[04:18] To give 37,000 dollars and scholarships
[04:21] For one and a hundred percent free
[04:37] Thank you Cindy
[04:43] I'm with that on council
[04:45] You're welcome to everyone
[04:46] Okay, I'm number three
[04:50] As public input and unscheduled personal appearances
[04:53] Is there anyone in the audience that wishes to address
[04:55] The council on any of these agenda items
[05:00] Mr. Roy
[05:07] Thank you very much
[05:09] Good evening Mayor Councilman and Councillor and City Manager Dean
[05:14] Thanks
[05:15] I have to be short so it must very
[05:18] Quirk with my remarks on your stand the time constraint
[05:22] Respect that
[05:24] Must've been on terminal organizing finance agency
[05:27] And i had them for 14 years
[05:29] and see there are two reasons
[05:31] Number one, I bear some go against staff's recommendation
[05:35] About eight or ten percent of a time
[05:37] Looked up all when we got nothing data
[05:40] Hopefully today
[05:41] We said to yesterday
[05:44] Will suffice is that kind of data
[05:47] The second thing about offer
[05:50] Is it apparently i make the same amount as you guys do
[05:54] Which isn't very much
[05:56] So, thats kinda tough
[05:59] I'd just like every single part
[06:01] Of this process how they will milk, mitty
[06:05] To select a brokeraging authority
[06:07] Another agency in April can be better job than Gallagher
[06:09] For our city, I should be better in correct
[06:14] And i will have a request to the council
[06:17] The committee of conclusion
[06:19] A brief history about this we started
[06:23] There's got to get it ten and half years ago
[06:26] Talking blue cross because NFP
[06:28] Have gone to Muscovi
[06:30] Looked across as
[06:32] As they architective that
[06:34] Savings scoggy over four hundred and two thousand dollars
[06:36] But just changing different networks from PCC to Blue Cross
[06:42] Because of the discounts
[06:44] So we've been trying get that done
[06:46] That will be it done with Jeff
[06:48] We're out at time in 2014
[06:50] Will close this last year again
[06:53] Ran outta town but thats a couple hundred thousand years
[06:57] I know you are trying to say no, i'm not even able
[07:00] No one can do so as well
[07:02] I think it's the real problem
[07:06] And maybe this selection committee has a site
[07:10] Different in what our thoughts might be
[07:13] What their thought is going to hopefully have
[07:16] That will help them
[07:19] Health insurance according
[07:21] To day sure with Blue Cross on supply
[07:24] Each of you and With his number
[07:27] Is health insurance
[07:29] Health insurance for cities
[07:32] For manufacturers, for consumers
[07:34] For a smart worker banks
[07:36] For pharmacies it is still health insurance
[07:39] NFP isn't excellent broker
[07:42] There are excellent consultant and so
[07:45] And NFP does more cities in Oklahoma
[07:49] The algorithms were internationally
[07:54] But local homicalgers
[07:56] Choose more lives than an app
[07:58] We're both all the largest
[08:00] So my request is simply to have your committee
[08:05] Call a day surely see if health insurance
[08:08] Health Insurance and maybe they can then start
[08:12] Calling some of the references
[08:15] Their minor area of services with city health insurance
[08:19] Such as not falling 5500
[08:22] Again we had public sector, rich galarders
[08:25] Out at Chicago
[08:26] With the 1100 cities and helps them through all of that
[08:31] But I do not believe our references were called
[08:34] Although
[08:36] That we're Not Cities
[08:39] And i ask you to have your staff please call
[08:42] Our References
[08:44] Call Steve Baszure or Linda Perciam, both for one
[08:47] Marcella Rathers, Curi Bany
[08:50] Jason Bledons
[08:52] A subair's room, listening is story
[08:54] That any of you that go to Osborne's now
[08:58] You would have been paying $5 for every prescription
[09:02] For the rest issue, if rich had not handled
[09:05] Or no other agent can give it
[09:07] Because is a purchasing power
[09:10] Of galarders
[09:15] I ask about what we know
[09:18] We've clients from Diamond
[09:20] To either the city
[09:22] New Corridor or Latin
[09:24] And we have to either the healer, Hugo
[09:28] Tulsa or Cormacini
[09:30] Bixby, no matter
[09:33] Grow in and you need call those people
[09:36] To see what kind of job would be
[09:38] If You don't think that
[09:41] That will do a great job for us things
[09:47] One is, at galarders
[09:51] Each human measured on your retention
[09:53] Of clients
[09:55] And over there, Category 2
[09:58] This building is a small village of office
