[00:43] We're on the bullet run.
[00:45] That's great.
[00:46] Yep.
[00:47] So if you want to be at that honor of street and renaming, it'll be,
[00:52] whether it's quarter of a central name.
[00:54] Central and A isn't it?

[01:03] Number three, Proclamation recognizing recognition of outstanding community service,
[01:08] Mr. Ron stole.
[01:09] And Mr. stole probably taught everybody that's setting up here.
[01:13] They'll one time or another except for Ben.
[01:15] Hey, thank you for your time here.
[01:17] You haven't taught her, Mr. Ron?
[01:21] You haven't taught her, Mr. Ron?
[01:24] He probably drove some choir trip.
[01:28] That's right.
[01:30] What did you do?
[01:31] Oh, yeah.
[01:32] So we have a Proclamation for you.
[01:35] Mr. stole.
[01:38] You raised the retired from my book, the schools after 51 years of teaching.
[01:42] Wow.
[01:43] Amazing.
[01:44] That's quite a feat.
[01:46] It went by pretty quickly.
[01:47] Did it.
[01:48] So we've got a Proclamation here for you guys.
[01:51] When we come down a little bit.
[01:53] I guess we have about to approve this or not.
[02:01] It would be nice.
[02:03] Oh, two.
[02:05] Thank you.
[02:07] So I don't say that.
[02:08] Thank you.
[02:09] Thank you.
[02:10] All right.
[02:11] All right.
[02:12] All right.
[02:13] All right.
[02:15] Oh, we're here.
[02:17] I guess we do.
[02:24] All right, guys.
[02:27] Let's look this side.
[02:52] Appreciate it.
[02:53] Thank you.
[02:54] Thank you.
[02:55] Thank you.
[02:56] Thank you.
[02:57] Thank you.
[03:08] I'm three, oh, no, we just did three, four.
[03:11] Public input runs, get the personal appearances.
[03:12] We have nine, five, consider gender,
[03:14] staff recommends we approve nine and six and seven.
[03:18] You can move from my proof.
[03:20] Say it.
[03:22] Hi.
[03:22] Hi.
[03:23] Dagestan.
[03:25] Hi.
[03:25] Sunberg.
[03:26] Hi.
[03:26] Parker.
[03:27] Hi.
[03:28] All right, budget amendment, 22-33 Street State
[03:31] and utility improvement, general administrative
[03:33] expanding for agent fees.
[03:35] Mr. Mackay.
[03:37] Yes, on our current law
[03:40] we have for street and stadium and utility improvement
[03:42] on, for charge agent fees on those.
[03:45] We normally get two weeks here.
[03:47] It was the invoice this late last year.
[03:50] We had already closed the book.
[03:51] So we had an extra one in this year.
[03:53] So the funds weren't spent last year.
[03:56] And we even spent extra funds this year to pay the third invoice
[03:59] for that 20th this year.
[04:01] The funds are in the account.
[04:03] So we just need to be able to have.
[04:14] Make a motion we approve.
[04:15] Okay.
[04:18] Is that, David?
[04:19] Yes.
[04:20] Don't go.
[04:21] Hi.
[04:22] Sunberg.
[04:23] Parker.
[04:24] Hi.
[04:25] Thanks, Mike.
[04:26] Sorry, just FYI on your ODOT reimbursements.
[04:28] Once we submit the invoice to the cheeses, we let them go from
[04:31] May to the budget.
[04:32] Thank you.
[04:33] Thank you.
[04:34] Thank you.
[04:35] Mr. McNeill.
[04:36] Mr. McNeill.
[04:37] Mr. McNeill.
[04:38] Mr. McNeill.
[04:39] Mr. McNeill.
[04:40] Mr. McNeill.
[04:41] Mr. McNeill.
[04:42] Mr. McNeill.
[04:43] Mr. McNeill.
[04:45] Mr. McNeill.
[04:46] Mr. McNeill.
[04:47] Mr. McNeill.
[04:48] Mr. McNeill.
[04:49] Mr. McNeill.
[04:50] Mr. McNeill.
[04:51] Mr. McNeill.
[04:52] Mr. McNeill.
[04:53] Mr. McNeill.
[04:54] Mr. McNeill.
[04:55] Mr. McNeill.
[04:56] Mr. McNeill.
[04:57] Mr. McNeill.
[04:58] Mr. McNeill.
[04:59] Mr. McNeill.
[05:00] Mr. McNeill.
[05:01] Mr. McNeill.
[05:02] Mr. McNeill.
[05:03] Mr. McNeill.
[05:04] Mr. McNeill.
[05:05] Mr. McNeill.
[05:06] Mr. McNeill.
[05:07] Mr. McNeill.
[05:08] Mr. McNeill.
