03:17He said, my 16 year old son
03:21Explain to him what our situation was and we had been flooded
03:25And then trying clean up house
03:27We didn t have the money
03:29To buy everything he needed

03:44He told him i don t have the money to pay for this
03:49And he said, I do and
03:51Said what?
03:53One of these days
03:55Pay it forward someone else
03:58So many times its crazy but every time
04:01I paid up over thinking about Chuck
04:03What did you say from me in my son

04:07He led by example

04:48So um, guys we re going
04:51Take a picture in March 28
04:53Can be Chuck Stots Day and I no he would probably laugh at us right now
04:56And name it day after him
04:58But i feel like
05:00He deserves more than anybody
05:02Mayor before you do they

05:24First Christian Church
05:26Which many you know that first Christian church was Chuck's first door
05:30We ve been name
05:32And then we came into that intersection
05:35Into the parking lots
05:37That Main Street has Chuck Stots Way
05:41If you get a motion and approval here
05:49I never told him, You guys see

09:03An acceptance month
09:13I'll make a motion to approve
09:19Okay
09:22One more
09:40It's maybe
10:28Because of us or because you re former, she coming out
10:32Five public input
10:40You get a personal appearances
10:44Six consent agenda
10:56Staff recommends we approve about him seven and eight
10:59Here y'all
11:04Number 9
11:06Performed representation by Crawford & Associates
11:09I really mean you i thought all this people were here to listen
11:11To the accounting
11:14So thankyou Mayor
11:16And members of The Council
11:18Give me just few minutes
11:20Talk About Everybody's Favorite Topic Accounting
11:22Every year I'll show up once a year and give an update of the financial health
11:27And performance at The City for last years
11:31Here with good news tonight
11:34On No Last Month, he auditor was here
11:36Went through this 95 page
11:38Document maybe you didn't go to it all hopefully that would be painful
11:42But one thing they oughta doesn t do
11:45It tells y'all numbers are right but i didnt tell ya what number is mean
11:49Weve been doing This Performer
11:51For 20 plus Years To Try to Explain ToThe city
11:54I ask you on a scale of zero to ten how are we doing
11:58Could You Answer That?
12:00With Ten Being Excellent Financial Health and Success
12:03And A Zero Being Poor Financial health & Success
12:06Weve done that,
12:08But do it analytically every year
12:10In fact i have 11 international governments
12:13If y'all flip the page five
12:17All explain To The results Of This Year
12:20Picka handfuls lives to kind go through
12:22And let's see it like in
12:28So if y'all notice your score for the year 8.4
12:31That is probably one of The top three or four scores
12:35Not only Inthe State Of Oklahoma this Year but Probably AcrossThe Country
12:39This model has designed where there isn't a government that could score at ten
12:43across every ratio so,
12:45Ten Government doesn t exist, nor does zero
12:48Although Puerto Rico Is Testing My Zero
12:51Theory
12:53Thank you
12:56So, You have Hovered Around The Low 8s
13:00Loatimate Eight's Last Two Years That s really good
13:03Most people will flash into the eightes maybe once
13:06And then come back down Into The Mid-Sevens
13:09Y'all Been Hovering InThe Age for Three years Now and Historically Ive been in
13:12High or Seven Or Aates
13:15This score didn t change a whole lot from this year
13:18To last Year we introduced it to Tad
13:21But again the High Score AcrossThe Country In 23 years has been a 9.1
13:26It t only happened twice in 23 Years
13:30One Government Oklahoma and then one in Georgia
13:33So 8.4 is extremely good
13:37The overall health picture of A8 .04 can actually be
13:42Divided up into three categories, it s not really just help
13:45Its Health Performance & Sustainability
13:48Ican Really assigna score to eachone Of Those Components
13:50So when you look to the right at The Top
13:54You see that this word called Financial Position
13:57That s really Health Score
13:59Physician & health means same thing
14:01Your scoring in Mid-Mid To Lower Sixes
14:04At Both Years Again 5 is Satisfactory
14:08So financial health Is Improving
14:11It's improving because of Performance
14:13For Last Three years we have been scoring a 10 on all five or six
14:16Rations Related to performance Meaning
14:1812 month Year to year in Performance for That fiscal year
14:23Has been very good
14:26Sustainability or Capabilities scores and 8.3
14:30This year that s excellent
14:33Also, thats means basically you control quite a bit of your revenue stream
14:38You got low debt per capita burden
14:40Low tax per capital burdens
14:43And have the ability To sustain this operation
14:46Overalong period
14:47There s a lot of you stay above the five
14:50Theres about 17 different ratios that kind
14:52Of going into these equations I m not gonna hit everyone