[10:01] That has the highest retention
[10:04] Of any galarder's office in this south central region
[10:09] Including Missouri and Museum
[10:12] Mrs. Sippy, Arkansas Taxes
[10:15] Obviously Oklahoma
[10:18] We have to best
[10:20] Because we work harder for you employees
[10:22] And new clients
[10:25] We work with this kind of an attitude
[10:29] Try to solve their problems
[10:31] More employees or our friends
[10:33] With no them, some are relatives
[10:36] You want it
[10:39] To be your agent
[10:42] So the world, health insurance
[10:45] Sometimes a deafem issue in the world is confusing
[10:48] A young addict
[10:49] He's appeared before you, the foreign doctor
[10:52] And he was in that eyes
[10:54] When some school class
[10:56] and met
[10:58] Was trying to teach them what a profit
[11:00] Finding it said
[11:02] Does anybody here can be told about what a profit is
[11:05] In jail-waste of the hand
[11:07] His head my grandfather Lillard
[11:09] Is his own profit
[11:12] You sell something for more than a cost
[11:17] That smile, my father, would, gentlemen
[11:19] Please consider our request
[11:20] We would appreciate it
[11:25] Thanks Dick, by the way
[11:28] Which I haven't talked about each other's speech
[11:31] No idea what is going to say
[11:34] Yes that you're leading
[11:37] He probably do not go in a like
[11:41] But i have this, good evening
[11:46] My council
[11:49] Friends
[11:51] Most definitely
[11:54] Once your all-to-knower there
[11:58] Respect your positions up there
[12:01] And i'd like this
[12:03] Or not fun
[12:05] Certainly, now I'm from me
[12:07] and im all that's didn't really match her
[12:10] Up there a few years ago
[12:12] We had it many times as well
[12:14] It is not very funny to sit back there either
[12:17] So we're thought of mine
[12:20] I also have some comments
[12:23] That hope for the betterment
[12:26] If you think they would be better heard
[12:28] If i would draw author Jay Gallagher
[12:32] From all of the items in item 16
[12:39] Or in essence we're drawing from
[12:45] The brokerage
[12:47] Competition
[12:53] Can you send your attention over to me, I'll do a wonderful job
[12:56] You did
[12:58] And if they have some great improvements here
[12:59] Then obviously i listen to you
[13:05] Decision
[13:08] And I call no listening to your decision
[13:11] Reflected upon it after a day or so
[13:14] and i'm very disappointed
[13:16] Obviously, i don't like the ways
[13:18] You all look right
[13:20] If there is new business either
[13:24] It hurts
[13:26] As local businessman
[13:28] It stings
[13:31] And i'm not about it
[13:33] I don't know what to say
[13:35] But then, do you want me
[13:39] To believe that the process is flawed
[13:42] Believe taking a month or more
[13:45] The listening of seven presentations
[13:48] How could we expect anyone
[13:51] Remember? What was said
[13:52] And the first one or two presentations
[13:56] We have to be in this second one
[13:59] So i think even in reviewing some of your comments
[14:07] It looked like that you felt
[14:10] That way as well, I'm going put it towards you
[14:12] Not just look about where after i read the comments
[14:15] Believe its okay
[14:17] To a question process
[14:19] I think that our country was built on the premise
[14:23] It's okay to question in a process
[14:26] Believe it will work
[14:30] And at first i wasn't sure
[14:33] Because, unbelievable
[14:38] You know?
[14:41] We had several people with the same last name
[14:44] That helped me
[14:45] And i wanted to be with it
[14:48] Because
[14:50] Not because we had a chance of winning
[14:53] But I didn't believe that is important for future
[14:57] My name was business owners
[14:59] We try and fix this process
[15:02] It's flawed
[15:05] Well, great people in my mind
[15:07] Talk about these a lot
[15:09] Many times talk
[15:11] About very positive things
[15:12] About growing in the city
[15:15] We have really good hours of sleep
[15:17] I'm lucky enough to be built
[15:19] It's a cool place
[15:21] To live and i want it
[15:23] And even cooler places
[15:25] For my kids, new kid
[15:27] In regards
[15:29] To go on
[15:33] So we're asking you
[15:37] Every effort
[15:38] We have a lot of work
[15:42] To be able to do this
[15:45] For those who save our community
[15:49] I've shown me sincerely hope
[15:52] And what we expect that i am
[15:54] The next time, like the first time
[15:57] Before you ask about something much more positive
[16:01] Like it's great, bond issue
[16:03] Or something else
[16:05] Thank You
[16:06] Do you have any questions or other words?
