01:36fiscal year 25, 26 budget message.
01:38Resolution regarding.
01:39To see my amount of home budget.
01:42Last Tuesday.
01:45Our discussion about budget with the power.
01:50There's been change to the numbers of a bit and I want to make sure I got all the changes
01:56that I could for again.
01:58You have four documents setting for me.
02:00I'll roll to the top.
02:01One is the budget summary that somehow ny.
02:05The two are a bit one of those two.
02:10But one of the best on it is the same 100-puzzle resolution that we have done from the past.
02:17The moment the enemy is there, it's a different type of resolution.
02:20We can talk about that from there.
02:23I refer to the following things.
02:25And I'm talking about your opinions to the number change.
02:27So last Tuesday, we said, we're on a budget for you.
02:31We're going to $2003,000.
02:34Well, that's changed to $100,000.
02:36We're going to $50,000.
02:39$10,000.
02:42That is maybe a $10,000 of that.
02:44It was made up with the grant of the library.
02:46It was just a word.
02:47So when I started to get that in,
02:48then the other two of them are in one change.
02:54And then another experience with another fund.
03:06The rest of the West and the West for a while now, so I already know that this is going to be here.
03:22This is the city centre to move on to move money within the same time.
03:33We have 30 funders, especially its own real business.
03:37In Australia, one of the funds in Japan.
03:39If that 102 or 500 million to have to either 1,000 got larger.
03:56So we got new money.
03:57We got more answers.
03:58We have new year.
03:59You would see that.
04:00The two types of amendments should see.
04:04The investor resolution with the end of the comment allows the city manager to agree.
04:10We just have the authority to approve all money.
04:14Which if we get, if we go that route then we put like a form in the packet.
04:22So everybody would see it.
04:24It's just, so I'm not just kind of confusing when we like, we get insurance claim.
04:27We get money from the insurance company.
04:29We bring it to the board and say we're getting another $20,000 to fix this car.
04:33And then we come before you.
04:35I mean, it's just kind of a, yeah, we've done it.
04:38Where we are.
04:41We get a grant.
04:42We get money and the grants we have to come here to get it to.
04:45You've got a lot of responsibility anyway.
04:47Do you really want more?
04:49It's a, it's really whatever the board wants to do.
04:52I mean, there be a ceiling on this.
04:54I can amount that we would succeed.
04:57Council can pass it anyway they want.
05:04The form of government that you have is a form of government where the council gives
05:08oversight.
05:09The city manager runs the day-to-day operations and this.
05:14I do know that other cities with this form of government lose this kind of a budget model.
05:21So my, my thought process behind my question was around protection of Tyler.
05:25If there was if we put a cap on his level of what he was able to move without council approval,
05:31then he's covered as far as what we spelled out.
05:35And then if it goes above a certain amount, then maybe it does need a little bit more in debt
05:41review from the council's perspective.
05:43That sounds good to me.
05:46That's, that's, that's my thought.
05:48It's just, I think, most business.
05:50I don't have a number in mind.
05:52So going back to my travel days.
05:55Anything over like 25,000, I think, if I'm not wrong.
06:00was anything over 25,000 had to be reviewed by the business committee there.
06:05And that, to me, that feels, that's fine.
06:08I mean, it can be 50, I don't know what the number is, whatever we decided is.
06:12But whatever that level of comfort that you feel, I think,
06:16because as you get into moving bigger dollars, like if you're moving a hundred thousand dollars,
06:21you want to make sure everybody's eyes are on it and you're not.
06:25That's, I know the county's got a budget to where they can,
06:29the volunteer fire departments can use, like up to $20,000 a year
06:34without having to have a permanent county commissioners.
06:37Is that where years of that right now anyway?
06:40Yeah, $20,000.
06:41They make it the same.
06:43Again, I just am trying to protect Tyler.
06:48As the 20,000, everybody has you.
06:52Everyone's wanting to, we have to ask you to produce some claims.
06:55There were around the 20,000.
06:57You have less, but I was calling you in table.
06:59That's when you do approval in this or whatever.
07:01So, as far as that levels concerned, I know the goal of this is to keep from
07:09inundating the council with tiny money moves that are written significant.
07:14Is 20,000 that limit or is it 25?
07:17Where is it that we can start at 20 and see how it goes?
07:20And we can change it later if we fill it.
07:22It don't happen ever week.
07:24Now, I mean, 20 is fine.
07:25We can start at 20 and see how it goes.
