[00:51] same boat for each of you and two of you have done this before in Jackie. I will tell you
[00:55] on paper. It looks very brief but as you do it can seem somewhat long to the mayor's point
[01:00] down. So I'll go ahead and begin. I'll ask each of you to get a raise or I can't please. I stay
[01:06] your in. I'm ready. We have you done? We did that. And Vicky did you say anything? I'm ready to hear. Thank you.

[02:55] Seems we have critics at all levels of government but not very many.
[03:00] Many people are willing to step up and I appreciate Vicki and I appreciate the continued service of the rest of the gentleman up here.
[03:07] I remember full of his public input and unscheduled personal appearances,
[03:11] or any one of the audience that wishes to address the council on any of the agenda items.
[03:16] They're being known item five as a consent agenda staff is recommending item six through twelve for the consent agenda.
[03:22] Are there any questions on any of those items?
[03:25] There's not my or I'm like a motion print.
[03:29] Okay, and a second.
[03:31] Second.
[03:34] Roll call please.
[03:36] Johnson.
[03:37] Forester.
[03:39] Lewis.
[03:41] Weston.
[03:43] Thank you.
[03:44] Item 13.
[03:45] Resolution to Ways in his garage sale permit fee for the Miami News record annual citywide garage sale makes
[03:49] 7th, 2016 mark.
[03:52] For the last 10 or so years the city of Miami and the Miami News record have teamed together
[04:02] to host the citywide garage sale and the city has graciously suspended the the normal permit fee for that day only.
[04:12] And we just asked that you do that again this year.
[04:15] I think we have about 50 garage sales that are scheduled and 85 degree weather so should be a good day for all.
[04:23] Okay.
[04:24] Any questions?
[04:25] If there are not.
[04:26] I'll make a motion to wave the feed.
[04:29] Do we have a second?
[04:30] Second.
[04:31] Roll call.
[04:32] Should I.
[04:34] Johnson.
[04:35] Lewis.
[04:37] Forester.
[04:39] Hey.
[04:40] Thank you.
[04:41] Thank you very much.
[04:42] Item 14.
[04:43] Resolution.
[04:44] Repartments.
[04:45] General policy.
[04:46] As recommended by the parks board.
[04:48] James.
[04:49] Mr. Tom.
[04:52] Okay.
[04:53] On item eight.
[04:54] As you can see, it will be an increase for the ball fields.
[04:58] For anyone hosting like tournaments or parties.
[05:02] We've actually had birthday parties and stuff on ball fields before.
[05:05] Okay.
[05:06] So just to be clear, this has nothing to do with the normal recreation rise of our youth leagues.
[05:11] It will not affect the MOUs that we have with our leagues at all.
[05:14] Okay.
[05:15] So if the MOUs, the leagues want to host a tournament or whatever.
[05:18] That's falls under them so that won't affect.
[05:21] Okay.
[05:23] And the second item.
[05:26] On item B.
[05:27] With our stage, we always just had a verbal policy and never take it outside of city limits.
[05:31] We've tried to take it to mind up before.
[05:33] It was pretty rough.
[05:35] So now we're want to written policy.
[05:37] It's just for safety wise.
[05:39] The link to the stage and the speed makes it.
[05:41] It makes it pretty dangerous.
[05:43] So we're just want to written policy now that the city manager can approve.
[05:46] If it needs to just go outside of city limits.
[05:49] And we have had some requests in the past.
[05:51] We're just immediately outside the city limits.
[05:54] And those were reasonable.
[05:56] And in a lot of ways it would be intergovernmental cooperation.
[06:00] Obviously, for taking it to row for something, we'll probably say no, but if it's just outside our city limits, we probably would try to help out by we normally would.
[06:09] Any questions on that policy?
[06:12] We have a motion, Ms. Lewis.
[06:14] My move.
[06:16] I have a second.
[06:18] Second.
[06:19] Oh, call.
[06:20] Lewis.
[06:22] Western.
[06:24] Forster.
[06:25] Johnson.
[06:27] And you got your feet wet.
[06:29] I know, Wellington.
[06:30] I've你就.
[06:31] I'm 15.
[06:32] I'll have b c 16 72 contract with all of Universities for fixed school year.