[16:12] We can't
[16:14] I could address those issues when the agenda item comes out
[16:18] Thank You
[16:22] If we had a question, it's good that
[16:25] That might be of staff if they don´t need to go
[16:29] Thanks for your attention
[16:31] Thank YOU
[16:34] Any other public input comments
[16:38] I have a number of fours
[16:42] The staff is recommending
[16:45] Originally items five through ten
[16:47] But i think there was
[16:50] A correction on item nine
[16:53] So staff are recommending items
[16:57] Five six seven eight and 10
[16:59] And then we'll just deal with 9 separate
[17:02] For the consent agenda
[17:04] We will go to the first one
[17:06] Alright
[17:09] And in item nine, it will just a correction
[17:11] It is approved contract with levy town for concert
[17:14] At the coalman theater and that
[17:17] The location of those has changed to buffalo rank as senos
[17:21] With this act correct
[17:23] Approved contract
[17:25] For council
[17:27] Concerts buffalo rank as senoron march third
[17:29] To be held in conjunction
[17:31] The anniversaries of the operation
[17:34] Motion approved, most approve and a second
[17:37] Well, call please?
[17:40] Western
[17:44] Okay that takes an eye on 11
[17:46] Approved feeway
[17:48] Resolution for contract with open on
[17:51] A pet professionals
[17:53] For a rental civic center gym
[17:57] To be paid for the young adult show
[18:00] And for the ladies come in and talk to you about this
[18:03] My name is Gary Forbes, I'm a president of the Colman pet professionals
[18:07] We've been here several years
[18:11] In we'd like stay in Miami because it's close together surrounding states
[18:16] There are many people coming from Kansas
[18:19] In Missouri & Arkansas
[18:22] Times were pretty tough on us
[18:25] We rode on the finances to pay
[18:31] One of these for building
[18:34] And how many years would this make now that we have
[18:37] The event has been held here at the Civic Center
[18:40] Here recall
[18:42] This is started before
[18:44] I think it will be a lot more
[18:48] Last year, when we get ready
[18:51] Another building over by the turn bike gate
[18:54] One of the Indian buildings
[18:57] For commodity distributed and parking is horrible
[19:02] And do you know why we didn't get into a last year's environment
[19:08] What I was told, they were going to tell us about it
[19:12] We paid or started over
[19:15] Yeah
[19:17] They're still researching
[19:19] But let me take one because
[19:21] We've got to be proved with the taxpayer dollars
[19:24] I do remember now that there were several events
[19:28] That we're deferred as a result of it
[19:32] David under public purpose part
[19:36] Of the agenda
[19:39] Or objectives
[19:41] Tell me about what all those are
[19:45] It's an annual major
[19:46] For we give it 5 scholarships of a year
[19:51] Different number of prizes
[19:54] And then they're going to commit the tax care
[19:57] It's educational for all pedonyrs, operators
[20:03] A lot in estate, site and museum
[20:07] Or required
[20:09] To get so many hours of education over here
[20:12] And that's part of what we do
[20:16] So it provides knowledge for our citizens, what is far more
[20:22] It's free to the public
[20:25] We're trying get a better and safer people over here
[20:28] In addition around about being responsible
[20:32] Put on animal control mayor
[20:34] Both in positive and negative consequences
[20:37] I think
[20:40] The only concern i would have, sir
[20:42] I'll speak for myself first, is the cleaning deposit
[20:47] We don't have a problem put into it
[20:50] Great
[20:53] I mean we've always cleaned and not had
