03:43We did two different versions of that
03:45And then I present our key findings and recommendations for
03:49Access so your current transportation
03:52You take it at about 20,000 tons per year
03:55From the city
03:57The City's residential and commercial
04:01Customers
04:03Additional resident through
04:05The facilities are used for 30 years
04:08And you need significant improvement to continue operations
04:12So the facility also was on a former
04:14Incentorator site so it wasn't
04:17Originally designed
04:19To be a Transversation Facility
04:21This contracts with only in fill
04:2370 miles away from
04:25The actual disposal so that's
04:27Public and Lamar
04:29We saved the combined of
04:31Transportation
04:33That is contractive with a private
04:37Haller for Transportation
04:39And the city's in
04:41Increases and cost
04:43Significantly through those transportation costs
04:45As well as disposal costs
04:47So that very common
04:49As we see capacity and landfills going down
04:51In an region
04:53The Cost per time had to get
04:56With increased and the
04:59Transversation costs
05:02We've worked for a number of local governments across
05:06And on hundreds the cities
05:08So we created that plan

05:12To look at what could be options to make

05:47Then it maximums tonnage scenario

06:13Regional facilities that are existing

06:29And so to be conservative we wanted
06:31To maintain that estimated increase year over a
06:34Year
06:36That You've occurred
06:39In the last few years for Your Tonnage
06:44So, We use it as a
06:46Your gate fees
06:49So how much It costs for folks
06:52For The region
06:54New Transversation that rate could go up
06:57And Could push waste other places to cheaper facilities
07:01So just To note, That
07:03It should be something
07:05Can't guarantee the tonnage until you look at what it costs on within
07:08The region
07:10In transportation and disposal cost would still
07:12With a third party
07:14And potentially will increase over time
07:17And focus capacity decreases with in Norwegian
07:19So looking at transportation design and cost assumptions

09:15Look to some of those transfer stations that
09:19Currently Hall a significant distance similar
09:22To you all, You call 70 miles
09:24What benefit would Those
09:26Transversations have?
09:28Bringing waste into A new landfill here within this area
09:31Rather than going
09:33Some other facilities
09:35We looked at ownership of the facility and assets
09:37For example if
09:39Transportation is owned by private waste entity
09:41They would likely take their waste to Their
09:44Landfill even though it's further away
09:46Because they can do that at a lower cost
09:48Versus there were A number of transfer stations
09:50That we're city owned
09:52Or by private entities
09:54Don't have landfills, It will be more likely To be
09:56Divided into a landfill here
09:58Look the historical tonnage data
10:00And projections based on The population growth
10:03Of the eight county region
10:05There is a larger waste shed
10:06That can be considered for a landfill
10:09We did minimum and maximum cap
10:12A couple slides just trying to Be conservative on
10:15What those tonnages could look like
10:18This analysis that we've provided now
10:21The cities would take full capital cost
10:24Ownership in operation of this new landfill facility
10:28There are some options
10:30For alternatives with
10:31That the minimum and maximum scenario tonnage scenarios
10:38The minimum was based on assuming that
10:4420% to 50 percent of
10:47Of waste could be directed from other transfer stations
10:50We're owned by cities
10:52To this area
10:54And then, none
10:56Outof a waste would Be deverted
10:58From any of their private land transfer stations
10:59The maximum tonnage is assumed 100% of the waste
11:03That would be currently generated at those
11:06Transversations owned by cities
11:08Would come to this new landfill
11:10As well as some Of their private ways
11:13To that, This may Be a closer proximity for them
11:16So thats why we ran two different scenarios
11:19Just try and show projections again
11:21If city decided
11:23To move forward
11:24That could look like long term
11:26But that gave us a facility footprint
11:29Aker of 250 to 300 acres
11:31Which is conservative
11:33Thats not all area
11:35It would be developed into an actual landfill
11:38The landpilth footprint
11:41Is much less closer
11:4430 acre
11:46You need lot Of areas for borrow soil, space
11:48Storm water ponds, leachate pons
11:50Hall roads
11:51There's a lot of other
11:54Ancillary features that are on landfills
11:57That require that acre
12:01Similar design and cost assumptions
12:043.5% interest rate over 20 years
12:07Equipment at 5 Years
12:09Assumed a costs for acre based on
12:11Recent Land Value sales in Ottawa County
12:14Again, no actual property
12:17Or location was used For this study
12:19So it is really just looking at
12:20Land available of this size
12:23Within proximity
12:25We assume sell development every five years
12:28So when you develop a landfill
12:30You initially developed your scale house, buildings
12:33Your ponds and initial cell
12:35And then every 5 Years
12:37Develop another area
12:39Or open in new areas
12:41Close the old areas
12:43So developing a new salary five
12:45Similar contingency
12:46And then significant increase in staffing and equipment
12:50To account for this
12:52Increased on your operation
12:54Again, it's included no revenue
12:56So now outside
12:59Revenue generated by that gate tipping fee
13:02You would be able to set whatever rate you wanted
13:05That the charge 2 outside
13:08Hullers bring an invoice
13:14Total here for the minimum landfill alternative
13:17It is about 11.9 million
13:18But over 20 years
13:21It costs for time
13:23Is 69.75 cents
13:27Not including that new landfill capital

