00:03We'll call it over the regular schedule meeting. My I'm City Council, Monday June 5th 2023 Povertary on
00:09a proposed fiscal year 23 24 budget this public hearing is called for any members of
00:16Public to present together by Cometh's recommendations or information
00:21on any part of the proposed by CNN. We'll go into three,
00:36Proclamation declaring June 16th 2023 is Michael Thompson Day in
00:42The City and Milo
00:45And Michael Thomson was a football coach
00:51an eight man football world
00:55He's our president
00:58Of his 8 Man Association Oklahoma had been for several years
01:01And he was part of a big-part
01:05Of date man football game all started getting coming to my Emma and being here for
01:10All these years
01:12He's worked closely with the Mandads say, put this in honor
01:15In our community four year
01:17He passed away
01:20December
01:24So
01:25Of course, eight man game will be coming up here this month and he's been honored there
01:30In more ways than just
01:33His family we would need to recognize so
01:37We decided if you could do that
01:40To give back
01:42This little buddy gave us a mandate
01:47Do whatever
02:00I
02:03For
02:07Proclamation declaring June 1st 2023 is Judy Pittman Day in Miami
02:15So, Judy's worked at Osborne drugs for 40 years
02:20Which it was pretty amazing
02:22For anybody to work
02:24At one place or forty-years that
02:26I know Judy has been awarded several times over the year
02:29The friendless employee of my MITL one time
02:32But she always had a smaller face
02:34She always had a smaller face
02:38So, even though it's already happened
02:42And Brad are here for the proclamation
02:45If we don't vote this is Bradley I want to go get back
02:48But if they kind of brought us to his light notice
02:52When he signed in and sent that way
02:55Hope you guys would
02:57Who?
02:59How about Prolemon
03:01He was on emotion really Brad
03:09Williams
03:11He said
03:13Robert
03:17Bob again but on schedule personal appearances
03:25Six claims
03:28Bruce to approve
03:33Hi
03:35Hi
03:38Seven minutes from the May 15th 2023 regga meeting
03:42In a May 22nd 23 special meeting
03:46Second
03:49Hi
03:51Hi
03:53Eight, budget amendment
03:55Number 23-24 library
03:57Receiving an adult online
03:59High school grant and donation
04:03Exactly what this amendment does
04:05It allows the library to recede
04:07An expend
04:09And a adult on one highschool Grant
04:11In some donations
04:13About 48 thousand for
04:27A grant
04:34Number 24
04:36Hi
04:39Nine, fiscal year 2324
04:42Municipal budget message
04:44Resolution regarding the city of my amount of money
04:46For his future 23-25 for establishing budget amendment
04:50Authorities and this will be actually number nine
04:52Four in May 2nd
04:54Or city council
04:57So may I remember the Council
05:00And certainly
05:02The citizens at my Emma
05:03Before we get into any necessary discussion
05:07We're voting
05:09I simply wanted to point it out
05:11Two our citizens the amount of effort that goes in
05:14To produce a city's budget
05:16This is something
05:18That, and working on here at this City for several months
05:21Now as you all know
05:24But each department going through
05:26And getting an understanding
05:28Of what their expenses are
05:30What they have to do with revenues
05:31And they're going to be a lot of money
05:34We are not only coming together
05:37To create one unified budget
05:40One for the issue
05:42A and 1 for general fund
05:44So that we may present ultimately
05:46A balanced Budget
05:50Which is what you all know
05:53You have in front
05:57Where we sometimes paint
06:00Staking, and go through
06:02In great detail
06:04Items of the budget
06:06So that
06:08We're going to reach
06:11The council has a mind for our community
06:14As all in
06:18And so with
06:20I want point out few things
06:23To you tonight
06:24Before we open up to that discussion
06:27Just so you have an idea of what
06:29You haven't had any, there's only a few
06:31Probably changes
06:33That has occurred since the last month
06:35However I know i've spoken
06:37Since then
06:39But just point out
06:41One item in
06:43There was The Rainy Day Fund
06:45We discussed making a modification
06:48To
06:51What would be
06:545.8 million
06:56We reduced that to
06:584,08
07:01As the ending balance for
07:04The Rainy Day Fund
07:06For next fiscal year
07:08Reduction of
07:10That it could be considered
07:13Not voted on tonight
07:16But only consider in a future
07:19To work out at
07:21The Rainy Day Fund
07:24To represent it to the city
07:27And there's about a million
07:29Dollars on
07:31From
07:33The State
07:35If we can raise additional funds
07:38To complete
07:40A project out There
07:42Regarding our terminal
07:44However its very short notice
07:47We would have to make this
07:49To termination within
07:51This month and then actually be in design by the end of July
07:54So it's a very aggressive schedule
07:56That being said
07:58we need
08:00Find A way that if
08:03If The Council chose
08:05Go after
08:07It will grant her partnership with
08:10With State
08:12We'd like to find it
08:15I can't tell you that it's my recommendation
08:18That we use for today because
08:21We havenít fully vetted yet
08:24Because, still waiting
08:27For our time to work with
08:30Our budget
08:32To not. So
08:34You're marking the main dollar fund
08:37There so if
08:39If
08:41We're going to do that
08:44If you choose not
08:47To Do That
08:49You simply really technically we just don't move the money
08:51But, but
08:53Your basically saying
08:55Put it back into The Rainy Day Fund
08:58No harm no foul
09:00So thats all
09:03We've done.
