02:05That was used for the bill house repairs
02:10This is very similar to what solid waste itís going
02:12Going through doing except theyíre gonna take money within
02:15In this same fund so in adjustment can move my back
02:18This is where the sports took their budget
02:23And they fixed that Joe Pollock field house
02:26That had a plumbing issue
02:28So now there re-insurance recovery funds are back
02:32They need to buy things, and you know what?
02:35They were budgeted by for them so weíre asking if it will be able
02:39To spend this fifty five hours

04:09James Franklin and Katherine Louise Williams
04:12Herum & Sandra Jay Price
04:15And Stephen Earl Halls
04:17Most two approved, sorry
04:20Estep
04:22Eep
04:25It's nine, a ward lease purchase agreement for
04:29Q23-32
04:3123 RAM
04:332500 crew cab truck
04:35The first national bank
04:37Give her related signing
04:39And payment authority to city manager or his does need
04:42Replacing an older model in the parks
04:45On this track
04:51Originally there were two orders
04:56They've only been able
04:58to get the financing
05:04We sent out
05:06Bit proposals
05:08To seven banks
05:10Security, US bank or best
05:13Bank of Grand Lake, first national
05:17And we had
05:21The payments came in at eight
05:2425% down
05:27About 7.5x
05:29But they ended up
05:32Barely beating out
05:34Bank of Grand Lake by thirty seven
05:36$7.69
05:40They've been a little on interest
05:42but one didn't have a long fee charge
05:46At first national kind through
05:48So anyway, how is it?
05:50Seven bitters we just need to pay for
05:53To go ahead and get the start
05:56One will attract me here
05:59The truck, be yours
06:01And I'm trying
06:02to get the money
06:08What do we replace in Brian?
06:12It was just an old woman
06:14We're adding two to play
06:16In part of all our things
06:18This is actually 21.22
06:22But for 2 4 trucks
06:26For a year and a day, it's $1
06:31So there were some big traffic
06:34Last couple years
06:36I mean thank you very much
06:39He said that
06:42We have some new truck
06:45So this is just something that you
06:56Just trying to get a couple of years ago
06:58And it's one able
07:01To give more money
07:09To the most of us
07:13Hi
07:15Hi
07:17I'm Robert.
07:19I've got three of them
07:22This isn't your van
07:28So what I've got for you this evening is
07:34This isn't our network
07:37Our employees have a plan
07:39Is the payment cost bill and
07:42The prime doctor's in job
07:46And that it has been available
07:49To continue to use the prime and hospital
07:51For your all considering
07:57That, i want
07:59Tell me about an amazing job
08:01Send event over to managing these health contracts
08:04And managing our benefits and making sure that all of
08:08Our city employees have a very rich benefit package
08:12I think they've done an amazing job here at the City
08:16Over to years, refining
08:18Benefit packages
08:20A lot is due
08:22To Cindy in her efforts
08:31Couldn't go without saying
08:33Just curious why do we not use integrity?
08:35Integrus has also part
08:38We have another
08:42PPO which is the community choice
08:45And that's for our upcoming hospitals
08:48Or if you wanted to go and tell us
08:50or anywhere else in a state
08:52You would use the preferred community choice
08:54This was just for a job, basically
08:58That makes sense
09:10I make much more approval
09:14Thank you
09:17Hi
09:18Thank you
09:2111
09:23Discussion possible action
09:25New airport
09:29Cardinal
09:31So many members of the council at a previous meeting
09:33Where we had an discussion regarding the terminal
09:36And therefore, in
09:38The opportunity that it been laid out from there
09:40One
09:42Of one
09:44That was a potential for revenue
09:47Source or payback
09:48The funds needed to accept the
09:53Funds from their notice commission
09:55We would have
09:57To match a fund up front
10:00From city
10:02As we've discussed, what that looked like as you all know
10:05Airport by itself
10:07Doesn't stand low in general
10:09A significant revenue source
10:11Enough
10:13Payback
10:14The revenue that it generates
10:18Generally goes back in the main
10:20That's operations of your
10:22In so,
10:24So
10:26And this building at city hall
10:29Or basketball courts
10:32Other facilities we have maintain
10:34Maybe like a big pool
10:36However
10:39They airport itself
10:41Does generate revenue
10:42The community is a whole
10:45It's utilized by our
10:48Industry and Towns,
10:50Significantly in other businesses
10:52Sporting events
10:54Things like that
10:56This used for our tribes
10:58Travel partners
11:00Probably more than any
11:02We see lot of Bill Coat
11:05To access the utilize status