[06:34] 15 16 audit.
[06:36] Jill.
[06:37] We send out a proposal asking for requests for products for the next few years at, we got back three
[06:43] proposals.
[06:46] We had a scoring system that was in your packet Lindsey and I scored the three proposals.
[06:52] One of the most important...
[06:54] or one of the most important, ash the team that pulled it back.
[06:56] review, and that was the deciding factor on why we were making the recommendation we are.
[07:00] We're not going to explain what that means, because what is peer review?
[07:06] Well, that's where an outside company reviews their company for how well they perform their duties.
[07:13] That, each one of the firms that gave a proposal use the exact same firm, so that was kind of nice.
[07:18] So it was an Apple's comparison.
[07:23] And so did you get a score?
[07:27] You say each one of them uses the same firm.
[07:29] So did that, that firm that that reviewed them,
[07:32] gave them a score, and you took that into account?
[07:34] No, they gave them a letter.
[07:36] And kind of like our audit, we might be qualified or unqualified.
[07:42] They got, well that's called, they deficiency, I'm sorry, they had deficiencies.
[07:49] One company out of the three had two deficiencies, the other two had zero.
[07:54] So they got a 15, so that was a pretty deciding factor.
[07:58] We did talk a little bit with Crawford Associates about those deficiencies and had a pretty good discussion about that.
[08:06] We are actually recommending the second, the middle company, the middle bid.
[08:12] We have used these, this company before.
[08:15] In the past actually right before Turner, we've used Turner for several years.
[08:18] We used our, two or three years before that for two or three years.
[08:23] It's really good to go to actually get a different auditor.
[08:26] It does make you better.
[08:27] It's kind of a pain because they ask you a whole set of different questions that you're not ready to answer.
[08:32] But that's good.
[08:33] It makes us better.
[08:34] So we like, we like that because it does make us better.
[08:37] So we're recommending this, the middle bid.
[08:40] And David, this is a professional service as contract.
[08:43] So it doesn't require a bid, correct, it just writes.
[08:46] They put on RFP, which is appropriate for this type of work.
[08:50] But I've always, from my part, suggested to staff that if you're not accepting the low bid, you should explain.
[09:00] Why not?
[09:01] Right.
[09:02] Okay.
[09:03] And, Dean, do you have any comments or, you know, after board timing?
[09:07] I'm comfortable with the work that staff has done and I do want to emphasize that every
[09:12] three to five years is a good idea to switch auditing firms.
[09:16] When you consider the literal millions of tax dollars that come through this organization to ensure that we're
[09:22] following policies, procedures, and fiscal responsibilities.
[09:25] So, with that, I'm very comfortable that we're making that change right now.
[09:30] We've gone through this process and we're having some fresh eyes to look at our books.
[09:37] Is it just for one year or we want to look at this every year or every five years?
[09:42] If it's in the five years, I've got a little bit of problem with it.
[09:45] We asked them to bid out for five years and then we bring a contract to you each year.
[09:50] And they're also, as the standard, well, relatively standard provision of the contract.
[09:54] That they're entering the crystal pointed out.
[09:58] Not that you expect this to happen.
[10:00] You certainly hope it doesn't.
[10:01] But on 30 days notice, you can always decide to withdraw.
[10:06] Things weren't working out for such things.
[10:08] For some reason.
[10:09] I think related to Neil's question, there was a term in there about single use or single spotting.
[10:17] A lot of things.
[10:18] And explain that part to me.
[10:20] That is our grants.
[10:21] If we have over $750,000 grant money that runs through our organization in a year's time,
[10:27] we have to also do a single audit.
[10:29] We don't foresee one for 1516.
[10:32] Well, but we hope we'll have one not to disobey each other.
[10:35] For 1617?
[10:36] We're going forward exactly.
[10:37] Yeah.
[10:38] Good problem to have.
[10:39] If they were, then that's what the additional fee was on there for.
[10:43] That's what that was about.
[10:44] Okay.
[10:45] So I want to make sure you guys saw that because that's how they put it in their proposals.
[10:47] So I want to make it the same.
[10:50] The farm that had the deficiencies.
[10:53] Do you reach out to the firm?
[10:55] Do you give them any explanation?
