00:0023, we'll have the invocation, the director of the North Campus, North Campus Ministries, Mr.
00:07Steve, what's up?
00:08Thank you for the opportunity of being here, like the report that we're running around 200
00:19kids, athletes in our weekly fillet ship, Christian athlete, Bible studies, and couldn't
00:26be better.
00:27Probably we thank you for this time that we can come and call on you, pray for Mayor Parker,
00:34Manjuries, and our council members, as they make important decisions for our city.
00:39We thank you for the freedom we have to come and pray to seek you asking for wisdom and
00:46guidance in all that we do for our city, bless this meeting in Jesus' name of pray.
00:51Amen.
00:52Amen.
00:54I believe it's to the flag of the United States of America and to the Republic for which
01:00it says, one nation, under God, they give us a little liberty and justice for all.
01:07From the four public input, our unscheduled personal appearances, by claims report.
01:25Make a motion, my proof.
01:30Hi.
01:32Hi.
01:33Hi.
01:34Hi.
01:35How's your turn?
01:36Hi.
01:38Six.
01:39Proved the need of motion.
01:40Proved the minutes of the September 18th, 2023.
01:43Motion.
01:44Take it.
01:45Hi.
01:47Hi.
01:48Hi.
01:49Eastern.
01:50Parker.
01:51Hi.
01:52Seven.
01:53David Syracchermaine Klein for Pensacola, GRDA Realizing Scene, an Associated Complaint,
01:58Proceedings in the amount of 37,598 dollars and 60 cents.
02:04May you remember in the Council in your packet, you have this claim for disbursements and current
02:09from August 1st, 2023, for August 31st, 2023 and we have the city of Miami and focused on communication
02:16between the Miami team and the current legal proceedings.
02:21This is well within the budget.
02:23The current balance for this budget item is $697,775.
02:30If the current claim is approved that would leave us a balance of $659,419.
02:37Happy to answer any questions.
02:38I'm like a moustache to approve the payment.
02:46Second.
02:47Hi.
02:49Hi.
02:50Hi.
02:51Hi.
02:52Parker.
02:53Hi.
02:54Hey.
02:55Budget amendment.
02:56This is MSUA Fund Carrier Over and it cumbers metering L.
03:00electric funds.
03:03No, there.
03:04So this amendment does increase the carry over as you know when we would have done the budget,
03:09we would have done that.
03:10So what this is the actual that we're going to be doing over, we'll increase the funds so
03:19that we're able to spend for me during for the hand telemeters and for electric for a dump truck
03:24and a service truck.
03:32Any issues with supply?
03:34Like that is.
03:38And for it is that we're starting to get equipment in, of course, there's still a quite
03:43bit of a lag.
03:44So it's still very, very kind of more movement with that tool, you won't have to
03:51be for having to carry over as a one-to-one.
03:53Thank you.
03:59I'll make a motion to approve.
04:04Take.
04:06So go ahead.
04:08What use?
04:09Okay.
04:10E step back.
04:11All right.
04:12We're not in ratified renew the following annual contracts from fiscal year, 2324 items A through K.
04:23So may I remember you to the council, the list that you have in the front of you or a list
04:28of contracts that we are asking to go ahead and approve these contracts through the end of this
04:35fiscal year.
04:36Previously we had them on an agenda item and they were looped in and included in some that we were
04:41putting a three month term on.
04:44But these contracts have been previously competitively bid and approved for multi-year contracts.
04:50And so these, rather than going out and renewing these contracts, which will absolutely
04:55result in an increase, these contracts we want to see through the end of this fiscal year, since
05:00that's what our budget was set on.
05:03Now what this does do is exclude several contracts that council wanted us to pay closer attention
05:10to and review, such as the Torres Concrete, the Neese Concrete, Scott Controxions, Construction,
05:18and the Collins Construction.
05:19Those contracts will continue to be reviewed by our construction subcommittee, as we're
05:24looking at developing a standard operating procedure and developing a threshold by which we
05:29may want to be bidding out some of those projects depending on what's most fiscal responsible.
05:35So the subcommittee is continuing to review those other contracts, the contracts that are on
05:40the list today are simply the ones that we're previously bid and have not been in any dispute.
05:47The four that you pull out, where they're not previously bid also, they were previously
05:54bid, but those are the ones that we want to really evaluate whether or not.
06:00going out to bid project my project would result in a savings or if the contract price that we have would
06:06result in greater savings. So
06:11We won't run the risk because if the if the math doesn't work we won't bid it out if that makes sense
06:18We want to study it before we go out and do that. So I locked it on a contract to
06:27December 31
06:29But after that we're going to go we'll have to make a decision by December 30 30 31st to re-bid those
06:36particular contracts and that's when they might raise it. Sure
06:43More than lunch
06:50More than likely we bid these out so it's we've already I think we've already executed the new term date with those
06:56So those will terminate the
07:06The can be been forwarded a council in such as it comes out so some may have some some opportunity for extended extending the contract
07:16They have extensions available
07:18But luckily ones tonight are very clear cut. I guess what I guess the ones of the bottom here are these the ones that are our streets
07:27And we know we're doing a lot of streets and if we're on a risk of those being hired
07:31And cost us more we will we will know before we make that decision
07:35We've got two board members two council members that are a part of our subcommittee
07:39And that's why we're taking the opportunity to really deep dive into these contracts before we take action
07:44We did do some extensive discussion around this along with the
07:47Jones
07:49His name
07:50Jones
07:52Brad and myself had extensive conversations with him about that. So we're looking at all opportunities to see what our best report
08:00Yeah, right right now with with John's information. This is our best deal in most flexibility
08:08Please impact
08:09Well, I know you do you guys will stay on top of it give us a form
08:12For motion on these to prove
08:21I'll make a motion
08:27Yeah, okay