11:07They find clients from all over
11:09In the past few years
11:12We have a lot of people
11:14They are in broad and wide
11:16But it's not an direct revenue
11:18Generator, you know
11:21As we said out
11:23And talked about what would this look like
11:26You had to start really
11:29Realizing that
11:31How will fund
11:33A facility
11:35If there was nothing
11:37And most of that has been done
11:40Over the years
11:42Through either bonds or in last case
11:44The significant renovations to this building
11:46Was done in borrowing against
11:49A rainy day found out a reserves
11:51As we talked about the other day
11:53In it was paid back
11:55To
11:57Emissue
12:00Or
12:02But one
12:03I think that's a good idea
12:06To make sure
12:10That we talked about this correctly
12:13So
12:15We had to cover
12:17They are not as commission
12:21If Commissioner himself
12:23Who was very clear
12:25Our time is like
12:29They would know our commitment
12:31To the state
12:34Regarding this project
12:36And funding of that project
12:38So they just have to know who else
12:41If we needed a few more days
12:44That would be fine
12:48But
12:50We also talked about what
12:53This was looked like
12:55As he explained it
12:56He was going to be offering up a million dollar match
12:59If the city could come off of
13:02The first million
13:04And anything over that
13:07To make it
13:09We can use our federal funds
13:11But one
13:13One important thing is this
13:15Was not in project
13:17Where by you were
13:20Going
13:23In next fiscal year
13:24We were going to be doing it
13:27In the first
13:29Say
13:31The next fiscal year
13:33And we just took a budget war
13:35He said they expenses are that
13:38That is pretty minimal
13:42Because you're being looking at design
13:45But he says
13:47It's gonna go on
13:49You can see
13:50The next you may be looking at
13:53And the employment
13:55They are built out and things like that
13:57We also talked about
13:59This is where a chief can get more specific
14:02That council
14:04Had agreed to
14:06It was a significant renovation
14:09To 5 year plans
14:11A $5 million plan
14:1390% of which
14:15Was going
14:16To 10% of that
14:19They also said some
14:21Those elements
14:23Of the five year plan
14:26Can actually be pushed out
14:28Two years, six or seven
14:30So those first two
14:33There's a lot to put into that
14:35We could take both funds and apply towards this project
14:37And we had already committed about half a million
14:40Next week
14:42We commit it
14:44Even that first million we thought
14:47We'd have to do
14:50And then the other half
14:53The third leg of this whole presentation is
14:57Currently,
14:59Our paying ourselves back for
15:01The renovation of the civic center
15:04To about 370-1000 year
15:07Which has been ongoing for several years
15:11Next year's are final full payment
15:13Then we have about a half payment
15:16After that
15:18Oh, I'm sorry
15:20It was the other
15:24So those two but it
15:26But at 372
15:28Was going to be paid up
15:322526
15:35We would take that same
15:37We'd been budgeting today
15:41And for previous fiscal years
15:42To say the remaining balance of half a million
15:45A couple years we'd be paying that off
15:49So there are all things
15:51There's our means in fact
15:53We were talking about this and looking at it
15:55Is how do you get to spend your money
15:57And if I'm going back to the month
15:59Then let me just spread out
16:01From now on,
16:03Our funds
16:05It really becomes an decision of priority
16:06And we want to jump now
16:09To take the opportunity
16:11It's a state funding match of a million dollars
16:13If
16:15We don't, then
16:18Obviously that behind
16:20Probably would be having this conversation
16:23Few years from now
16:25About how do you come up with it
16:30To make our own
16:33At some point
16:34We've been spending 440,000
16:37For airport for the next five years
16:39And that's a city part of
16:43Four and half million projects
16:45Some were those
16:47we push off
16:50Then re-bample it
16:52One was actually a term of renovations
16:54Our due to schedule 200,004
16:57That would be
16:59Won't have access
17:01Two hundred
17:02Four is a project for one quality
17:07And then some others would push off
17:10So about half of it will be
17:12Just washed with, over board of scuttle, spent their report
17:17I appreciate the fact that we asked you guys
17:19For a plan and came back
17:21Very quickly so
17:23Appreciate That
17:28We said down in jails
17:30To pull up this precious
17:32Show us what has been borrowed against
17:35Then they've been paid back
17:36That's coming to an end
17:38And that source
17:40Essentially, it is kind of what we're saying