[20:56] And i expect to be that way again
[20:59] Or just trying make sure
[21:01] Observe they're precise on everything those deposits
[21:04] So, I'm understanding
[21:08] Any other questions
[21:11] I'm not a mayor
[21:13] Make the most sure approved, we have a second
[21:16] Roll call please
[21:18] Johnson
[21:22] Okay
[21:24] Thank you very much
[21:26] The deposit
[21:32] I am proud of proofy resolution and contract
[21:35] With your mind, i thought it boosted your club for
[21:38] For their annual poor port dinner
[21:40] Mr. Strack
[21:42] Yes sir
[21:44] Good evening
[21:47] Just wanted to get our
[21:52] Way of approval
[21:54] The way for resolution and contract
[21:57] My wife, my wife
[21:59] Head softball coach had baseball coach here at
[22:02] I just got hired on this year
[22:04] This is a fundraiser we do
[22:07] For our programs
[22:09] I both high school middle-school
[22:12] You can program to help finance
[22:15] To get resources we need in order
[22:19] Give our student athletes the best possible
[22:22] Chance went on field as well
[22:25] Become positive members of
[22:28] Our society here
[22:30] Basically, were one two
[22:33] Way for the
[22:35] Reddle of the Senate
[22:38] The Senate and the Bank of England
[22:40] Worked directly with steep line on this
[22:42] They have done it for
[22:44] I believe when we had our meeting
[22:47] With student athletes
[22:49] Other day nine years
[22:52] Last year was a first-year that they did do
[22:54] Had to new baseball coach last
[22:57] Year, my wife
[22:59] He just given birth to her son
[23:01] A bit of a skill went back to school in January
[23:05] So didn't have the time
[23:09] I guess, time constraints
[23:12] To set that up last year
[23:15] Last year they just did hold it
[23:17] Sadly both
[23:19] The baseball and softball program
[23:21] Suffered by
[23:23] Losing about
[23:25] 3500
[23:27] The 500 dollar deposit and issue
[23:30] It's like a week
[23:32] You can get it right back
[23:34] No, if that is
[23:37] That an issue we cannot handle
[23:40] Motion or third version
[23:43] Motion to answer
[23:45] Johnson
[23:47] Four-star
[23:49] Good to go
[23:51] Thank you. I am 13
[23:55] For bond presentation
[23:56] Dr James
[23:59] Welcome to James is getting up and ready
[24:01] To make his presentation
[24:03] Could I ask that we quickly go back
[24:06] Back-to-Hide of 10
[24:08] It's gone
[24:11] Back & forth
[24:13] And it just texted a man
[24:15] She could not do it
[24:17] But, but
[24:19] Is at the cold end
[24:21] Okay
[24:23] Has been buffalo run
[24:24] Sorry, but
[24:26] I'm just going about
[24:28] Warrowsing two hours ago
[24:32] We know we're right now
[24:34] You have a number of amin
[24:38] So this is being as much third
[24:41] Do you want to
[24:43] I mean quickly amend it or
[24:45] Or can deal with that at the next meeting
[24:47] The contract actually says that
[24:51] Yeah so contracts okay
[24:54] So I'm going to amend the motion on
[24:58] Item number nine
[25:00] To read
[25:03] Go call
[25:05] You should
[25:09] Wester
[25:11] Okay
[25:13] The key factor
[25:15] There's been moved around
[25:17] That is where it confuses coming
[25:20] But this was correct for
[25:22] Mr. James
[25:24] Thank you for being here
[25:26] Welcome
[25:30] We have with us
[25:34] This is Donny Lone, our board president
[25:37] Mr. Malsnarsel Walder

[25:43] Good
[25:45] Thanks again for allowing me
[25:47] To come to the council
[25:49] Thank you
[25:51] Of our school district, a new bond proposal
[25:54] As are bonded to last time failed
[25:57] We listened most important thing
[25:59] And we have made revisions as needed
