[00:00] six days in, six days in, what should I trade those?
[00:09] Well, I can hold it then, I'm kind of sorry.
[00:15] I don't know about the reasons.
[00:22] But I have a full load of order, the amount of special utility
[00:26] that's worth about me for Monday, December 19th.
[00:32] I'm engaged in, but part of you, from the right.
[00:35] Which breath me please.
[00:37] God, I thank you for this day, and I thank you for each person here.
[00:40] I ask God that you bless the decisions that are made tonight
[00:43] and the people that make them.
[00:45] I thank you, God, most of all, for this season that we can celebrate the birth of your son.
[00:49] And it's his name, I pray.
[00:51] Amen.
[00:52] Well, I've always believed to the flag of the United States of America,
[00:57] and two years later, you've got to let perwins just say,
[01:00] one nation under God, an individual with liberty and justice for all.
[01:09] Four public inputters, scheduled personal taxes, five,
[01:13] the same as in the staff.
[01:14] It means we approve out of six and seven.
[01:16] Shall we move?
[01:17] Second.
[01:18] Five.
[01:24] Five.
[01:26] Five.
[01:27] Five.
[01:29] Five.
[01:31] Eight.
[01:32] Budget amendment.
[01:34] I'm Mr. Geofil.
[01:38] So this budget amendment is the second part of a two-part amendment.
[01:42] So we're kind of doing a little bit backwards because of the meetings.
[01:45] During the budget, the council approved for community.
[01:50] I'm sorry.
[01:51] Code compliance to purchase two SUVs.
[01:55] After that, community development,
[01:58] transferred a vehicle to code compliance, which leave them,
[02:02] left them leading one, but now code,
[02:05] that community development needed a vehicle.
[02:07] So what we're doing is allowing code compliance,
[02:11] and community development to both have a new vehicle,
[02:13] new SUV.
[02:14] And this is moving that money to do that to MSUA.
[02:19] Well, let me make sure I get this straight.
[02:21] We have a proof to get two new vehicles for code compliance.
[02:24] Yes.
[02:25] So, did does get purchased?
[02:27] They got there in the middle.
[02:30] They're getting purchased.
[02:32] We have heard, and we guys have heard as community animals,
[02:37] we felt that the cars were surfacing on code compliance vehicles.
[02:43] But we transferred by and of the community,
[02:45] we didn't know what vehicle was able to do.
[02:52] So this is not new money.
[02:53] No, this is a chance.
[02:55] Just a transfer.
[03:00] Do we even need to vote on that?
[03:01] Yes.
[03:02] Well, apparently we do because they're here again.
[03:04] I mean, they already belong to the city, can you have a big transfer of right?
[03:09] Yes.
[03:10] So in the budget, in the budget, message, you approve for the city manager to be able to move
[03:18] money inside of funds.
[03:20] So in 510, he can move money around with his approval.
[03:23] We can do that with his approval.
[03:25] But to move money from fund to fund is a council approval.
[03:29] This is moving money in fund to fund.
[03:30] Yeah, Kevin.
[03:31] I'll make a motion.
[03:35] I'll second it.
[03:37] All right.
[03:38] All right.
[03:42] Thank you.
[03:43] No, we have to grab the Edmunds and Palmer Cunningham for a GRDA, a licensing in the
[03:52] amount of $4,359.89.
[03:55] So I'm going to take the opportunity and kind of really talk about items 9 and 10.
[04:01] Since they both, you'll need to vote on separately, but they aren't related in the sense
[04:06] that they're both regarding and the licensing and the update study report that GRDA done.
[04:12] And that DWT have participated in as well as the good El Stratton as well as Tectrotec who
[04:19] does all of the modeling, the river 2D modeling.
[04:24] And so what been his handing out is I just wanted to show you all because we kind of have
[04:29] these conversations around in and I know it's a lot of dollar amounts and a lot of dates that
[04:34] get really confusing.
[04:35] And so I thought I'd kind of let you look at it all at once.
