[01:39] And this grant will fix the lights on the runway.
[01:42] They're currently down right now because they're direct berry.
[01:45] So we'll be putting on new lighting system, new A-Wass system, which pilots used for the weather for the wind, directions, everything.
[01:51] So it's a lot of improvements to the airport.
[01:54] So of the $1.2 million grant, this would be responsible for approximately $110,000.
[01:59] Okay.
[02:00] So this is a competitive grant.

[02:29] Do you need further clarity or we've good to go?

[02:38] Okay.
[02:39] That's information that you were not provided.

[02:49] Yes, sir.
[02:50] Of the letter of interest to the FA.
[02:52] Okay.
[02:53] Do we have a motion to approve this?
[02:54] I'm going to approve.
[02:55] Doug?
[02:56] And second.
[02:57] Can I ask a question first?
[02:58] Is that when we know this?
[03:00] We should hear back something pretty soon from the FA. They're very, they send us this stuff and we need it back within a short amount of time
[03:08] Okay, and then we need and the time is up in this and that's why. Okay, it's important to do that. I'll try again.
[03:15] Okay, so
[03:18] Roll call please.
[03:19] Western.

[03:45] Thank you.
[03:46] Well, we advertise in the paper as required for bidding these projects out and held a pre-bid conference.
[03:53] The low bidder was niece construction.
[03:56] 212,558 and 50 cents.
[04:00] He submitted all the documents as required for the bid, which is listed in there.
[04:07] The bid schedule, qualifications statement not collusion affidavit.
[04:12] And city staff is recommending the award of this project in this concrete construction.
[04:18] Okay, do we have a motion?
[04:20] Motion to Primer.

[04:55] And in this one, we're recommending the award to niece construction.
[05:00] Okay.
[05:01] I'll make a motion.
[05:02] Can I ask one question?
[05:03] Are these on some of the streets that will come into play this year?
[05:09] Yes, this is this is going to be this was there on some of them.
[05:13] Definitely this was part of the program that you've approved.
[05:16] Okay.
[05:17] Thank you.
[05:18] Okay.
[05:19] But not only have you approved, but it's also gone through the planning commission.
[05:21] I just want to make sure that those were the same ad.
[05:23] Yes.
[05:24] Now there's some additional ones coming up.
[05:25] But these were two of them ones that were on that process.
[05:27] When they originally.
[05:28] Okay.
[05:29] So I made a motion.
[05:30] Do we have a second?
[05:31] Second.
[05:32] Roll call.
[05:33] Shield.
[05:34] Forster.
[05:35] Fine.
[05:36] Western.
[05:37] Johnson.