14:55Im just pick up couple them to highlight
14:57And then maybe let yass some questions
14:59Stride your pants
15:01Probably The first one i am in Apututus on page 9
15:06Which is what im calling unessigned
15:09Fun Balance On General Fund
15:12Here are You Score Just About Satisfactory
15:14And I m going to say that you are going
15:17What this is basically looks at the main fund of
15:20The City where we run Most Of
15:22The city operations through fire police, streets parks
15:25Everything runs Through General Fund
15:27Atthe end-of day
15:29That has something what We call carry over or fun balance
15:32As i like To see as we LikeTo See unassigned
15:35Carrier Overat least equivalent
15:3810% If You rebelled in streams
15:40This year were 11%.
15:43What this slide doesn t really show You in the graph
15:47Over In The Narrative where we actually have If i were to count all of you
15:51Signed To Fun Balance and Add it Into
15:54An Assigned Fund balance As Simply Management Making
15:57Decision that they want to spend That Money
15:59We Have A Signed Fund Balance Of 3.6 million
16:04So if HadThatToThe Million, thats Unassined
16:07We have about 4.6 million of What i would call A
16:12Available Money To Spend and That Would Generate About a 50%
16:15Ration instead Of 11%.
16:18So this year the City Basically said we re going to Take Some
16:20This Excessive General Fund And were Going
16:23Updug It Dispended In The Subsequent Year
16:26Here, You are in Right Now
16:29Again thats Not Bad Thing
16:31Make sure that WE maintain Carrier Over Fun Balance Atat
16:34And That For Cash Flow Purposes or One Time Emergencies
16:37Of Things of At Nature
16:39But Again, We have A Signed Or You Have a Sign Quite
16:42Abit To Fun Balance to Be Used In The Subsequent Year
16:46Next Two slides i think I will Flip 2
16:49On page 14 and 15.
16:52The deal with cash flow.
16:55You score 10s on these
16:57Are we going Give you an 11 but the Score won t go past
17:0010
17:02Basically were Measuring Whether Vinders & Employees
17:03Or Police With Our Ability to Pay a Long Time
17:07You know when Vinders & Employees Are Abilies
17:09Have To Wait 2 Months to Get paid
17:11If We had 6 months of Getting Paid
17:13Or Do They get Paved Within 30 Days
17:15Were Looking At How Much Money we have in Current Assets
17:18Offset Every Current Live Billion that
17:21So really For every Doll or Wio
17:23were Hoping That Had at least $2
17:26It's going Turn Into Cash
17:28Very Quickly In Ordered Of Payit
17:29We have got $3.83
17:33So we are Well Above the 2-1 Ratio
17:37On The Next slide,
17:39Just pure Cash and say
17:42DoWe Have At least 1 Doll or In cash
17:46For Every One Dollar That Were Going To Have to Write Checks For
17:49And Here
17:51We Are Two Dollars & 72 Cent
17:53Again Far More than What Is Required Cash Flow
17:55So Again Good Cash Flows
17:58And Then On The Slide 16
18:01Is Kind Of A Summary of All the Financial Position
18:04Or Health Ration Us.
18:06Plus a 5 year Trend Analysis
18:08As You Can See What This Score Has Been
18:10Notice as far as To Help Score
18:12If We Go Back At The Very Bottom
18:14Discollete In First Column There on The Lift
18:16We Were Below At 5 at The End of Discollete
18:20And Now we're In the Mid Sixes
18:23So,We've gotten Here.
18:25But Because Of You Had Such Good Performance
18:28For Last 3 or 4 Years That It's Making Us
18:31Healthier From A Position Stand On
18:35Next slide Off Probably 1-2 is
18:38Beginning Over The Performance Slides
18:42Which Is On Slide 19
18:44We're Basically Measuring And Again There's 5
18:47Performance Slides.
18:49You Score To 10 on Every One Of It That'S Why
18:51you Scored A10 On The Performance aspect
18:53Basically What we are Looking Here Is
18:55This is the Government Worth More At
18:57End of Year Than what it Was at
19:00Beginning In On Slide 19
19:02It basically Says Yes,Were Worthmore Our Net Position
19:05Are Networked Through By About 7 million
19:08Which As about 16%
19:09We Were Over In The City Side On the Government
19:12Electivities And we Also grew on
19:15Utility Side On Business Time.
19:19So I'm Really Not Gonna Spend A Whole Lot of
19:21Of These Five Slides That You Did so Well
19:24Will Point To Slide 22
19:28Measure Your Net Service Cover
19:30Do Other Words?
19:33Are Bond Investors Or People that were Taking Loans or
19:37Signing Leases With,Are They Happy
19:39Of The Ability of the Pay Them Back In
19:41And To Now It Looks Like You Just Approved
19:44Six Leases Participate That's Well
19:46Welts State Bank, Whoever you awarded
19:49Is Loaning Your This Money At Such A Great Great
19:51Because They Know We Are Gonna Pay it Back
19:53Really Have an Excellent Net Service Cover
19:56we Only Look About 1.5 Times
19:58An Annual Advertising Service in Year Generating
20:02Nearly Five times
20:04So If Our Work Credit Or Loaning your Money
20:06I'd Be Pleased to be Loaning Your Money Also