07:27It's always a weird process to me.
07:31I mean, you know, that we're like, hey, we got this grant for $3,000 at the library.
07:34Yeah, I know I, I 100% agree with that.
07:37I'm really waiting on us to approve it.
07:38That every one of the next council meeting is going to be.
07:41Yeah.
07:43I like the 20,000 cat for first.
07:45And then we can always approve something different.
07:47Exactly.
07:48It goes the first year and talk about it.
07:49But you get a topic for next year.
07:50You still provide us updates on grants and stuff, so they can still provide us.
07:53Yeah.
07:54Yeah.
07:55And I'll ask Jill and finance to like make a foreigner, whatever that we'll just put it in the pocket and just say this is, you know, what we've done for the.
08:03Crystal from your perspective, does that seem.
08:06This is our.
08:31Or if it's too much to think that like there's not enough bias on the situation.
08:34You know, I mean, like just too much too many moves.
08:36And then.
08:37I mean, it's like that.
08:38Yeah.
08:39And like I said, I don't want to tell her to fill over well.
08:41I mean, I know you got a bunch on your plate anyway.
08:43So I just don't.
08:44I don't mind if you're looking around.
08:47Thank you.
08:49That was rude.
08:52You know, and there's a kind of change in somebody.
08:58Quick.
09:00everybody on the budget. I mean we've sat down on a staff. We've kind of
09:03much of stuff. You know we've realized we've got to do more with less people.
09:07We all work together to get here. I mean at Jill worked hard, Jennifer worked hard,
09:11Chris worked hard. I mean I'm going to wrote an excellent 12 page, you know, budget
09:16message. I kind of look at this as like, you know, last year we got all of our
09:22grants this year. We're actually putting our grants in action, you know.
09:24I think we can approve it. I think we can approve it. A lot of that.
09:28This has been. Obviously it's not. I mean I haven't spent more money because
09:32I mean I don't mean I like to build beautiful things but I mean it's like
09:36we're like bringing so much money so. I don't believe that because you're tight.
09:44Look at his staff. Everybody's like, look at his eye bed.
09:48Yeah, thank you. Look at his.
09:53Can we approve this without a new
09:57with the $20,000 dollar debt or make a motion to approve this with the $20,000.
10:01Yeah. I'll make a motion approved. The changes were requested with the $20,000.
10:04That's all second. Which resolution were we going to do?
10:08That's good news.
10:09I went back to new resolution.
10:11That. I did.
10:20Nunkle.
10:22Jones, aye.
10:23Jones. Aye.
10:23Hey, Seth. Hi.
10:25Barnes, aye. Parker.
10:26Aye.
10:27No, please.
10:28We renew.
10:30Make a motion or we approve the rainy day certification.
10:36Aye.
10:39Barnes, aye.
10:40Hi, local.
10:42Hi.
10:43Jones.
10:44Perfect.
10:45Hi.
10:46Seven.
10:47To us in Buffalo Action, we're guarding proposed memorandum of understanding between the
10:50City of Mioente and the All Tribe for purposes of entering and seeing agreement
10:55necessary to obtain special law enforcement permission for our Police Office Chief
11:01seam.
11:02Sure.
11:03I clarify that was for the approval of the budget and the resolution right?
11:07Yes.
11:08Thank you.
11:09Sorry.
11:12So, as most of you are aware, one of the issues that we do with here in Miami, the first step in the process of trying to solve this through a system where you're working on developing the same environment that all of the tribes sort of apply to you for pause, wait for to start, and then if we have a agreement.
12:13I think that's great because I feel like these last few weeks we've had some pretty intense moments of crime.
12:19But this, I think, will be able to be, I think, my dad and I added it up and there's over a hundred of some officers hired
12:27from the city and the tribal entities and the time to get somebody to the site.
12:31I think this would be a great way to increase that gap of time to get those people.
12:36But we had situations where we had to wait for the IA and it's been three months.
12:40Right.
12:41That's the situation today, where there was a domestic and progress.
13:02We tried to work as a change.
13:08Thanks.
13:09I was going to be my next question.
13:10Mr. Court piece.
13:11Thanks for kind of finding it.
13:17I'll make a motion.
13:18Wait.
13:19Second.
13:20Is that James?
13:21Hi.
13:22Hi.
13:23Hi.
13:24Hi.
13:26Thank you.
13:27Hey.
13:28The discussion on the criteria of an honorary degree naming in the city of mine.
