11:15To my heart it was a long time
11:17So remember last year
11:19We were awarded the tribal grant with the motops

12:29And so that's kind of the way things are set up tonight

12:37We reached out to a lot
12:39A contact, i mean really stopped two broken air or water meter
12:42They sent me an actually nice email

12:46Under community paid by sailor
12:48So they said we have like 98% read
12:50That is all good

19:30So it isn't unfortunate
19:33The problem would be already on their side
19:37We were actually exposing what was
19:38And letting them know what that was
19:41We would always work with the best we can
19:44If there s some way to put it back in
19:47In white, and wait absolutely do
19:49But if its a fire hazard
19:52That is not one of our own house
19:59It's part about rating increases
20:02This has got many different parts
20:05To build up the money
20:08We are excited
20:11I am worried about water meters
20:13And the electric mayors and so it is less.

20:19It has had an auto-water leak
20:21So there was like program that says things

20:35Let us say pay five extra dollar

20:42But some thing for that case
20:44So if there s not, and again
20:46There is a low percentage
20:48And i get more blesses coming from because
20:50l wouldn't want to be hit

23:02A power quality issues that we could use with them
23:06That s why it was 1 or 3 times
23:08But this mainly what
23:10Is as well, electric meter and that portion
23:13Second part
23:15The water meter portion
23:17After
23:19The water meter is a lot of pressure
23:23We wanted to go with the cellular solution
23:29So we went back and looked at Neptune
23:33This will be
23:37And this'll lead in the antennas for that
23:41It would just do every one

23:52And the big things about this is they are US may
23:55They have a very strong presence in Oklahoma

24:09The modems if it go into another network
24:11It's included in the price of what they do
24:14So it is a backup to
24:16The back up already
24:19In that really good
24:21They are an
24:24Autersonic meter
24:26That we went with which picks up low flow
24:28We will have some
24:30Low flows
24:32That were picking out
24:34Which better accuracy
24:36And their all brass meters and its a really good meter
24:39And they will have the G

24:45You'll notice here in just like
24:47H we worked at same person

24:51The metadatum management system
24:53Which all this information
24:56All of these information from electric meters and water meter
24:59Are going to go into MDMS
25:02Which take all that information
25:05It will distribute it out to the customer portal
25:08And now its going
25:10All of those intervals inside
25:14That's how we talk back and forth
25:18Also has a

25:25The corn main for their MDMS
25:30Which is the reason we are
25:34We're warning that because thats where they put their cellular charges
25:36For water meters,
25:38They putting it in MDMS
25:41It's not what need to be called MDMS
25:44So with a cellular charge

25:53To talk about water meters

27:04But I wanted to talk about the answers
27:07Yes, we talked into the MDMS from Lansing gear
27:10That goes for customer portal
27:12It pulls that data
27:14Then you can get on their app
27:16The other electric meter and then water meter on
27:18That is correct
27:26You can start communicating
27:32It's not a quick
27:39No, I'm project 30 and 20
27:41Its going to be like that couple of year projects
27:45So you got changed out the water meters
27:48Or bigger or
27:50We're able to plug in the play
27:52Ideally we wouldn't have two
27:54But i am sure there will be some meter tiles
27:56That would depend on what
27:58We find one more there
28:01If we break their side and share
28:06That because you are moving pipes
28:09It's in the ground
28:11There will be lots of maintenance
28:13Caused by us being out there
28:15Change them to meters
28:17And they'll actually fit on the cans
28:19So if a can is not fit
28:21At that, it doesn't fit
28:23They're clear paper or whatever
28:25Or
28:27We may have to do some refitting
28:30Down in the alleys because they're bigger
28:32We'll be doing internal service
28:41That would not fit
28:44The service security part of their part
28:47So on this app
28:54I'm just going around and see what people can hear