20:08The Last Slide In That Growth Or in the Performance
20:14Side of Sales Tax I Don't Really Know How To Explain This
20:16It's Just Crazy.
20:20Usually, Sales tax Pre-COVID We Were Luck If
20:24At State Stagnant or Maybe Group 1%
20:2792 percent A Year that Would Be Great
20:30Since COVID You Had Three Consective Years Of Growth
20:345.6%, 16.4%.
20:37And Then For Physical 22 Another 8%
20:40That's ridiculous.
20:42It is Unheard of, it
20:44Not Sustainable So If I'm Gonna Say Anything Bad
20:48This Is Going To Come Down At Some Point
20:52Although Based On What Im Seeing Through
20:54Vibreory Of this Year
20:56Its not Coming Down Yet Still A Head
20:59Double Digital Growth Or The average
21:03In Sales Tax Unless You Change the Rate
21:05Is Usually On Heart Of Unless You Chock Some of This Up To Deplation
21:11Because Everything Cost More Now
21:14So The Flesh In Producers A Little More Sales Tax Also
21:17But I Don't Think It Increases At this Level
21:20Something Good Going On People Are Taking Their Local Money
21:23They're Staying Locals, they are Bying local
21:26If you Can Continue to Encourage That and Sustainless
21:29The Better Off You'll Be.
21:31Sales Tax Is One Of the Two Main Streams of Revenue
21:34That you Live off Other When Being Utilities
21:37So Thats Really Only 2 Things
21:39They Have To Generate A Significant amount of Money
21:42So Sales And Use Tax is Still On A Tear
21:47Again We will Keep Watching that too
21:50But thats Against Gord 10 on Growth
21:53Flight 24, I see All Last 5 Years Of Performance
21:56And We've Had Actually 5 Years Of Performance
21:593-10s in A Row Last 4 years
22:02Then Even In The Years of 1819 we Scored a Night
22:05So Again Thats What Raises Your Health
22:08Every Year Is You Continue To Perform At your Best
22:13From Up to Natural Conditions Staying Coming
22:17Last That Assides Talk About Sustainability
22:21Probably Just Go To the Summary Slide On Flight 33 Here
22:25This Score Doesn't Change Very Much from Year 2
22:27Notice It Kind Of Hover Is Around The High 7s or Low 8
22:31What This is kind of Measuring As I mentioned earlier
22:35Do We Control Some Revenue Stream To the Point Where If Something Were to Happened
22:40On The Stream we Don't Control Can We Cover That
22:43And Answer Yes, You Can Control About 74%
22:46Our Debt Service Load Or How Much We're Paying
22:50All our Expendateurs that Are Non Capital Related
22:52How Much Of It Relates To Debt, Its Only 8.8%
22:57That's Very Good Score Also
23:00Thats Means We're Not Paying A lot of DET Service Out Our Angel Expendateurs
23:04And Then You Have No Geo Bond Dead On Standing General Obligation Bond
23:08That Requires a Voted People
23:10But With Those Geobons you Can Do Things Like In Pistructure
23:14Another Improvement If He can Get it Past
23:17It Paced For itself With A Property Tax Levy That You Don't Have Access to Right Now
23:23The City Doesn'T Let Be a Property Tax Only the Counties In This Schools
23:27I Wether IfThe city Were To Issue Bond Dead On A $20 Million Road Project
23:33Or Some Other Development Project
23:36He Would Then be A Leverying Small Part Of Property Tax Every Year
23:40Paying The Annual DET Service on that
23:42Geobons Which You Don'T Have In By Issuing On That You Could Literally Pay For It Improvement
23:48Assessing A Property Tax which you don't Do Right Now
23:52So, IfYou have that Whole Capability
23:54The whole Sustainability Open To Also Thats Why We Score So Well on the Sustainability
24:00I Think i Took 15 minutes And Im About Like 30
24:06Any Questions about How we Go About This or The End Resolter
24:14Any particular slide you Want To Talk About Or More Than Happened?
24:17We Do This Every Year So Im Just Kind Of A Simple Way to Get a Gage of Are we Healthy and Are
24:35Performing And Can We Sustain It every year.
24:38The City Leadership For Getting Is Where We're Act
24:43Its Team effort I Know On That But Lets Take So Credit Because it is a team effort
24:47I'm proud to be a part of the great team thats Doing Well and Our City is Growing
24:55This Is What We All Came Not Here To Do It Its For Always To Make Change
24:59In our city The Reason WhereIn And Possession's We're Ends Because we Wanted
25:03See A Different So Then Were Seeing That Different Sucleur Everybody Who Supposed
25:09Thank You for Coming & Getting To Let us Know this Stuff But Again
25:13Bo, Take Over To you so Im Going Go To Jill
25:51Grant Money So Im Going To Talk About Both The Minutes Are A Quick
25:57This One Lets Talking about It Korean Think They Received $500 More Than
26:01And Its Dispaded Which Is Great Free Money
26:05We're asking You to Approve That so they Can Spend it
26:08Second one is a second Insurance Recovery Check For the Joe Calling
27:42Second Let You Get A Way That Is Your Got To Make Just Quarment
27:45I make a Motion We Improve

31:48What are your goals about him pull down
31:52I know you've done that, but it will prove best.
