[00:07] Now called order the regular meeting for the Miami City Council.
[00:12] Action item.
[00:19] Proclamation declaring the city of Miami as a purple heart city.
[00:27] Miss Molly.
[00:31] So having just celebrated a holiday where we recognize and honor those who have
[00:37] and continue to fight for the freedoms in our country.
[00:40] And I got this to be an appropriate time to bring this
[00:43] to the population through consideration to become a purple heart city.
[00:48] A purple heart city basically honors and remembers not just those who have
[00:52] left for their country but all veterans.
[00:54] And those who have served in the military in any capacity.
[00:58] The purple heart is the highest combat decoration that's in the military
[01:02] in the city.
[01:03] And it was created by General George Washington in 1722.
[01:07] We were able to find that we have at least 10 known people with a purple heart.
[01:14] Here in Miami, those have all the late rest of the year.
[01:19] Being too representative for the purple heart city organization.
[01:24] You said that a lot of times purple heart recipients don't come forward until something like this
[01:31] is approved within this.
[01:32] So we don't know how many people in Miami have become a purple heart city.
[01:40] And what's all those who enter Miami that we have the utmost gratitude and support for all those who have served.
[01:47] And so with that large population of veterans here in Miami,
[01:52] you're going to have a few more minutes.
[01:53] I'll make a motion.
[01:59] Let's take it.
[02:00] So, gold.
[02:02] I've been heard.
[02:03] Are you set.
[02:04] I.
[02:05] Hi.
[02:07] Thanks Molly.
[02:08] Chop.
[02:10] Number three, public input and unscheduled.
[02:12] Personal appearances, not.
[02:15] Consent agenda.
[02:17] Staff's acting.
[02:18] Asking us to provide in five.
[02:20] Six.
[02:22] So, move.
[02:23] Let's take it.
[02:24] Step.
[02:27] So, gold.
[02:28] Davis.
[02:29] I.
[02:30] Number seven.
[02:32] Action item.
[02:33] and budget amendment 23 to 0-1 general fund using carryover funds for personnel, Jennifer.
[02:40] Yeah.
[02:41] So this is the other two personnel raising increases for the contract that occurred after the F5-22-23
[02:50] budget was approved this now on the city side.
[02:55] One of the positions of us that between MSUA and MSA.
[03:02] It's just the same thing we just approved in MSUA, right?
[03:04] Correct.
[03:05] So, most of the time.
[03:06] Most of the time.
[03:07] It's correct.
[03:08] Is that so?
[03:10] No goal.
[03:11] Number five.
[03:12] Davis.
[03:13] Hi.
[03:14] Number eight, action item, resolution-approving community financial support
[03:17] and fee waivers to K.O. car wash related to the development of 1,101 North Maine
[03:22] and recommended by Mayor Parker.
[03:25] So, Council, in front of you, you have a copy of the resolution, CC2022-10.
[03:33] This is the counterpart resolution to the K.O. car wash resolution you approved in the
[03:39] MSUA meeting and is, again, outlining the direction that we discussed and was approved
[03:45] in our executive session.
[03:46] Mr. Oper.

[04:40] bags of chips. Yes. All were appreciated. I'm I'm exaggerating some. The
[04:44] thousand hot dogs was accurate. The rest may have been maybe in the
[04:49] fire department also cooked those hot dogs correctly. Yes they did. And I
[04:53] want to thank the pump. Not only that, but we had a issue with water
[04:57] outage. So the fire department graciously came out and helped us with some
[04:59] issues with the petting zoo that needed water and a foam pit party that needed
[05:03] water. So we also appreciate the fire department's willingness to help
[05:07] them those. There's a community effort. I know it was hosted at the tribes
[05:12] venue, but and it's in such a fantastic venue down there because it's so
[05:16] wide open. I mean, you know, I've mentioned to your wife as we're watching.
[05:20] It's almost like you're sitting at the front row at the movie theater right,
[05:24] but it's just right there in your face. And the whole day was a lot of fun. I mean,
[05:28] the turnout was amazing. Good to have asked her. It was hot. We could have been cooler,
[05:33] but by the time the sun went down, you forgot about it. This fourth
[05:36] July would just back, right? Sure. Well, huge, huge thank to the Peoria tribe for the
[05:44] venue space was fantastic. The music entertainment that they provided, the air show, the food
[05:51] trucks and all the great activities for all the kids just really make that a very special
[05:56] event. And that, you know, historically was a city.
[06:00] the event and now in collaboration with the Piori tribe has evolved into something completely
[06:05] different and better.
