08:09Is just a contract for
08:10Maintenances of those grapes
08:12I'll make a motion to approve
08:22Second
08:25Hi
08:26Is that
08:27William Sky
08:28Parker
08:29Thanks
08:30Welcome
08:31Remember
08:33Of understanding
08:34Between the city of MIMA and
08:35The youth athletic
08:36Development Foundation for use
08:38A little leaves
08:39Baseball complex
08:40In
08:41P-Way fields
08:42At Francis Morgan Field
08:43For 2223C
08:45And
08:46Greeting
08:47Again
08:49This is our annual
08:51New York Youth
08:52We have a little bit of
08:53There is one
08:55Change that our
08:57Director
08:58Attention
08:59To
09:00And That would be
09:01Number
09:02Three
09:073-V
09:10Agreement
09:11Basically what this
09:12Is
09:13Lowing
09:15For these organizations
09:16They
09:17Have exclusive rights
09:18In their
09:19Remail year time
09:22During the season
09:23The reason why we brought to
09:24Something about
09:25One
09:26Of
09:27This
09:29We had several
09:31Dulk's
09:34Out there playing soccer
09:36Not allowing our kids to practice
09:38During their practices a lot of time
09:41Our complexes are considered
09:44A park right now
09:46So it basically
09:47Like
09:48Three access
09:49This gives those organizations
09:51The ability
09:52To
09:53All PD
09:54And
09:56Say
09:57we have an agreement
09:58It be here
10:00You guys do not
10:00They don't really have any teeth
10:04We do that in the past
10:05So this gives them a lot of
10:06Teeth
10:09This is basically
10:10Really
10:11You know what changed
10:15Who's it?
10:16Was
10:17That big an issue
10:18It was
10:19A nightly
10:20I got calls all time
10:21During
10:21The fall
10:22Now we haven't
10:23Remained to
10:24That so far
10:25Just here but
10:28Unfortunately
10:29Kids are missing practices
10:30And during
10:31Because adults were
10:32Out there
10:33Is
10:34The PD ever called on
10:35Um
10:36I think they have
10:38About no
10:41For sure
10:42We need to
10:43Be
10:44And this gives us all the teeth
10:46That we never
10:47So
10:48This is what
10:49What
10:50Our kids can use it
10:51Over
10:53The adults
10:55They're not
10:56Not
10:57They don't know
10:58Right
10:59Right
11:00Right
11:01Absolutely
11:02I
11:03You got
11:04You guys
11:07Believe
11:08If you had
11:09through the lead, this currently is used in that.
11:13They don't need to be out there during their a lot of time overseas
11:17This really doesn' have an opportunity for them all you
11:27but how does it feel coming up here?
11:29It's come along pretty good!
11:31Come on and get...
11:34We've soon seen some of those
11:37who are paralyzed from around last week
11:39because we needed at Badway
11:42But I'm excited about
11:46that the NEOSA board is really excited about
11:50and next couple years, one of those things
11:51to start taking a shake.
11:53They look...
11:54You drive out there now
11:55you can tell
11:56how different it's in our green
11:58And if we're close they are compared
11:59with once every opponent
12:02who will fall
12:03for around 2 days or so
12:05but today I got an email from
12:08not soccer boards
12:10which have pledged
12:12$500 worth of pool seat
12:15and grassy
12:16due goes towards their next project
12:19It looks cool!
12:31Motion to approve?
12:35Second
12:37Second
12:38Second
12:39Second
12:40Second
12:42Number 12
12:43BMOU
12:44Member of the State
12:46and I'm going to go on a soccer association
12:49at Samwell's Soc Crown Flex for 2223C
12:52The exact same thing
12:56Motion
12:57Third
12:59Second
13:00Second
13:01Second
13:02Third
13:03Second
13:04Second
13:05Third
13:06Second
13:07Second
13:10Second
13:11Second
13:12Second
13:13The agreement that we have
13:14been working on to allow
13:20entities
13:21To help us out in the concession
13:22and also
13:23poocharchs
13:24become two
13:27or
13:28tournaments
13:29We hope
13:30but it's all about
13:32whatever
13:33An accession side of things
13:34is getting tougher
13:35than these days
13:36to find people worth
13:37So this kind
13:40helps
13:40to come
13:41to see
13:42the spawner
13:43as they can
13:45come into
13:46health
13:47and the past
13:48portion
13:49So
13:50we get to
13:51constantly
13:52I can't
13:53constantly
13:55about food trucks
13:56allowing them
13:57to come out of our
14:00supplements for example
14:02You like what's one
14:03Of
14:04And this
14:08This is a building
14:17offer that
14:18To
14:19Where
14:20To
14:21The conditions
14:22you have any particular
14:23Anity in mind
14:24Just open it up
14:25In
14:26the
14:27year
14:28We took over
14:29you're anybody any body's parent,
14:31instead they want to take it over.
