09:31In Northwest Arkansas

09:41They also provide general education services
09:42and literature to
09:44Everybody

09:47The day can reach
09:49So
09:50When we finally reached out
09:51To me About their program

09:54They grow Oklahoma up

09:5711 sections
09:58And we're looking for
10:01District captains to run each section
10:03they offered me a

10:09To become the district captain of
10:11More East Oklahoma

10:14Their group

10:19The whole
10:20We have to help strengthen
10:21their relationship with
10:22The shelters in Northeast
10:23Oklahoma and try

10:36Orcements are far behind
10:38Where they need to be

21:55I just have to take advantage of

22:04i value relationships
22:07And working here
22:09l've developed a lot

22:17Businesses
22:20With our tribes
22:23Certainly,with the employees
22:24I think the world of
22:27i Think we have some
22:29Of most amazing employees
22:31Have ever had The Pleasure Working there
22:33That's what keeps this city running
22:37Our employees
22:39We set up here and make decisions
22:42Give direction,and set paths
22:44And then these folks go out
22:47On a day after
22:49After a week in
22:51After a special event
22:55We have a lot of citizens to take care
22:57Of this town and they do an amazing job
22:59They're very dedicated
23:01To it,and often
23:03It goes unsung
23:06And then appreciate
23:08Sometimes
23:10Often find themselves the target
23:13Frustration
23:15But
23:17They just like with trees getting planted
23:20Macy standing up and showing her leadership
23:22And she's a great role in this community
23:26They all make it different every day
23:29We've worked really hard
23:32Since i have been here to create
23:35Of supporting one another and lifting
23:38I think we made Great Strides
23:41In doing that
23:44I'm proud of the employees
23:48Then,we had come together
23:51As you all know
23:53We've been able to really adjust
23:56How we budget in the city
23:59It felt like prior
24:02In a few years
24:04I spent about a lot of effort
24:06Budgeting for things
24:09And,we didn't always take care
24:11Of our people
24:13If they don t get their people
24:16Those are going
24:17So we got to have good people and get care of our
24:20People,and
24:22We came a long way
24:24Getting the cost of living
24:26Adjustments in place
24:28And closed that gap
24:31That doesn t include
24:33The unions are not part
24:37Of those things
24:40I would tell you don't lose sight of our unions
24:42We've got
24:44Potentially some good agreements coming your way
24:46I'm going to go for several weeks now
24:49And i m very excited
24:51For what we think is gonna come through
24:53Youre approval
24:55Some multi year
24:58Regments with our unions
25:01They all efforts close the wage gap
25:04Because,weve gotta take care of them
25:06To keep an eye on him
25:07We have to keep an eye on him
25:11Because we need a lot of people
25:14To be able
25:17With local communities
25:20As our employees always has option
25:23Work here and work somewhere else
25:26And,we want them
25:29As I get ready
25:33The timing is really bad
25:35We are going to look like
25:37And what does the economy looks
25:40Trying
25:43To be able
25:45A lot of that s unknown but we looked at trends
25:48We have been trending very positively
25:51As you all know,weve had really good times
25:54It's a horrible thing
25:57Was great
26:00It was really a kickstart for our economy
26:04And so weve had
26:08A lot of extra dollars flowing in the community
26:12But,we also have inflation
26:14That is going up as
26:16We've all experienced
26:18In that inflation did drive
26:20Lot increases
26:22So you see in ourselves tax
26:25Just climb
26:27We go to our budgets and weve
26:30All though cautious
26:32And conservative when
26:34When trynestimate future sales tax
26:36Knowing at what point maybe that was going
26:38To come down
26:40In it is starting the plateau
26:42So,we ve been on an inclined
26:44Now
26:47But ,but not dipping
26:49What do you want
26:52We don t know where this will be
26:54And the last year
26:57In our past several years
26:59Our availability to purchase things has been low
27:02Everybody s had that problem
27:04Supply chain issue
27:06So it is really hard
27:09To get anything done
27:11It means its a real Hard-to-spin money
27:13Weve tried budget and we re budgeting some of those new sales tax
27:16They were not spending at all
27:20Because,we can t give things delivered
27:22And we can carry over to the next budget
27:26Because,we re budgeting
27:28The city generally runs on that
27:31Carrier over
27:34To some degree as revenue
27:36So ,We anticipate it
27:39As a revenue
27:42This year
27:44We ve had good year in sales tax
27:47Inflation still seems
27:50Flesh and high which also means our cost of materials is high
27:53But availability coming back
27:56So we re going to be really right now
27:59Is that our carryover is smaller than normal
28:03It s showing a reduced revenue
28:06This time and it s in fact
28:10Jill does what she can t try to calculate
28:13What trends She seeing,and all
28:15She could present the numbers
28:17That her husband has
28:20She cannot read The Future
28:22We ve had it if you continue on this
28:24We ve got it in this fiscal year
28:28Because we re going to a central spending
28:30Which means lets don t continue
28:32To spend at the right
28:34Even though availability is there
28:36So that,we can try and contain that carryover
28:40For next years budget
28:42When you go into Next Year's Budget
28:44The first thing You want
28:47Do as budget for your people
28:49And then ,you ll be focused on all of
28:51The things
28:53First thing we re doing right now is we are in a central spending
28:58You ll hear that from staff
29:00Trying to control this something
29:02I ve talked about so im not, Im not surprised and Tyler with it tonight
29:05This has been everything We have allve talking
29:07As you grew
29:10And then were also looking at vacancies
29:12So the Vacancy comes open
29:14Do y really havent built it
29:16Right away or can wait three months
29:18Because waiting 3 month your kick and the kid on
29:19Retains some payroll laps from not having that filled for three months
29:23And then you can budget it in next year's
29:26Which again,it helps our revenue
29:29So we look at the budget if
29:31If We just don t fill up 3 month
29:33Now everything is done
29:35You ll be going to need a full of your position
29:38But its an larger part
29:40To really evaluate
29:42Can I wait two weeks and have a big negative impact
29:44So those are things that I think is important
29:50As just sharing with you all kind of where we re at
29:53And i didnt want to leave all the surprises for Tyler
29:56To come share it if yve will
29:58If thing continue to trend then We might have a tight budget cycle this year
30:02It would be first time post covid
30:04That had been really head type situation

30:09To devaluating our transfers from RMSUA
30:12Every Year, thats one great benefit
30:14Having your own utility is the MSUA
30:17Is able to transfer
30:19To general fund and those funds help pay for public safety
