[05:14] and you know I didn't really know that meant until this last rodeo I ran into the
[05:21] the guy that does the announcing at the end of the rodeo and talked to him for just a little bit
[05:26] and he told me that he does rodeo is all over all of the country I guess and he said this was
[05:34] the best one they do and he said you don't understand what I'm saying he said we do Pro rodeo
[05:40] that aren't this good and he said you're crew here my Emma does an outstanding job put this
[05:46] together he's always looking forward to coming here for this he's a plus you guys have the best crowds
[05:51] that we see anywhere so and that goes straight back to Bob and his crew for the effort they put in it's not I

[06:00] financially and all that but we have nothing to do with what they what they get done, what they pull off and we appreciate that

[13:27] Again, the two major things that would be changes from the current law is it has the provisions for
[13:39] catch, neuter and return for the feral cats.
[13:43] That is probably the most immediate problem that we have here in the city.
[13:48] Then the other major provision is for a mandatory neuter provision.
[13:57] Now, what the plan going forward is we're hoping if you approve this to implement it in 30 days.
[14:08] The ordinance would not go into effect for 30 days during that time period.
[14:12] We'll start the publicity and start educating the public about what all is entailed with this
[14:18] ordinance change when that 30 days arrives.
[14:23] We're still not going to fully implement everything we're going to take it step by step.
[14:28] But the first provision that we're going to implement would be the feral cat problem,
[14:34] which we get lots of complaints about.
[14:38] It strengthens and then other parks will be implemented as we move forward.
[14:46] I could go on because it covers a lot of things.
[14:52] I do need to add that since you the packet was sent out and you receive.
[15:00] copy, actually found a few other errors or typographical errors, I should say, and so there
[15:09] have been some minor changes since what you've got, but the just of everything remains the

[15:26] I do need to add, as I'm sure all of you are aware last weekend, we had a significant
[15:33] issue happen with some vicious dogs. This doesn't substantially change how that situation
[15:43] would be handled, but it does give us more leeway and how we deal with these problems. Since
[15:52] that incident has happened, one of the things that has happened here in the community is
[15:58] a lot of people with that read of dog or now wanting to turn them in, give them up to
[16:05] the city, the pound or the shelter, I should say, is full, it's besting at the seams,
[16:11] we can't take all the ones that people are wanting to turn in. Anyway, the hope is that through
[16:22] this process, over time, it will reduce the costs that we're having with the entire animal
[16:31] shelter and the animal control situation. It's not going to happen immediately, in fact, probably
[16:39] the costs will go up a little bit for a while, but at least the experiences from other communities
[16:46] that have implemented these types of programs, over time, it begins to reduce and significantly
[16:55] reduce the cost of operating an animal control system like what we hoped to have here in my
[17:01] am I? I'm not understanding this. Or it also gives Macy and her team the ability to write
[17:14] to get the association? Yes. Before they had to not have that capability. That is correct. Up until now,
[17:20] everything has been done through the police department. That's burdensome on both entities,
[17:28] both animal control and the police department, so they will be able to write citations. It sets
[17:34] the foundation for another aspect of this that we want to do and that's ultimately to have
[17:42] community development, code compliance to be able to write citations just like we're going to be doing
[17:50] through animal control here. That's how you support...