17:42We just know will extend out a few more years
17:44Can be able
17:46You can literally take something
17:48Something you could pay on for how many years
17:50About ten or six
17:52Since 2016
17:54Maybe another couple year
17:56Has there been
18:01More mad again since
18:04We've got our last meeting
18:06I don't remember when we had our last meeting but
18:08But i'm saying yes
18:10Sorry about this
18:12A lot in debt there, 100 times like that
18:17And so other things
18:21In the process of maybe redoing
18:23We run your report
18:25With us up here and do more
18:27Leasing out operations
18:29Generating more revenues
18:31Through That
18:33Means
18:34But it does have some higher revenues
18:38In the works
18:40And that's just a matter of
18:42I feel not pay work and then the girls had turns there
18:45We do
18:47An up here ready to start
18:49To come in
18:51Different operational ideas don't forward
18:55So we see
18:57Possibly for high revenues more
19:00One more
19:02Throw a question
19:04No idea what i'm even talking about
19:05When i asked this question
19:08We talked about how the majority of our community
19:11Doesn't use their reports and everything
19:14What would it take to do an air show
19:17Or can that be done?
19:21It could me
19:23There'd been a big undertaking
19:25I think we would start with some fly ins
19:28And thats just basically its put cards out there
19:31Chilling piles, rubber flying
19:33And advertising at low equipment
19:34And then that's like air show
19:37But a plane day
19:39We're public invited to come out and look at just
19:41G&A or craft
19:43Build from there
19:45Very doable they do them all over
19:48Those are some of the things we've talked about
19:50To bring in Air Show
19:53It would be costly venture
19:55That you could build up too
19:57We'd love it
19:59We'd like to get a month long flying poker run
20:07We're people of the fly in your cursor car
20:10Get all that signals, turn them into a
20:13Basically it's poker on anyway
20:15And I wrote for a month high hand wins
20:18So we've discussed and planned some activities
20:21For Airporters Generating Interest
20:24People wouldn't go back out
20:25I know the EAA, which is an aircraft association
20:33They're local chapters do young e-health program
20:37But they take kids for rides
20:40And that had to quit at just some insurance requirements
20:44Then we went a lot of fly with one adult and three kid in their airplane
20:49That was observer
20:52Some other planes couldn't take it
20:54They would take one kid or made it almost impossible
20:57To do that and allow their insurance as quit
21:00I'd love to generate youth activity with the airport
21:04Even if just a static display
21:07And come out on C airplanes
21:09Those are all of those we've talked about along
21:12That idea
21:15Be a dream, you'll need full flight air show
21:17Just lots will spend some work
21:19We have build up too
21:20I think one of the things we probably didn't talk enough about
21:24But they've talked a few years
21:27Is that FBO?
21:29That is what really, it's game changer for
21:32The MyMoreeGenerable Airport
21:34That FBO having someone like
21:37Come in and take over
21:40The management
21:43Having investment at this terminal
21:45Just fuel to your fire
21:47Because now you know that city has made an investment
21:49Now you've got your FBO that can come in and make other investments
21:53Something ideal would be for maybe they didn't
21:56They're looking at making an investment
21:58In the OELO hangar out there
22:00That's nothing I think we'd probably interested
22:03If it wasnít a city business was made significant
22:06Investment
22:09But because
22:12Their company is saying, i want to run a business
22:14You give them any proof facility
22:16To run that business out of
22:19They're going to win more businesses
22:21So now they are able
22:24And leverage
22:26More financially
22:28To expand their business and even around the area like
22:30The OELO hangar
22:33It really has an opportunity
22:35To be a force multiplier for
22:37For this entire project
22:39But FBO is big deal
22:41I know David talked about it
22:42Is there been any more discussion around sponsorships?
22:49There have and that's something we're not done yet
22:52We've continued to talk about the folks
22:54We just talked a bit about what they are going
22:57But thats everything you need
23:00Because one of our opportunities
23:02That is talking
23:04If it were build in new terminal
23:07It would be no internal
23:09It would be a new terminal on site
23:12And then re-innovating the old term
23:14To use this as an educational facility
23:17Which again, another force multiplier
23:19What can we do with that?