[05:09] Mr. McNeill.
[05:10] Mr. McNeill.
[05:11] Mr. McNeill.
[05:12] Mr. McNeill.
[05:13] Mr. McNeill.
[05:14] Mr. McNeill.
[05:15] Mr. McNeill.
[05:16] and they've never been able to even through joint efforts between tribes, county, and city,
[05:21] been able to come up with the funding.
[05:24] So as Commissioner Earl stated, this was really a golden opportunity using the
[05:28] ARPA funds that county has.
[05:30] They wanted to initiate this project.
[05:32] So with the city, this project will put air conditioning at the expo building.
[05:38] You would also place it at an elevation that would be above floodplain or above past floods.
[05:47] He was telling me today that the elevation would be above what the 2007 flood was.
[05:52] So that it would be flood resilient and wouldn't get ruined in future floods in the event.
[06:00] We moved from that location.
[06:02] We could take the air conditioners with us.
[06:05] Of course, we know this facility is used today for the fair, farmers market,
[06:10] wedding problems.
[06:11] It would actually give us another rentable space or venue here in the area.
[06:18] And it is absolutely no match required.
[06:24] So it's essentially free money for us to upgrade the expo.
[06:31] This agreement that you all are looking at today is not a notice to proceed,
[06:36] but would simply acknowledge the city's desire to move forward to this project
[06:44] and utilize these funds from the county.
[06:46] And there would be a subsequent contract identified spelled out
[06:51] that would have any terms or conditions of the agreement.
[06:55] That's it.
[06:59] That sounds like a no-brainer.
[07:05] I mean, the only question I have is obviously it's a no-brainer,
[07:11] but you said that once we approve this little go through and then we will,
[07:17] it will be put out for bid by for those who want to bid on it.
[07:22] Yes.
[07:23] So now they know how much we have.
[07:25] Yes.
[07:27] Could we do that to expand all the funds?
[07:29] Still negotiate.
[07:30] It's interesting.
[07:31] I wonder if we can do that for the bid.
[07:33] Correct.
[07:34] Correct.
[07:35] It would be our funds.
[07:36] Yes.
[07:40] So, say it's 100,000.
[07:44] What happened with that 100?
[07:45] It has to be spent out there.
[07:47] Yes.
[07:48] It would have to be spent for the project as identified in the grant.
[07:50] In the expo building or anywhere on the very ground.
[07:52] I think in the expo building.
[07:54] Since that's the way I believe it was spelled out in the grant.
[07:57] So what he funds not expended would go back to.
[08:00] Yeah.
[08:01] More to go.
[08:05] I've been going to that facility since 1975.
[08:13] Yes.
[08:14] And I recall no condition there.
[08:17] It's like there isn't the bathrooms there.
[08:20] Right?
[08:21] In the office.
[08:22] Yeah.
[08:23] Can't even know what to do with that.
[08:25] There.
[08:26] Yeah.
[08:27] But I don't think the bathrooms were even always in there either.
[08:29] No.
[08:30] And they got a little bit of a different thing.
[08:31] They think those were added.
[08:32] Man, the pigs and chickens are going to be happy.
[08:36] I know the farmers market girls would be happy.
[08:39] Which we got the big fans in there.
[08:42] So if you got some AC in there and those fans would be with that air.
[08:45] It would be really comfortable in there.
[08:48] Yes.
[08:51] So are you needing a motion from us to proceed?
[08:53] Yes.
[08:54] Yeah.
[08:55] There's actually an agreement that we would sign that would allow them to move forward transferring the funds.
[09:00] But, again, we still have a contract that we've all worked with.
[09:04] All right.
[09:05] I'll second.
[09:07] Five.
[09:10] Five.
[09:11] Parker.
[09:12] All right.
[09:13] Five.
[09:14] Davis.
[09:15] All right.
[09:16] East.
[09:17] All right.
[09:19] Ten.
[09:20] Mayor's nomination to re-appoint Joe Del Morgan to the Monument
[09:22] Downtown Redevelopment Authority Board.
[09:24] Time to expire seven to 25.
[09:26] Second.
[09:28] East.
[09:33] Five.
[09:34] Five.
[09:35] 11.
[09:36] Mayor's nomination to re-appoint Lynn Forkham to the Monument
[09:38] Downtown Redevelopment Authority Board.
[09:40] Time to expire eight twenty nine twenty five.
[09:42] Second.
[09:45] So.
[09:47] Five.
[09:48] Five.
[09:49] Five.
[09:50] Five.
[09:51] Twelve.
[09:52] Mayor's nomination to re-appoint Brenda Sears.
[09:53] The Monument Housing Authority Board.
[09:55] Time to expire one three to twenty five.
[09:58] Motion.
[10:02] East.
[10:05] Five.
