[00:00] We'll have the invocation for the pastor of the first Christian
[00:02] church, Mr. Brandon Fletcher.
[00:06] Let's pray.
[00:07] Father God, we love you.
[00:09] God, we come to you just thankful to have
[00:11] the opportunity to live in a great community.
[00:14] And God, I just pray over tonight's meeting,
[00:16] pray over all the decisions that will be made,
[00:18] the discussions that will be had.
[00:19] And God, I pray that you give just extra resilience and grit
[00:23] to make the right decisions, to have peace, to have unity,
[00:28] so that we can continue moving forward
[00:31] and continue the momentum that's been
[00:32] gained in the last several years.
[00:34] God, we ask that you bless our community.
[00:36] And we just ask that we would glorify you through that.
[00:39] And Father, most importantly, make us more like Jesus.
[00:42] In Jesus' name we pray.
[00:43] Amen.
[00:43] Amen.
[00:45] I pledge allegiance to the flag of the United States of America
[00:49] and to the republic for which it stands, one nation
[00:53] under God, indivisible, with liberty and justice for all.
[01:00] I implore public input on scheduled personal preferences.
[01:03] We have none.
[01:04] 5A, discussion, and possible action on the claims list.
[01:17] Can I make a motion?
[01:17] Will you approve?
[01:19] Second.
[01:21] Is that?
[01:24] Barnes.
[01:25] Jones.
[01:26] Dunkel.
[01:27] Harper.
[01:28] 5B, discussion, and possible action on the minutes
[01:31] for the May 19, 2026 regular meeting.
[01:34] Motion to approve.
[01:34] Second.
[01:35] Dunkel.
[01:36] Is that?
[01:37] Jones.
[01:38] Barnes.
[01:39] Harper.
[01:41] 5C, discussion, and possible action
[01:43] on budget amendment 26-11, moving funds to 515 Utility
[01:48] Improvement Fund to cover April and June loan payments,
[01:51] and moving budgeted Oklahoma Water Resource Board grant
[01:54] and expenditures from automated metering infrastructure
[01:57] and water treatment to 515 Utility Improvement Fund.
[02:01] Crystal.
[02:02] Yes, thank you.
[02:03] This basically does two things.
[02:05] We had some funds that were already spent under 512,
[02:08] and we decided to track all those funds under 515
[02:11] where everything would be siloed in one spot,
[02:13] and we'd be able to track those projects a little bit better.
[02:15] And then this moves money from already budgeted money from 510
[02:19] to 515 to make our first loan payment.
[02:26] I'll make a motion to approve.
[02:27] Second.
[02:29] Jones.
[02:30] Barnes.
[02:31] East End.
[02:33] Dunkel.
[02:34] Harper.
[02:36] 5B, discussion, and possible action on fiscal year 2026,
[02:41] 2027 budget.
[02:44] OK, so we're going to go ahead and talk
[02:46] about the MSUA budget.
[02:51] It can be discussion only.
[02:52] You guys can approve.
[02:53] It's up to you totally.
[02:55] We still have plenty of time to do either.
[02:57] First of all, I want to thank everybody
[02:58] that helped with the budget.
[02:59] It's been about a three month process to get here,
[03:02] so it doesn't go lightly that we don't spend a lot of time
[03:05] on this.
[03:07] Some of the highlights that I want to hit on this budget
[03:10] are under admin services.
[03:12] You'll see materials.
[03:13] There's $11.4 million budgeted for that.
[03:17] That is the purchase power coming from GRDA,
[03:19] so that's why that number is so big.
[03:22] There is a new.
[03:23] The new Fiber Department is budgeted.
[03:27] Let me see.
[03:29] What you won't find in this budget is the Fiber and AMI
[03:32] budget, $14.1 million, because we've already
[03:34] done that in this fiscal year, and that will just roll over
[03:37] and be re-encumbered next fiscal year,
[03:39] so that's why that number is missing from here.
[03:42] The GRDA money from the settlement
[03:45] is setting in reserves, drawing interest,
[03:47] and it is not technically budgeted anywhere at this time.
[03:50] We're just kind of waiting to see where that money needs
[03:52] to go.
[03:55] So we have received all of those payments?
[03:58] We have received the full settlement, so.
[04:03] Just a few highlights.
