[02:55] To follow results from this looking at
[02:57] Opportunities for future facility
[02:59] Employment whether it's
[03:01] Persuasion or landfill.

[03:38] Transversation Serial Analysis

[03:43] We did two different versions of that
[03:45] And then I present our key findings and recommendations for
[03:49] Access so your current transportation
[03:52] You take it at about 20,000 tons per year
[03:55] From the city
[03:57] The City's residential and commercial
[04:01] Customers
[04:03] Additional resident through
[04:05] The facilities are used for 30 years
[04:08] And you need significant improvement to continue operations
[04:12] So the facility also was on a former
[04:14] Incentorator site so it wasn't
[04:17] Originally designed
[04:19] To be a Transversation Facility
[04:21] This contracts with only in fill
[04:23] 70 miles away from
[04:25] The actual disposal so that's
[04:27] Public and Lamar
[04:29] We saved the combined of
[04:31] Transportation
[04:33] That is contractive with a private
[04:37] Haller for Transportation
[04:39] And the city's in
[04:41] Increases and cost
[04:43] Significantly through those transportation costs
[04:45] As well as disposal costs
[04:47] So that very common
[04:49] As we see capacity and landfills going down
[04:51] In an region
[04:53] The Cost per time had to get
[04:56] With increased and the
[04:59] Transversation costs
[05:02] We've worked for a number of local governments across
[05:06] And on hundreds the cities
[05:08] So we created that plan
[05:10] Facility and Alicies
[05:12] To look at what could be options to make
[05:14] Infurзance to your existing facility
[05:16] In New Transportation
[05:19] For development of landfills
[05:22] One would
[05:24] Minimum tonnage scenario
[05:26] As this city
[05:28] More than a year
[05:31] We've worked for the city
[05:34] And we have to work
[05:37] To make sure that the City
[05:39] Plus what could be expected from some of
[05:41] The other
[05:45] Transversations within their region
[05:47] Then it maximums tonnage scenario
[05:50] So if you were
[05:52] If your really market
[05:56] That material or
[05:57] The conditions again for the new transportation
[06:00] It was based on this community
[06:02] We'll work with that
[06:04] And then landfills scenarios
[06:06] Both of their region
[06:09] Taking in consideration some
[06:13] Regional facilities that are existing
[06:16] So within the area
[06:18] But there's not a lot
[06:21] Projective population
[06:23] Or has it been recently
[06:25] Like you have seen increases in your tonnage still
[06:29] And so to be conservative we wanted
[06:31] To maintain that estimated increase year over a
[06:34] Year
[06:36] That You've occurred
[06:39] In the last few years for Your Tonnage
[06:44] So, We use it as a
[06:46] Your gate fees
[06:49] So how much It costs for folks
[06:52] For The region
[06:54] New Transversation that rate could go up
[06:57] And Could push waste other places to cheaper facilities

[07:03] It should be something
[07:05] Can't guarantee the tonnage until you look at what it costs on within

[07:10] In transportation and disposal cost would still
[07:12] With a third party

[08:51] To replace the existing facility
[08:54] Again, there may be opportunities
[08:56] To reduce that up front capital

