00:03We'll cover all the regular scheduled main of my city council for Monday, May 6th 2020 before. And two is a proclamation declaring may 2024 as A-Lars Dan Lowe's syndrome and HSD Awareness Month motion to approve? Second
03:26I just want to say thank you, the both of them.
04:46For serving our community, long times what we do up here. Then you recognize that there are a lot of the native calls and late nights in different families meetings
04:57The staff so I appreciate you guys, the vote your time to it.
05:47This is center runs the 24th bed shelter here in town. We rely on federal grants, local money etc., emergency shelter grant provides a good portion of what we use out to operate this shelters
06:03We just ask for a letter of support from the city. There is no reporting or cost requirement to this City and all it's just letters, supports are continued out for each
06:36I'll make a motion when approved.
07:10In the general fund to capital improvements one, we'll come and turn by authority property.
07:42We're going to go on a high school grant for the general fund, recover salaries. Fire using their county sales tax carry over $5000
10:21We are up over last year, $168.692 which is about 2.89% from just for the new this issue of a different so I'm comparing to last year's last year it kind
10:54There's a lot of information on this page.
11:30The next page is our use tax. Use taxes used for capital improvements, for the general fund
12:08Another thing that happened, I got a little note down here in August of 2015 the OTC no longer holds 1%.
12:16We'll collect the money for us, which is a great thing. You can see our top categories here as we will show you how to manage your tax and
14:48your inspections and permits of gone over budget in a good way for revenues.
15:50We expect that the job pretty much, as you know their busy season starts really. They should be getting in a lot of revenue for festival and eight man so April shouldn't look at what they were
16:04In the R.A., they're just killing it, and we have tons of theater bills in your mission sales that's why there is a high airport fund I don't include
16:37It's an 81.93 that is because the sales tax, it will weigh over what we budgeted capital improvement this where are
16:48We had to fire at last April and in terms of checks or sitting until they spend them looking like extra revenue
16:56We're going to spend it. In my PFA, just down here the budget you've purchased that is being well they have a one time lease
17:44The last thing I have, and then i don't know how to pay for this but PCAX so if you remember
18:02You can see 41 in demolition planning that it's playing some stuff on the internet.
18:08It's money transferred in.
18:12It's 50,000 from the M.S U A every year and it invoices out when bill for demoing this better than me I will let you look at that so i brought
19:16You're ready to play the county with like before if they don't pay it has two or one
19:39So I'm not put a whole amount on that but what do i want?
19:44They have no amount, so you know how much of them come back.
19:49They do it comes back.
19:52The portion share we've been buying but you think they are just like that because before,
20:18Before and never did a boss or I don't know if law says not what i'm going to say
20:25Think for the most part they are not if i don't collect 100% of their own discletters, it's supposed to distribute that percentage.
20:48Sure thats in stand but have show us there pay as same percentage on what is going with you and your paying salary
23:12And if you are at 21, our usage for 4 days was 2 to 20 million dollars and we paid that the following up total.
23:22Then they will collect things back from our best or a customer as well but now it's in general
23:28So as of today the 2,120 and 120.8% we have left to collect is 575392892 that gives 78.7%, you close it
23:52And with 11.77 months approximately another month a second but about 30 years after collecting them then i don't want any turn on all
24:05But 11.4 new elevator service contracts C24 that 14 to code incorporated for fiscal year 2425
24:28Recommend them by staff and improve the contract upon this mission of all required contract documents in off-road city manager sign
24:35Accounts on mayor we send out beds, to multiple elevator service companies
24:42And we only received one elevator service bid and you can see here under routine maintenance what the charges are
24:54Non-reoutine emergency in someone
24:58What it comes down to is just kind of get right out into small details
25:04It's about a $17 month increase for reaching my choice at Pacific Center on the library
25:09And about a 30 $30 increase for my concurrent contract with C23
25:16It's our staff recommendation that come in as been accepted we ask for your crew and also again on this one
25:28We have the ability of 3-1 year extensions
25:32We'll keep the high on it if we think that would get a little nice going to be very good service company
25:52Most two crew
26:01Thank you
26:08Well, warm new annual uncle as needed electrical electric electric electric electric service contract C24-16 hk Electric
26:15And boost for fiscal year 2425 is recommended by staff and improve contracts upon this mission of all required
26:21Contract documents not for the city manager sign, and those juicy same will be burdened MSUA we have to cancel
26:29Let's try a second
26:32Hi
26:3613 part just new extraction
26:40Extraction, constrictation, extrications
26:47Just put all of life away
26:49You can see the impact from casco industries in amount of $50,000 to $707
26:57If you remember a couple weeks ago meeting we talked about that piece
27:01We said being broken apart space because this approval last replaced all of our new battery powered motion approved
27:18Have a question.