09:05Are making a decision on how
09:08All of the pros and cons
09:11That being said
09:13There is one highlight in there
09:15Regarding The Airport that we do have a
09:1793.3,000
09:19In
09:22And airport
09:24Budget this year which
09:26Is an airport grant match for
09:29An ongoing five-year project
09:31We'll be doing out at
09:33At A very significant modifications
09:35Which has fantastic
09:37In the budget for streets
09:39Which I know is always a very important
09:41Conversation in The City of Myema
09:43That 2.3 million
09:45Is really made up
09:47Of our funds
09:50Street stadium fund and
09:52Regular street funding that we put
09:55We've been putting it to the budget each year
09:57And then
09:59Then
10:01The city's total combined operating
10:04$154 in revenue
10:06And
10:0885 million
10:10860, 174496
10:13Budget for expenditures
10:16With 9.16% of revenues funded
10:20By eight point nine
10:22Million sales tax and use of shacks
10:24The MSUA revenues fund
10:26Another 42 .25 percent
10:30Of the city of Myema's total revenue budget
10:33So as you can see there
10:35You've got a little over 9% coming from
10:37Sales tax and use of shacks
10:39And 42 percent
10:41Coming
10:43From MSUA
10:45In the rest are other
10:47Revenous
10:49Collectively that make up
10:51That's really presented before
10:53Before
11:03You had to discuss
11:07The first thing you can do
11:10You're talking about a 9.3% growth
11:139.16%
11:15Now the revenues that's our
11:178.9 million in sales tax
11:20So,
11:22That is just
11:25A percentage of your own
11:27Revenums
11:30As sales taxes and use tax
11:50To set it here
11:52We spend this fiscal year on street
12:00Of course
12:03Revenums
12:11Okay they spent
12:322.69
12:347.61 in the street Malay fund
12:41They have
12:43370, 187
12:46In
12:581.3 million
13:00Of
13:03The Rben money
13:06If you had a multi-year
13:10And of course that's just the right
13:14So is that number
13:18In the city's labor
13:20Or does it just contractors?
13:22That
13:24Not include labour.
13:30The street department,
13:32It was strictly for repair of roads
13:35And possibly some lease payments
13:37For some equipment
13:40To be over here
13:45The city has a lot
13:47Of course
13:49That comes out of the general fund
13:52that is
13:54The street department in
14:01In a General Fund
14:03So this
14:05This
14:09At
14:11Top there's
14:14A general fund
14:16It has a general fund
14:18But it just on streets
14:21That song
14:23Maintenance
14:24That's all
14:27It is all
14:32So, Tyler
14:35Have an estimate of how many miles
14:37A street you've done in this fiscal year
14:42I think it would be interesting for the public to hear that
14:46We're going
14:48To have a construction subcommittee meeting
14:50Which
14:53You and Brad
14:55Just paid on
14:57And so we got several agenda items
14:58And we find those kind of numbers that you all would like
15:01Then come back and we can present them to the council
15:04But weren't going
15:07We're gonna be well over two million dollars in road construction
15:10Because your at one point nine
15:13You said, That's just a way across
15:36Do what do get ready
15:39To put out the money
15:50Is this appropriate time
15:52Talk about budget allocation too
15:54So
15:55We're going to be able
15:59To put out the money
16:02For our meetings about this funding for
16:05The, um
16:07And we talked
16:09About redoing that
16:11Has
16:14That been done?
