02:54Yes sir
02:57Okay
02:58All right
03:01Second
03:05Okay
03:07All right
03:10Item 18, resolution supporting february 3rd housing consideration for a text credit award
03:15For a new affordable housing which is up to 20 single family dwellings
03:19Located on infill lots within the original town side of city in Miami
03:23And after 24 years with In The Harvest time tabernacle building
03:27For Opaloma, affordable housing partners LLC
03:32I think we talked a little bit about this
03:34Our last meeting of last year
03:36Yes it was on our December 8th meeting
03:38We actually talk to better than Great Lake
03:40Tonight what Tammy Creason is going
03:43To be doing
03:45Basically showing how the general concept has now been formalized into
03:49The resolution and will be presented
03:51And again our recommendation is still very much to approve of
03:56We think it's right in line with
03:58Our comprehensive plan and what has identified for both historical
04:02Housing redevelopment
04:04I'd like point out that some you might have seen an article on K.O.M last night
04:09About the number
04:11They can homes we haven't my animal
04:13A lot
04:15This a steel item
04:17It draws
04:18A lot of attention to people when you look at Facebook post and things like this
04:23It's such a good step forward
04:26To see somebody coming in
04:29Starting developing new housing on our town
04:32Is there a presentation relating
04:34On the mitten Tammy, I'm going
04:36Going into an important quick presentation
04:38So Tammy be sure about what infill lots are
04:41Probably well but just make sure he touched all that
04:44Absolutely thankyou guys so much
04:45I didn't kind of shorten this up from the last presentation that we had
04:50But, but
04:52The project basically consists two components all
04:54Of which are going to be in
04:56In
04:58So our headquarters base is gonna
05:00Be
05:02Tabbinacol
05:04Which has a historic mining
05:06Stange building
05:09We've submitted
05:11To
05:15Workplace on the National Register
05:18We've kind of worked with our comprehensive plan
05:21And we're calling this project root 66 landing
05:24Trying to embody that downtown spirit
05:27So,
05:29The historic building which will be 24 apartments
05:32These two seniors
05:35In
05:37Downtown area
05:39We've got a community space
05:42I'm going to show you in just a minute
05:45And then the second component of that is
05:47To meet
05:49The greatest demographic and need
05:51As, with city
05:53On these infill lots
05:55In do new single family homes
05:57So there are three bedroom
06:00Two bathrooms
06:02Two carcass
06:06A lot of character and kind
06:08To have that historic appearance to them
06:10So all the lots are going
06:12And we've got a list
06:14Of
06:16That downtown historical building
06:18We're working with
06:20The county owned
06:22Worked this
06:24To identify those
06:26Upto 20
06:28As what were asking for
06:30After an allocation
06:32If
06:33We're working with
06:35On a walk
06:37To identify
06:41Exactly what those 20 are
06:43Right now the ones in your packet
06:45Or all city owned county own lots
06:47That had blinded housing on it
06:49It was torn down
06:51Whether this is otherwise owned
06:53I'll quickly show you
06:56And just second
06:58On
06:59We've got some of these laws being owned by the county
07:02David and I have had a
07:04Discussion with Commissioner girls
07:06And we will
07:08Have to work
07:10With The County Commission that has happened in
07:12In
07:14To us they are more than happy
07:16Transfer
07:18For those projects or happy
07:21That
07:23Some details
07:25We have a lot of
07:29The
07:31So the idea would be
07:34Will submit our application to
07:36Oh, which is local home housing
07:38That competes
07:40Of in next couple months with projects
07:42Throughout
07:44The state including your other
07:47Our
07:48Early indications on what those