27:22Would be asked part
27:26Part of this, part is contact with x-pect
27:41How long did we have the one to be for a position
27:46And last track I went too they still work pretty good but there was growing
27:53With new vehicle technology
27:56It's just little worse
27:58So these pools are
28:03No electric, no alarm
28:06Those days and hydraulic mugs
28:08Do that again
28:15Thank you
28:2314
28:26Screamers, air correction
28:30Or a police have to be locked
28:3221 and post-beer 24
28:34Our 1515
28:361616
28:381820
28:402021
28:4222
28:45That's a lot
28:47I don't want you so much
28:50So what we need to do is
28:53Back in 2014
28:56We had an incott
29:00And so this year when TV was actually been trying
29:04To be testing for their new tech use position
29:09Outside person looked at it and realized that they are doing well
29:15It's like, there were not a lot of them had
30:04Most two moved
30:06So all the time
30:08We have been
30:10For 15
30:13The discussion of off-l action
30:15I don't know for JR
30:17Center rate increase and 3%
30:21Propecial and
30:38Here are
30:40Currently operating at rates that were a print back in 2018
30:44That was six years ago
30:46With no annual perpetual increased
30:48A NO annual adjustment fees to accommodate higher service
30:51And the price is better here in our community
30:55If you will cost maintenance costs and other operating
30:58Cost are increasingly
31:00Our increasing at an alarming rate since 2018
31:03Our prices have remained the same
31:06That's a huge impact on the subsidized amount for the MSUA
31:11Cremation has gone to rise
31:13According
31:15To the National Pugeral Directors, the CTIs
31:18Cremation is expected
31:20The cost is 80% by 2040
31:23This will directly affect our bottom line
31:26How you have?
31:30At a current rate, basically the Cremation
31:32Is currently only bringing in $400 per variable
31:35Traditional variables bring out
31:37850 dollars per
31:40So if we raise that percentage
31:43Up to eighty percent
31:45You can see it's going
31:47To be about 50% less revenue on average
31:49If they don't take action
31:50They are currently operating on a budget of $372,000
32:07The operating budgets include four and half full-time
32:11Staff members
32:13Our utilities in maintenance
32:15We currently bring it up about 23%
32:18Of the operating budget with an 85 thousand dollars
32:22That was 77 percent being subsidized by the MSUA
32:28By lowering this subsidised amount
32:30We can pre-up MSUA money
32:33So those funds could be utilized in much needed areas around our city
32:37Today we have strong desire to align
32:40Our prices with the area that's surrounded
32:44This alignment is going
32:46To lower this subsidised amount and correctly,
32:49Undervalue serves its community
32:55Again
32:57I'm just trying
33:00On my spreadsheet
33:01I have laid out our current rates
33:04Glenn Abbey rates
33:06Our new suggested rate
33:08The 2022 Wilde-and Study
33:10That was performed in 2021
33:12And a benchmark averages
33:15This spreadsheet would decide to show you just how far behind
33:19GARC's cemetery is
33:21Compared towards around the areas
33:23Our benchmark area averages
33:26In red column, our compile
33:2913 Ares cemeteries
33:30Around us, my Emma
33:33Joplin
33:35Halsa, Bermin
33:37Broken Arrow, Nia Show
33:42We called these 13 Ares cemeteries
33:45And received a breakdown of all the charges for their cemetery
33:47When we put on those charges on this spreadsheet
33:50In compounded average at each and every charge
33:52The average number that you see
33:54These all the charges
33:58That is eventually launched averaged
34:00For their 13 Cemeteries
34:07Some cherry management team
34:09We met to discuss these averages
34:11They looked a little high
34:13In order for our new rates
34:16What we did was
34:18The average
34:20Of the benchmark rate
34:22And that is how we accommodated
34:26Our new rates
34:28She got away with the gate
34:30And we were able to get the average amount
34:33A lot of that too
34:35As you have to understand
34:37Some are benchmark areas
34:40We chose our larger markets
34:42So, don't compete with those types
34:45We know 25% off
34:47Really brings it down
34:54To where need is for area
34:57We started to continue to improve and update our services
35:00We will offer to our community
35:04These are new options and opportunities for
35:06New selections
35:08And the other semeteries
35:10Are already offering in our surrounding areas
35:12With this regular winement
35:14we want also provide a portable services
35:17To our community
35:19Those new services you see have highlighted here
35:23The number of communities
35:25Even though
35:26We are also requesting that we add a 3% annual perpetual increase
35:34Distinct competitive in the current market
35:38This is an annual increased
35:42We will offer to keep us from remaining stagnant and future