29:00They will pay their bill over that

It is being brought for approval to the Miami Special Utility Authority (MSUA), City Council, and Miami Industrial and Public Facilities Authority (MIPFA) because they each would have responsibility during disasters. The Emergency Operation Plan was last updated in 2013. The Oklahoma Department of Emergency Management will keep a signed copy in their records. Trustee Estep made a motion to approve the City of Miami Emergency Operations Plan (EOP). The motion was seconded by Trustee Jones. They will also improve sidewalks along A Street. The project is $2,000,000.00 and will require a 20% match. The sidewalk from Central to Rockdale will connect to the existing sidewalk at NEO. Trustee Estep made a motion to approve Resolution MSUA2026-02/CC2026-05 for Transportation Alternatives Grant Project Application and Maintenance Commitment. Award Bid for Advanced Metering Infrastructure (AMI) Field Area Network (FAN) to Landis + Gyr and Authorize the Trust Manager to Negotiate Contract Consistent With the Bid Documents for the Advanced Metering Infrastructure Project and the Successful Bid Vendors’ Prices, Obtain all Necessary Approvals, and Execute Contracts With the Successor Bid Vendors Previously Selected on November 13, 2025 Agenda Items E through | were discussed. Tyler Cline stated that the Miami Special Utility Authority (MSUA), in partnership with the Modoc Tribe and Ottawa Tribe, was awarded an ARPA Tribal Match Grant through the Oklahoma Water Resources Board for Advanced Metering Infrastructure (AMI) and Water Treatment Plant improvements. Staff have researched and are recommending the best electric and water vendors, respectively. There was a discussion about the electric meters. The electric meters would not require additional wiring unless the current meter had insufficient or faulty wiring already installed. If there is equipment on the customer side that is insufficient or faulty, they will be required to replace it. The MSUA will replace equipment that they have damaged while installing the new meters. Chairman Parker and Trustee Barnes would like staff to brainstorm ideas to help customers pay for equipment replacement on their side if an issue arises during AMI meter implementation. MSUA Page 2 of 10 February 03, 2026 Derric Lollar stated there were four (4) components to the Request for Proposal (RFP) that went out, and we received 11 proposals. The first component is the Field Area Network (FAN), which consists of the electric meters and all field equipment. The second component is the Water Metering, which consists of the water meters, lids, and antennas. The third component is the Meter Data Management System (MDMS), which is the system that information from both the electric and water meters flows into. There is a second award recommendation for MDMS because that is where the cellular portion for the Water Metering was written in the vendor’s proposal. The fourth component is the Customer Portal, which is how customers will be able to access their usage for both water and electric. The project is estimated to take between 160 and 190 days once the contract is signed, and there are no expected interruptions to water service. Trustee Estep made a motion to award rebid for water treatment plant improvements to Orr Construction, Inc. to include bid alternative A4, not to exceed $2,177,930 and authorize the trust manager to sign the contract contingent upon legal review and Oklahoma Water Resources Board approval. The Emergency Operation Plan was last updated in 2013. The Oklahoma Department of Emergency Management will keep a signed copy in their records. They will also improve sidewalks along A Street. The project is $2,000,000.00 and will require a 20% match. The sidewalk from Central to Rockdale will connect to the existing sidewalk at NEO. Tyler Cline stated that the Miami Special Utility Authority (MSUA), in partnership with the Modoc Tribe and Ottawa Tribe, was awarded an ARPA Tribal Match Grant through the Oklahoma Water Resources Board for Advanced Metering Infrastructure (AMI) and Water Treatment Plant improvements. Staff have researched and are recommending the best electric and water vendors, respectively. There was a discussion about the electric meters. The electric meters would not require additional wiring unless the current meter had insufficient or faulty wiring already installed. If there is equipment on the customer side that is insufficient or faulty, they will be required to replace it. The MSUA will replace equipment that they have damaged while installing the new meters. Chairman Parker and Trustee Barnes would like staff to brainstorm ideas to help customers pay for equipment replacement on their side if an issue arises during AMI meter implementation. MSUA Page 2 of 10 February 03, 2026 Derric Lollar stated there were four (4) components to the Request for Proposal (RFP) that went out, and we received 11 proposals. The first component is the Field Area Network (FAN), which consists of the electric meters and all field equipment. The second component is the Water Metering, which consists of the water meters, lids, and antennas. The third component is the Meter Data Management System (MDMS), which is the system that information from both the electric and water meters flows into. There is a second award recommendation for MDMS because that is where the cellular portion for the Water Metering was written in the vendor’s proposal. The fourth component is the Customer Portal, which is how customers will be able to access their usage for both water and electric.