14:33So one thing I told Kevin
14:36and my come on board
14:38we were starting see the trend of parents
14:39with just not getting involved in
14:40what are these two big
14:41or needs for organizations
14:43And i can't sit back
14:44when this is watch that go under
14:46so everyone taken a long
14:48um...
14:48This year
14:49My high school softball
14:52research clubs
14:52going help us
14:53assess things during direct weeks
14:55well overseas
14:56all process
14:57planning
14:58schedule
14:59all the gains
14:59but got
15:0043 teams
15:02in the league, right around to say it's sort of a 130-to 450 girls point.
15:11So we'll incur all that revenue from signups and things like
15:16That they might help set access stand
15:19It's not exposed here there is nothing I'm ever year deal
15:30But your approach at nearly 20 places where even
15:34The part or ban you have to go see some places
15:37Staffing has their own, as well
15:39We had this happening people tackle
15:42We run with it but this year's been a struggle
15:45I'm trying to find, we might have at least 30 people in that event staff
15:50But my get two of them said they can work
15:57So...I should point out on
15:59This years agreement
16:01Because the time constraints
16:03That were looking yet
16:05There is an agreement he was talking about
16:07Make sure you need open up for everybody
16:10To be able
16:12The ability
16:15You just say, remember legal I guess you're going to bring those
16:19This is them
16:21Okay so we are actually both on
16:23I think it's not correct
16:26And this will allow y the FF
16:31Middle East baseball and my house basketball tournaments
16:35Just goes right back into their years program
16:39The part of that
16:41Whatever would get us from our back
16:45Biggest partnership
16:46I just got up on the day with the lay inputs
16:50On three with 3 soccer tournaments
16:54A chance to get them about this
16:56But so, a couple of months ago
16:58June and we'll host at 33 tournament
17:02To bring him 40 50 teams
17:06Any other essay can run those concessions
17:09We will be able
17:11And things like that for my revenue standpoint
17:14What do you say?
17:16They won't give portions as well
17:18So only food truck park
17:24You need to do that at all
17:27The sports complex has needed
17:53They're reading here still
17:56Take a second, tell you
17:58Your doing the great job of seeing different groups
18:01Of people who are bringing into their community
18:03A softball tournament was last weekend
18:06And when not to go she is there's line
18:09When chapters or lines of people
18:12So in fact
18:14That your making with the infrastructure
18:15The main thing is great for our small businesses
18:19This time so
18:21Kudos to you
18:23For the infrastructure put in
18:25Because paying off
18:27So appreciate it
18:29It's a group effort
18:33It has been huge
18:36I have no idea about that
18:38But, yeah
18:42A lot of hours
18:44With changing people
18:52I think about the first time
18:59We're going to go for a second
19:01Hi
19:04Thank you
19:0614 or 23, 2023
19:08That's 0.4
19:11Mending chapter 3
19:14The code of ordinances
19:17It is entirely providing severability
19:20Providing for conflicting provisions
19:23So this was discussed
19:30The work session
19:32And rather than as continuously
19:36Emitting our alcohol
19:38Ordnance to match whatever changes
19:40Legislature makes with the state law
19:43This just incorporates
19:45To set for specific provisions that are listed here
19:51So, For instance
19:53In section 3-3 dash
20:004O
20:01The reason for that is
20:04the state law
20:07Requires
20:11That's a mayor sign everything
20:15But it gives
20:17It allows somebody else to sign
20:21And so we've just taken this
20:24State Law
20:26Change different mayors
20:28To manage your orders
20:30As you can see
20:31The state law is not that
20:34Pretty much matches the State Law
20:39We took care of
20:42Legalities
20:45Instead, instead it's in on and unlike
20:47That
20:49And there are two changes from what you were provided
20:53In your original packet
20:56With yorkiational tax
20:59And you can see the parameters of how
