[00:31] Whereas May is brain cancer awareness month and whereas Mayor Rudy Schultz and the Miami City
[00:36] Council believe it is important to recognize citizens who distinguish themselves by various
[00:41] means and who have made significant contributions in our community.
[00:45] And whereas the Miami City Council believes that Greg Smith is such an individual or the
[00:50] of being recognized for his significant contributions to this community and whereas Greg was
[00:55] an honorable family man and especially proud of his son, Spencer, and Sutton.
[00:59] Whereas Greg was a lifelong member of Miami First Baptist Church where he served as
[01:04] Deacon and Treasurer as well as taught youth Sunday school.
[01:07] Whereas Greg graduate is valedictorian in Miami High School class of 95 and continue to
[01:13] his education at Oklahoma State University, the Oklahoma State University, graduating with a
[01:19] degree in finance in 1999.
[01:22] And whereas Greg attended the University of Oklahoma School of Law, graduating with his
[01:25] jurist doctorate in 2004, it was a member of the American Bar Association and the Ottawa
[01:30] County Bar Association and whereas Greg Smith has provided support and leadership throughout
[01:36] the city of Miami in various civic and charitable organizations including but not limited
[01:41] to chairman of the Miami Downtown Redevelopment Authority, served on the Miami Economic Development
[01:47] Services Board, Miami Public Schools and Richmond Foundation and a member of the Miami
[01:52] Area Chamber of Commerce as well as coaching youth basketball and baseball.
[01:57] And whereas in 2012, the General Records selected him as one of 40 achievers under 40 and
[02:05] whereas Greg was the recipient of the head for the cure keeping the faith award for the Kansas
[02:11] City Area in August of 2014 and whereas being a father friend and mentor to his two sons
[02:17] Spencer and Sutton was one of Greg's greatest honors, matched only by the joy of being
[02:22] Julius husband and friend and confident on it.
[02:25] Now therefore, be it resolved that mere shelves in the Miami City Council do hereby declare Tuesday
[02:31] May 17th, 2016 as Greg Smith day within the city of Miami and witness where I have here

[04:16] Is a fire sales tax budgeting amending a purchasing policy.

[04:23] Back in 2003 voters approved proposition number two that allowed the Ottawa county, a lot of the county to
[04:29] Levy of one 10 sales tax, which would be divided equally among the fire departments in Ottawa county.
[04:35] The purpose is was pretty broad.
[04:38] It, it's as purchase of equipment, general operation maintenance, training, new construction improvements to buildings.
[04:45] So it's very pretty broad.
[04:48] Our charter states that claims along with related supporting documentation shall be submitted to the city council for payment authorization.
[04:57] Because these monies are designated to the city for fire protection.
[05:03] We feel like a policy is is probably what we need to have.
[05:06] So we make sure that the money runs through you guys are approving the purchases.
[05:12] I did earlier today in the special meeting.
[05:14] I showed you their proposed budget for next year.
[05:17] This policy would be part of that.
[05:19] It actually formalizes how the city is going to.
[05:24] Budget the money approved for spending.
[05:27] And men's a budget and then just the process on how that works and how everybody.
[05:32] How their what their responsibilities of their department will be.
[05:36] I wrote the policy and then I let Chief Klein and Captain Wright take a look at it.

[09:00] and possibly bring it as a resolution at a later time,

[11:42] there was a question about, you know, what fees and things like that would
[11:46] have to be paid as part of this.
[11:48] And our thought was that the schools are no different than us.
[11:52] They are, you know, it's hard for them to get money.
[11:55] And this is something that's overdue.
[11:58] And we can certainly live.
[12:00] without $9,000. And that's $9,000. It can go into these buildings. It's just a little bit more
[12:05] that they can stretch those bond dollars. So what we're asking you for permission is to go ahead
[12:11] and wave the fees for building permits and inspections for the public schools. Now we'll still do
[12:15] the inspections. We'll still do everything there. So don't think they get a free ride there,
[12:20] but we're not going to charge it for it. I think that's a good intergovernmental activity for us.
[12:26] And our attorneys assured us, we have the right to do that.
[12:29] The political, there's a state statute that I'll promise to do.
[12:34] Right, we don't have to put a cap when they use, so it's approximately $9,000.

[15:30] I know, Amanda's exhausted, but that had a great job as usual.
[15:34] And so the radio committee, and just wanted to congratulate them, also we have the
[15:38] job and blasters here last Thursday.
[15:41] And the crowd was not as big as we had hoped.
[15:43] I think it was kind of the first time we did something like this.
[15:47] And I think we had about 1,150, 160 people in the audience.
[15:52] But the blasters couldn't have been more pleased.
[15:56] I was a little concerned about the number of people that showed up.
[15:58] But their hope point was this expose this team to the region.
[16:02] And they want to think of themselves as a regional team.
[16:05] And also a commitment to art, staff, my, my high school and RBI.
[16:12] But the first thing I've heard when I walked in and introduced myself and from several people in
[16:18] the blasters is they absolutely love that field.
[16:23] They said it's one of the best they've ever played on.
[16:26] And that really says something about what my aim was done for the high school baseball team.
[16:31] But again, the blasters couldn't have been happier and they're already talking about coming back
[16:35] next year.

[16:41] And our hope is that those 150 that were there and had a great time.