[04:04] We're trying to keep MSUA competitive.
[04:07] The wage is competitive for the region.
[04:11] $500,000 out of this budget goes to help Street Nally,
[04:15] so that's where some of our street money comes from.
[04:19] And then $2.94 transfer to General Fund
[04:22] helps the operation on the city side.
[04:26] That's kind of the highlights that I had.
[04:28] If you guys have any questions, I'd
[04:29] be happy to try to answer them.
[04:32] Or if you need more time to look at it,
[04:33] and I can always be reached at any time.
[04:43] And I'll go a little more in-depth on the budget
[04:45] presentation on the city side of how all this stuff works
[04:47] together and kind of where the pools of money come from.
[04:50] But this is just strictly MSUA's budget.
[04:57] Once the budget is set and approved and set in motion
[05:03] for the next year, that's online for anyone
[05:06] to see that wants to go look at it from the community.
[05:08] Yes, I believe we post all those documents online
[05:10] on the website.
[05:19] Tyler, you have anything to add?
[05:20] I was going to say, can you talk about how we pretty much
[05:22] have two offices that we do the pre-audit with Crawford
[05:24] and then we do the.
[05:26] Yeah, so the way that things work on the state side,
[05:29] especially with the municipalities,
[05:32] we have a set of auditors that come in and basically close
[05:35] our books for us.
[05:36] They do all the financial statements
[05:37] and all the legwork to kind of prep it,
[05:40] and then it goes to audit.
[05:41] So basically, everything is looked at double,
[05:46] because we have the people that we
[05:47] are contractually hired to help us get everything packaged
[05:50] together, and then we have an actual external set
[05:53] of auditors that come in and look at everything.
[06:02] Is that something we're required to do,
[06:03] or is that just something we do?
[06:04] I don't think it's a requirement.
[06:06] I think it's very common in Oklahoma for it to be that way.
[06:09] The last conversation that I had with our auditors about it
[06:12] is their audit firm will not even go out to bid an audit
[06:17] unless this package deal kind of happens before.
[06:20] So it's not an actual state stature or anything
[06:23] that we have to do that.
[06:24] It's just kind of common in Oklahoma
[06:26] that you have some prep work done before.
[06:28] It just cleans everything up before it actually goes to audit.
[06:32] I know those audits also posted.
[06:33] Yes.
[06:34] Anyone in the community can go look at them.
[06:44] Chris, there's been some questions
[06:46] come up recently about the number of transfers we're doing.
[06:49] Can you touch on some of the reason
[06:51] why we do the transfers we do and how all that works?
[06:54] Sure.
[06:55] So a lot of the transfers, if you
[06:57] will look at this box right here,
[06:59] it explains a lot of what happens.
[07:00] So MSUA is paying back rainy day fund to build that nest egg.
[07:05] MSUA supports part of it.
[07:10] There's multiple transfers that happen.
[07:12] So that's why it gets complicated.
[07:15] MSUA pays on bonds and then there's
[07:18] sales tax money that was pledged for those bonds.
[07:21] So there are actual city sales tax money
[07:23] have to be ran through MSUA and then transferred back
[07:26] to the city to meet those bond requirements.
[07:29] So it makes that number look really inflated
[07:32] because you send all the sales tax over
[07:35] and then you send the majority of it back.
[07:36] There's some that doesn't come back.
[07:38] It stays over there on that side,
[07:40] but the majority of it comes back.
[07:41] So out of the 14 million or so transfers,
[07:44] like almost 8 million of that is just,
[07:47] it's basically just being washed through MSUA
[07:50] and coming right back to the city.
[07:53] And then it funds some other things.
[07:57] Street Natalie, like I said, gets 500,000.
[07:59] It's paying some electron improvement bonds.
[08:02] The fiber and AMI loan is transferred out and paid.
[08:05] What else?
[08:06] 115,000 goes to the airport taxiway relocation grant.
[08:10] That's something for that.
[08:12] It's also supported MDRA in the form of Coleman.
[08:16] Let's see.
[08:17] I think those are the major ones.
[08:19] Did I miss anything, Jill?
[08:24] Thank you.
[08:25] Yep.
[08:40] Anybody have any questions?
[08:41] Any other questions?