35:46And keeps with our momentum moving forward
35:58So I kind of broke this down on
36:00We will give it a chance to compare the
36:03What our current rates are and what we're asking for
36:07For
36:09The next fiscal year
36:12So,
36:14Good top spreadsheet shows actual numbers
36:16These aren't averages
36:18This is actually a deposit amount
36:21From July 2 October 23
36:26If you focus on their red dollars amount
36:28Those Red Dollars
36:30Are going
36:35To have those to the deposit amount
36:38And you'll get those new totals in
36:40The New rates over there on
36:42In their last column
36:44If I average of that number it's about 9000
36:46Or a hundred and eight thousand dollars
36:49Last year we could've
36:51Recaved if
36:53We would invest
36:56Below,
36:58You can see the blue bars
37:01That is what our current charges
37:03We hope to approve for next year
37:06The brilliant
37:08For
37:10GAR
37:13As you can see we have a lot of revenue opportunities out there
37:19This is the chart that shows
37:21That's about 85,000
37:24Remember
37:26That only 20-3%
37:29Of our operating budget
37:32That's about $4,000
37:35Bring our total to
37:371093-725
37:40For a year
37:42That will drop the MSU
37:44From 77% down
37:46To almost 50%.
37:49So that'll allow us one to be used elsewhere
37:56In closing we hope you see
37:58The values and
38:00And
38:02We don't like this thing
38:04We're just asking to align with the other
38:08The other cemetery in our local area
38:15And you can talk briefly about
38:18Bring
38:21To come up at night
38:23Absolutely
38:25There's some fish back from them
38:27So we said,
38:29What if I'm doing this?
38:31One of
38:32The idea that we had was to do headstones
38:36There's a cemetery
38:38Help families with headphones
38:41As you know,
38:43We are part of the city
38:46So
38:48Just get their thoughts and things
38:50That nature
38:52And they have
38:54A little bit
38:57I believe
39:00Tyler joined us and kind of writing
39:04And said myself
39:06Met with them just to
39:08Kinds over our thoughts
39:10What we had in mind
39:13They have a lot about it
39:15It was the wonderful meeting
39:17I think that's not necessarily
39:21Not do
39:23But
39:25We've tabled for now
39:26Because of the point they did bring out
39:30They said that
39:33Some concerns
39:35That there was especially being a city
39:37We're always in the line line
39:39If anything went to happen
39:41To have been thrown or we must
39:44You can't be walking
39:47So
39:49One thing
39:50We're not really sure that we address
39:53But
39:55And
39:58That's what
40:01It is.
40:03If anything happens
40:05They would have to replace those
40:07So
40:10You know,
40:12When it kind of be on both sides
40:15Of
40:17Not being responsible for
40:20Something that we can just pay for now
40:23I have a lot of great ideas
40:25So
40:27Never had a lack
40:29Of idea
40:33That's what
40:35We do
40:38Have plenty
40:41And other ways
40:43Other forms
40:45That's that
41:17Not that we're saying competitive
41:20We are not selling ourselves short
41:22I have two questions
41:24One for the citizens
41:26That come to you
41:29For help with this
41:32Is there a lot of the challenges
41:36There is an opportunity
41:38From pain with plan
41:41Something
41:43To be able
41:45To be able
41:48I have some kind of
41:50We are in the process
41:53Of putting things together
41:56That we get over to legal review
41:59It's definitely a process
42:02Something that
42:04And so
42:07But
42:09Obviously you can't use this place until it is paid for
42:11And I had to compare it
42:14To like rent and center
42:16That type of business
42:18Does well for our community
42:20Especially
42:22For people
42:24Of media will come work alone
42:27So
42:29It is definitely a visit in the future
42:31What about your plans
42:33The additional reason
42:35Like you said, it sounds great
42:37But what are
42:38So
42:40We are in the process of
42:42Currently looking at a colomberial with an oshoary
42:45And I don't know if you guys know what
42:47An osteoarious
42:49But
42:51Inoshoery is
42:53A big colomerian that has
42:55Hulled out inside
42:59It's like
43:01The open stuff
43:03To go down into
43:05The traditional 600 people
43:09Crimin
43:12So when you buy the colomerian
43:15You're not only buying a colomberial
43:18And open sensors
43:20That allows for additional revenue
43:23When we looked at the possible numbers
43:26For these additional revenue
43:28It's like 1.4 million
43:30We can recoup
43:32And we can't even get the colomberial
43:35We're not only going to buy a colomerian
43:38But it's like a colomeria
43:41And you know, I'm purchasing one of these coloperians
43:44With an oshoary
43:46The Oshoery also will provide
43:48A low-cost option
43:52Two are citizens
44:06Because that is
44:13Only require
44:15It says the possible action
44:25Are you looking for us, though?