07:51Ranking and Scorings are
07:53And as soon we have some early identification
07:55We can start working
07:57On a lot of the specific details
07:59But
08:01The single family home
08:04To our three bedroom homes
08:06Two bath
08:08This storm building
08:10We've got
08:12A library kind of a formal area
08:15To be worked with some
08:17The downtown organizations to do kind
08:20Museums and pictures
08:22Different things
08:24In that main entry for you
08:26Sticking
08:28We've got a shopahawar core
08:30With community tables in space
08:32And all the spaces
08:36Offices, everything
08:38As communities
08:39And then the fours two through five
08:42All
08:44Me or each other
08:46In our combination of one and 2 bedroom apartment
08:48The majority are in
08:50Two bedrooms
08:52There's 22 bedroom
08:54On a beach
08:56Of those
08:58And we talked about it
09:00All these will have their modern finishes
09:02We're working to revitalize that
09:04We want to put these houses in small groups
09:09And the nominations on some of
09:11These streets that you guys are working
09:13To clean up your life
09:15You start raising out the standards
09:17Compliance and code enforcement
09:19Creating around what this standard going forward
09:22So we're really excited about
09:24That opportunity
09:26It could be a part
09:30Most
09:32As an impact
09:33Our individual lots and their info
09:36But one
09:38We talked about a little bit in the office
09:40And we want to create that visual
09:42Momentum
09:44In downtown
09:47So, with my partner at the office
09:50It's here tonight
09:53At Dean
09:56And so
09:58We had some great conversations
09:59And some of them are working
10:02We used to make the greatest impact
10:05The one thing that I think everybody can compromise
10:08Through those meetings
10:10Everybody was happy with this
10:13This is a city owned vacant lot
10:16It's unpaid
10:18Its contiguous two existing parking lots
10:21So, it would be
10:23The back side of chapters
10:25There were parking lots overflow
10:27In downtown
10:29That was included in the city owned lot
10:31It's included with a package
10:33And so that would give us four houses
10:35Right-knorrow
10:37You're creating kind of visual impact
10:39What is seen or it will be
10:41Kindred created to get into
10:43Housing and Time to the Downtown retail
10:46So here we are
10:49Everybody, there were lots
10:51This could have been
10:54The sort building
10:55It's a little bit of a kind
10:58A couple of people
11:00And you can see these are all in half of my
11:03You know, two or three here
11:05Two and one there
11:07So just spreading those out
11:09Anywhere we could get
11:12We think that created to make us momentum
11:15But then the downtown
11:17To be able
11:21That would come into your company
11:23There is a special initial list
11:27Of what those locations would be
11:29But up to 20 homes
11:31I think this actually represents 18 homes
11:33but just kind of that initial plan
11:38In Glender, none other these are fly areas
11:45Sure.
11:47So obviously we'd have
11:50To build up
11:52Yes
11:54As long as you're too young
11:56And Glenn and when he talked about 30D
11:59It's a part of 30d
12:00And it's just that they will have to
12:03Compatible
12:05Yeah, I got to be a checkable
12:07That could mean yeah
12:09We talked about this
12:12We did not go through the road
12:14So
12:16To tell us what you guys want
12:19Last time my very enthusiasm
12:21Could we took up
12:23A lot of your times
12:25Or didn't do anything
12:27But its been
12:28Meeting with downtown
12:31We have some extremely enthusiastic business
12:34And we're really excited about the opportunity to be a part of that
12:37Just do it everything
12:39Can make this as competitive as possible
12:41So, you can get some momentum
12:43You know on your face too and see what
12:45See What
12:47Do something
12:49Anything
12:51Any questions?
