02:44Our market, uncover opportunities and stories

02:49About how we can connect those
02:52Two decision makers with
02:54Retailers
02:56We are actually trying to recruit
02:58And when you took up big step in doing

03:03Those efforts are in conjunction with retail strategies
03:07We go a little bit deeper
03:09And understanding who we're targeting
03:11What will expect
03:13From those targets
03:15The continue to outreach
03:17Correct, retail prospects
03:20Deepen relationships
03:22They'll continue
03:24Retail strategy is continuously updates on everything
03:27In fact
03:28This afternoon I was sharing with Tyler and the mayor
03:32We use a special online platform
03:36Or we're constantly exchanging updates
03:39And emails, messages
03:41Almost multiple times at day
03:44By year three
03:46That's when you historically start to see positive momentum
03:50Now what is it
03:53Based on how hard are working on just in
03:55The last couple of months
03:56I think we have to wait for the third year
03:59To start seeing some of those benefits
04:01We're actually seen a lot
04:03A positive feedback right now
04:05That's very encouraging and exciting
04:08But your three is when you
04:10Start-to see that success
04:12What do they want?
04:15They should lay, we can come back

04:49And in our community that are going to
04:52Different retailers

05:09Missouri, Weft City
05:11Nevada Carthage Pittsburgh
05:14I told us to use me

05:22I've been working on this for a year
05:26Our Myanmar Walmart is third
05:29Out of all those stores in business, on the daily basis
05:32Why it's important?
05:35That data that we can take and give
05:38To other potential retailers
05:42Want know how things are moving
05:47In my amocal home

05:55So let us take it a little step further

06:07It looks important, look at this
06:12One million business, and you should stick with your Nokia phone

06:27That's information that is very useful to prospective businesses
06:32Here are some basic snapshot of our consumer trade area
06:36The average depending on which program you look at
06:39Which data company do we have
06:41Media and household income in Ottawa County
06:44Is 50,000
06:47Some show it a little lower than I had
06:48I've seen a couple that haven't just been higher like around 52
06:52That's pretty good number
06:55Say on average, for Ottawa County anywhere from 48 to 50
07:00$52.000
07:02A year is in the
07:04The average of what our average median household income has
07:08Current population
07:10Almost 29 thousand
07:12Number households
07:1411253
07:16And they have already had our residents
07:17Just under 40
07:22So you look at our trade demographic area
07:25And this is kind of based on that data
07:27That I showed earlier, it's based
07:29On some
07:32It has been based in some other retailers and community
07:35Within a three mile radius five miles radius
07:38You can see the current population
07:41This was number
07:43Most people lose sight
07:44This is daytime population
07:47So even though the population in my Emma's roughly around 13,000
07:52During that day time hours
07:54That number was closer to 175
07:58You extend it out of five mile radius
08:01Around this city
08:03At a number jump, almost 19 thousand
08:05In My Emma
08:07Those are kind
08:11Of data
08:13That's your restaurants, that you reach out
08:16Your home improvement stores things of
08:19This is the kind data
08:21We're providing now to those retailers
08:26Another big key tool
08:28To help us especially retail strategies in their work
08:33Is what it called peer analysis
08:35Peer analysis
08:37Other communities and other areas
08:40Close to our population
08:42If you look at these, this goes up to like 16 thousand
08:47It looks that what their type day time population numbers are
08:50Because it's important
08:52Looks if the median household income
08:55Now
08:57This is just city of My Emma
08:59So The county around 50
09:01But Justin and I.M., on your down to 44
09:04And then here
09:06Is WhatTheMarket
09:08So it's a hundred and sixty million
09:10A year in My Emma
09:13Why is that important when you look at, say
09:15Ripley Tennessee which has 13 thousand people
09:18They're 231 Million
09:20Well if they are basically the same size we
09:24Or
09:26And have to make up what do
09:29Have their community
09:31That generating that extra revenue
09:34Because If business
09:35They're willing to be in that community
09:38When they only have 13 or 14 thousand people
09:41Why aren't there here at My Emma, Oklahoma
09:44So you take That argument away where
09:46You don t meet all of our immigrants
09:49Well we dont necessarily believe it
09:52We ve got pretty close the same population base
09:54And say
09:56In kind industry
09:59A lot similarities
10:02Do y may Have a college
10:03Or maybe a Home Depot
10:07Maybe they have all these
10:11Why can t They be here?
10:13That's what the peer analysis tells us
10:15So we'll go look in those communities and see
10:17What, that We don't
10:20And then will use this information to our benefit
10:23To try help get them
10:25Then take The Closer Look at Will
10:28Were doing Here In My Emma
10:33I think i was hearing not too much
10:34I thought a little bit about gap analysis
10:37And that s those areas where we re missing out on our
10:40That's Our Residence going somewhere else
10:43To shop and spend their money somewhere else
10:46Which drives themselves tax revenue
10:48which pays Their loan for Spongebob
10:51Payed Theyre Far For Me
10:54So when you look at these numbers
10:57This is kind of A snapshot
10:59Of Where We're Missing the Bo
11:01And Where Our Greatest Gaps are that we need to fill
11:06Restaurants and Bo's
11:10Food & Beverage Stores
11:12Building Material Garden Supplies
11:17Think Lowes, think Home Depot
11:20Some of us. Places like That
11:23Information is what s Allowing Us To Find Two Who Are Torgots
11:30So when We say
11:33When going out and recruiting businesses
11:34We re going to use This Data
11:37Now the gap analysis covers a lot more categories
11:40So this is Just A snapshot
11:43What we're gonna look for see Where Our Biggest Laws
11:46To other communities
11:48And what are Gonna Try To Meet Those Need
11:50That s The Priority List