[04:39] But what if you're looking at it's down at the bottom on the far left and says 12 19 and there's
[04:45] two of those.
[04:46] Those are the two that you're actually looking at tonight.
[04:48] That's 9 and 10.
[04:49] I'll be in gender.
[04:50] But you can see the overall impact, the 750,000 dollar budget on the far right as we've gone through
[04:58] this fiscal year.
[04:59] Those are the different claims that we've had applied to that 750,000.
[05:03] So after tonight, if you approve those two invoices to be paid, our remaining budget would
[05:10] be 613,388 and then I also wanted to put on there an invoice that will be coming at the next
[05:21] council meeting, which will be the third of January.
[05:24] This one did not come in time to make it on this.
[05:27] So putting it on for the next one.
[05:31] And so it was 69,000, but I didn't want to just string that one on you after having a rather
[05:36] large one tonight and enter around another large one next month and not really have an explanation
[05:41] or have some visibility of a totality of what it looks like.
[05:45] But if you look at the dates of service, you can see that they span different times.
[05:52] And the reason that those ones are big is they're all dealing with either prep or the
[05:58] studying report.
[06:00] the technical conference on the 12th and 13th of October, or it was in response to that,
[06:06] which we had to huddle up and do a very lengthy response, which was after that.
[06:11] It says, those are what you're seeing in those rather large, so what we're going to see
[06:15] now is probably a pretty good decline for a little while, as we're working on some other
[06:20] items.
[06:21] Even talking about maybe doing another town hall for the first year sometime, so we'll probably
[06:28] have some gear up for that, but other than that, just kind of want to give you an overall
[06:32] visibility of what that looked like against the 70 or 50,000.
[06:36] So question, this should you remember modeling, is that going to be data that we own?
[06:41] That's our data?
[06:42] Yes, absolutely.
[06:43] And will there be somebody that did this work or study, be able to put this data in Laman's
[06:50] terms that our average Joe citizen will be able to understand, I mean, obviously, I'd like
[06:54] to know.
[06:55] Absolutely, I actually had a conversation with Diet Thomas who did news responsible for
[06:59] going to the modeling.
[07:00] And we talked about him possibly coming to my mind in presenting that data, which he was really
[07:05] excited to do to get that opportunity to come present the data in the town hall meeting.
[07:11] I think if we were having a town hall and we could present this in a manner that people would
[07:16] understand it would be very beneficial.
[07:19] I couldn't agree more.
[07:21] I think more than anything I think this would be.
[07:23] I think we need to really see the data, but also after, after our last meeting, Mr. Jim was
[07:31] here, and kind of asked us all the questions up here.
[07:34] I talked to our law team and asked them if we could set aside a time that we could meet.
[07:41] And you guys could ask questions that you may get from your constituents, so you would know
[07:46] the answers to give.
[07:49] I think that's probably pretty important.
[07:53] Especially after we heard, you know, so I was didn't know the answers to the thing.
[07:56] I mean, I didn't honestly have any, I've never had anybody come at me.
[07:59] So any response I would have got would have been my own opinion on it and feel it was appropriate to
[08:03] provide that in that setting.
[08:06] But anyway, we're trying to set up for us to build the debate with him as well.
[08:11] And be good.
[08:12] I like that.
[08:13] And when you look on here in the description, you'll see a couple of things.
[08:16] It says, will curb change.
[08:17] You know, it says, Pinsicle, it relies on things.
[08:19] Ultimately, it does mean the same thing.
[08:21] It's just how each attorney perceives it and what their role is.
[08:26] Pinsicle, it relies on things related to the broker that they are requesting to change.
[08:31] It's 700,000 and we've only used roughly 100,000 in this debate.
[08:40] I do.
[08:41] You know, I looked at last year in last year, I would say it was fairly similar in the way that
[08:47] the year rolled out with the technical conferences.
[08:52] And so it was kind of similar that we had spent about 150,000.
[08:56] Then we ended up spending about 450,000 or so after.