[08:44] I don't have any questions,
[08:45] but based on the information
[08:47] and the questions that I've had from the community,
[08:49] I wanna recommend that we table this
[08:51] until our next council meeting
[08:52] so that we have more time to go through it,
[08:54] be more thorough and answer some of the questions
[08:56] that are being proposed.
[08:56] Absolutely, I agree.
[08:58] I think.
[08:58] I'm available anytime.
[09:00] I think that would be best if there's any.
[09:02] Okay.
[09:03] And then I look forward to your deep dive
[09:05] into the presentation,
[09:06] so it probably will answer some of those questions.
[09:08] Sure.
[09:10] That's my recommendation.
[09:12] I don't know how everybody else feels, but I agree.
[09:13] Agreed.
[09:15] Thank you, guys.
[09:16] Thank you.
[09:17] Thank you.
[09:27] On the 5E Discussion Possible Action
[09:28] on Work Order Number 1925-04,
[09:32] amendment number two with Olson Engineering
[09:34] for Highway 69A for design and easement acquisition
[09:39] from BNSF Railroad to Buffalo Run Boulevard
[09:43] for water line, sewer line, electric relocation,
[09:45] not to exceed $195,300.
[09:50] Yes, good evening.
[09:51] This is, just as it says from Buffalo Run
[09:53] to the railroad tracks, their widening system in A.
[09:57] Back in January 7th, 2020,
[10:01] we actually had an amendment
[10:03] on work order we already entered into with Olson.
[10:06] This is just for general, for extra funds to,
[10:09] for the design and the
[10:13] securement of easement acquisition.
[10:18] It is for the, like I said, for that design.
[10:21] It's all reimbursable through OODOT.
[10:23] They've already approved it.
[10:24] We just need your approval to move forward
[10:27] with this work order.
[10:33] So as everybody knows, this is for the widening of 69A.
[10:36] You know, there's like four phases of that project.
[10:38] This is one of those phases.
[10:54] So I'll make a motion to be approved.
[10:57] Second?
[10:59] Step.
[11:01] Barnes.
[11:03] Jones.
[11:05] Dokel.
[11:06] Parker.
[11:08] 5F Discussion Possible Action on Perpetual Utility
[11:10] Easement Agreement with the Housing Authority
[11:12] of the Peoria Tribe of Indians of Oklahoma
[11:14] for the installation and maintenance of water line
[11:16] located near the new 69A water tower,
[11:18] including authorization of one time payment
[11:21] and the amount of $1 that authorized the trust manager
[11:24] to execute all necessary documents.
[11:26] Yep.
[11:28] So this is that same water line that's going down
[11:32] treaty road.
[11:33] This, it will tie, it'll loop feed the Housing Authority
[11:37] itself, it'll have a separate loop off there.
[11:39] So we needed an easement to go over about 125 foot
[11:43] and then down 90 foot to tie into that existing line.
[11:46] So the Housing Authority will be on a loop also.
[11:49] It's also ties into this, not this easement,
[11:53] but it does go on down and it will tie in to the other feed
[11:56] we have for everybody on that side.
[11:58] But this is just for the piece that we need with the housing.
[12:01] Just under 44?
[12:03] This easement doesn't, but this line does, yes.
[12:05] Yep.
[12:07] This line does not?
[12:08] No, this line does.
[12:10] The easement doesn't.
[12:11] But this easement, this portion of this easement
[12:14] is not the other, it ties into that one.
[12:16] The easement is outside of the triangle out there, right?
[12:18] Yes.
[12:19] Yeah.
[12:21] There's a, you guys should have a map in your packet.
[12:24] And it's that yellow piece.
[12:27] Oh, I can't get to my map.
[12:31] Oh, there it is.
[12:31] Yeah.
[12:31] OK, that's fine.
[12:32] Motion to approve.
[12:34] Second.
[12:35] Sorry.
[12:36] Stone Cold.
[12:37] All right.
[12:37] Jones, aye.
[12:38] Barnes, aye.
[12:41] East End.
[12:42] Parker.
[12:43] All right.
[12:44] 5G, discussion of possible action on change of order number one
[12:48] with McGuire Iron Incorporated for Well 7 Tower Project,
[12:52] allowing for a 45-day time extension and paint change
[12:56] to add logo, not to exceed $50,000.
