[00:00] I did it last point for you, I would call the order of the minus special utility authority board meeting for December 13, 2021 and with two live invocation by Pastor First United Methodist Church, Miss Susan Rice.
[00:27] Will this pick to you?
[00:28] Yes.
[00:29] Okay.
[00:30] Great.
[00:31] Great.
[00:32] Gracious God.
[00:33] We thank you for the opportunity to serve and to serve our community and we ask that you would bless this meeting that we have today.
[00:42] May we hear each other as we listen to the business and as we move forward,
[00:50] we bring a consensus as submission, one to another and exchange of ideas and opinions and we thank you,
[00:58] God, for your presence in Jesus' name.
[01:00] Amen.
[01:01] Amen.
[01:02] I'd like to lead us to the flag of the United States of America and to the Republic for which it stands.
[01:10] One nation under God, and to it's will deliver to you and justice for our all.
[01:16] For the Republic of Empower on Skate of Personal Parenthesis, five consent agenda staff recommends we approve, I am six and seven.
[01:31] So, my.
[01:37] Like.
[01:39] Don't go.
[01:41] Davis.
[01:42] All right.
[01:43] Estep.
[01:44] Stunberg.
[01:46] Parker.
[01:48] Hey.
[01:49] You did a strike in claim and David Stracht from Maine for the RDA Re licensing.
[01:54] The mayor members of the Council of this is a claim for the two legal invoices that we receive.
[02:02] These were discussed in our last executive session in pretty good detail.
[02:07] As we knew that they were going to be fairly substantial.
[02:12] Again, these were discussed in significant work had been done over the month of October, which is what is represented in these invoices,
[02:22] which was things such as the review of the hydrologic and hydraulic study.
[02:28] The review of the initial study report from GRDA.
[02:33] The preparation of questions for the initial study report that occurred on October 12th and 13th.
[02:42] The negotiation mayer that that you and I both were aware of and involved in regarding the meet and hunt operations manual.
[02:49] Ultimately resulting in a furt protective order, which was in the city's favor and protects the city greatly and receiving that operations model.
[03:00] And then also preparing written comments to the initial study report, which again is extremely important for the city.
[03:07] As this is really our only opportunity to weigh in on the study that's being done for the re-licensing of Pensacola Dam, which ultimately gerda is requesting to raise the leg level by two feet in extend the license for 50 years.
[03:25] Both of those things could have substantial impact on our community and citizens.
[03:30] So it's important that we review that properly and provide all of our written comments.
[03:36] 2GRDA and 2 FERC.
[03:39] It reverses that.
[03:44] The happy answer to any questions anybody has.
[03:46] Is this on page 16 of the packet?
[04:02] Nothing at all.
[04:04] Yes.
[04:06] And so the total is 90,000 and 28 dollars.
[04:09] Correct.
[04:15] And this is not to, this is to help us with understanding the effects that this re-licensing would have on our area.
[04:27] Yes.
[04:28] That would be the bulk of the work done on this particular invoice was for the re-licensing.
[04:33] Which is.
[04:35] But down for us to understand how the impact of their re-licensing process is going to be, right?
[04:41] Yes.
[04:42] Okay.
[05:02] Any other questions for both?
[05:03] We'll make a motion that we approve.
[05:06] Second.
[05:09] He said.
[05:12] Davis.
[05:14] Don't call.
[05:17] Semberg.
[05:18] Dan.
[05:20] Marker.
[05:22] Nine.
[05:23] Except.
[05:24] And a war bid for six and a nine-day infrastructure extension bid.
[05:27] C21-56.
[05:28] Put contract contingent upon approval.
[05:31] Contracts documents.
[05:32] And approve city manager.
[05:33] Or is it doesn't need to sign.
[05:35] Notice.
[05:36] Proceed.
[05:37] It's recommended.
[05:38] Plus that.
[05:39] Give me.
[05:40] Maybe.
[05:41] We open the bill.
[05:42] Thursday.
[05:43] For the sixty-nine days.
[05:44] St. Shakespeare.
[05:45] Project.
[05:46] That three better.
[05:47] Turn in.
[05:48] We'll be at.
[05:50] Circle B.
[05:51] For.
[05:52] For.
[05:53] For.
[05:54] For.
[05:59] For.
[06:00] For.
[06:01] For.
[06:02] For.
[06:00] is about 10,000 feet of height, so two miles of sewer.
[06:05] Lestation, generator set, 20, 7 feet in the ground, some places, so we're in the rock.
[06:13] That's a rare report.
[06:15] A lot of stuff in it, so that's part of the price tag.