[09:06] So we looked at within A 30 mile radius around
[09:10] This city
[09:12] There are 7 transfer stations including yours
[09:15] Look to some of those transfer stations that
[09:19] Currently Hall a significant distance similar
[09:22] To you all, You call 70 miles
[09:24] What benefit would Those
[09:26] Transversations have?
[09:28] Bringing waste into A new landfill here within this area
[09:31] Rather than going
[09:33] Some other facilities
[09:35] We looked at ownership of the facility and assets
[09:37] For example if
[09:39] Transportation is owned by private waste entity
[09:41] They would likely take their waste to Their
[09:44] Landfill even though it's further away
[09:46] Because they can do that at a lower cost
[09:48] Versus there were A number of transfer stations
[09:50] That we're city owned
[09:52] Or by private entities
[09:54] Don't have landfills, It will be more likely To be
[09:56] Divided into a landfill here
[09:58] Look the historical tonnage data
[10:00] And projections based on The population growth
[10:03] Of the eight county region
[10:05] There is a larger waste shed
[10:06] That can be considered for a landfill
[10:09] We did minimum and maximum cap
[10:12] A couple slides just trying to Be conservative on
[10:15] What those tonnages could look like
[10:18] This analysis that we've provided now
[10:21] The cities would take full capital cost
[10:24] Ownership in operation of this new landfill facility
[10:28] There are some options
[10:30] For alternatives with
[10:31] That the minimum and maximum scenario tonnage scenarios
[10:38] The minimum was based on assuming that
[10:44] 20% to 50 percent of
[10:47] Of waste could be directed from other transfer stations
[10:50] We're owned by cities
[10:52] To this area
[10:54] And then, none
[10:56] Outof a waste would Be deverted
[10:58] From any of their private land transfer stations
[10:59] The maximum tonnage is assumed 100% of the waste
[11:03] That would be currently generated at those
[11:06] Transversations owned by cities
[11:08] Would come to this new landfill
[11:10] As well as some Of their private ways
[11:13] To that, This may Be a closer proximity for them
[11:16] So thats why we ran two different scenarios
[11:19] Just try and show projections again
[11:21] If city decided
[11:23] To move forward
[11:24] That could look like long term
[11:26] But that gave us a facility footprint
[11:29] Aker of 250 to 300 acres
[11:31] Which is conservative
[11:33] Thats not all area
[11:35] It would be developed into an actual landfill
[11:38] The landpilth footprint
[11:41] Is much less closer
[11:44] 30 acre
[11:46] You need lot Of areas for borrow soil, space
[11:48] Storm water ponds, leachate pons
[11:50] Hall roads
[11:51] There's a lot of other
[11:54] Ancillary features that are on landfills
[11:57] That require that acre
[12:01] Similar design and cost assumptions
[12:04] 3.5% interest rate over 20 years
[12:07] Equipment at 5 Years
[12:09] Assumed a costs for acre based on
[12:11] Recent Land Value sales in Ottawa County
[12:14] Again, no actual property
[12:17] Or location was used For this study
[12:19] So it is really just looking at
[12:20] Land available of this size
[12:23] Within proximity
[12:25] We assume sell development every five years
[12:28] So when you develop a landfill
[12:30] You initially developed your scale house, buildings
[12:33] Your ponds and initial cell
[12:35] And then every 5 Years
[12:37] Develop another area
[12:39] Or open in new areas
[12:41] Close the old areas
[12:43] So developing a new salary five
[12:45] Similar contingency
[12:46] And then significant increase in staffing and equipment
[12:50] To account for this
[12:52] Increased on your operation
[12:54] Again, it's included no revenue
[12:56] So now outside
[12:59] Revenue generated by that gate tipping fee
[13:02] You would be able to set whatever rate you wanted
[13:05] That the charge 2 outside
[13:08] Hullers bring an invoice
[13:14] Total here for the minimum landfill alternative
[13:17] It is about 11.9 million
[13:18] But over 20 years
[13:21] It costs for time
[13:23] Is 69.75 cents
[13:27] Not including that new landfill capital
[13:29] A New sell development
[13:31] Equipment, again
[13:33] New equipment all being purchased
[13:35] And then increased operations and maintenance
[13:39] Then before the larger capacity
[13:41] Laying fell facility
[13:43] For a large or 10-inch
[13:45] Total of about
[13:46] $1.9 million
[13:49] And that comes out to be
[13:51] 49 dollars and 94 cents for a ton
[13:54] So as you can see
[13:56] It's much more cost effective
[13:58] To have the landfill when we had
[14:00] A lot larger waste share or capacity of that landfo
[14:06] In summary, your current system
[14:10] Your annual throughput
[14:12] 19000 tons per year
[14:14] As I've 2023
[14:16] The costs are about
[14:17] $1.4 million
[14:19] And then the amount of
[14:23] The amount is about
[14:25] $2,000 and 45 cents
[14:28] Looking at a new transportation
[14:30] Increasing
[14:32] To project out some growth
[14:34] Within
[14:36] In the next 20 years
[14:42] You can get
[14:46] The minimum permitting
[14:48] Design and construction timeline of a new
[14:50] Transpursation is 3 to 5 years
[14:52] Well the minimum equivalent for
[14:54] A landfill has five-to seven
[14:56] Years
[14:59] I've been permitting
[15:01] Design, constructing landfills
[15:03] For 15 year's both here in O'Homach
[15:05] Kansas, Missouri
[15:07] DQ
[15:09] Good job
[15:11] But there are times
[15:12] We have a lot of money
[15:16] And we are planning and
[15:18] And the planning
[15:21] And that facility
[15:23] So it's
[15:26] A long-term process
[15:29] Transpursation is much shorter
[15:31] Just based on potential impacts in
[15:33] The size
[15:35] Of property, its
[15:38] Much different permitting
[15:40] Process
[15:42] It's a very valuable
[15:46] Conducting
[15:48] Improving
[15:50] Revealable properties to determine
[15:52] Cost impacts and setting
[15:54] To determine regulatory
[15:56] And environmental feasibility
[15:59] The landfill has cost
[16:01] But it is all determined on viability of having
[16:03] A property that makes sense
[16:05] Having land, accessible
[16:07] An off-and size
[16:09] In nature
[16:11] The property is a lot of
[16:16] A lot of properties
[16:19] The properties, water, zoning
[16:22] Other properties
[16:24] Flood plans
[16:26] Wetlands
[16:28] All those are considerations
[16:30] As well as some operational things
[16:32] Is it close to
[16:34] Highway or other residences
[16:38] So that would be one
[16:40] Continuous conversations we have talked to different
[16:43] Transpursations on what their thoughts
[16:45] Bringing waste this direction
[16:47] To a new landfill
[16:49] But continue that
[16:51] To get firm commitments
[16:54] To better size for facility
[16:57] And local farm out you can project
[16:59] That way is generation
[17:01] Typically when we cycle in
[17:04] Films, we are looking at silking them
[17:06] For 50-80 or 100 years of capacity
[17:07] And we are looking at the
[17:12] And landfill gate fees and landfill
[17:15] The gas is going to go up for everyone
[17:19] It's also good
[17:21] To look right now your transportation
[17:23] I looked very briefly
[17:25] Is competitively price with others
[17:27] But as you
[17:29] Making investments that
[17:32] And then consider partnerships to support the development of a new
[17:35] Transpursation or landfill
[17:37] To share an upfront capital cost and provide
[17:40] Costability long-term
[17:42] So we work with all our local government clients that may partner
[17:45] With other entities
[17:48] That could be partnering
[17:51] Local communities, tribal agency
[17:54] With private waste company
[17:56] And we are looking at the
[17:59] Organic business
[18:01] We have a client that will pay to develop
[18:04] The facility and private waste company
[18:07] Operating on their behalf
[18:10] In turn, clients
[18:12] Long-term stable cost for waste management
[18:16] Moving forward
[18:18] We're not taking anything they may be familiar with in
[18:21] So there's a lot of opportunities for partnership
[18:24] The city could evaluate if you wanted to move forward with
[18:28] Developing more infrastructure