16:17So
16:19From CIP to
16:22The MDRA
16:26Essentially for the Coleman
16:30And then, in
16:32In this issue
16:34Which was
16:36Was originally looked at as being done from
16:39That
16:42So that we put it
16:45For a thousand
16:46And then, the thought process behind that is
16:50Anything
16:53That you take from
16:55In this issue
16:57So as a transfer
16:59From MDRA
17:01Ultimately
17:04You're taking revenues
17:06If we aren't careful about how much
17:08We transport mdrs
17:11Ultimately
17:13Because it's going to be calculated to not only recover all of our costs
17:15But in your transfers
17:16We're trying to be really careful with what we transfer
17:19Since they were taking a pretty extensive hit this year
17:23In the issue, it was just costs going up
17:27And everybody knows that inflation has been
17:30So you take
17:32That in multiplied over every project
17:35They've done
17:37Acquisition
17:39Things are running pretty thin
17:41It's an issue
17:43Because
17:44So that's taxed
17:47Generated from people doing online purchases
17:50We had at 400,000 available
17:52That was easy to go
17:54Allocate towards the use of the MDRA money
17:57Ultimately
18:00Thinking
18:02Because we could utilize it for the Coleman
18:04And
18:06The budget
18:08It didn't need a $95,000
18:10A lot
18:12About about
18:14That instead they would do better off with the 400,000
18:19For special projects
18:23So that's what if
18:25The council wants to be re-evaluating
18:28Where money comes from
18:30A couple of different options
18:32We could talk about three different option
18:35With
18:39Of course Mishue is
18:42Normally we were transferred
19:22From 108,000
19:24So if we took it from the 95 thousand
19:27For that would leave a
19:29$13 000
19:32Of course ironically
19:34If you take this
19:36From general fund and left us with
19:3913,000
19:42Projected on their expenditures
19:45That will lead
19:48The MDRA
19:50With 143,00
19:52General fund you could always go ask
19:55In the MDRA for money
19:59Because they would have about 150,000
20:01You really unique position to put
20:04The only other option out there in
20:06Another of those two
20:11Would be reduce expenditure at 400,00
20:16If we look it that
20:20This is quite simply
20:22Really a change
20:24Of course
20:25We would have to pay for the money
20:29To add that 95,000
20:31Back in BRA
20:33So they had a carryover
20:37Because we are all familiar
20:40But it shows its going is 2
20:42The you simply reduce
20:44400,00
20:49And leave them 143,000
20:51Instead of just 43.0
20:54If we left it at the 400,000
20:56They had issues where they were
20:58Needing funding because of whatever
21:02Then what's
21:04The process for using that CIP money
21:08For things other than capital improvement projects
21:13With this resolution you would give
21:16City Manager authority to transfer
21:20Money with inside a fund
21:22So if he wanted
21:24Money from the 400,000
21:26For buildings up to any line
21:30I think that's
21:32The biggest question is we are trying
21:35To promote and have as many events in there
21:39As possible
21:42Because it has a jewel of our town
21:44So i
21:46That big concern
21:48Is doing exactly what you just said running short
21:51Unexpected cost for her show
22:09In your valley
23:12I don't see what's different
23:14This year for last year or the year before
23:1695,000
23:18Just use here
23:20Supply budgets are just really stretched
23:22Because of inflation and things
23:24Costing so much more
23:26So we're trying to reduce
23:29The impact in MESU
23:31We didn t have a negative impact on rights
23:33As you were going
23:35To be looking at rates
23:37We don t want to add that negatively
23:40Anyway, we were trying
23:42To be creative
23:44To fund the coal
23:46Because coven absolutely is
23:48Ground jewelry
23:50And so it doesn't take away
23:55From their ability
23:57The funding of 95,000
23:59Ultimately again
24:01What i'm going
24:03I am try tell you all
24:05You can put money in there
24:08You can't pay for MESU
24:10My recommendation will be
24:12Don t take it from Meshu
24:15Take the general fund or take a FNC
24:19If you taking
24:21To make us to the General Fund then all of them
24:23They ll have more carry over than we will
24:26So that s not even ideal but if possible
24:29We hound our Naked thousand available
24:32Yes, and something
24:34Normally
24:36But this airport transfer
24:39So it's a transfer of 95
24:41Can be a RIA
24:44And next year we ll leave 300.
