[00:07] Look at the call to the order, the regular meeting of the Miami City Council for the day, the day, and time.
[00:15] I didn't do this public income at unscheduled personal garages and only on it, it's pushed to address the council on any of the agenda items.
[00:22] They're being non-ident.
[00:25] Excuse me, that was okay.
[00:27] I don't have three as a consent agenda, staff is recommending items four through nine for the consent agenda.
[00:33] If you take a quick look at those, we have no questions.
[00:38] Okay, the motion to approve.
[00:42] Okay, that's the very vision of the order map.
[00:44] Is that just based on the fact that we had access to it?
[00:46] Correct. Okay.
[00:47] We need to address the order maps to bring in the new prom case, but I have to say the city.
[00:53] So there's no further discussion.
[00:55] I'll make much to prove.
[00:56] Second.
[00:58] Will a prom, please?
[00:59] Winston.
[01:00] Aye.
[01:01] Work it.
[01:02] We will.
[01:03] Aye.
[01:04] Aye.
[01:05] Aye.
[01:06] I took those two item.
[01:09] Order taken to Tim.
[01:12] Item 10 is displayed.
[01:14] Proposed items of circles and all draws items to be offered.
[01:17] The public sale price to high.
[01:19] All right.
[01:21] Getting into your tools.
[01:22] And so we have a lot of items that we've been proposed for circles.
[01:28] We've got a lot of apartments.
[01:29] We've kind of been collecting those things.
[01:31] Or right now.
[01:33] It'd be the goals.
[01:35] It's a piece of infrastructure that are no longer even repairable.
[01:45] So some of this.
[01:46] We are asking to surplus to put in a online option.
[01:51] Some of these things we want to surplus so that we can just take them on to the scrap
[01:57] them for the value of the scrap.
[01:59] And tell them, right.
[02:02] And on the part is, we have two kinds of scrap.
[02:04] We have things that are just obviously trash that just go off to the pile and we'll take
[02:10] them on.
[02:11] But then we have things that have, like, an identifying number of cereal
[02:16] is maybe as most of it's coming from like wastewater treatment.
[02:20] Where there's things like big valves, 24 inch valves that have no value.
[02:27] It can't happen with air.
[02:28] So we're asking the scrap stuff.
[02:32] And do we, we don't do any sort of public option.
[02:34] Have we had it in several years?
[02:36] You don't plan on doing what?
[02:37] We're not.
[02:38] Randy did the last one.
[02:39] They usually do those every two years.
[02:41] But we're trying to use this gut deals opportunity for people to just a baby.
[02:46] And on my option, like eBay, we do publicize it so that the local people learn
[02:53] and the other ways to pay and get the word out to people can't participate.
[03:00] because it's such a cost savings to us, because it's very expensive to do an oxygen
[03:06] urion, paying all their people and handling money, much, much more valuable asset
[03:16] as it goes to you.
[03:17] So, this will be our first big test of a big amount.
[03:22] So are we required to do the notices in the paper, and so we do the public notice whatever
[03:30] is necessary.
[03:33] I noticed there are several bicycles on here.
[03:35] Now, are these bicycles that have been recovered that are presumed to be stolen?
[03:40] They are the majority of them are now property, obviously most of them are junk, we have
[03:47] them for quite some time, and it's been a long time ago, but I had a bicycle, and the
[04:00] police department actually had a tag that they connected to there that would identify that
[04:05] as being your property in case it was taken.
[04:09] So, if I had a bicycle now, it was missing how would it have to be identified by some sort
[04:15] of marking, or what we think about?
[04:21] We've had some bicycles in our neighborhood that have been taken, and I don't know if it's just
[04:26] an honor system that can come down, and you happen to have it in your inventory, or do
[04:33] you have to have some sort of marking numbers.
[04:35] I'll ever identify if it's a amount of property or not to real pick you on bikes, because we
[04:46] have a massive bus, we've tried to bicycle registration the aid of that over the year,
[04:54] we've been a couple of different things, and most of them were just found property that nobody
[05:02] claims.
[05:03] More often than not, it's stolen by, because you can be abandoned by whoever steals it, and
[05:07] so we find them everywhere, all of them are bound.
[05:11] 10-its of my question.
[05:13] And people have plenty of time that we can come to it.
[05:17] I absolutely love being here.
[05:19] Here's what we've had.
[05:22] And we quite from so long, we have no place to go.
[05:27] Is this the same side we could all of our kitchen stuff on?
[05:30] Yes.
[05:34] And we get pretty well.
[05:35] The beautiful thing is that the people have to come and get it, and it's on them, because
[05:45] we're lost to have to ship it.
[05:47] So you just understand, you're still a sail, and you're right on it.