[19:04] I guess is most
[19:05] I guess the biggest bang for our buck
[19:09] Sure, so if there are a number of landfill facilities
[19:14] Or processing facility within
[19:16] The region and transfer stations allow municipalities in general to have
[19:19] A lot flexibility
[19:21] And their waste can go over time
[19:23] Which makes other people competitive
[19:25] In pricing
[19:27] So you had lots
[19:29] Of options, landslides
[19:32] You could get really competitive pricing
[19:34] In areas where there isn't a lot of other facilities
[19:39] Then landfill does allow for the city to take control
[19:43] Of their own costs that they will have
[19:46] And manage
[19:48] That cost through development
[19:50] If it's up facility and then
[19:53] There is opportunities
[19:56] To generate revenue
[19:58] I would say a lot
[20:00] Some of them operate landfill, some
[20:05] The mob rate transfer station and then have both
[20:08] Depending on how large they are
[20:11] How large the operation is
[20:13] One concerns that cities
[20:15] Have in transitioning from a transfer
[20:18] It's very significant
[20:20] If you want to move
[20:23] You're familiar with regulatory compliance
[20:25] But there sometimes benefits
[20:27] If you want to have a partner that can help with ramping up
[20:31] And even in the short term period
[20:34] Whether it's 5 or 10 year contract
[20:36] Or longer, after 30 years depending on what
[20:39] What your city and state statutes allow
[20:42] To support
[20:44] Support
[20:46] The operation of this facility
[20:49] As well as their comfort level is
[20:51] And diving into something that might be new
[20:55] Compared to what you do at the transfer station
[20:59] Earlier, are we touched on
[21:01] The subject of what materials
[21:04] You allow for your landfill
[21:07] Can it expand a little bit?
[21:10] Are there medical waste and things like this
[21:12] What was evaluated in municipal solid wastewater
[21:16] This would just feed household waste
[21:18] There could be an option
[21:19] Construction and demolishing waste could be included as well
[21:23] So that's for construction materials
[21:25] There are opportunities
[21:28] If you do have enough acreage, they would even co-locate
[21:31] Perhaps a composting facility
[21:33] A adjacent to it
[21:35] They might offer two newties for grant funding
[21:37] You wanted
[21:39] If we want into integrate something like a composting facility
[21:41] But primarily the landfill
[21:43] We evaluated with municipal solid wastewater
[21:45] That is an permit
[21:46] That would be valid for facility like this
[21:51] So I have to look at that our transfer station

[21:56] We need a big grant of