13:35And then increased operations and maintenance

13:58To have the landfill when we had

14:19And then the amount of

14:28Looking at a new transportation

14:32To project out some growth
14:34Within
14:36In the next 20 years
14:42You can get
14:46The minimum permitting
14:48Design and construction timeline of a new
14:50Transpursation is 3 to 5 years
14:52Well the minimum equivalent for
14:54A landfill has five-to seven
14:56Years
14:59I've been permitting
15:01Design, constructing landfills
15:03For 15 year's both here in O'Homach
15:05Kansas, Missouri
15:07DQ
15:09Good job
15:11But there are times
15:12We have a lot of money
15:16And we are planning and
15:18And the planning
15:21And that facility
15:23So it's
15:26A long-term process
15:29Transpursation is much shorter
15:31Just based on potential impacts in
15:33The size
15:35Of property, its
15:38Much different permitting
15:40Process
15:42It's a very valuable
15:46Conducting
15:48Improving
15:50Revealable properties to determine
15:52Cost impacts and setting
15:54To determine regulatory
15:56And environmental feasibility
15:59The landfill has cost
16:01But it is all determined on viability of having
16:03A property that makes sense
16:05Having land, accessible
16:07An off-and size
16:09In nature
16:11The property is a lot of
16:16A lot of properties
16:19The properties, water, zoning
16:22Other properties
16:24Flood plans
16:26Wetlands
16:28All those are considerations
16:30As well as some operational things
16:32Is it close to
16:34Highway or other residences
16:38So that would be one
16:40Continuous conversations we have talked to different
16:43Transpursations on what their thoughts
16:45Bringing waste this direction
16:47To a new landfill
16:49But continue that
16:51To get firm commitments
16:54To better size for facility
16:57And local farm out you can project
16:59That way is generation
17:01Typically when we cycle in
17:04Films, we are looking at silking them
17:06For 50-80 or 100 years of capacity
17:07And we are looking at the
17:12And landfill gate fees and landfill
17:15The gas is going to go up for everyone
17:19It's also good
17:21To look right now your transportation
17:23I looked very briefly
17:25Is competitively price with others
17:27But as you
17:29Making investments that
17:32And then consider partnerships to support the development of a new
17:35Transpursation or landfill
17:37To share an upfront capital cost and provide
17:40Costability long-term
17:42So we work with all our local government clients that may partner
17:45With other entities
17:48That could be partnering
17:51Local communities, tribal agency
17:54With private waste company
17:56And we are looking at the
17:59Organic business
18:01We have a client that will pay to develop
18:04The facility and private waste company
18:07Operating on their behalf
18:10In turn, clients
18:12Long-term stable cost for waste management
18:16Moving forward
18:18We're not taking anything they may be familiar with in
18:21So there's a lot of opportunities for partnership
18:24The city could evaluate if you wanted to move forward with
18:28Developing more infrastructure

19:01What are your personal preference
19:04I guess is most
19:05I guess the biggest bang for our buck
19:09Sure, so if there are a number of landfill facilities
19:14Or processing facility within
19:16The region and transfer stations allow municipalities in general to have
19:19A lot flexibility
19:21And their waste can go over time
19:23Which makes other people competitive
19:25In pricing
19:27So you had lots
19:29Of options, landslides
19:32You could get really competitive pricing
19:34In areas where there isn't a lot of other facilities
19:39Then landfill does allow for the city to take control
19:43Of their own costs that they will have
19:46And manage
19:48That cost through development
19:50If it's up facility and then
19:53There is opportunities
19:56To generate revenue
19:58I would say a lot
20:00Some of them operate landfill, some
20:05The mob rate transfer station and then have both
20:08Depending on how large they are
20:11How large the operation is
20:13One concerns that cities
20:15Have in transitioning from a transfer
20:18It's very significant
20:20If you want to move
20:23You're familiar with regulatory compliance
20:25But there sometimes benefits
20:27If you want to have a partner that can help with ramping up
20:31And even in the short term period
20:34Whether it's 5 or 10 year contract
20:36Or longer, after 30 years depending on what
20:39What your city and state statutes allow
20:42To support
20:44Support
20:46The operation of this facility
20:49As well as their comfort level is
20:51And diving into something that might be new
20:55Compared to what you do at the transfer station
20:59Earlier, are we touched on
21:01The subject of what materials
21:04You allow for your landfill
21:07Can it expand a little bit?
21:10Are there medical waste and things like this
21:12What was evaluated in municipal solid wastewater
21:16This would just feed household waste
21:18There could be an option
21:19Construction and demolishing waste could be included as well
21:23So that's for construction materials
21:25There are opportunities
21:28If you do have enough acreage, they would even co-locate
21:31Perhaps a composting facility
21:33A adjacent to it
21:35They might offer two newties for grant funding
21:37You wanted
21:39If we want into integrate something like a composting facility
21:41But primarily the landfill
21:43We evaluated with municipal solid wastewater
21:45That is an permit
21:46That would be valid for facility like this
21:51So I have to look at that our transfer station