24:49If you want to take that money out
24:52The CIMC
24:54You can transferred directly so they instead
24:56Of the 44,000 carry over there
24:58A hundred and forty-four thousand dollars are
25:00That s fine
25:02My recommendation would
25:03Very closely with MBRA
25:06They need to come up
25:09And that reserve policy should dictate
25:11What is the intent of those are
25:13Are they building an amount
25:15To repair or
25:18Do additional add-on?
25:20Need be reserved
25:22That s just there
25:24Maybe it's going get a hundred thousand, and thats their buffer
25:26what does expectation
25:28We have other
25:3040s in trust
25:31That we work with
25:34Like MCFA
25:36Also has a fund
25:38And they have reserves
25:40But their reserve is building
25:43To replace turf and explore more
25:45So that would simply be my recommendations
25:48S if you s having an open-ended Reserve
25:51We ll just to plan for it
25:54Why wouldn t I want another 95,000
25:57And we ve got the apartments like a police department
26:02The need more money too
26:04Why wouldn t We do our public piece of officer
26:07To warn that they are part
26:09That needs help
26:11Then, if you trust in depend on
26:13Instead it given us a hold over to
26:17Well I mean thats kind
26:19It was sort
26:21Of those things
26:23There were still so many
26:25We had a quick knowing that
26:27If they got into an issue
26:29Mid year and how to revenue value
26:31They didn t earn the revenue
26:33And I thought it were some of them cancelled
26:35Ultimately, there s going
26:37To come in with city
26:39So we re gonna bail him out
26:42But anyway if you say
26:44About 144.000
26:46True
26:49No employee has ever been laid off
26:52From anything like this
26:54That is not an issue
26:55With hiring people anyway
26:58And we re thinking about giving another department
27:00Another 95,000
27:02A whole family or the homeless
27:06I mean that is a discussion
27:08What your main concern?
27:11If they can be worked out and moved around
27:15My main concerns
27:17Is
27:19The things
27:21That were asking for them to do
27:24Which has been more people
27:26And I appreciate your comments on the fire
27:29In police department
27:31Because everybody needs money
27:33But we get more money by drawing people in and getting sales tax
27:39That s just my biggest concern
27:42If you have a revenue of funding all these other things
27:45Putting our efforts here to do that
27:48but if
27:51We don t,
27:53You can re going
27:54You can re going to pay for the money
27:57But if you don t,
28:00We cant quantify it because its hard
28:02I mean
28:07Can
28:13You cannot get
28:19Without
28:22Those extra sales tax dollars that come in
28:25That s my biggest concern
28:26Other than my
28:31The both theatre
28:33We have one outside deal book which is the
28:35Pliders,
28:38Zyp15
28:41And if we got a carryover of why re booking stuff
28:44If you don t get money there
28:47You should be able to make plans on it
28:49Because I know that i ve seen
28:52That other things are different
30:17You said this was about 30,30
30:20But on your page
30:22There s a list
30:25Causs someone is supposed to know that
30:27That's not from here
30:29So my thesis looks long
30:52We re really excited tonight
31:05If people aren t going
31:07Here are the bottom line
31:32I would want you all
31:34To consider
31:36Ultimately
31:39You heard me talk about the combined total budget
31:43It is 97 million
31:46And we re having quite a extensive conversation
31:50About 95,000
31:53That s all of money but in
31:55The great scheme things
31:58To make or break
32:00If you would not
32:03Make and make it
32:05It wouldn t be fine
32:07At this point
32:11Given what i think
32:12To achieve which is
32:14My understanding
32:16Is you re wanting that carryover
32:18Not before
32:214,000
32:23If i would recommend
32:25You just pull 95,00
32:28See IP
32:31And simply a change in jail of spreadsheet
32:34How we allocate it
32:37It doesn t changes the image
32:39But what should I want to do
32:41That would allow us to accomplish that
32:44What you are wanting
32:46To do
32:49And then
32:54That will ultimately
32:56You re going
32:58To modify
33:00We ve a jail of has on line
33:0263,000
33:04If she changes it
33:06It changed
33:08In all
33:11The change is
33:13Of the CIP, 400,000
33:1595,00
33:17Just being your mark for operations
33:20Essentially we come carryover
33:22If there are budget holds true
33:24We can be carrying it
33:26Or use that for something else
33:28But 300,000
33:30Is more than adequate
33:33For what?
