[00:00] It's terrible.
[00:01] That's a man.
[00:02] That's a man.
[00:04] That's a man.
[00:05] That's a man.
[00:07] He said he was trying to set it.
[00:09] Just get out of the way and get a ditch.
[00:12] I've rolled my ankle this way and oh my gosh, I bet he must have really.
[00:17] Okay.
[00:18] We are done.
[00:19] All the way.
[00:20] My name is City Council.
[00:21] I'm getting for a day's day and time.
[00:22] I don't do this.
[00:23] I'll put on schedule personal appearances.
[00:25] Anyone wish to address the council?
[00:27] I don't know.
[00:29] I don't know.
[00:30] Is it a day agenda?
[00:31] It claims here, okay?
[00:32] Okay.
[00:33] Look.
[00:34] So staff is recommending that on four through nine for the consent agenda.
[00:39] We take it quick to look at those and if there are no questions on any of them.
[00:43] I don't know whether the other time I'm supposed to approve.
[00:45] If there's no further discussion I'll make folks approve.
[01:07] Okay.
[01:08] I'll set that.
[01:09] Roll call please.
[01:10] What's the new side?
[01:11] Should.
[01:12] All right.
[01:13] And here's the release of the lines on 10-12 L North West, Christian.
[01:18] Hi.
[01:19] We've demoed a house in 2016 at 10-12 L North West, and it came up to about $6,000, including all the fees that are tied to it.
[01:32] The city has abated the property a couple of times during that time period.
[01:37] We've approached by the next door neighbor, the gentleman that was here, and he had worked with the property owner,
[01:45] that if he was interested in purchasing the property, we would make it part of, or obtaining the property like he better to say, to make it make his yard larger.
[01:59] And the property, the person that owns 10-12 L South, L North West, agreed to meet the property over to Mr. White.
[02:11] If the city leads on the property, which is told he was just about $6,000.
[02:20] That includes a couple of abatements.
[02:22] A couple of abatements in the demo of a house.
[02:25] So the benefit to us is hopefully no more abatements.
[02:31] You don't have to continue to demo it and keep it until it goes back to the county.
[02:38] And are we charging the owner of that home to those?
[02:43] No, what happens in these cases is when we demo property, we invoice the owner, and then got six months to pay for that car.
[02:55] That cost if they don't pay it and we put a loan on the property, and that's what.
[03:00] has happened in this case, but so that honors, which is not responsible for anything.
[03:07] He's responsible for what he refuses to take responsibility and then they all, in the
[03:13] alternative, he said, I'll give you this. I'll give this to my neighbor, if you'll, and
[03:17] the neighbor says, I'll take it if you'll release the link. So that's what your action
[03:22] is, it's released in the link.
[03:24] Do you know if that's affected by the benzene and is it in the class action lawsuit?
[03:30] No, I don't know. I don't know. I think he goes back that far, but
[03:36] does everybody's joined up?
[03:40] Right. Mr. Lake is, he actually has two different utility
[03:48] accounts. He's got one in his house and one over the garage.
[03:51] Was that three single lots altogether?
[03:56] I don't know.
[03:57] No, it's just two.
[03:58] So you just need a motion, Mayor?
[04:06] Yes, please.
[04:07] Motion approved.
[04:11] I'll set up.
[04:12] Okay.
[04:13] All right.
[04:14] Question.
[04:16] Question.
[04:17] Question.
[04:19] Question.
[04:20] When you do your budgeting each year, four demos, are you budgeting in that number at
[04:27] the end of the year?
[04:37] Okay.
[04:39] So basically, and most of the time, you don't get the money back on properties that we get
[04:45] up because of such.
[04:48] So this was part of the 50 or whatever the number was.
[04:51] It was spent that year.
[04:52] Had you got it back?
[04:53] You just had one.
[04:54] I just can't believe the owner of that property can just do nothing.
[05:01] That is what the state statute provides.
[05:04] And so because of exactly what you're thinking, I'm going to look at,
[05:10] modify the state statute to allow us to have civil recourse
[05:15] that it's the owner individually.
[05:18] I mean, we're how six thousand dollars.
[05:22] And I mean, we saw this a lot.
[05:24] The thing about this.
[05:25] The neighbor's benefiting from everything like this property owners.
[05:28] This is a repeated pattern.