23:21We're going to start bringing in other aeronautics
23:24Education and training
23:26Open it nor wide open
23:29That facilities really does lend itself
23:34Very well
23:35We have a lot of money and dollars
23:37Five years
23:40What is that money going to do?
23:43I mean what would you plan on doing with the re-innovation
23:46So my CFP projects, we had an apron rehab milled overlay
23:52A planning designed for our taxiway
23:55Crack sale
23:59Remarking
24:02Design
24:04There's a line phase in the contracting phases
24:06The runway is set on your magnetic heading right now
24:11We are 35-1 7
24:14Which I waited for the runway
24:18And since that runway was put in
24:21If we got a magnetic ship for a degree
24:24So it's 38.16
24:26We have north south runway
24:30It would just, when an FAA set
24:32At first time
24:33The test on the slater
24:36Was there no way to test them this later
24:39Is it a very nice way
24:41To redrapped those funds
24:43Did they process?
24:45Yes, that's exactly what aeronautics commission said
24:48They would help us identify
24:50Those projects were time-sensitive
24:52That we're FAA requirements
24:54It was still needed for time and fashion
24:57As timely requirement
24:58And we would push those to the end of a project
25:01It'd be ideal if you got
25:04Matching grant and federal government
25:08Matched it for ya
25:11That was one catch
25:13We can't use Federal funds
25:15For your match
25:17But then, when are they over?
25:19Over here is our amount
25:22The two main mark
25:24Our money in there
25:25We can use a lot of funds
25:28If it actually cost 2.2 million
25:30We put up 1,000 and then we'd have to go
25:33About 200 thousand
25:36But what if you could do that with federal money?
25:40Because the federal money
25:42For half-may in there is getting over next five years
25:45I don't know if its specifically
25:47It would be traditional
25:49So they get annual money as well
25:52Okay, our answer
25:53Is a five-million dollar grant
25:58And we've paid the first half million
26:01Then four and 1,5.2 million
26:03We have a, it's 10% match
26:06For those funds
26:08We'll be having to match
26:10But every year you get an amount from federal government
26:13Yes
26:15How much is that?
26:20About 350
26:22That's 300
26:24But it gets every year that's not part of the grant
26:27That could be used for
26:30It would give me what
26:32Use your foot towards to take 200
26:34If its 2.2, you should just over time
26:38We can get some things out
26:54On a fly and we always do
26:56Steaks by the mayor instead
26:58I said no
27:00Well i'll promote
27:02Now
27:04And on Facebook right now
27:06Steads from Mayor Flyin
27:07That would be Saturday, Mayor
27:11And we'd like to
27:15Make sure you don't want me to
27:17I knew
27:25So what's the exact action
27:27We're possibly looking forward
27:30The action i think we are looking for is that
27:33If it was likely going
27:35To give notice of your not exhibition
27:37Citymime and a private program
27:39You have so they'll add us
27:41They project list
27:43It gets submitted
27:44We're still not 100% committed
27:50I don't, i mean
27:54Can you imagine that would be
27:57Nobody's going to give your money
28:01You are not gonna master spend right?
28:04Just take back
28:06What we will do is say
28:11That being said
28:14It did NOT ask if there was a
28:19Closed by which
28:21This is going to be a process
28:24An extensive
28:26We're simply saying that yes we are interested in
28:29Yes, but you really get those funds
28:32And I would like
28:39To proceed with the next phase
28:42So does The revitalization or building a new terminal
28:45Give more revenue potential than say
28:48Finishing our fence and closing it
28:50We won't have one airplane ever
28:53Say they could not stay
28:55I guess i assumed it was a bigger deal
28:58Just the 1 airplanes or whatever
29:01And that's how you do
29:03It does but this will be higher
29:08Much higher, for turn on bus
29:11The job and in house to help
29:14That is what he said
29:16But from my understanding
29:17Correct me if i'm wrong
29:20We are expecting a future grant to come along
29:23That would help build the hangar that will be big enough
29:26Yes, yes
29:31Yeah
29:34He just said it was
29:36A few years, probably into this day
29:40But If thats an outlier than its not really even
29:43It's sort of huge concern
29:45Obviously we definitely need to address it
29:48What basically tells us is
29:49If we take this next step
29:53We start increasing our traffic
29:56And then the FBO really takes off
29:59Then there is opportunity to even grow that
30:02And say further by utilizing those grant funds
30:06To build out a hangar
30:09That was an incredible program
30:12You probably want it started looking at
30:15Either of your fence or what's in front
30:17That's a lot of work
30:20I feel more comfortable about this
30:22Knowing that it is not all one year
30:24It was something changed for me
30:26There really wasn't
30:28But i'm looking at two cents
30:30What we are paying in
30:32Think you can use those same funds
30:34To help buy the money
30:36Something where to have them to build up
30:40And then thats still looking
30:42For outside sponsorships
30:52So now make an ocean that were interested
30:53I don't think he was clear of the privilege
31:04That they wanted to do aeronautics
31:06We need not here and so
31:08So that's exactly it
31:10i mean, imma have made a motion
31:12But nobody is second
31:16If we are not
31:24Im gonna find me
31:27And you got what?