33:35Like they re going to accomplish in next 12 years
33:37Projects
33:39That Kevin has slated
33:43For this year
33:45Because we still have a lot of things to go
33:48Find out
33:50So, likely the repairs that
33:52We know they re doing
33:54Or you are working at 400,000
33:56See IP funds for our multiple new projects
34:00It wasn t not going
34:02To jump out
34:05Like all
34:08We would be jumping in
34:14Expending 4,00
35:42So what you re working on
36:17What do we want to do?
36:19Given the three options that
36:21We have
36:23From MIMS,
36:26From general fund
36:29I think
36:31The same thing came from the CIP
36:34Without an impact
36:36To get different
36:39For what
36:40We are working on
36:43We talked about the work study
36:46Because we worked in the 95,000
36:49We talk to a part of the 400
36:51If they need it
36:53You want transfer
36:57In fact there is a reserve
36:59Then you would be able
37:03To do same thing as transfer
37:05From MIMS
37:07But at that time
37:10You sign off and then get money
37:13Yeah, if we trade for it they ll have
37:16If more than 144
37:20Then
37:22We re going to talk about
37:24Here
37:36That s kind of the three options
37:38From general fund
37:40But you heard me say that earlier
37:42That would give us less of a reserve
37:44In what
37:46MIMS is not an option
37:49But MIMS could be done
37:53You really don t want to
37:55If you re going on to have to
37:57So the CIP is
37:59Obviously it s funding
38:01It was about once a one time fund
38:04We are talking again
38:06We ll talk in decision this year
38:08This years, right thing
38:10Next we will do
38:12What I would like
38:14To say
38:17The comment
38:18We want to make sure that it is successful
38:22And we will bring in more
38:24That has given
38:30The council of this
38:32In the past and they have
38:36They re years
38:38Transivered up
38:401660s
38:42We started
38:45There was nothing
38:50There were 25
38:52I think you looked at every year
38:54We used to subsidize the coal
39:01And we re always looking at it
39:03In Kevin will be coming up
39:05The projects that
39:07To update
39:10To fix roof and leaks
39:12Things like this
39:14Which, right now
39:17Or look in a public access
39:42About $1.00
40:20To what reduce in
40:27That was with
40:29The company is going to
40:34Just not that type of
40:36If you re taking something
40:39It s pretty much a museum
40:41And using as an event venue
40:44We wanted it
40:46To truly have and efficient
40:48Self-sustaining
40:50A bit than we would go building
40:53Building
40:55That was designed
40:58To build up
41:00To set the next events
41:01To keep it nice
41:03Keep the safe
41:13I would still like to see
41:15It s getting more out of that building
41:17More events in there
41:20The ginger really nil was a rental
41:23But, its good
41:25Its pretty cool
41:27Good crowd
41:30And we do well
41:41We have a percentage right
41:43That is another significant challenge
41:45And so it s mostly volunteers
41:48If we overbook
41:51Our events
41:53We wear our volunteers out
41:55Then,
41:58There is probably a whole new budget structure
42:00To be looking at
42:02In that maybe something
42:04It counts the ones to talk about
42:06That would say
42:08We should go higher
42:11Conditional staff
42:13And then we would be able to handle more events
42:16We will just have to increase the revenue
42:20I ve another question
42:22Revolving around this
42:24So, i re reading through
42:26The capital improvement
42:29Infrastructure section of
42:32This year a
42:35Capital Improvement Project expenses
42:38From $9804.9949
42:40Repairs of the Coleman Theatre
42:43A sidewalk from my high school
42:46To Elm Street, and resurfacing
42:49So that $400.000 is being allocated to MDRA
42:51Going do all those
42:53That s a way it reads
42:56I did not write
42:58You re talking about this much
43:01And then
43:04Then 400k isn t going
43:06It goes
43:08It reads like it s all inclusive
43:13Okay, that makes me feel better
43:40Guess the only other question is how to do
43:42Department heads fuel about their budgets
43:44Like high tower
43:47Sorry
43:49You put you on a spot
43:52How did he know?