[06:06] Let's continue to grow and it will evolve as we go, you know, the many we can't really
[06:13] call it an air show for FFA regulation purposes but it was a flyover that could potentially
[06:20] turn in with enough notice, turn into an air show next year so there are some talks around
[06:28] maybe expanding that, I can't confirm or deny anything at this point but we like to make
[06:34] it grow to get bigger and better every year and this is my favorite holiday of the year.
[06:39] I work my tail off 17 hours in the heat but I love every minute of it, it's so much fun
[06:45] for me.
[06:46] I thought it's better than Christmas for me, I just have a great time.
[06:48] So many of the best part is all the people there enjoying themselves, having a good time, it
[06:53] looks on their faces when they're, when we're giving them a free hot dog and you know, we
[06:58] went by one group and, hey, you guys want some hot dogs, he's like, yeah, how much?
[07:01] And I said three, he's like, oh my gosh, even better so it was great, I enjoy doing that,
[07:07] I enjoy serving in that capacity and being able to provide that so.
[07:11] Absolutely.
[07:12] Well, I appreciate all the city folks that assisted from solid waste, parks department, the
[07:18] fire department that was there in fours as well as the PD, appreciate everybody's hard work
[07:23] and Molly, God love you, you did an amazing job, pull in together, everything for the booths
[07:29] and the hot dogs and the chips and the water and that couldn't have gone any better and a great
[07:33] job raising donations for that, which was fantastic, huge thanks to all Bart, who was such a great
[07:41] partner and making sure we could do that for the community.
[07:44] And we have some opportunities for improvement for next year, right?
[07:47] Absolutely.
[07:48] She's already been planning things for next year, she was just making a list.
[07:51] Great.
[07:54] That's all I had.
[07:55] Thank you.
[07:57] Thank you.
[07:58] Thank you, sir.
[07:59] I've got a couple of announcements.
[08:02] Certainly wanted to mention Marcia Johnson's retirement this past month and wanted an amazing job.
[08:09] She has done for years with our library and arts.
[08:16] In her absence, Cali Cortner has been coming up through the ranks and working with Marcia for
[08:24] many, many months now and it's going to be taking the reins and we're excited to welcome
[08:28] her as well as the new library director.
[08:32] And also, needed to announce the day and we're losing our IT director, David Ballag, is going
[08:39] to be moving on to bigger and better opportunities and that'll be another big loss.
[08:45] David has done an amazing job innovating here at the city and making sure that not only things
[08:51] are secure but that we've got appropriate technology in place to make sure we're being productive
[08:58] and able to communicate.
[09:00] Medicaid and use our tools, such as Microsoft 365 and those things that make us a mobile
[09:07] environment.
[09:08] And so that's certainly been greatly appreciated in my short tenure that I've been here.
[09:13] It was great to know that they were in great hands and had already been brought up to current
[09:18] levels of technology.
[09:20] With that being said, Keith Osborn is going to be stepping up into that director role.
[09:25] And Keith has been working under David for some time now and has been mentored by David.
[09:33] And I'm sure it will be an incredible successor to David.
[09:36] And so we're excited to congratulate him in that new role.
[09:42] And of course, that will leave a vacancy of his old position that he'll be looking to fill.
[09:47] So that'll become...
[09:48] Do my head...
[09:49] Do my head...
[09:50] Do my head...
[09:51] Do my head...
[09:52] Do my head...
[09:55] Do my head...
[09:56] Do my head...
[09:58] Last and not least, it's hot out there.
[10:02] Everybody needs to be very careful.
[10:04] These heat advisories are going to be in place.
[10:06] It looks like the rest of this week.
[10:09] This can be extremely dangerous, as you all know, with the high temps and the high humidity.
[10:14] Anybody working outside or outside for any extended period of time needs to be staying hydrated
[10:20] and taking plenty of breaks.
[10:21] We certainly encourage that of our city employees who are out there every day working in this
[10:26] environment.
[10:27] Also, of course, our electric customers need to be cognizant of these high temps and how
[10:33] that relates to our electric mills.
[10:35] And I know everybody fills that this time of year.
[10:38] Tyler had already informed me that we had reached already hit some of our typical annual
[10:44] maximums that we hit for megawatt usage for a city as a whole.
[10:50] We already hit that last month in June, which is rare.
[10:55] So we know that we're having already a very hot summer, and everybody's going to fill
[11:01] that crunch.
[11:02] And so the electric mills are no exception to that, so everybody certainly needs to keep their
[11:07] blinds closed, keep the curtains closed, do everything you can to try to minimize the workload
[11:13] on your AC units.
[11:15] It will just kind of have to hunker down and see if we can get through this hot period.
[11:24] With that, that's all I have.
[11:25] Who is adjourned?
[11:31] So moved?
[11:33] Second.
[11:35] All right.
[11:36] He's dead.
[11:37] All right.
[11:38] Sender.
[11:39] Davis.