44:27We brought this to your asset presentation
44:29And if we had an oshoary
44:31If it's not going
44:34To buy a colomberial
44:43I'd rather wait
44:46Thank You
44:51This will see you tonight too
44:53Alright
44:56There is no H in it
44:58Just for
45:0016
45:03Or it's CC 2024
45:06There is a one adding section
45:0816-31
45:1024V
45:13So we have ordered this
45:16Providing provisions
45:20All completing orders
45:22The fact that they've been increasing
45:24We had the discussion
45:29had the discussion with Kevin about raising new den council, a crew getting concept that
45:44I mean this is just a festival waiting and those place groups.
46:09Oh my gosh can we agree?
46:15Second question please
46:18Hi.
46:2117 emergency applause for that same ordinance
46:26So without
46:27the emergency, eventually open.
46:3330 days from that switch to new piece of digital.
46:46Mercer Tupor?
46:51Hi!
46:5418 Marleination at Point Duster Pivot
46:57To M-IPFA
46:59Replacing Radwell in Trombone's 411724
47:04Okay.
47:0919 Marleation At Point College Jones
47:4921.
47:53Budget work sessions?
47:57So yes sir, so Mayor and the Bull...
48:00We're looking at doing MCU guys' thoughts
48:02And I did we are working to do budget works
48:04The 20th or 23rd spots
48:06But you know being cognizant of it every one time
48:08Um..we have a meeting already scheduled for
48:10For that 20fs
48:14To ask staff
48:16To add a small agenda
48:18Then the meeting
48:20There's also a Larry Gilley from SGR coming down
48:21So we were going to see maybe
48:23What the thoughts are
48:25Maybe having a meeting before
48:27And earlier meetings with SGR
48:29We had to fit in
48:31With MDRA because there's an MDRA
48:33Meaning that you have to fit it in
48:36But, even though this is not a good idea
48:39Yes sir
48:41Then when would schedule
48:43The 20th or 21st
48:46Because sometimes they've got two meetings
48:48Two days work and meetings for budget
48:50And budget you talking like an evening like from 6th to 5
48:53Yes
48:58You said the SGR would be before
49:00So yes I'm seeing if everybody's thoughts were
49:02Like we did, 430 or five
49:04Cindy thinking now
49:19We'll do it for a five
49:22With those depin and they've started a lot going on
49:30Six, so go about five to six
49:32Yeah, that might have been safe
49:34But where are open for anything
49:44At times in your regular hour
49:46My five
49:50Four or four hours
50:00Are you thinking six, yes sir
50:02But that is if we need it
50:05We've had them, reviews of the 40s and before
50:09And then obviously
50:11You can have something on the agenda
50:15On 28th
50:18After all a day
50:20With another work study
50:23Can talk about thin too
50:25The presentation of the message
50:28In June
50:35What does this mean?
50:38The five presents are in the future
50:44So you're talking about 20,
51:0121st and 28
51:05Yeah
51:07In 2018 we have a work session
51:10If not needed
51:13We would never just cancel
51:16What should be some people gone
51:18Because of holiday
51:20We have a lot of work for you
51:23The 20th and 21st
51:25The 28th
51:30Well, if we don't do the 28
51:32Will it be better?