21:01You wanted that assess which we did
21:04But there was lingering questions in my mind
21:08Because
21:10The state statute states
21:13There are only certain kinds
21:15Of licenses
21:17That this city could charge a
21:20Occupational tax for
21:22Looking at what other cities have done
21:25They've listed an occupational
21:27Tax from many other
21:31So the general counsel of
21:34The Abel Commission and I've been playing
21:36Telephone tag for quite some time
21:39But we actually talked today
21:41And he agreed with my concern
21:44That state statute
21:46List specific licenses that you can do it
21:49For, which means
21:51You cannot do everything
21:54It's not on this list
21:56The other thing that can happen
22:00Of course, is the legislature
22:03Can very easily go in and modify
22:05This state statute
22:09And it's not on this list
22:12But we're going to be charging an occupational tax
22:15For some things
22:17That are never in cities do
22:20As general counsel said
22:24None of them have been tested
22:26But they can very easily go in and modify the statute
22:30And I would recommend
22:32To my friend that's sitting there now
22:37That, They need to do
22:39In a law us have an occupational tax
22:41For everything
22:43The Abel has license for
22:46Until it happens
22:48At least its opinion of general counsel
22:50For Able
22:52As My opinion
22:54We cannot
22:56Do the Occupational Tax
22:57The other change to the ordinance from what you are originally given
23:03Is we're going have this ordinance go into effect
23:06In 30 days
23:09Uh,
23:11Problem with that is
23:13That means it would mean
23:15Ornits goes in affect
23:17Basically on June 1
23:20It's an annual occupational tax
23:23That's based on the fiscal year
23:26that would mean everybody
23:28Would owe The Tax as of June 1
23:32And then Everybody will know
23:34As a July one
23:38I thought
23:41A new you all well enough to
23:43You wouldn't want back
23:45To happen
23:48So we're ending
23:53Effective date
23:55If don' t, i can without it change
23:56Basically the occupational tax is set at half
24:08What of what The State allows
24:12But not less than $200
24:15Or maximum amount
24:17That this state law allows if it's under
24:20Hey that sounds pretty good
24:23I think a brilliant person thought
24:25Thank you
24:29You're welcome
24:31Hang on
24:36Hi tower
24:41We're having a discussion on that tomorrow
24:44But it's my understanding
24:46That is collected through the utility
24:50Okay
24:55So what happens to
25:10I'll pay like they haven't been back
25:12Then we let Abel Commission know
25:16And those stand to lose their license from them
25:19Yeah
25:24You can mean Kate with A board of you
25:26So you're going to have a database of businesses
25:32And, we are gonna check that data base
25:38We'll get the list from people who all have any license
25:55Then
26:00That it fits in these categories
26:03It will allow them
26:06What I'm planning on us doing is sending and letter advising
26:12All those people that will apply to letting them know
26:16What we're doing, what they are amount is going
26:20To be in minutes view
26:24This isn't more work for you
26:28Does this affect the tribal entities?
26:31Yes because They have Abel licenses
26:34I knew there was a law required
26:38All of state laws
26:40To apply it
26:42Alco Hall on Indian Country
26:44Just checking
26:47The delay does have one effect
26:51For instance, we are going to be using the combinator
26:54Later this month
26:57They would still require it under our current
27:00Orrent coordinates
27:02Because if you go into effect until July 1
27:05To pay a $50 fee
27:08That is our current
27:11Occupational debt
27:19Other than that
27:22It should mean they're all
27:23They wouldn't work your time
27:26There's going to be a lot of money
27:31I have the big meeting that day
27:38Motion too
27:45So for motion, don't worry about it
27:47Motion 2 approved

28:41A herd of deposit from people in community
28:42They were all in the middle
28:44And they did it with limited resources
28:48Which was even more

30:07With all the dog of AI
30:09And i know the girl that came to