[10:57] They get a copy of it from the peer reviewed.
[10:59] That is, they gave it in their proposal.
[11:01] They gave it in their proposal.
[11:02] They gave it in their proposal.
[11:03] Do they give any updates on how they would correct what they consider,
[11:06] what they was reviewed as deficiencies.
[11:09] Would they have the opportunity to correct that?
[11:11] Well, that's really an internal, kind of an internal audit.
[11:14] So they tell you whether they'd fix it or not.
[11:16] Well, yeah.
[11:17] I didn't discuss that with any of the firm.
[11:19] I suspect that there's there's compliance costs and depending on the size of the firm.
[11:24] They may just decide that, you know, we're not going to do those two things.
[11:27] And we understand that we get deemed for it and it may cost us some business.
[11:32] In some cases and not in others.
[11:34] Did the various firms know this was going to be discussed tonight?
[11:38] Do not think so.
[11:40] No, I don't think we notified any of them.
[11:42] That was going to be on.
[11:43] Well, the one that we're proposing does, they know, because we asked for an engagement letter.
[11:47] Any other questions, Brian?
[11:51] But we will give them letters after.
[11:53] Any other questions?
[11:55] Do we have a motion?
[11:56] I'm okay with the fact.
[12:00] We're going to look at this in another year, but just for 1.5 years, I'm not comfortable with that.
[12:06] And that's not what you're supposed to do.
[12:08] That's not what you're supposed to do.
[12:09] That's not what you're supposed to do.
[12:10] That's not what you're supposed to do.
[12:12] And as I just said a little ball of doing, every 3 to 5 years, I think it's a good idea to change for us.
[12:17] That's good.
[12:19] I'm making a motion.
[12:20] There will be a proof.
[12:21] Okay.
[12:22] And a second.
[12:23] A second.
[12:24] Roll call.
[12:26] Johnson.
[12:28] Weston.
[12:30] Okay.
[12:34] Lewis.
[12:36] Shult.
[12:37] All right.
[12:38] I'm 16 new business in any business.
[12:43] I'm 17 American Council Committee announcements in the announcements.
[12:47] There you go.
[12:48] Radio.
[12:49] That's what you've been saying.
[12:50] Well, you was.
[12:51] Go ahead.
[12:52] Radio.
[12:53] Six and seven.
[12:54] Don't forget.
[12:55] This weekend.
[12:56] Yes.
[12:57] Tomorrow, we have groundbreaking for the animal shelter, which is that four o'clock I believe.
[13:03] That I jump for.
[13:06] And a lot for my fellow council members, maybe next council meeting or two, that we think about the naming of the shelter.
[13:13] I put that on the agenda sometime, Dean.
[13:18] And for the benefit of the population, the location is.
[13:22] Just at the public court's billing, the south and public court's billing.
[13:25] Where are these places?
[13:26] Basically adjacent to where are the.
[13:30] This is the old city with not the animal alliance.
[13:34] Right.
[13:35] But the old city.
[13:37] On the truck.
[13:38] And if anybody wants to make a donation, they can do so.
[13:42] The community's foundation.
[13:43] If Oklahoma is out of jail and just been in the mail.
[13:46] No, no, no, no, no, no, no, no, no.
[13:48] Okay.
[13:51] That's all I have.
[13:53] Okay.
[13:54] Anything else?
[13:55] Anyone?
[13:56] All right.
[13:57] City manager communication.
[13:58] Okay.
[13:59] I have three items here on our first off.
[14:01] I just wanted to confirm that next week we're starting our budget sessions.
[14:04] We'll be starting.
[14:05] We have sessions scheduled right now on May 11th and 12 starting at 3 p.m.
[14:09] So making sure and confirming with everybody that we've got it down.
[14:13] Second thing.
[14:14] I just want to point out that this is municipal clerks week.
[14:17] So please be kind to a letter.
[14:19] Well, we'll try to schedule a lunch for her sometime on that.
[14:24] And then finally, and this is something that just happened a day.
[14:27] And since we had a council meeting, I just thought it'd be a good opportunity to talk about what's going on.
[14:33] You all see Ronnie in the audience and his lovely wife who's also a class of 75.
[14:40] And we have to like Patty a whole lot more than Ronnie.