51:36Yeah
51:38And what can call on this special meeting
51:40Between there
51:42So
51:44Maybe doing at At-the-Colonon
51:47I mean that's like an isis facility
51:51You know the budget meetings
51:52I've been down before in this afternoon
51:55But, i think the colon is beautiful
51:57So that's why we have a new morning
52:00Yeah
52:03Okay
52:05We would probably just know if anybody knows
52:07You'd like to session here
52:09Of stairs with SGR
52:12We'll go into the coma
52:20We will have five or seven in Dorey
52:24And then six
52:26And six
52:27And then they get into the budget
52:30That's all here right?
52:33The third year
52:35To Budge it would be at the meeting
52:37Well, this city council meeting
52:57Will we have to go back
53:02We'll see if I can make a move
53:05Okay so what you'd like
53:07If he goes and likes
53:09But now i mean

We'll cover all the regular scheduled main of my city council for Monday, May 6th 2020 before. And two is a proclamation declaring may 2024 as A-Lars Dan Lowe's syndrome and HSD Awareness Month motion to approve? Second I just want to say thank you, the both of them. For serving our community, long times what we do up here. Then you recognize that there are a lot of the native calls and late nights in different families meetings The staff so I appreciate you guys, the vote your time to it. This is center runs the 24th bed shelter here in town. We rely on federal grants, local money etc., emergency shelter grant provides a good portion of what we use out to operate this shelters We just ask for a letter of support from the city. There is no reporting or cost requirement to this City and all it's just letters, supports are continued out for each I'll make a motion when approved. In the general fund to capital improvements one, we'll come and turn by authority property. We're going to go on a high school grant for the general fund, recover salaries. Fire using their county sales tax carry over $5000 We are up over last year, $168.692 which is about 2.89% from just for the new this issue of a different so I'm comparing to last year's last year it kind There's a lot of information on this page. The next page is our use tax. Use taxes used for capital improvements, for the general fund Another thing that happened, I got a little note down here in August of 2015 the OTC no longer holds 1%. We'll collect the money for us, which is a great thing. You can see our top categories here as we will show you how to manage your tax and your inspections and permits of gone over budget in a good way for revenues. We expect that the job pretty much, as you know their busy season starts really. They should be getting in a lot of revenue for festival and eight man so April shouldn't look at what they were In the R.A., they're just killing it, and we have tons of theater bills in your mission sales that's why there is a high airport fund I don't include It's an 81.93 that is because the sales tax, it will weigh over what we budgeted capital improvement this where are We had to fire at last April and in terms of checks or sitting until they spend them looking like extra revenue We're going to spend it. In my PFA, just down here the budget you've purchased that is being well they have a one time lease The last thing I have, and then i don't know how to pay for this but PCAX so if you remember You can see 41 in demolition planning that it's playing some stuff on the internet. It's money transferred in. It's 50,000 from the M.S U A every year and it invoices out when bill for demoing this better than me I will let you look at that so i brought You're ready to play the county with like before if they don't pay it has two or one So I'm not put a whole amount on that but what do i want? They have no amount, so you know how much of them come back. They do it comes back. The portion share we've been buying but you think they are just like that because before, Before and never did a boss or I don't know if law says not what i'm going to say Think for the most part they are not if i don't collect 100% of their own discletters, it's supposed to distribute that percentage. Sure thats in stand but have show us there pay as same percentage on what is going with you and your paying salary And if you are at 21, our usage for 4 days was 2 to 20 million dollars and we paid that the following up total. Then they will collect things back from our best or a customer as well but now it's in general So as of today the 2,120 and 120.8% we have left to collect is 575392892 that gives 78.7%, you close it And with 11.77 months approximately another month a second but about 30 years after collecting them then i don't want any turn on all But 11.4 new elevator service contracts C24 that 14 to code incorporated for fiscal year 2425 Recommend them by staff and improve the contract upon this mission of all required contract documents in off-road city manager sign Accounts on mayor we send out beds, to multiple elevator service companies And we only received one elevator service bid and you can see here under routine maintenance what the charges are Non-reoutine emergency in someone What it comes down to is just kind of get right out into small details It's about a $17 month increase for reaching my choice at Pacific Center on the library And about a 30 $30 increase for my concurrent contract with C23 It's our staff recommendation that come in as been accepted we ask for your crew and also again on this one We have the ability of 3-1 year extensions We'll keep the high on it if we think that would get a little nice going to be very good service company Most two crew Thank you Well, warm new annual uncle as needed electrical electric electric electric electric service contract C24-16 hk Electric And boost for fiscal year 2425 is recommended by staff and improve co