43:54He thought your budget looked over
44:02Kevin
44:06Tyler, good
44:10Right
44:12I chose you last because your the most expensive
44:15You actually have all of them
44:22One thing we do
44:24Is i try to bring out
44:26The directors into budget discussion
44:28Because,
44:32It s possible
44:35We go at it and begin in
44:37First-of year
44:39In different departments
44:42They re going through
44:44They re going through and identify
44:47What their actual expenditures were
44:49And then we go
44:51We start there
44:53Start saying okay, starting at what our
44:55Expendenters where
44:57Where are you?
45:00So from here
45:02We all sit down together
45:04Let s say gasoline
45:07Whatever the actual expenditure
45:10Last year or not
45:12Really terribly relevant
45:13We have a lot of money
45:16And we are going to be very high
45:19You know, vehicle maintenance
45:22Continues
45:24To increase
45:27So go through all that together
45:30Obviously met with council
45:33All-together
45:35So at the end of this week
45:38Last weekend
45:39We all got in the room again
45:42Is there anything we want to discuss
45:44Any questions?
45:46Anything you guys concerned about
45:48To let it be
45:53Before, when used
45:55When do start asking directors
45:57I think that's great
45:59And i am extremely comfortable with this
46:01Then hope
46:03Hope my know how ever would have been answered
46:06So now lorge
46:08You gotta make a background and say
46:1250,000 dollars to the demolition fund
46:15That s for demoing houses
46:17How many houses will that do?
46:21Yeah one
46:24That's best
46:32Sure sure
46:40I mean you are currently on your list
46:59Oh my dear, it is
47:01Something
47:03It should be about right now
47:06We re-today
47:08About what happens
47:11We have a lot of work
47:13About this on the field of burn
48:34So I see it all
48:40That was an old property in the 6th moment
48:52Who is up at 2 store
49:00Do we want to do that
49:10To $200,000
49:12Housing
49:14And then
49:39We were talking about
49:46But thats also an option
49:47The main use for demoing
49:50Go and forward
49:52That was kind of the trade-off
49:54We are going to get what they wanted to do
49:56So that it would give us stability
50:00You want
50:02Can't we can now
50:04I mean its like
50:06Now, contract
50:08It will allow
50:12Uses
50:14That money for
50:16Reemation of substated houses
50:19That can happen
50:21Some of that money for demoing
50:24As long as they approve it
50:26Thats one
50:28One is the modification
50:31We are really trading in fours
50:35Get rid
50:37If we wanted to use
50:39From this purpose now
50:42You feel like
50:44I think you have a greater data
50:47They believe
51:27You have a bigger data
51:30But you are going to do that
51:33And then
51:35That will be wonderful
51:38Ok
51:41We want to make sure we say
51:43The only reason I ask is
51:45Because i know most departments
51:47Issue, every officer
51:49So thats why
51:52If they work in one
51:57Then the law gives someone
51:58To our
52:01Underhand
52:06Or to the rest
52:30I just want
52:32Appreciate everybody's efforts in this
52:34It is a lot of work
52:36The citizens money
52:38So, you know
52:40They are scrutinized for reasons
52:43But
52:45We understand that the amount
52:47That was put into it
52:48That our performer information tells us over the last few years
52:53We have done budgets that we are doing something right
52:57So, in lieu of
52:59I would make a motion
53:03Yes
53:08If
53:11What is approved
53:14The resolution will be redrafted
53:17In order to bring it
53:19And place but thats not keeping
53:22Whatever you are going to decide tonight
53:29We can just have
53:36Because thats the easier approach
53:41Transferring your motion
53:44That was what i didn't want
53:46Using any other funding
53:49With a amendment that would ultimately result
53:52From
53:55The transfer from CIP
53:57And carry over
53:59143,000
54:00So, the 138,000
54:03944 and 97
54:20Yes
54:26That was on
54:32For both
54:35The city boat
54:37The M.C., M.A
54:41The M.S..