13:32Yeah.
13:33Let me get out of my paperwork.
13:34Sorry.
13:35I missed you still.
13:36It's some drinks over here.
13:37It's a real way.
13:38So board.
13:42Tonight.
13:43Everyone's probably going to head up about honorary street naming.
13:45And I personally think we should have a criteria for how we do it.
13:51Because to me, it's like we want to name a street after somebody that's never lived in my island.
13:55But maybe they've done something.
13:56I mean, or, you know, Kevin has promised me a crit.
14:00So I mean, it's like.
14:03I just think that a, you know, bus, bus, bus means statue.
14:06If I get the trucker out of grand.
14:08So small one.
14:09He said it would be a small one.
14:10I like a small one.
14:11I like a small one.
14:13But you know, a lot of cities.
14:15A lot of cities have straight naming criteria.
14:18Which I think we should have missed.
14:20You know, missing.
14:21I talked about it kind of.
14:22I'm create one and then have missed.
14:23You bring it back to the board for formal approval.
14:26I just want to get advice thoughts on it.
14:30I think it'd be great.
14:31Have it on the outside of just a council vote.
14:33Because it's easy to say yes when you're excited about something.
14:36But, you know, you can just write name and then maybe there's something they're qualified for.
14:40So it is.
14:41I think it'd be easy to be like that.
14:42I don't want anybody to think that the ones that are being renamed aren't valid.
14:46So probably should be a criteria.
14:48Yeah.
14:49Yeah.
14:50Check the boxes.
14:51Yeah.
14:52I think it's a criteria.
14:53I think that's everybody involved.
14:54That way they can come back and say we fix somebody because of somebody we like.
14:58Yeah.
14:59Yeah.
15:00with the criteria before he gets to you.
15:03You know, I can't just say they have a big one, but some of the cool things I think they pointed out is they want to say going to serve at least 50 residents that would support this person.
15:10They want to rate and constantly at least 25% of the owners that would be along that road to show their support.
15:16And then they would like a rate and statement as to why this person deserves to be.
15:21And so I just think that way it's just like you said.
15:25People don't get excited when they name something and then we don't.
15:28And a period of time.
15:30And or you know.
15:31And in order to fill out a bigger time to challenge.
15:38There's no action on this.
15:39Just to bring that make sure the board was.
15:41Give it that some.
15:42I like it.
15:43Okay.
15:46The nice.
15:47Mayor's nomination took point Joe was elis.
15:50To the mind of housing authority.
15:52Turned it expire six three twenty eight.
15:54Make up.
16:00Jones.
16:01Jones.
16:05Mark.
16:06He's.
16:07Mark.
16:08But.
16:10Ten.
16:11Jones.
16:12Who.
16:13Tone.
16:14James.
16:15The.
16:19Five.
16:20Sevan.
16:21And.
16:22Good morning.
16:23You don't.
16:24You don't.
16:25I mean I don't.
16:27You don't.
16:28That's.
16:29The.
16:30The.
16:31To the.
16:35The.
16:37That's not.
16:38The.
16:40To.
16:41The.
16:42The.
16:45resource officers, and we inquired about the Chevy Tahoe.
16:50It's the 2013 Chevy Tahoe.
16:53I wouldn't just so everyone knows,
16:56we've learned today that there are some significant
17:00mechanical issues with the Tahoe.
17:03It's overheat and that's all specifically that I know
17:08is wrong with other than our mechanics,
17:10that it has some significant issues with it.
17:13Kevin Dunkle overheat sometimes too.
17:17Thank you.
17:19I'd call him power sergeant.
17:24I'd call him power sergeant.
17:26I think it's, I don't want to donate,
17:31so I wouldn't want to donate something to a public school.
17:34If it's going to break that on home,
17:37and that causes any kind of hindrance to them responding to
17:41the power sergeant.
17:42I don't have a war in the heat of the weather
17:47enough that it's safe here.
17:48It's just pretty good when you get on the turn of the mic.
17:57Right.
17:58I talked to Joey today.
18:00And the only thing they're going to use it for is more or less, for the officer to get to it from school,
18:05and maybe take students to the sonic or something like that.
18:09He's aware of some of the issues that it has, and the schools willing to still accept it and get it picked.
18:16Second.
18:23Jones.
18:25Hi.
18:26Hi.
18:27Hi.
18:28Hi.
18:29Hi.
18:30Hello.