17:59So Those Are Threat S Some Of The Things We Do With Some Companies
18:04I mean of course OneOfThe biggest Thing that s effecting us in a lot
18:08of areas Not Just In Retail Development But in Housing Developing and Everything else
18:13And That s The Rising Cost Of Construction
18:16This Country Today.
18:19So What retail strategies They went Through
18:22A List At a Much Different Sites that they Consider Like Your Top 5
18:27To Go through It, I give You some Strits & Weakness Is For Each OneOf Those
18:30In This Basically, Just Breaking Down That Overall Swat Analysis into Specific Sites
18:37I m not going to Go Into All Those Sites and The Reason Is
18:42And On What It Tippin Anybody's Hand Or Will Get Trying To Develop
18:45Yet that Always Effects the Price So You Have
18:48Be Careful.

Presentation From Miami Area Economic Development Service (MAEDS) Shannon Duhon presented an update on the three-year plan with Retail Strategies and the progress that has already been made. Duhon provided statistics regarding the local Walmart being third in the region and the number of visits to Sonic. Information included trade area demographics which provided average household income, population, and average home value. Duhon provided information about the peer analysis that was done and explained that it can be used to sell Miami to companies that are in these peer communities. The presentation also included a gap analysis of target areas for recruitment. The presentation showed one example of the SWAT (Strengths, Weaknesses, Opportunities, and Threats) analysis that Retail Strategies provided. Duhon announced that the trip to the conference in San Antonio last February has proved to be productive and follow up conversations have occurred. Mayor Parker expressed his appreciation for the effectiveness of MAEDS right now. Council Page 1 of 19 March 17, 2026 No action taken. 5. Discussion and Possible Action Items A. Some of the firearms are more than twenty (20) years old and would require maintenance and could not be converted to the current shooting platform without a large expense. They will be traded for handguns. Councilmember Dunkel made a motion to approve the request to transfer legacy firearms from police department property to surplus property. D. Authorization to Trade In Legacy Firearms and Purchase New Duty Pistols Chief Sigmon explained that H&H Shooting Sports worked with the police department to get the paperwork from ATF to transfer the firearms. They provided a confirmed trade in value quote of three thousand eight hundred dollars ($3,800.00). The request is to trade the firearms listed in the packet to H&H Shooting Sports and purchase seven (7) Glock 45 gen five (5) pistols and seven (7) aim point red dot sights for a total purchase price of five thousand four hundred thirty-nine dollars ($5,439.00) before trade in credit. The remaining one thousand six hundred thirty-nine thousand dollars ($1,639.00) will come from the motorcycles that were sold in the previous surplus sale. Councilmember Dunkel made a motion to authorize the trade in legacy firearms and purchase new duty pistols. The motion was seconded by Councilmember Jones. The initial cost is twenty thousand four hundred sixty-five dollars ($20,465.00) with an annual renewal of eighteen thousand three hundred thirty-five dollars ($18,335.00). Councilmember Jones made a motion to approve the authorization to enter into an agreement with Lexipol for policy review, update, and ongoing maintenance; funding to be provided from opioid abatement settlement funds. Duhon provided information about the peer analysis that was done and explained that it can be used to sell Miami to companies that are in these peer communities. The presentation also included a gap analysis of target areas for recruitment. The presentation showed one example of the SWAT (Strengths, Weaknesses, Opportunities, and Threats) analysis that Retail Strategies provided. Duhon announced that the trip to the conference in San Antonio last February has proved to be productive and follow up conversations have occurred.