[06:18] But when we started this project three years ago,
[06:23] we were kind of in the three million range and then pipes on that.
[06:27] And last year, with Resonance, we built pretty good with the number.
[06:34] You know, much about the circle beam.
[06:37] They had some pretty good reference stuff in their packet.
[06:40] It does work in the unit.
[06:43] They've done a ton of gas work.
[06:45] They own six-year-olds, so they own all of their equipment.
[06:50] So I think the only steps they had is like fingers.
[06:53] So I was kind of excited to see that.
[06:56] So you said that pretty good references to the contact of references.
[07:04] We had it, so like I said, we opened bits Thursday afternoon.
[07:08] And we got everything turned in for the packet Thursday evening.
[07:13] So we had to get Council today, since we're running up.
[07:16] We're running out of council meetings.
[07:18] Is there a couple of...
[07:21] Did you call it competitive competitors?
[07:24] And they said, yeah, they've been around for a long time.
[07:27] I mean, they kind of...
[07:28] This is what they do.
[07:29] They do a lot of silver work because of what they specialize in.
[07:32] We didn't have a couple of draw.
[07:34] Because circle beam was dating.
[07:36] They've been around forever.
[07:38] So that's very numbers.
[07:40] So the concerns I have that hopefully don't have this job that we had with one.
[07:46] We've got currently going...
[07:48] Are they going to do proper blocking of streets?
[07:51] This one's out, you know, I feel...
[07:53] This one's out, you know, I feel this one.
[07:54] This one's out.
[07:55] I don't have an inspector because it is federal money.
[07:56] I don't have an inspector outside.
[07:58] No offense off the holes that they leave.
[08:01] Okay.
[08:03] This is the part of...
[08:05] We had to open up our resources in order to learn.
[08:08] We got for $4.00 and this is taking money out of that.
[08:11] This is one of the projects we had to set aside for it.
[08:20] It's worth voting on is to approve this to go before a community to be approved.
[08:25] Yes, so once we approve it then, we'll send it to open our resources.
[08:28] Indeed.
[08:29] So they can see that we've approved it.
[08:31] So that I can approve all the paperwork on there.
[08:33] And we're trying to get everything approved because...
[08:35] You know, this contractor wants to let his vendors know that.
[08:38] I've been awarded this bid so they can get their stuff locked in
[08:41] because prices are fluctuating.
[08:42] So when is it projected to start date on this?
[08:46] He was thinking that we were in March.
[08:48] When are they to start date on materials?
[08:50] What is the projected timeline?
[08:53] We haven't talked about, I mean...
[08:55] You know, as far as the link at the time I came around.
[08:57] The contract days are two hundred and seven.
[09:02] This is being built to actually be everything more as a trash.
[09:15] You have any concerns with them and try to start being quarter of a million dollars
[09:26] as far as they miss something.
[09:29] We actually have all of them as a team.
[09:31] As a member, they were good with their number and they were still fine with it.
[09:38] I mean, he, he, he, Joe, he used to, I wish I was a little bit closer.
[09:42] You know, you're in the business too.
[09:44] You don't want to, I believe that much money on the table.
[09:46] A lot of money he left there.
[09:47] Yeah.
[09:48] But, you know.
[09:49] What is the funding for this project come from?
[09:52] Is it federal funded?
[09:53] Yeah.
[09:54] It's the ultimate water resources board.
[09:55] So they have a, they have a drinking water division in a clean order.
[09:59] This is kind of the clean water division in the funding.
[10:04] So when do we start paying the spec?
[10:07] We pay a back of the money spent.
[10:09] So it has the money for a year, a year, a year.
[10:13] Yeah.
[10:14] And we don't pay interest on it until we start spending it.
[10:17] And they've been very good about.
[10:19] They got some extra money from the feds.
[10:21] And so they wait to live on their thousand off the principle.
[10:24] So there any time they get three money that they can help us out.
[10:36] So the questions I have.
[10:37] So how do you feel about your answers?
[10:43] Do you want your water?
[10:44] Yeah.
[10:45] I talked Tyler earlier today too.
[10:46] Thank you.
[10:48] Thank you.
[10:49] I'll show you the crew.
[10:52] I'll second.
[10:53] Sunberg.
[10:57] Parker.
[10:59] Davis.
[11:01] Nice to meet you all.
[11:02] Thank you all.
[11:03] Thank you.
[11:04] Thank you all.
[11:05] Thank you all.
[11:06] Thank you.
[11:17] Nice to meet you.
[11:18] 10 staff reports.
[11:22] So moved.
[11:23] Second.
[11:25] He stepped on.
[11:26] So cool.
[11:27] Sunberg.