[14:44] You know, Ronnie has let us know that he plans to retire on October.
[14:48] And those are still the plans.
[14:50] However, a number of projects that we've been working on internally, especially that are very important for the fired
[14:56] department issues dealing with staffing with working.
[15:00] with other departments, equipment, and all of that.
[15:02] Ronny's had me work with Captain Wright, Robert Wright,
[15:06] who's in the audience as well.
[15:07] And had developed a good working relationship with him,
[15:11] and we decided to go ahead and do an application internally
[15:16] to see who would be interested in serving as our next fire chief.
[15:20] And Robert has applied, and we talked today,
[15:22] and we determined that we're going to be developing a transitional plan,
[15:26] and he will be serving as our next fire chief
[15:29] when Ronnie retires.
[15:31] When that will be, because Ronnie keeps saying,
[15:32] unless I fire you, or something like that,
[15:35] you know, there'll probably be October, but it's going to be really nice
[15:38] to have this transitional period,
[15:41] especially going into budget season, and all that,
[15:43] to be able not only to be working with Ronnie,
[15:46] but working with Robert, not have that opportunity to work with,
[15:49] and have a comfort level with him.
[15:51] And I think it's going to be very good to have that kind of consistency
[15:55] with the fire department, and even the right
[15:57] and fallen members of the fire department, knowing
[15:59] well in advance who their next chief is going to be.
[16:02] I wish I'd had that circumstance and that opportunity,
[16:05] when we did this with a police department.
[16:07] I think if I had had a chance to work with Thomas Anderson,
[16:10] a little bit closer at that time,
[16:12] I probably would have come up with the same decision for him.
[16:15] So if somebody's there going, why do you put a high tower to the ringer?
[16:19] And Robert, that's the case.
[16:21] And he's aware of this decision that I'm making, too,
[16:24] and I've still been incredibly pleased with
[16:27] his service right now as our police chief.
[16:29] So these are two very important positions, one person.
[16:33] It's just getting his feet on the ground,
[16:35] it's doing a great job, and another person that I'm going to be able to work with.
[16:39] And we have that type of consistency.
[16:41] So I just wanted to make that announcement of what our plans are.
[16:43] And just welcome on my board.
[16:46] Congratulations both of you.
[16:48] Yes, absolutely.
[16:49] I know Ronnie's looking forward to some time off as his patty,
[16:53] and Captain Wright, congratulations.
[16:55] We know you're going to do an awesome job.
[16:57] No, but you're seeing the bill.
[17:00] Anything else?
[17:00] Those are my comments, you're welcome.
[17:03] Item 19 is Executive Session,
[17:05] pursuant to $25 OS 3072 for discussing negotiations for employees
[17:10] and representative employee group to win.
[17:13] For turn, order a police lodge, number 121.
[17:16] pursuant to $25 OS Section 307 E.
[17:19] Do we have a motion to go into Executive Session?
[17:23] All right, get a motion, man.
[17:25] Second roll call.
[17:28] All right.
[17:28] Listen.
[17:29] All right.
[17:29] For a start.
[17:30] Pop.
[17:31] Loist.
[17:31] Pop.
[17:32] Show.
[17:33] Nice to meet you.
[17:37] Okay, nice to meet you.
[17:42] See you.
[17:42] See you.
[17:43] Say what?
[17:43] I'm second.
[17:44] I'm from German.
[17:45] I'm going to go to the second.
[17:46] So you're the second.
[17:47] Thank you.
[17:49] All right.
[17:52] Okay, we are out of Executive Session.
[17:54] It's 622.
[17:55] Item 20 is a German.
[17:57] We have a motion to adjourn.
[17:58] Make the motion.
[18:00] I will second that.
[18:02] Oh no.
[18:03] Forster.
[18:04] Lewis.
[18:06] Wester.
[18:07] Johnson.
[18:09] Thank you everyone.
[18:10] Well that was.
[18:11] I'm excited.
[18:12] I got 20.
[18:14] You can go to the next one.
[18:16] You can go to the next one.
[18:18] It's still was your primary concern.
[18:21] Yeah.
[18:22] I just want to check.
[18:24] Thank you.
[18:25] Thank you, sir.
[18:26] Thank you.