54:44I think there is no amendment to it
54:47No, theres a motion
54:56Back
54:58We have to close the door
55:05Make most of it during M.A
55:08So, move
55:11A step
55:13To pull
55:15And ten
55:19Stangly work with civic plus LLC
55:23Municipal co-operation
55:26For code of ordinance
55:31Okay so
55:33Every time we do an ordinance
55:34It has to be updated in our
55:37Cronordman's books and online
55:40And this is the company that we would like
55:42To utilize
55:44To print those supplements
55:46Make sure they are online
55:51But i never know how it will get before
55:53No, its not same company
56:03Technically civic plus bought municode
56:06So
56:09Its an amendment
56:11Contract with civic plus
56:12That same price is last year
56:18Is that 5% increase as you
56:20What they are doing
56:23There's an option to pay per ordinance
56:26Or what we have opted
56:28To do if approved by council
56:31We would want
56:33Pay a set fee
56:35And then can write many ordinances
56:38As he can, and
56:40Can all be in making cheaper
56:41And she did the math, I saw
56:44The only problem with that is we also have to publish it in
56:49Newspaper and thats where i could cost you
56:53But regardless
57:08We had To do both
57:10Take it
57:12Hi
57:14Hi
57:1711 or table
57:2012
57:56Because they paid the certain value
57:59And we had to pay a lot of money
58:02This was an ordinance that passed
58:07A year ago, basically
58:10That Had
58:12An incorrect legal description
58:14I would point out it
58:16Was The Other Law from
58:18Wrote that Ornance
58:20We are correcting the legal descriptions
58:23So It Weekend
58:24Actually move forward with what we are trying to do here
58:28They simply left off
58:31And the legal description that it was
58:33Plat 3
58:35The Weekend
58:37This is
58:39No, this Is
58:42A TNT had no problems
59:02With
59:07This Ornance
59:09I mean It's up
59:11I mean It's up to you, certainly
59:14Can if You feel it is potentially a problem
59:23But i felt like we did the one that
59:26We were at The Seen Your Sees
59:38Yeah
59:40They think he was
59:44Just carrying my money
59:54Well there Is nothing wrong with doing this
59:55We still get it to college
59:58So for the emergency laws we will need
60:02For
60:04Call like you
60:07I don't think i would go
60:10Second
60:19Is there
60:21Hi
60:23Hi
60:2514 is The Words
60:28Say
60:36Okay
60:38Hi
60:40Hi
60:43Let's talk about Grant
60:4523 series
60:49Authorised the City Manor Sign
60:51We have Caitlin here
60:56Okay so The grant is
60:58From the Equalment Humanities
61:00It $1,500
61:02And we cost share it with
61:04With a total of 3,799.49 cents
61:06So its
61:08In between 45 books
61:09And we have a total of 2,799.
61:13So the theme is
61:15The Cowboy
61:17I'm reading some historical cowboys
61:20Including Reminance from real
61:22Cowboys and fictional depictions
61:24From Owen Wisters
61:27It's A Great Way for Dull to Come in
61:32Listen To Forza
61:34Some ones specifically on their list
62:47That week
62:49But it was a good time
62:51It's nice to see the community come out
62:53I don't think its big is
62:55The last one they did back in February
62:57For January
63:00So we had an hour and day
63:03And that wasn t crazy
63:07A lot of fun this when
63:09We even didn s specialised Grandracing
63:14If you never done
63:16I was going to see the community out
63:18And i like that we re doing more of these outdoor events
63:22Just trying people creating buzz
63:25Its awesome
63:29Up here you back on a little bit
63:31Your council in the Bryan did race
63:34That Grandracing
63:36But he didn't get beat by guy with milk
63:39Crane in the back of his butt
63:41Really?
