[02:33] And it says that we feel very comfortable with their numbers that they provide us.
[02:38] And they estimate what revenue would have of the rates.
[02:42] Which is very important for the budget season.
[02:46] The last time the Council enacted rates.
[02:49] Well, actually the last time they went into effect.

[02:54] At an increased April 21.
[02:56] More waste when it was October 20.
[03:00] months that the last time in the sanitation was January of 19th, and many of these other
[03:07] non-rights hadn't been looked at for a year or two years, something like that, and many
[03:14] of them.
[03:15] When did you say electric was in point on well?
[03:17] The last time, the increased curve was April 21, so I just didn't know what to do.
[03:25] So when they when Tiger brought the race to the results to the council, there was a plan
[03:32] for the World of the Family of the Women's Revolution for the 10 years.
[03:36] The council acted on a portion of that.
[03:41] So now that things have changed dramatically since COVID, now we're looking at it as of today.
[03:46] So long ago was the last one of these.
[03:49] Well, what electric was?
[03:51] It's in the BA 2017-19.
[03:54] So do we feel like our rates are out of line with everyone else?

[05:05] And then other electric water, wastewater, and sanitation was done some time before the electric water and wastewater.
[05:14] But it was a larger plan than what was accepted by the council.
[05:18] We were able to see the old one that the council accepted.

[06:08] all in agreement on what's going on, why we're doing it, and why it was before, and when
[06:12] it was agreed on, and before we.
[06:14] So this is for the state.
[06:16] And then we have to bring the ordinance to you to actually increase the rate.

[06:22] That's why we're requesting, we do a completely new study to ensure that our numbers are
[06:27] accurate, which will then, that would, the outcome of this would be going to play in,
[06:31] and then we would discuss with the council before any of the rates of anything that
[06:35] it is.
[06:36] So it sounds like maybe the last time this was brought up, when you said you did a portion
[06:41] of it, it feels like maybe that looks like that, this time too, maybe we just did our
[06:46] electric increase, we just did our, you mentioned a couple of different increases we did.
[06:52] Is it that they felt the same way then, so they, the electric was like, they presented
[06:57] it on the electric, and they just went, we had a much of progress we wanted to do on the electric
[07:00] side, the new sub-stations, stuff like that, they voted right then to do the rating increases
[07:05] for the next five years.
[07:06] The water was a little more steep water, it's a little more steep, because we had a lot, I mean,
[07:09] obviously, our infrastructure on what I was doing very, very well.
[07:12] I guess my question was, how long ago was the rate steady down?
[07:16] The contract was in 2016 and executed over 17 and 18, when it was put in place.
[07:23] And then they actually performed a 10-year study, but the council really approved the first five
[07:29] years of the plan, and after reviewing the plan and talking with many others we think it's
[07:35] worth doing another study, because enough has changed, our infrastructure has changed, our
[07:39] project needs have changed, and that's what's taken into consideration whenever they do
[07:44] the study is what our total cost is, what our cost to purchase the electric, and what our
[07:49] cost is to deliver the electric throughout the city, and in any infrastructure upgrades we do,
[07:54] and they have to create and set rates to project what our needs will be so that we don't over
[08:00] recover or under recover.
[08:03] So it's kind of like an actual study, an actual rate would do for insurance, you've got to figure
[08:08] out exactly what your expenses are going to be, and then project out what you're going to recover
[08:13] in rates, and then try to hit that bullseye out so that we recover appropriately to
[08:18] cover our cost, but not over.
[08:21] It's a pretty scientific rate study, they did a really good job, and the last one I've read at
[08:26] multiple times, and that's what we're looking to repeat here to make sure that we all understand
[08:32] the numbers and you need changes in that.
[08:35] And I'm thinking that's kind of what I was asking it, we could see the previous rate study.