[05:39] New business.
[05:40] Do you know anyone?
[05:41] Not on this one.
[05:42] Okay.
[05:43] Staff reports.
[05:44] Sorry.
[05:45] In your packet.
[05:46] American.
[05:47] Can we go back to.
[05:48] Automate team for a minute.
[05:50] Yes.
[05:51] Dean.
[05:52] What would this money come out of?
[05:54] We'll be able to budget a minute.
[05:55] It will.
[05:56] It will probably be a budget a minute.
[05:57] In fact, one of the things we're looking at with the airport board is.
[06:00] that normally these come out of their port funds, you know the airport generates revenue and they
[06:04] do cover them costs. Now the airport has been down we'll be talking about this in budget when
[06:09] we talk about budget. The airport has been down quite a bit this year. They've just changed over
[06:15] to a new fixed-based operator and there has not been a lot of fuel sales there because fuel
[06:20] pumps were down. We just have changed those to a new self-service fuel pump. We think by them now
[06:24] in the end of the fiscal year we should see those numbers go up. But if we do this we may take some
[06:30] of the money out of our general fund first to kind of front it but then when airport revenue
[06:35] start to increase when we start seeing more people have their planes at the airport we may take
[06:40] that back from some of the airport items trying to keep the airport as a basically an enterprise
[06:45] fund where it pays for itself. But again you know $100,000 for about $1.2 million is something
[06:52] that we really need to do for the airport and also the light system we talk about the lights.
[06:57] What these are our approach lights. These are safety items for the pilots to be able to know that
[07:01] they're on the right approach to be able to land and take off and those types of upgrades. So if we're
[07:06] going to be in the airport business we need to do this but yeah we may have to kind of front the money
[07:11] but my goal and it's going to be the airport as always an enterprise fund and it pays for itself.
[07:17] And that's the total amount when it will cost to make that happen. Yes.
[07:21] It was 1.2 a division. Yeah and plus our one or two is the grand plus. Right we have to correct.
[07:30] Where's the American staff record? Yes staff reports in the packets. We're having questions for staff.
[07:37] Yes I have one for Chuck. You have some information for us.
[07:43] Sooning you're talking about the animal shelter. Yes sir. Yes.
[07:49] Today the contractor and construction services group dropped off their sign contracts. If the last
[07:55] meeting you guys approved, getting the notice of a award, they've returned the sign documents today
[08:01] along with their project schedule and anticipating that that will get through legal and
[08:06] and issue the notice proceed here shortly. They've submitted a schedule. Next week they're planning
[08:13] on being on site, start marking the site, moving their trailer in and getting their anxious to get
[08:18] going on this project. So what do you need from David? Now it's the last meeting we awarded the project
[08:28] and once they submitted all their proper documentation that the city attorney and city manager
[08:34] would issue the notice proceed. So we just got those documents back today from them. So it's all
[08:39] and it's already been authorized at the last meeting as long as their paperwork and their bonds and
[08:45] everything which they submitted today, we just issued an notice proceed and tell them. So you don't
[08:50] David doesn't need to review anything for you. Well again the award was subject to the attorney
[09:00] and the city manager issuing the notice per se.
[09:03] I think I understand if you were saying that we need to have a legal review of their
[09:08] stuff or not.
[09:09] No, that there was a lot of contracts that we submitted to them.
[09:12] Okay.
[09:13] All right.
[09:14] We've already signed off on the contracts before Mayor.
[09:16] Can't you do it?
[09:17] Good deal.
[09:18] Thank you, Chuck.
[09:19] Any other questions for staff on anything in the packet?
[09:23] If not mayor and council meeting announcements and announcements?
[09:27] That's it.
[09:28] Okay.
[09:29] City manager communication.
[09:30] Just one fun one tonight.
[09:32] And that is that we put the news out yesterday that the job and blasters are going
[09:36] to have their season opener at Joe Pollock Field on May 12th at 6 p.m., tickets are going
[09:42] to be $5 and they're available here at City Hall.
[09:45] Plus they're also available at the Coleman and available at Chamber of Commerce.
[09:49] Talking to the blasters, they're trying to get a lot of people to be aware of that.
[09:54] The fact that they're in the region, they're trying to get a lot of fan base going.
[09:59] And since we have a really good, high to major league baseball in Mr. Mantle, thought that we'd
[10:05] be very good and they appreciated it.
[10:07] City of Joplin has worked great with us on this because they understand what we're trying to do as well.
[10:11] And we've also had both NEO, the high school and RBI.
[10:15] Helping us with us as well.
[10:17] And of course, want to mention Amanda too.
[10:19] She's done a great job during a time that she's very busy with things like the radio.
[10:23] So I really appreciate the works she put in.
[10:25] And we've been trying to bring it to my Emma.
[10:27] When you say, take it to available here at City Hall, is that be it the utility office?
[10:31] Yes, sir.
[10:32] Great.
[10:33] Well, I'm looking forward to that.
[10:35] Any other city manager communications?
[10:39] No, that's okay.
[10:40] Item number 25 is the executive session for sure.
[10:44] It's just 2050, S307, B1 and 307E.
[10:49] Do we have a motion to go into executive session for the reasons listed in the agenda item 25?
[10:56] I'll take a sentence as a session.
[10:59] I'll take a motion.
[11:00] Yes, sir.
[11:01] We're all called, please.
[11:02] Four, sir.
[11:04] Question?
[11:06] Johnson.
[11:08] We're all just a being.
[11:09] I'll just try to do that.
[11:11] Are you ready, sir?
[11:16] Okay.
[11:19] We are out of the executive session at 16.
[11:21] Item 26 on the agenda is the German.
[11:25] Do we have a motion to adjourn?
[11:26] Motion to adjourn?
[11:27] And a second.
[11:28] Second.
[11:29] Question?
[11:30] Aye.
[11:31] Four, sir.
[11:32] Aye.
[11:33] Shoulders.
[11:35] Aye.
[11:36] Could close another minute.
[11:37] Oh, we got some.