63:44No brining at F1
63:46Yeah its blessed
63:48You know whenever that Grandracing came up
63:51I had a lot of discussion Kevin
63:55And guys, they talked about whether
63:58They could do the grandracing out there everything
64:00But it happened its fun
64:02Nobody crashed
64:04Nobody crashed
64:06We re letting people have fun
64:08Because if we don t let them be on here
64:11Then you go to find some more else
64:13At least i did this
64:14And these Grandracing never heard of it
64:17Had no idea what they were
64:20But i looked like their fun
64:24It s old to blast
64:26I guess that ride trails around here too
64:28There is a bunch
64:30A trail down by the river
64:33Im just glad we re able
64:35To look into and make sure
64:37We could offer safely
64:40Insurance was available
64:43And they were not allowed to make sure
64:46They re making a way for whatever
64:48I think the right way
64:50We got Brian signed up
64:53i wouldn t call him his wife and he had heard
64:56He was at back of pack
64:59That wasn't one other guy
65:02Oh, isn s trying
65:06To be your Grandracing, just wanted an headphone
65:11So a 19
65:15I have several things to mention

We'll call it over the regular schedule meeting. My I'm City Council, Monday June 5th 2023 Povertary on a proposed fiscal year 23 24 budget this public hearing is called for any members of Public to present together by Cometh's recommendations or information on any part of the proposed by CNN. We'll go into three, Proclamation declaring June 16th 2023 is Michael Thompson Day in The City and Milo And Michael Thomson was a football coach an eight man football world He's our president Of his 8 Man Association Oklahoma had been for several years And he was part of a big-part Of date man football game all started getting coming to my Emma and being here for All these years He's worked closely with the Mandads say, put this in honor In our community four year He passed away December So Of course, eight man game will be coming up here this month and he's been honored there In more ways than just His family we would need to recognize so We decided if you could do that To give back This little buddy gave us a mandate Do whatever I For Proclamation declaring June 1st 2023 is Judy Pittman Day in Miami So, Judy's worked at Osborne drugs for 40 years Which it was pretty amazing For anybody to work At one place or forty-years that I know Judy has been awarded several times over the year The friendless employee of my MITL one time But she always had a smaller face She always had a smaller face So, even though it's already happened And Brad are here for the proclamation If we don't vote this is Bradley I want to go get back But if they kind of brought us to his light notice When he signed in and sent that way Hope you guys would Who? How about Prolemon He was on emotion really Brad Williams He said Robert Bob again but on schedule personal appearances Six claims Bruce to approve Hi Hi Seven minutes from the May 15th 2023 regga meeting In a May 22nd 23 special meeting Second Hi Hi Eight, budget amendment Number 23-24 library Receiving an adult online High school grant and donation Exactly what this amendment does It allows the library to recede An expend And a adult on one highschool Grant In some donations About 48 thousand for A grant Number 24 Hi Nine, fiscal year 2324 Municipal budget message Resolution regarding the city of my amount of money For his future 23-25 for establishing budget amendment Authorities and this will be actually number nine Four in May 2nd Or city council So may I remember the Council And certainly The citizens at my Emma Before we get into any necessary discussion We're voting I simply wanted to point it out Two our citizens the amount of effort that goes in To produce a city's budget This is something That, and working on here at this City for several months Now as you all know But each department going through And getting an understanding Of what their expenses are What they have to do with revenues And they're going to be a lot of money We are not only coming together To create one unified budget One for the issue A and 1 for general fund So that we may present ultimately A balanced Budget Which is what you all know You have in front Where we sometimes paint Staking, and go through In great detail Items of the budget So that We're going to reach The council has a mind for our community As all in And so with I want point out few things To you tonight Before we open up to that discussion Just so you have an idea of what You haven't had any, there's only a few Probably changes That has occurred since the last month However I know i've spoken Since then But just point out One item in There was The Rainy Day Fund We discussed making a modification To What would be 5.8 million We reduced that to 4,08 As the ending balance for The Rainy Day Fund For next fiscal year Reduction of That it could be considered Not voted on tonight But only consider in a future To work out at The Rainy Day Fund To represent it to the city And there's about a million Dollars on From The State If we can raise additional funds To complete A project out There Regarding our terminal However its very short notice We would have to make this To termination within This month and then actually be in design by the end of July So it's a very aggressive schedule That being said we need Find A way that if If The Council chose Go after It will grant her partnership with With State We'd like to find it I can't tell you that it's my recommendation That we use for today because We havenít fully vetted yet Because, still waiting For our time to work with Our budget To not. So You're marking the main dollar fund There so if If We're going to do that If you choose not To Do That You simply really technically we just don't move the money But, but Your basically saying Put it back into The Rainy Day Fund No harm no foul So thats all We've done. Are making a decision on how All of the pros and cons That being said There is one highlight in there Regarding The Airport that we do have a 93.3,000 In And airport Budget this year which Is an airport