12:53I kind
12:54According to our comprehensive plan
12:57To start getting this type of development
12:59And a central business district
13:01Again, I've worked with programs like
13:03This and the past
13:05They're real thing if we get
13:07The approval
13:09With tax credits
13:11If you mean lot
13:13Good things for downtown my end
13:15There may be help
13:17We will come back
13:19About essentially committing public property
13:23To what at first glance may appear to be a private use
13:26But the law of economic development
13:29As it's been developed in The Oklahoma Courts
13:33It makes this possible
13:35Provided that certain conditions are met
13:38And I will certainly make sure
13:40Those conditions are met
13:42Explaining back
13:44When time comes
13:45Okay, so
13:49We have a resolution specifically the past
13:52Just don't need to be hard copy
13:54Reducer
13:57The part of that one in your path
13:59It will impact the government
14:01So with our knowledge of questions
14:03I would entertain emotion
14:05To approve the resolutions
14:08According to favorable tax consideration
14:12Make motion
14:14All right
14:16Thank you
14:17I have a night team discussing
14:20Disposition of county and city surface
14:22Direct properties
14:24All start on this one if i could
14:26And that's why
14:28Don't think the thing is to be long discussion
14:31Since we don t had full council here tonight
14:33But it s something
14:35We just wanted
14:37To bring up since
14:39We've finished this
14:41I want to thank Christo
14:43Because she has done
14:44And we are the county has
14:47That could potentially be developed
14:49Now some cannot
14:51Be develop there very much in a flood way you can t rebuild
14:53But, but
14:55We have number i think just today
14:58Just to day
15:00We went over about 60 lots
15:02That it coudn't actually be redeveloped
15:04Again working with
15:06The County summer city lawns
15:08What would like
15:10To eventually do and work with Christo
15:12And it is that some of these lots
15:15We like to have programs much
15:17Much liked you just approve
15:19That we might do on a smaller scale
15:21If i had developed this
15:24It may be one or two
15:26To give them incentives and try
15:28Get the board back up again
15:31So if anybody s watching tonight
15:33Seeing they were working with us
15:36One entity on this
15:38And then fill as has been identified by the
15:41Compland
15:43We can start bringing our housing
15:45Housing inventory back up again
15:47It s going to be one step at a time
15:49But we just wanted
15:51To let you know and have
15:53A discussion maybe it
15:55Atlatertime in
15:57A lot greater detail about what
15:59What i think is
16:01You t are doing tonight
16:02Is to just start having that discussion
16:05We re trying
16:08To get this ship turned around as i was quoted last night
16:11Not a whole lot more
16:14Again, the snow book
16:17I hate calling it a snow book
16:20It s one of those huge three ring binders
16:22With over 60 tabs
16:24Document
16:26What we understand
16:28Of all
16:29We have been on our own properties
16:32And we ve
16:34We've been slowly and gradually evaluating all of them
16:37To determine for example may or
16:40For the floodplains status
16:45Those are separately charter
16:48They still
16:50Have use in redevelopment
16:53In a city of mind, some floodplain
16:56Plain property is maybe available
16:58In a city of mind, some floodplain property
17:01With regard to the
17:04We call it the non-flood plain properties
17:07As is
17:09As a City manager mentioned in this morning
17:12We had a meeting this evening
17:15And went through over 60
17:18Of those
17:20Met with
17:23And others, to simply look at visual displays
17:27Of each one of these properties
17:29To determine their size
17:31Their status
17:33What we knew about it in terms
17:35In addition
17:37To help develop recommendations
17:40To bring back the council
17:43For purposes a future communication with
17:45The county commissioners and the dean said
17:48We spoke with Commission and Russell Orals
17:50And again, should the council decide
17:54To accept
17:57Request and accept
17:59Some are all of these lots from
18:01The county. Yes there is a legal mechanism to do that
18:06There's so many options
18:08You can go
18:10They're maybe instances in which
18:12That best utilization
18:14Of certain properties may simply be for
18:16For the neighbors
18:17In county to most of the properties
18:20There may be available for additional
18:24Construction. If structures that
18:26Maybe are able
18:28To remodel or renovated, you will
18:31Be in position
18:34And different
18:36We're still developing the packages
18:39For the public and say,
18:41To go into
18:43The public and say,
18:44To do that,
18:46If you're able to
18:49Be in the interest of
18:51The community and the community
18:54We want
18:56To be an opposition
18:58A very steady pace
19:01And even if root 66
19:04Landing is successful
19:06There could
19:09Be a face-tooth
19:10We identified numerous lots
19:13That are essentially vacant
19:15Lots right now owned by the county
19:17Which could be conveyed to
19:19The city which it appears
19:21To us, can we build on?