18:31Hello.
18:32How's the new business?
18:33If any, which is the reasons of the focus of this agenda?
18:35Today, we received the, um, how does the lean from the counter-traditional, the amended lean,
18:44that accepted our 1-3rd, 2-3rd offer proposal on the Habermand property, and he has paid it,
18:50so we'll be getting a check for $13,000.
18:52That'll fix it.
18:56That'll fix it.
18:57That'll fix it.
18:58Are you ready to?
18:59Do you like money?
19:0312 staff reports.
19:0413 mayor council community announcements.
19:10Yes.
19:11Yes.
19:12Okay.
19:14I want to, first I thank you, Chief, for everything that, on Saturday, we had a, everybody knows
19:21that the answer is shooting on Main Street.
19:24It was horrible to say the least.
19:30And everybody come together.
19:31The detectives, they did an outstanding job.
19:34Everybody that was there did it.
19:36The tribes come together.
19:38And we just had a good showing.
19:41And it really worked out real well in the end.
19:44And it's still being investigated, but it's, it's good.
19:48I want to thank the street department, Robert, Margaret, for answering my call right away
19:54and setting up street barricades and getting the roads barricaded off.
19:58And his crew, they've done an outstanding job.
20:00And I also want to thank Valerie and Dispat.
20:03She done an outstanding job, also.
20:05It just, it was amazing to watch and see.
20:09She didn't buy me breakfast because we was out till 6 o'clock in the morning.
20:13He was hungry, but, you know, but hi, it was good.
20:16We had a good.
20:17It was, it was, for a bad situation everybody come together and it was awesome.
20:24I want to thank everybody.
20:27And the FH Chief, we got more updates from Tyler than ever before.
20:31And that's still greatly appreciated.
20:33It's comforting for us.
20:34And the public has questions.
20:36It's really nice.
20:37The communication is greatly appreciated.
20:45That's, I'll echo in part of whatever they said.
20:48Great, great leadership.
20:50I'm sorry that this had to be your welcoming, coming in party, but that's how we do it around here.
20:58We break them in right.
21:00But I appreciate your tenacity and I appreciate your willingness to
21:05want to make our streets safer.
21:07I will stand up against anybody who complains about police.
21:11Presence.
21:12I'd much rather answer those questions than a lack there.
21:16I've got a few places you can look at too.
21:30With the skeleton crew.
21:33Yeah.
21:34I was just going to reiterate.
21:36I kind of got it out earlier with the, you know,
21:40and I want to pile on to what they're saying.
21:49I'm going to go a little different angle since they covered a lot of it.
21:52What I heard from the community was things I have heard in a long time.
21:58There's a lot of thank you for officers, which was refreshing.
22:02Because a lot of what we hear about our officers is negative.
22:05I heard great things from the owners of Mayabella.
22:08The response time has officers were very cordial and very caring.
22:14They appreciated the response time for sure.
22:18I heard from a lady on B Street that said one of our officers when everything was going down.
22:24She was in the front yard with her daughter.
22:27And he said, man, please get you in your daughter inside.
22:30Before you choose to go out with your daughter.
22:32You make sure they were inside and safe.
22:35I heard people talking about you.
22:39And the fact that you were all the dudes who were in open, who were in transparent,
22:43you were telling the community what you could tell them.
22:46And I know there was, I know there's something to talk about there.
22:49We got to forget that because most of those people don't understand what's going on or what they're allowed to know,
22:55what they're not allowed enough.
22:57I mean there are stuff that was going on that night that we weren't even allowed to know.
23:02Because it was an investigation.
23:04But I appreciate your leadership as they said.
23:08I appreciate our officers.
23:11In the fact that a lot of those negative Nancy's on social media.
23:16If it was not a clock in mind.
23:20And there was a suspect running fire and shots.
23:25That wouldn't be chasing them.
23:27They'd be high and under a table.
23:29So thank you to your officers for taking care of our community.
23:34It's not going to be unnoticed.
23:36The changes are great.
23:38And the community's loving it.
23:40You ever select you that are just going to be them.
23:43But the majority of the community is seeing it recognize and appreciate.
23:48So thank you.
23:49And separate note.
23:53I have two other announcements.
23:55One there is currently a board position open for these.
