06:27They kind of worked with the numbers. It was an ecosystem or money. So
06:29We're going to try and see how it goes. I mean, it's like think I think maybe it's a positive equivalent to all of that fair

06:40There's pros and cons and all this
06:42Recruitment told up a probe
06:46Studies as show within the first 72 hours. It's dramatic then
06:51It lingers in your brain, which you know a little bit of and
06:56Mental health in the issue with everyone and it's how people deal with it
07:01Certain people deal with mental health different ways, but that 72 hour period gives him time to
07:09Debrit their selves or to forget what you know
07:14Happened so that 96 or that 96 hours will help that commute
07:22Know there 48 hours that helps to a little bit
07:27The cons you're there 48 hours in the row you might catch busy shift
07:33But we're not going to I mean it's a if they catch an all-nighter than you know

07:51If I was back on the shift I would definitely be open about this. I think it's a really good thing

It is being brought for approval to the Miami Special Utility Authority (MSUA), City Council, and Miami Industrial and Public Facilities Authority (MIPFA) because they each would have responsibility during disasters. The Emergency Operation Plan was last updated in 2013. The Oklahoma Department of Emergency Management will keep a signed copy in their records. Resolution MSUA2026-02/CC2026-05 for Transportation Alternatives Grant Project Application and Maintenance Commitment - Tyler Cline explained that this grant will be used to build sidewalks along East Central to Miami High School and along Elm Street from East Central to Rockdale Boulevard. They will also improve sidewalks along A Street. The project is $2,000,000.00 and will require a 20% match. The sidewalk from Central to Rockdale will connect to the existing sidewalk at NEO. Trustee Estep made a motion to approve Resolution MSUA2026-02/CC2026-05 for Transportation Alternatives Grant Project Application and Maintenance Commitment. Award Bid for Advanced Metering Infrastructure (AMI) Field Area Network (FAN) to Landis + Gyr and Authorize the Trust Manager to Negotiate Contract Consistent With the Bid Documents for the Advanced Metering Infrastructure Project and the Successful Bid Vendors’ Prices, Obtain all Necessary Approvals, and Execute Contracts With the Successor Bid Vendors Previously Selected on November 13, 2025 Agenda Items E through | were discussed. Tyler Cline stated that the Miami Special Utility Authority (MSUA), in partnership with the Modoc Tribe and Ottawa Tribe, was awarded an ARPA Tribal Match Grant through the Oklahoma Water Resources Board for Advanced Metering Infrastructure (AMI) and Water Treatment Plant improvements. Staff have researched and are recommending the best electric and water vendors, respectively. There was a discussion about the electric meters. The electric meters would not require additional wiring unless the current meter had insufficient or faulty wiring already installed. If there is equipment on the customer side that is insufficient or faulty, they will be required to replace it. The MSUA will replace equipment that they have damaged while installing the new meters. Chairman Parker and Trustee Barnes would like staff to brainstorm ideas to help customers pay for equipment replacement on their side if an issue arises during AMI meter implementation. MSUA Page 2 of 10 February 03, 2026 Derric Lollar stated there were four (4) components to the Request for Proposal (RFP) that went out, and we received 11 proposals. The first component is the Field Area Network (FAN), which consists of the electric meters and all field equipment. The second component is the Water Metering, which consists of the water meters, lids, and antennas. The third component is the Meter Data Management System (MDMS), which is the system that information from both the electric and water meters flows into. There is a second award recommendation for MDMS because that is where the cellular portion for the Water Metering was written in the vendor’s proposal. The fourth component is the Customer Portal, which is how customers will be able to access their usage for both water and electric. Award Rebid for Water Treatment Plant Improvements to Orr Construction, Inc. to Include Bid Alternative A4, Not to Exceed $2,177,930 and Authorize the Trust Manager to Sign the Contract Contingent Upon Legal Review and Oklahoma Water Resources Board Approval Derric Lollar explained that this will replace all the pumps, valves, and pipes in the existing Water Treatment Plant. The project is estimated to take between 160 and 190 days once the contract is signed, and there are no expected interruptions to water service. Trustee Estep made a motion to award rebid for water treatment plant improvements to Orr Construction, Inc. to include bid alternative A4, not to exceed $2,177,930 and authorize the trust manager to sign the contract contingent upon legal review and Oklahoma Water Resources Board approval. Chairman Parker requested that a Miami Special Utility Authority and City Council meeting be hosted at the venue when it is complete. No action taken. 7. Tyler Cline stated that the Miami Special Utility Authority (MSUA), in partnership with the Modoc Tribe and Ottawa Tribe, was awarded an ARPA Tribal Match Grant through the Oklahoma Water Resources Board for Advanced Metering Infrastructure (AMI) and Water Treatment Plant improvements. Staff have researched and are recommending the best electric and water vendors, respectively. There was a discussion about the electric meters. The electric meters would not require additional wiring unless the current meter had insufficient or faulty wiring already installed. If there is equipment on the customer side that is insufficient or faulty, they will be required to replace it. The MSUA will replace equipment that they have damaged while installing the new meters. Chairman Parker and Trustee Barnes would like staff to brainstorm ideas to help customers pay for equipment replacement on their side if an issue arises during AMI meter implementation. MSUA Page 2 of 10 February 03, 2026 Derric Lollar stated there were four (4) components to the Request for Proposal (RFP) that went out, and we received 11 proposals. The first component is the Field Area Network (FAN), which consists of the electric meters and all field equipment. The second component is the Water Metering, which consists of the water meters, lids, and antennas. The third component is the Meter Data Management System (MDMS), which is the system that information from both the electric and water meters flows into. There is a second award recommendation for MDMS because that is where the cellular portion for the Water Metering was written in the vendor’s proposal. The fourth component is the Customer Portal, which is how customers will be able to access their usage for both water and electric.