[05:31] Or the city is continuing to, to demo is going to be the properties.
[05:39] And we don't get that when we back.
[05:42] Usually the property.
[05:43] This is a good thing.
[05:44] Except we're not getting the money back, but it's a good thing.
[05:47] Because the property's going to go to someone and they're going to maintain it.
[05:52] The city or the county have it to maintain it.
[05:55] You know, it might be interesting.
[06:00] It may be a work study for Christy, you did to do the presentation that you did for the meeting last week.
[06:06] Christy Hall of Meeting, called pace, property, help me with that.
[06:12] And they invited landlords and realtors, me, by the course of wanting to come, primarily it was landlords and realtors.
[06:20] It wasn't typically, the landlords that were present weren't typically the ones that have these kinds of problems.
[06:27] That's who we'd like to get there.
[06:29] But it was very informative and it was at that meeting that Ben made reference to the fact that they were going to try to find a way for us to go after these individuals similarly because of these frustrations.
[06:43] So anyway, it might be a good idea to do an update at our next work session.
[06:49] At the end of the month, sure.
[06:51] Yeah, because that was a really informative presentation, informative and angering.
[06:57] But not a Christian.
[07:01] That was your knee.
[07:03] Christy's part of the solution.
[07:05] Okay.
[07:07] So, yes, thank you.
[07:09] Item 11 is ordinance.
[07:11] And this is dealing with the pan-hall.
[07:13] I mean, I want you to talk about it as you're wondering.
[07:17] I would like to just recommend we table this item.
[07:21] There's not any time urgency on it.
[07:23] But it is changing the law.
[07:25] It would be something that people could be fine for.
[07:28] And based on that, I think all five of you should be part of that decision.
[07:32] Thank you, process.
[07:33] So we're just recommending it be table to the next agenda.
[07:37] Any concerns?
[07:39] Okay.
[07:40] So item 11 be table.
[07:42] Item 12 is ordinance.
[07:45] So item nine.
[07:46] So item dial Seven two Somebody.
[07:47] Eight.
[07:48] Item nine.
[07:49] 19 then.
[07:51] Item nine.
[07:53] Item news.
[07:54] So.
[07:55] I think we just did the S-U.A
[08:00] is correct and because it is an ordinance.
[08:02] In part of the same council.
[08:04] Option.
[08:07] Cuck CH.
[08:09] Additional questions on that issue.
[08:12] With not making motion to approve item 12, which is ordinance 29.
[08:16] I'll second it.
[08:17] Roll call, please.
[08:18] Shope.
[08:19] All right.
[08:20] Lewis, I question.
[08:21] All right.
[08:22] And out of 13 is a similar item to the issue, a item for a warning of credit card processing.
[08:28] I'll make a motion to approve that.
[08:30] Second roll call, please.
[08:32] Shope.
[08:33] And.
[08:34] Lester.
[08:35] Lewis, I.
[08:36] 14 is other new business.
[08:39] 15 is Stanford towards returning your packet.
[08:41] And they're available if you have questions.
[08:45] 16 is a very Council community announcements.
[08:48] And announcements.
[08:49] 16 is City Manager Communications.
[08:52] Dean.
[08:53] Just one last thing to add.
[08:54] I understand through Tyler and Sean that we will be getting.
[08:59] Oh, daughter.
[09:00] approval this week for Main Street. So we will get that project started. As soon as we get that
[09:05] finding approval and we'll have another street corner.
[09:11] I'll block it at the time.
[09:15] I'm going to turn it away somehow.
[09:17] All right. How about the splash pad?
[09:19] I mean, I mean, I just want to have a party.
[09:23] I don't have the splash.
[09:25] Can I make the rain quite a little epic on your skin?
[09:29] Kevin is at a ballgame with his kids.
[09:32] I think I have not heard that there's been any problems.
[09:35] I think concrete state and care of now.
[09:37] I think doing some water testing.
[09:40] I think by the time we have it all finished,
[09:43] it's going to be a little too cold for me.
[09:45] Should we ready for next time?
[09:46] Okay.
[09:47] I'm 14 and nothing wrong.
[09:52] Out of 18 is adjourned.
[09:54] We have most two adjourned.
[09:55] Looks adjourned.
[09:56] And a second please.
[10:01] I'll second that local.
[10:03] Western local.
[10:04] Right.
[10:05] So.
