24] Okay.
[05:25] And this is really the beginning of the fairly long process.
[05:27] We'll actually be issuing the bonds in early September.
[05:30] Okay.
[05:32] If I were, you missed a reading of the resolution, but you'll certainly get a copy of it.
[05:38] But would like for you to come forward you and Irene.
[05:41] And let's take a couple of pictures.
[05:43] If you don't mind.
[05:44] Yeah.
[05:45] Yeah.
[05:46] And we expect a speech.
[05:51] We expect a speech, mom.
[05:56] And she is.
[05:58] Come on.
[06:00] Just quick question do we have a completion date, an estimated completion date on that?
[06:39] Okay, thank you.
[06:46] Okay, we are going to change things up just a little bit.
[06:52] We're going to take item number 21 now, which is Executive Session.
[06:59] For student to 25, OS 307 B1 for the purpose of discussing employment.
[07:04] Also for student to 25, OS 307 E and 25, OS Section 305.
[07:12] Going to Executive Session for the reasons listed on agenda I am 21.
[07:16] Most going to Executive Session.
[07:18] And a second?
[07:19] Second.
[07:20] Bowl call please.
[07:21] Johnson.
[07:23] Blueess I. Forster.
[07:24] High.
[07:25] Weston.
[07:26] High.
[07:28] And we're going to start out with just.
[07:30] It's not.
[07:31] He told me a little bit that I'm still in the second one of you saying.
[07:36] Okay.
[08:02] What's this?
[08:03] There we go.
[08:06] Okay, we are out of Executive Session.
[08:09] And four or 52.
[08:11] We're going to jump back up now to item 17.
[08:14] Discussion and City Charter.
[08:16] I know you've done a lot of.
[08:18] Preparatory work.
[08:20] Unfortunately, we're going to feel well.
[08:22] And so we're not going to take up this discussion tonight.
[08:25] Just a minute.
[08:26] We're going to take no action on that item for now.
[08:28] Item 18 is other new business.
[08:31] Dean or anyone any new business?
[08:33] Not for me.
[08:34] Okay.
[08:35] Item 19 mayor and council committee announcements.
[08:38] Any announcements?
[08:39] I want to thank Tyler Klein of money.
[08:42] I guess the city had a phase problem and one of the grids need to find it.
[08:46] He gave me a phone call.
[08:48] Thermal Fisher and we were able to shut down.
[08:51] A lot of our processes that were critical to maintain the power load.
[08:57] Thank you.
[08:58] It saved us a lot.
[09:00] money and a lot of time. It's ironic that I also want to say on behalf of Jane and Farms,
[09:07] we had a transformer go down and about a third of our growing operation took a hit and I
[09:13] made a phone call in Tyler and he had crews tied up with a GDRDA and they broke free and came out
[09:20] and within two hours had a transformer replaced and I know everybody had Jane and especially
[09:24] myself was happy to get back up and run it so thank you for that Tyler. Tyler I think what
[09:29] last two weeks you've replaced about seven or eight transformers throughout the town and just trying to
[09:36] keep up with everything and also what we're talking about with GDRDA getting into our transformers
[09:42] and making sure they're properly maintained so he has crews doing a great job like great. Thank you.
[09:49] Okay any other announcements? They're being known. I'm 20 today manager Dean. The only thing is
[09:56] is getting ready for 4th July. I think the last meeting last week we talked about
[10:00] regulations on firework so it's put everything on our webpage and I want to think the
[10:05] news record for having a good article about that too and we just hope everybody has a safe and
[10:09] happy 4th July. And dry. And dry. What is not such a bad thing with firework?
[10:16] True.
[10:22] Well I hadn't planned on bringing that up but we have we have put on the website and also the news record
[10:28] the schedule of road closures for the Turnpike Gate as well. The Oklahoma Turnpike Authority
[10:32] has given us that information and I think they modified the reader board. I noticed that yesterday
[10:37] where it's flashing much quicker talking about when the on-ramps and off-ramps will be closed.
[10:42] So what are the alternatives when they're closed? The alternatives are you either if it's closed now
[10:48] it's starting I think it starts at about 7 p.m. and goes to about 5 a.m. So during the day it shouldn't be
[10:54] a but you'll probably have to either go to Athens or just if you know it's going to be closed
[10:59] takes 69. I know I appreciate that email because I've actually been in farms in their trucks
[11:05] and as well as everybody else through town trying to get on the turnpike Gate. It looks to me
[11:09] life you're trying to do it as quickly as possible if they can completely close it and whether
[11:13] permits they can probably get it done fairly quickly. Okay. We've already done item 21 so item and I'm just
[11:24] reminded but we still have another meeting after that and so don't go anywhere. Item 22 for the
[11:30] City Council agenda is adjourned if we have a motion to adjourn. Motion to adjourn. And a second please.
[11:35] Second roll call. Forster. My question. I wish I. Johnson. All right. So. All right. Thank you.