[26:01] To cut cost is much
[26:03] As much possible while still accomplishing
[26:05] Our main goal which
[26:07] Is safe and secure schools
[26:09] Positive learning environments for staff
[26:12] Much of the funds will go
[26:14] To make sure that the funding is available
[26:17] By creating entrances which will send guests into
[26:19] The offices before entering
[26:21] Building the accessing children
[26:24] Security monitoring equipment
[26:26] We'll be updated
[26:28] Instead of a pitch street for high school
[26:31] Like we wanted, we're doing
[26:33] A flat redo
[26:38] Flet
[26:41] All and as well, track locker rooms at the high school
[26:46] And connecting our main building to
[26:48] The Mac
[26:50] Aswell is in the tech centre so that students do not leave
[26:53] In close space
[26:55] At any time during day
[26:58] We'll also have its roof redone
[27:01] We will closed
[27:03] To be able
[27:05] To go outside for security reasons
[27:07] They're filled with house
[27:10] The building is in the city
[27:13] We'll still be
[27:15] Building across
[27:17] Atmicals
[27:19] Campus and it will update
[27:22] In and rework
[27:25] With new showers
[27:28] As well as
[27:31] Lockers
[27:32] We'll be gaining ADA
[27:35] Restrooms and administrative areas
[27:38] So that they can see also to people coming in the building
[27:41] We're seeing Washington
[27:43] In a row about three of our elementary schools
[27:45] We will gain secured entrances as I've said
[27:48] Connecting outside doors
[27:50] To come into offices
[27:52] Rootdale must have extra classroom space
[27:54] As well as Nichols
[27:57] We need extra spaces
[27:58] As the upper elementary Nichols also need a highly functioning
[28:03] Media centre which it really does not have at this point
[28:06] That will be added to front of their building in that
[28:08] You shape and very
[28:10] Facing south
[28:12] The paved
[28:15] There'll probably pay being parking lots there
[28:18] And I pick up drop-off area
[28:23] So all these things
[28:27] We'll be done on a budget
[28:30] The bond issue is set at 3.6 million
[28:33] And we will only increase your yearly
[28:36] Will state tax by mere 7.53
[28:39] Much lower than me had tried in the past
[28:41] Knowing you're not getting that pie and sky
[28:44] But,
[28:46] If You are going to take tax
[28:49] My amount of home
[28:50] Is around $400 a year
[28:53] It will increase by only 30
[28:55] For the entire year
[28:57] That's about 2.50 cents a month
[29:00] The fortune at once
[29:02] He is full of state tax that up behind
[29:04] About 1,000 dollars
[29:06] Increase to 75
[29:08] Or less than 6
[29:12] That'll be coming
[29:14] We've got all information on being here in
[29:16] He and the street seem to get
[29:19] And let everybody know what we will be doing with that 3.6 million
[29:22] Dollars
[29:24] The vote schedule for
[29:26] About 4,5
[29:28] So April 5
[29:30] We've got a couple of months
[29:32] Between now
[29:34] Where would this citizen
[29:36] Get information on our website
[29:38] Of course we will be having
[29:41] Rectures with the company that
[29:43] We contract
[29:45] With it does all of our
[29:47] Bonding capacity
[29:50] Just like last time
[29:52] They ate at last
[29:54] We'll get information
[29:56] If you would like a meeting
[29:58] As to come and present any
[30:00] With information, have flyers
[30:02] To hand out
[30:04] As you get
[30:08] I'm a column diagrams, pictures
[30:11] What ever gets
[30:13] If we would like to come back at some point
[30:17] We'd give closer and present that again
[30:21] Or welcome me
[30:23] Thank You, Mr.