31:29To ask this
31:31A million dollars
31:34For their airport
31:35You might be not being all this year
31:39But you're asking for a million dollars
31:43I can't get past what
31:46Blast talking about
31:48How many people use the airport
31:52It's basically one percent
31:54So i don t know
31:58Like long term process of it
32:02Im like to see new terminal there
32:05Well, too
32:08But i think there is many and million dollars to that
32:11And I just check another box for our potential
32:16For economic development
32:19That's what we are thinking of
32:21Well, the airport has been on a money either way
32:25Either around home or with agreement
32:29There
32:31In their several things
32:34We have had some
32:36Those great examples
32:37We have a lot of people coming to our airport
32:40Now
32:4713,000
32:49People in this town are 100 or so come every day
32:53For the two months that it's open
32:55And we lose 116,7 thousand dollars per year
32:59It is not generated enough revenue
33:03To pay for itself
33:05So you all fund
33:07Yeah
33:09Well
33:10I think that's true
33:13i
33:15Think it is a community investment
33:19And quality of life for many and for kids
33:22As you don t see the correlation
33:24The airport
33:26It s not equality
33:29That your betting on
33:32You are betting in our house
33:34Mine will grow
33:36I think that it will get our stuff in the future
33:39Could actually spark something
33:41In a picture or we could hit up brick wall
33:43Because you don t have
33:46That's where
33:48We challenge their port more defined ways to give public out there
33:50Whether be fly ends
33:53If flying and ride planes people are going
33:55To come off of check themout
33:57And if they can build anything
33:59It is not bigger than the early event
34:01Then at least go on people
34:03They re able see it using
34:04I also think that if we invest in the class of people
34:09That are using facility
34:11The one person will take a serious community
34:14And maybe even more willing to talk
34:16To their cohorts and there appears
34:18My name is got
34:20They re moving on, they have brand new facilities out
34:23It s kind like
34:25If any one has been proud
34:28Of somebody who likes coming in
34:29And escorting them around what we currently have
34:33How would you?
34:36We are going to remember two of our school systems
34:38My not always started on the program there
34:41I think my amnest talking
34:44So at some point they re getting a partner with an airport
34:49To do their tracks, if wanted that
34:52The college was working
34:54Yes, Dr. Stafford s huge part
34:58You should have worked
34:59I don t know if we could get a commitment from them
35:03They would use us over anybody else at this point
35:07But it will be nice to have
35:11That s not the other way
35:13Some commitments that were
35:15We re getting in
35:17The tribes or
35:20To call out your email
35:22You are going
35:24To partner and listen
35:29Do something like this
35:30You know the short notice is
35:3310 days left
35:35Yeah, we have a same conversation
35:38We got ten days
35:41Not something that can get our entire
35:44Fiscal Committee rally bond
35:48That s an unfortunate
35:54I wish you had more time
36:29I think we should have a whole lot more people
36:32So that s kind of wrong
36:49Motion by Brian, then it will be the second
36:52Don t call or any second
36:54We re going on a quarter
36:57You see what happens
37:00He stepped
37:02Williams
37:05Thunder
37:14K12
37:17One new business committee which is the
37:18Business and the post of this agenda
37:2514 staff reports
37:3414 mayor council community
37:45Nalphus
37:48So fiscal year
37:511314

37:5619 in 20
37:58SELST action

38:37Was up 232,920
38:41This year we closed that over a million
38:44For the first time ever
38:46And Racer sales tax would close
38:48Over 7 million for
38:50The first time ever