19:24Well
19:26For me as a company and
19:28To control our destiny, to go forward
19:31Making informed decisions
19:34And not just have hazard
19:36Decisions. It's what that
19:38At times done
19:41We're not going to be
19:44To make it clear
19:46If there's no
19:48I'm involved on that
19:51Just really information
19:54From an informational standpoint
19:56And also
20:00To introduce this concept, the city attorney
20:03Just indicated
20:05Every lot is gonna have its own story
20:07And we're going to be a
20:10We hope that there will have other people
20:12That would do with this as well
20:14It could
20:16To communicate
20:19About where those lots are located
20:21I think one of the things
20:24Probably social media probably working
20:27Our local media, stories about them
20:30The article was on KOM last night
20:33They can host a great way
20:35We also are working on those solutions
20:38Can we get a map somewhere
20:40There if you have to go, reflect
20:43On the website
20:45Okay
20:49Thank You
20:51I'm 20 is contract for purchase of real property
20:54A 200-E speed J tunnel, being that has your name
20:56Yes
20:58Well again this
21:00Another project in relationship
21:03To control our own destiny
21:04To work with the trustee
21:07That owns that gopitch of property
21:09And we have come to a very quickly
21:12We came
21:14Recommendation for you about real estate purchase
21:16It's $65,000
21:18For this property
21:20I believe
21:23The trustee has accepted
21:25We currently
21:27Check chestnut working on the title
21:28And doing the basic title
21:31I think trustee wants to have everything
21:34Data about January 11
21:36From their point of view they are working on that
21:39Also in your packet we did
21:42We give you a review
21:44Of this one environmental
21:46A lot questions
21:48Other things
21:50But nothing was surprised
21:52In fact what
21:54We have a lot of money
21:58That's what we are going to do
22:01And this property
22:03Once it is demolished, could be reused
22:05So once you get the whole thing
22:08Obviously working with ODQ
22:11To give into brownfields program
22:14To take them down
22:16A number things that
22:18Possibly this is long-term planning
22:22But probably a great location for
22:24A new fire station or community
22:26We could redevelop
22:28Part of it into private development
22:31If we want to through the brownfields program
22:33It has been cost effective
22:35To buy that and take
22:37So I think at
22:39This point, if you will give me permission
22:42That
22:43And get this in our inventory
22:46The purchase price of 65,000
22:50Then they will be some associated closing costs
22:53There would so the original proposal
22:55Was that you gave me permission up to 70
22:58So I have about 5 000
23:00That is what it takes care
23:02It's sort
23:04Of a standard allocation
23:07It has been a very
23:09Standard real estate transaction
23:12It has been a very low amount of money
23:15So I will give you one person
23:18That is standard for
23:20We have an heavily gotten down
23:23Okay, so all we need to do
23:25A motion two at the contract
23:27Yes
23:29I'll make that Motion 2
23:31Second
23:33I'm sorry
23:35Well, hello
23:37Thank You
23:38I am 21 new business
23:41No, not on this agenda
23:44Okay staff reports are in your packet
23:46If there is no questions we will move onto mayor and council
23:49All right one question
23:51And Tyler probably knows coming
23:54Going out to bed
23:58That's a joke question
24:00that has been a joke
24:02Yeah
24:04This figure point
24:08Yes, it was my morning
24:09Okay
24:11To open the end
24:13So we got a few questions
24:16We want this to be
24:19Last time, I opened it on this one
24:21Turn up
24:23Councilman Johnson was going about win
24:27Asked every week
24:29I mean in those cries
24:31Yeah, what is Monday again
24:33The project team
24:36There's a number of people still
24:38We wrap up everything Monday and get out of this