[30:25] Look it's your calendar
[30:27] Think about the time
[30:30] That might make them those cents
[30:32] We want to be supportive of the community
[30:37] And we know this is important
[30:40] Thank you very much, you know
[30:42] Schools are a really
[30:44] Important part about our community
[30:47] Only what's best for kids
[30:50] Okay anything else if not
[30:54] If thank You Very Much
[30:56] I'm 13
[30:58] Approved
[31:01] Mayors recommendation
[31:02] Mayors fire January 2nd of 19
[31:06] We have a motion to approve
[31:09] My nominee of Joe Deodol
[31:12] Marks forward
[31:17] I'm 15
[31:20] Resolution authorizing the transfer
[31:22] First weapon and charge
[31:24] To catch and fill up by
[31:26] Do his retirement with a Miami police department
[31:28] Put her in contract
[31:29] That is a union mayor of KSIV
[31:32] For contract when they were tired
[31:35] They're working there, they are doing badge
[31:38] Filmed in 25 years
[31:41] He was going to be here at 9-2420
[31:45] He retired from right work with the R9A post department
[31:48] So he couldn't make it tonight
[31:50] But that's what I want you to sign up
[31:53] He was a great officer
[31:56] You were also friends with him on Facebook
[31:59] We hope he could be here tonight
[32:02] In the future we're going to try and get them
[32:04] Here's what they can say
[32:06] Thank you for your time
[32:08] I'm glad thankyou
[32:11] Motion to approve my second
[32:14] Well, Johnston, question
[32:17] Four stars
[32:18] All right
[32:20] I am 16 discussion of recommendation
[32:22] Health insurance committee
[32:24] Thank you
[32:30] Good evening
[32:32] We're glad to be here
[32:34] To talk about hiring and employment
[32:36] This is a process that started over three years ago
[32:39] So it's been in lot
[32:41] A long time, we've got this morning thinking
[32:44] It finally came into its culmination
[32:46] And get the opportunity all
[32:48] So the City of Malm has had this same third party administrator
[32:55] Four 15-plus years benefit management out
[32:58] Of John one
[33:00] Our HLL record is being a bond for couch and loosen
[33:02] Also, we have about 300 covered lives
[33:08] That in Guarnar Health Plan
[33:10] And that includes our employees
[33:13] Retirees
[33:17] I hope we like it said for three-plus years
[33:20] Even before being came discussing what this means
[33:24] With the implementation of The Affordable Health Care Act
[33:27] What can be waning down on us
[33:29] And i don't know how else to put
[33:32] It is a whole bunch
[33:34] Of regulations and compliance
[33:36] About all those days
[33:38] even though, We have Cindy
[33:40] Being a worker who was our HR manager
[33:42] In her benefits coordinator
[33:43] She's a very technical field
[33:48] And we knew that We needed some assistance
[33:51] But I'm going to make sure
[33:53] That is the same way for 15 years
[33:57] Plus, she has something about us
[34:00] To explore our options
[34:03] With the rising cost of health care
[34:05] We have to do something proactive
[34:08] To make sure that we are managing those costs
[34:11] And also on the flip side of
[34:14] That, what you want get our employees
[34:16] The best benefits can for WhatWe Can afford
[34:19] So it happened as this in a long journey
[34:21] A child leadership team decided
[34:23] To move forward with an employee benefit broker
[34:26] In one year health insurance broker
[34:28] Employee benefits brokers
[34:30] One more work we're talking about
[34:31] We're going to help us with lots of different benefits
[34:35] That we offer our employees
[34:38] We sell off PR out in June 2014
[34:43] And i want a thing that question clean
[34:45] Because, the head was starting her team learning HR
[34:48] She's done some extensive work on this process
[34:50] Also it has been really appreciated
[34:51] We got several responses from seven brokers
[34:56] Those workers were in AP and she knew her son and associates
[34:59] The ministers, author J Gallagher company, locked him
[35:03] the insurance center
[35:05] One blood benefit group, a bone for couch and a Wilson
[35:09] Employee benefits broker community which consisted of municipal finance manager
[35:13] Lindsay Schnauck & Berg
[35:15] Sitting on a drinking cartoff
[35:17] Myself as HR director
[35:18] HR manager and benefits coordinator
[35:21] Cindy being over in the we appreciated
[35:24] Councilwoman Morgensen also serving with this same community
[35:28] We are called on each broker
[35:30] And allowed them to do a presentation
[35:32] To committee, lower not at
[35:34] The same amount of time for their presentations
[35:36] This is a career from September 3rd December 2015
[35:41] It was one bit lengthy process