24:00Sit us in more if anybody's interested or know if anybody would like to be on that preferably a member
24:06I have a seat available
24:09Also the Main Street dinner is this Friday evening. There is still take it's available to Main Street

24:54It's just a picture
24:56It's just a picture. I don't want to hear
25:03Actually legally to give it away. We need to make sure they go to like a gun shop and do the
25:09That's how it's going to be
25:17And the person that donated it, they'll have to go pick up the firearm at the location to have the background check down. So the city's just reaping the rewards of that one
25:26At the will the main street department calls me to have a spirit of credit and incredibly hard and her team Jesse I've borne everybody that was incredibly hard on these dinners

I've called the Board of Directors here to meet the University Council for today, June 3rd, 2020, 5. Public hearing on the proposed fiscal year 25, 26 budget. We ask questions, or about budget time to ask. I don't really know. Yes, we do. I'll ask all of you for anyone to ask questions on the 25, 26 budget. 10, that's a common section. That's what to say well here. I'm three. Public input. I'm just going to the personal period. So we have nine. Four. Plains list. Second. Don't hold. Hi. Peace out. Jones. Marker. Five. Five. I'm in a memorandum of understanding for the Audit County for the market for 20. Five. Is that? To the approve. Second. Hold. Five. Jones. Peace out. Parker. Six. fiscal year 25, 26 budget message. Resolution regarding. To see my amount of home budget. Last Tuesday. Our discussion about budget with the power. There's been change to the numbers of a bit and I want to make sure I got all the changes that I could for again. You have four documents setting for me. I'll roll to the top. One is the budget summary that somehow ny. The two are a bit one of those two. But one of the best on it is the same 100-puzzle resolution that we have done from the past. The moment the enemy is there, it's a different type of resolution. We can talk about that from there. I refer to the following things. And I'm talking about your opinions to the number change. So last Tuesday, we said, we're on a budget for you. We're going to $2003,000. Well, that's changed to $100,000. We're going to $50,000. $10,000. That is maybe a $10,000 of that. It was made up with the grant of the library. It was just a word. So when I started to get that in, then the other two of them are in one change. And then another experience with another fund. The rest of the West and the West for a while now, so I already know that this is going to be here. This is the city centre to move on to move money within the same time. We have 30 funders, especially its own real business. In Australia, one of the funds in Japan. If that 102 or 500 million to have to either 1,000 got larger. So we got new money. We got more answers. We have new year. You would see that. The two types of amendments should see. The investor resolution with the end of the comment allows the city manager to agree. We just have the authority to approve all money. Which if we get, if we go that route then we put like a form in the packet. So everybody would see it. It's just, so I'm not just kind of confusing when we like, we get insurance claim. We get money from the insurance company. We bring it to the board and say we're getting another $20,000 to fix this car. And then we come before you. I mean, it's just kind of a, yeah, we've done it. Where we are. We get a grant. We get money and the grants we have to come here to get it to. You've got a lot of responsibility anyway. Do you really want more? It's a, it's really whatever the board wants to do. I mean, there be a ceiling on this. I can amount that we would succeed. Council can pass it anyway they want. The form of government that you have is a form of government where the council gives oversight. The city manager runs the day-to-day operations and this. I do know that other cities with this form of government lose this kind of a budget model. So my, my thought process behind my question was around protection of Tyler. If there was if we put a cap on his level of what he was able to move without council approval, then he's covered as far as what we spelled out. And then if it goes above a certain amount, then maybe it does need a little bit more in debt review from the council's perspective. That sounds good to me. That's, that's, that's my thought. It's just, I think, most business. I don't have a number in mind. So going back to my travel days. Anything over like 25,000, I think, if I'm not wrong. was anything over 25,000 had to be reviewed by the business committee there. And that, to me, that feels, that's fine. I mean, it can be 50, I don't know what the number is, whatever we decided is. But whatever that level of comfort that you feel, I think, because as you get into moving bigger dollars, like if you're moving a hundred thousand dollars, you want to make sure everybody's eyes are on it and you're not. That's, I know the county's got a budget to where they can, the volunteer fire departments can use, like up to $20,000 a year without having to have a permanent county commissioners. Is that where years of that right now anyway? Yeah, $20,000. They make it the same. Again, I just am trying to protect Tyler. As the 20,000, everybody has you. Everyone's wanting to, we have to ask you to produce some claims. There were around the 20,000. You have less, but I was calling you in table. That's when you do approval in this or whatever. So, as far as that levels concerned, I know the goal of this is to keep from inundating the council with tiny money moves that are written significant. Is 20,000 that limit or is it 25?