[10:06] So.
[10:07] Five.
[10:08] Five.
[10:09] Thirteen.
[10:10] Mayor's nomination to re-appoint Becky Beard.
[10:12] To the Monument Public Library Board.
[10:15] Time to expire eight six of twenty five.
[10:22] Five.
[10:23] Five.
[10:24] Fourteen.
[10:25] Other new business of any, which is a residence in the
[10:27] First of all, this agenda.
[10:31] Fifteen.
[10:32] Mayor and council community announcements.
[10:38] Um.
[10:39] By the way.
[10:41] Um.
[10:42] We got the root six to six festival coming up.
[10:44] Um.
[10:45] Not just coming weekend, but the following weekend.
[10:47] And.
[10:48] Some me hot.
[10:49] But we've got some stuff playing to try to help you.
[10:52] People cool.
[10:53] We got some street re-naming.
[10:55] All right.
[10:56] And then one.
[10:57] This will be re-naming.
[10:58] Um.
[10:59] Um.
[11:00] Barbecue cook off.
[11:01] Um.
[11:02] We got a two time champion come to the barbecue cook off.
[11:05] It sounds like a pretty good deal.
[11:07] But it's a name.
[11:08] You may remember.
[11:11] Just.
[11:12] You may remember his name.
[11:13] Uh.
[11:14] But I guess he's.
[11:15] I guess he's from all of these.
[11:16] It's two time champion on the pit boss.
[11:18] Doers up to.
[11:19] Uh.
[11:20] I guess it's pretty big deal.
[11:21] There's.
[11:22] Stop.
[11:23] Stop.
[11:24] So.
[11:26] You know.
[11:27] So.
[11:28] You know.
[11:29] You know.
[11:30] Yeah.
[11:31] First.
[11:32] Um.
[11:33] And I think he's bringing a couple of people, with him.
[11:35] Couple of the teams.
[11:36] He's.
[11:37] He's.
[11:38] So.
[11:39] Pretty cool.
[11:40] For the first time to have them.
[11:41] And I think for the.
[11:42] Back yard barbecue.
[11:43] We've got.
[11:44] Eight teams.
[11:45] They're right.
[11:46] I think it's what.
[11:47] Chan.
[11:49] Um.
[11:50] So.
[11:51] Pretty cool.
[11:52] The first time.
[11:53] Um.
[11:54] So.
[11:55] We have a free movie at the Column that day for families.
[12:00] Thanks to Chad Masterson.
[12:04] Yes.
[12:05] Options are running the movie for the kids.
[12:08] Some cool stuff happening.
[12:11] Of course.
[12:12] Yeah.
[12:13] So just kind of keep growing each year.
[12:15] It seemed like the new stuff was added in.
[12:17] So when our firefighters are having a cornhole turn them again.
[12:21] So a lot of stuff going on that day.
[12:23] Well, how we can invest?
[12:27] 16 cm communications.
[12:29] Nope.
[12:30] Just to reiterate.
[12:31] It's going to be a great time.
[12:32] It's going to be hot.
[12:33] It's going to be hot for the next two weeks.
[12:35] We need to all be sensitive to that.
[12:37] All the folks in our community check on your neighbors.
[12:40] Make sure we're checking after the elderly and those that are homebound.
[12:45] The library during normal business hours, which is the heat of the day, is available as a cooling station.
[12:53] Obviously, they have water and bathrooms and seating.
[12:56] They're more than happy to have folks that.
[12:59] If they're stuck in a hot house situation or have air conditioning problems, or don't have one.
[13:04] And they need to get out.
[13:05] They're more than welcome to come to the library and get some cooler air and cool down and stay safe.
[13:11] And, you know, watch out for all of our folks.
[13:14] Obviously, first responders that are out in the heat.
[13:17] All of our folks that work outside do construction.
[13:21] Those are tough jobs this time of year and in this heat.
[13:24] It can be dangerous.
[13:25] So, be respectful, be careful.
[13:28] Make sure workers are being safe.
[13:30] We're certainly putting the word out to city staff.
[13:36] We're modifying hours where we need to.
[13:39] Park staff is coming in extremely early.
[13:42] Trying to avoid the heat of the day.
[13:44] So they're starting their days very, very early.
[13:46] But they're gearing up, obviously.
[13:48] They're starting to focus on downtown and make sure that we've got our main street.
[13:53] And they street and Steve Owens cleaned up and looking nice for the festival.
[13:57] Hopefully all of our out of town guests that will be joining us that weekend.
[14:00] I think we'll be putting our best foot forward.
[14:03] Looking forward to the weekend.
[14:04] Still a lot of work to do and try to stay safe in the seat.
[14:08] So, Dean, adjourned.
[14:12] So, move.
[14:14] Second.