[35:43] Part that would be due
[35:44] One broker that had a healthy shoe
[35:47] And it has asked for three weeks extension before they could do their presentation and we allowed
[35:52] But what we thought is each committee member doing
[35:55] Each of those presentations
[35:57] Had an notes summary sheet with the 10 criteria
[36:01] That were considering
[36:03] So as we run along in this process,
[36:05] Each of us documented our notes from most presentations
[36:10] At culmination above them
[36:11] One way to about three-to four weeks
[36:14] And none of us discussed it with each other
[36:17] In we scored, based on those criteria
[36:20] There was a scoring system that
[36:22] We had set up and then came back together
[36:24] To determine what our final recommendation is going
[36:27] The committee unanimously decided
[36:29] To recommend NFP machine or Hedelson in associates
[36:32] They were the decision involved five people
[36:35] On their community they scored
[36:36] The highest
[36:38] And that is our recommendation to you this evening
[36:41] For approval as are employee benefit broker
[36:45] One of the major contributing factors with them
[36:47] Was a experience they have
[36:49] With municipal accounts
[36:51] They had over 35 in Oklahoma
[36:54] Also we did check references
[36:56] We didn't know Check all
[36:58] Of those references from everyone
[37:00] But at least two-to four
[37:03] From each other seven brokers
[37:04] And from those references
[37:09] That helped us also derive some of our decision
[37:13] If the recommendation and this is a discussion item
[37:16] But whatever they decide to hire
[37:20] The process would be asking me
[37:23] To give you authority to negotiate
[37:25] A contract which we will begin working on immediately
[37:28] As soon as that's completed
[37:30] We can bring it back
[37:31] The contract will be a two-year-old model
[37:34] With the first year having to have a renewal clause in it
[37:38] In 2 years, this city of London level once again
[37:40] Go through work or evaluation process
[37:42] To determine what best options are for their City
[37:45] We look consistently every ten
[37:48] Years go Through This Process Moving forward
[37:50] So that we can make sure That
[37:52] Week keep out with Whatthe Cities needs Are
[37:56] I've told Deanness Before
[37:57] I think this is one of the biggest decisions
[38:00] That we make as a Charter
[38:02] And then say that because
[38:04] It has so much
[38:06] A blendy
[38:08] Give him The Immology
[38:10] When i have a cold, if it's a heart attack
[38:13] If you're hiring benefits specialist
[38:17] Let us help to explain what we need on compliance side
[38:22] And also what they did down into our data
[38:26] Laydown All of their options
[38:28] So that we can make the best decision weekend for What We Can afford
[38:33] That's really only half an 15 years in a month
[38:37] I just want to say i appreciate all of them
[38:40] But certainly on The Committee
[38:42] They'll take it very seriously
[38:45] This is important decision
[38:48] So i'm not reading, speak to that
[38:51] Actually Kim
[38:53] What we've always tried To point out is That there were five people on this group looking at it
[38:57] We are all 5 Engels and how he did
[38:59] And so I think you're going
[39:02] You know what's up
[39:05] Any questions?
[39:07] A lot of packet was
[39:09] I told Dean a KL2O
[39:12] It has been visual aid.
[39:14] I mean, somebody that i have won a list for the last year
[39:18] So it means any questions about anything
[39:22] That you're one and nine for me
[39:25] Well if there's a question
[39:27] Very curious About how
[39:31] Our plan is going to evolve
[39:35] Self-funded versus non self funded
[39:39] And we'll be looking For some guidance
[39:40] Another two very different paths
[39:44] And in the past
[39:47] I always believed that self funded was
[39:51] Was it a better city's best to enter
[39:54] But i believe It has been
[39:57] With all of The walls and changes these days if they still is or not
[40:02] Right,
[40:03] We have some convincing that it's still not in your best interest
[40:08] One of the positives is That with a CIA we were granted to be because
[40:12] Were self funded
[40:14] But what I'm doing here Is hiring a professional To lay out all over options
[40:19] So, now i can't legitimately tell you whether
[40:23] It was just a waste or not Because
[40:25] But yeah, it's going to be Interesting To see what the options are
[40:31] And we all discussed that
[40:33] You know when you don't go self-funded
[40:36] If i give up a little bit of control and That is A difficult thing
[40:39] In real our plan
[40:41] We managed It well.