[09:00] the counter, counter, counter, you start it over.
[09:03] But we had a meeting there today with the attorneys and we were kind of laying out what
[09:07] looked like between now and the end of the fiscal year.
[09:10] I don't think it's going to be quite the heavy lift.
[09:13] This fiscal year, the remaining six months, is it was the second six months of the last
[09:18] fiscal year or so?
[09:19] I think we're ahead of the game.
[09:21] Is there a deadline on this re-licensing?
[09:24] Do you already have a certain timeline that they have to have this re-licensing done by?
[09:28] So it's scheduled right now to be done in 2025 and we've been standing there.
[09:33] We've had was extended to 2025.
[09:35] And as Ben and I were talking this morning, it wouldn't be unheard of for them for
[09:39] GRDA to request it to be extended to the end.
[09:42] There was one instance where the re-licensing obviously unrelated to ours, but it was extended
[09:48] for a total of 30 years.
[09:51] During which time they operated under the license that existed at the time.
[09:56] Do they are able to get any kind of waivers to operate under the new term that they're looking
[10:01] for right?
[10:04] My understanding is that it has to be under the terms of the old licenses long as it's being extended.
[10:11] The correct one from the wrong here, Ben.
[10:13] Better even follow the rules of the old license.
[10:16] Great.
[10:17] Well, there's lawsuit asking that question.
[10:21] But that kind of extension is very rare.
[10:28] I mean, it's not unusual for a five to 10-year extension, but a 30-year is very rare.
[10:35] So again, it was interesting that, you know, I talked about the fact that we had to
[10:40] reply to the last study, update, study report.
[10:46] And for also wrote their reply and it was really good to see all the entities that submitted.
[10:56] We all had kind of similar concerns.
[10:59] So I would tell you, it is, I am optimistic when you see her having the same concerns.
[11:07] That's a good sign.
[11:09] And they had submitted their four hours before we submitted ours.
[11:13] It wasn't like they saw ours and so yeah.
[11:24] It seems like there is a time frame in which the RDA has to respond to that.
[11:28] December 29th is a date for some reason.
[11:31] So it could be the response time.
[11:33] Because we had to file them by the end of November.
[11:36] So they probably have to leave them to December to respond.
[11:42] Yeah.
[11:45] And the real licensing process that we'll find, I don't want to ask about the two feet last week.
[11:51] And the real licensing, they're asking for two more feet.
[11:54] Right.
[11:55] So that's why we have to be diligent.
[11:57] We have to stay on top of this.
[11:58] We need to be evaluating.
[12:00] every step of this study process because this is a fifty-year license, right?
[12:04] Is it fifty-year license that the RDA has requested?
[12:08] Some of it once perk makes a determination and that license is granted or not created.
[12:12] That could be an effect for thirty-four-y-fifty years.
[12:16] So we got to live with whatever happened.
[12:18] Well, we know.
[12:19] Our great-grandkids.
[12:20] The very great kids in the hands.
[12:22] It's a long time.
[12:30] So, Rob Nye.
[12:31] I don't know what it means.
[12:33] I would marry anyone.
[12:34] The client, for the Nobel Prize, or the patents in the palm.
[12:37] I make a motion we approve nine?
[12:50] Ten?
[12:55] Ten?
[12:56] Detrotate a client for a Neosho River, a two-day modelling for the amount of thirty-six thousand
[13:00] three hundred dollars.
[13:01] Make a motion we approve this month.
[13:07] Tak.
[13:10] Ten?
[13:14] Five.
[13:15] Eleven will be tables.
[13:18] Twelve.
[13:19] There'll be business, if anyone's as a residence in the post office.
[13:20] the citizens of the posting of this agenda, 13 staff reports, 14 community, or trustee
[13:34] community in Dallaswood, 15. This may be continued from California to the state of the
[13:45] State of Dallaswood, the birth of purpose and executive session at the completion of
[13:50] the agenda item, 15 of the regular meeting through the moment of city council.