[13:00] Yes, we, they are too painting it.
[13:05] The date was May 31st.
[13:08] We need to extend that at 45 days
[13:09] so we can get that project completed.
[13:16] Make motion approved.
[13:17] Second.
[13:20] Is that Jones?
[13:21] Yes.
[13:21] Thank you.
[13:22] Jones?
[13:23] Aye.
[13:23] Parker?
[13:24] Aye.
[13:24] Stone Cold?
[13:25] Aye.
[13:25] East End?
[13:26] Aye.
[13:26] Barnes?
[13:27] Aye.
[13:28] 5-H, discussion of possible action on proposal
[13:31] for consulting services with Uptown Services for Fiber
[13:34] to the PREM, premise, FTPP, implementation, support task,
[13:39] including construction management,
[13:41] and network system integration,
[13:43] authorize the trust manager to negotiate and sign
[13:45] the contract contingent upon legal review,
[13:47] not to exceed $487,000.
[13:52] Yes, Uptown is the ones that has been our design force
[13:56] for our Fiber project.
[13:59] We're asking if we can use them for implementation,
[14:02] support, and construction management,
[14:03] which would be on an hourly basis and plus travel expense.
[14:09] And then also for the system installation and entry,
[14:16] I can't say the word, Keith, what is your act?
[14:23] Integration.
[14:24] Integration.
[14:25] Thank you.
[14:27] Wow, that was tough.
[14:28] Yeah, so it'd be installing the equipment, the servers,
[14:33] the firewalls, the riders.
[14:34] And that portion would be a set fee of $100,000.
[14:37] And then there would be a monthly fee
[14:41] for the implementation support tasks, which
[14:45] would be the billing system, the procurement of the bandwidth
[14:48] where we purchase the bandwidth, help
[14:52] with the product plan, the service plan, the marketing
[14:55] plan, and then also with our regulatory compliance issues
[14:59] that we have with our federal and state.
[15:01] So that'll be another portion of the monthly fee off of that.
[15:09] This all be paid out of the money
[15:11] that we already have budgeted for the Fiber project.
[15:26] Move motion approved.
[15:28] Second.
[15:30] Jones.
[15:30] Five.
[15:31] Barn.
[15:31] All right.
[15:32] East End.
[15:32] All right.
[15:33] Donkel.
[15:33] All right.
[15:34] All right.
[15:36] Six A, discussion on Fiber materials related to contract
[15:40] C25-85 with border states.
[15:45] Yes, this is just a discussion.
[15:47] We don't need a vote on anything.
[15:48] We just wanted to come back to you and talk to you
[15:50] about where we are in that process and what that's
[15:52] looking like so far.
[15:54] That original quote that we got from them was about $1.4 million.
[15:58] And we're wanting to take some components, cabinet pieces
[16:03] themselves, and the way they had them
[16:06] been before was all the separate pieces.
[16:08] And we're putting those pieces together.
[16:10] And we're hoping to reduce that cost down by about 100.
[16:14] It says $193,000.
[16:17] But we're hoping that realistic number would be around $150
[16:19] when we're all done because there's a few other components
[16:22] that we have to work through on that.
[16:24] We just wanted to come back to you
[16:25] and let you know where we were on that process
[16:27] and that's what we're doing with those things.
[16:31] I don't know if you guys have any questions about where we are
[16:34] in that project, if you want to talk about that or if you can.
[16:40] We just wanted to make you guys aware that we are working
[16:43] on these things and we're trying to move forward
[16:46] as fast as we can.
[16:46] Hopefully, we'll have some materials in six to eight
[16:49] weeks is the plan.
[16:51] So we should be moving forward quickly with it.
[16:56] Any questions?
[16:59] Any questions from Derek?
[17:01] Thank you, Derek.
[17:03] Seven, another new business, if any,
[17:04] with the businesses associated with this agenda.
[17:08] Eight, trustee community announcements.
[17:13] Nine, trust member communications?
[17:15] No, sir.
[17:16] Jan, agenda.
[17:18] Thank you.
[17:19] Dumpel?
[17:20] Aye.
[17:20] Issa?
[17:21] Aye.
[17:21] Barnes?
[17:22] Aye.
[17:22] Williams?
[17:23] Aye.
[17:23] Parker?
[17:24] Aye.