[40:43] I've had couple Of Refereers but thats
[40:46] So kind LAY OUT What will happen over The next several months
[40:55] Because if decisions can make by July 1
[40:58] We have to be in place by July 1
[41:02] And we start our July one
[41:06] That's only really 4 months
[41:10] You know, 45 minutes
[41:12] Even if when you don't make some kind of A significant change
[41:16] that being Whether In RTPLA or network
[41:19] In July we still have the option that We can do it in January
[41:24] So, one of those periods But One Of The Things
[41:28] Re-asked NFP and they feel strongly They Can Get us to Where
[41:32] And be by July 1
[41:36] So instantly Once
[41:38] It's a contract is approved
[41:41] Let me start giving them data for Lots
[41:42] Of Years and Digging Down Pretty Quickly
[41:45] They've indicated Within About Six Weeks
[41:48] Think they Can Have Something Back To Us
[41:57] I want to make a comment And all of you about One City that
[42:01] In Fee has in That's Mescogi
[42:04] Had A lot of conversations with the HR Director
[42:06] In Mescogi, their plan was Actually The Negative
[42:09] Has Never had an Insurance Broker
[42:11] That was Kind of Similar to What We Are Now
[42:14] In a Young Half, They're Now To Me Into The Good
[42:19] And they've had significant savings By Going With Blue Cross and Blue Shield
[42:23] But the comment that she made It Mean Was
[42:27] I Feel strongly Not Worked For Us
[42:30] but NFP is going Back How You And Much Know what Works for you
[42:34] Think we'll kind Of Tip The Hat
[42:35] For The Community was Just That They Have So Much
[42:38] Municipal Experience
[42:40] Doing the City's Exactly Like Us
[42:44] Cities that are Larger Talsa
[42:49] Came Of Your References You Said Two To Four
[42:53] Were they All Minus Palettes or Some of Their Referances Other Than
[42:58] Minus Palette?
[43:01] Was Most Of What The References Are Given
[43:03] I Know The Private Second References Actually Have Just Come In
[43:07] in the Last Week
[43:09] As For Us Employee's They Were All Pretty Poisoned
[43:12] Some Roger.
[43:16] Some Roger?
[43:18] Some Significantly Smaller
[43:21] And NFP Has Glove That Was A Positive Reference for Them
[43:26] Unless they Are Pretty Moors, So We Had Positive Referances
[43:29] That Was A Number Two In The Scoring
[43:31] And the Scoring Sheets Are In
[43:33] Packet and Gallagher Head Positive References Also
[43:35] But Ultimately When We Looked All Of
[43:37] Teng Criteria
[43:40] Namelessly, we Just felt Like This was
[43:42] Best Option ForThe City of My Emma
[43:47] So I'm Stasped Made It Work
[43:50] Remindation that Falls Us To Accept
[43:53] The Reclamation or Directing To Go A Different
[43:56] I'm Supposedly As This Agenda
[44:00] To Be Listed For Discussion Only
[44:03] Because There Are Several Hundred Pages Here
[44:06] Want to Make Sure That Any Council Member
[44:09] One At More Time
[44:12] Two Review The Information Had That Time
[44:17] So, Well Say With At least Rich
[44:25] On behalf of Gallagher
[44:27] In The Claim That He I Love There With Draw
[44:31] And he's A Drain Out
[44:33] Exactly Had To Take that
[44:36] Think the Issue Is Important
[44:41] We Could Do It, Don't Know What You Can Do
[44:44] Any Where One But If Its Tax Pair Dollars
[44:47] So if we Got At Last Year
[44:49] So I Don't Want Us To Take A Long Time
[44:53] And Councilman ForSTERS Going to Be Out Of The Country
[44:57] At Our Next Regular Meeting
[45:01] What i Would Like
[45:03] Is Have a Meeting Next Tuesday
[45:07] Which We Will Make A Decision
[45:10] That's My Recommendation
[45:15] Does Anybody Wanna Do Anything Differently Than that?

[45:42] Is There a Time That's By The Plot
[45:45] Or For Everybody Typically
[45:51] You Put Me On The Sponsor
[45:54] What Is That?
[45:56] Not Just My Back On Comment
[45:58] In I Respect Courage Over It Very Much
[46:01] A Like Courage
[46:04] When He Said Its Was Floored
[46:07] i Don't Know What he Means By That
[46:10] Always l Can Tell you Us Five Being Together
[46:13] it was very, on the Up and Up
[46:15] There's a Very Service And We Took It Serious
[46:17] And The Money Met By the Word Floored
[46:20] My Interpretation That It Was At Just Any Time You Have
[46:24] A Lengthy Lgged
[46:28] Can To Be What Length He Means But a Lengthy Lgged
[46:32] In Between We Get Some Information
[46:35] Make A Decision On it
[46:38] Thats NotThe Ideal
[46:41] That Is It Mean The Decision Was
[46:46] Impacted Thats A Gnaficking
[46:49] Brian and Two Star Works For Me
[46:51] Soccer 9-6
[46:53] That's Eight of All Basketball
[46:56] So Five of Plots Used To LH
[46:59] If You Would Post That Please