[05:52] We're getting more questions.
[06:00] Do we have a motion to provide intent to clearing the closed items of the surplus?
[06:06] I will make that next.
[06:08] Second.
[06:09] Second.
[06:10] We just tell you one more thing, and that's that the department is looking at this overall list.
[06:16] And so I know the tractor that's on there is going to come off.
[06:21] And that's okay.
[06:22] We can remove it from the surplus and bring it back to our inventory that it's going to go to the park.
[06:28] So just so you know there might be some days pulled from this list before we actually option them.
[06:36] Right now we have it heading to the separate you first through the tent.
[06:41] Okay.
[06:42] Roller always.
[06:43] Lewis.
[06:45] Western.
[06:46] Forester.
[06:47] Fork it.
[06:48] I'm 11.
[06:49] There's nomination of council member.
[06:51] Remember to serve as mayor of protest and poor.
[06:54] Brian, of course, has served as mayor of protest.
[06:57] Up until.
[07:00] Last month.
[07:01] The way the charter is written is when you were terminal office in your.
[07:07] Occupational occupying of that seat as mayor of protest.
[07:12] Also automatically in.
[07:14] So you.
[07:15] So I have to nominate someone else.
[07:16] I've asked Brian if he would be willing to serve in that capacity again.
[07:20] And he is agreed to do so.
[07:22] So I am offering him as my nomination.
[07:25] Looks to prove.
[07:26] Second.
[07:27] Second.
[07:28] We'll call please.
[07:29] Western.
[07:30] Ork it.
[07:31] Lewis.
[07:32] I don't vote.
[07:33] I don't vote.
[07:34] And I don't.
[07:35] Brian.
[07:37] Can.
[07:38] Oh, yeah.
[07:39] Absolutely.
[07:46] All right.
[07:48] Thank you, Brian.
[07:49] Thank you.
[07:50] I'm.
[07:51] I'm.
[07:52] Yes.
[07:54] I don't.
[07:55] I'm.
[07:56] I'm too.
[07:57] I'm.
[07:59] Besides I.
[08:01] I don't.
[08:02] I'm.
[08:12] Be D.
[08:16] It's good to not.
[08:17] Bess.
[08:18] I'm grow.
[08:20] I mean.
[08:22] changes, or any forecast changes, so everything status quo.
[08:26] Do you let me ask you, and I know the budget amendments
[08:30] 400 consent agenda was one of those budget amendments
[08:34] include the amendment for the legal fees.
[08:40] Yes. So we've already approved that.
[08:42] We've already approved that. We've already approved that.
[08:44] We just approved that as the budget amendment. This means not correct.
[08:48] And so in this budget contemplates that.
[08:52] It does not only contemplates that approval, but it also
[08:56] modifies the payment back to the rainy day funded extent.
[09:00] it by about another 18 months because we fully intend to have that money go back into the rainy day fund.
[09:06] Does anybody have any additional questions that they want to ask about the budget?
[09:13] I think staff would have a pretty thorough job of giving us the big overview and we've had the information for a couple of weeks now to look at it in the most specifically for any questions.
[09:25] I think he was brought up the last time we had this about maybe a presentation from Mades to see what our money is funding there.
[09:35] I'd be willing to listen to that again.
[09:39] I don't know when that could be set up.
[09:41] And I talked to Steve on Monday and told him that we want him to do that sometime this month and he said, just let him know when.
[09:49] And also spoke with Dean actually just before this meeting.
[09:52] We don't actually fund that until July one.
[09:55] I mean, we would be approving it in this budget.
[09:57] But we wouldn't be riding checks until July one, which would be after.
[10:01] And as a reminder, that money is in the budget and then it's their choice if they ask for it then it's.
[10:08] It's voted on to be released as that correct.
[10:11] Well, Mades is no longer what I'm going to consider an outside organization because they don't.
[10:15] You guys have a whole separate contract for them.
[10:18] And the outside works have a specific contract.
[10:22] Okay.
[10:23] It's really kind of template.
[10:24] I mean, you say contract for all those organizations and Mades is no longer in that group.
[10:29] So you guys have a separate contract that you'd probably need to put it.
[10:33] I think that's basically is not an automatic payment.
[10:37] We are July one.
[10:38] We do not automatically run a check.
[10:42] So if we want to have that presentation before that's done, we certainly could pull off on that.
[10:48] Okay.
[10:49] Now, we do have on top of that, though, we do have a stipend for them for their utilities as well.
[10:56] A 16,000, which this year it actually covered all of their utilities.
[11:00] I think they came in at about, but we have one more month left.
[11:03] We're probably coming in at about $14,000.
[11:06] So we're probably saved about that.
[11:08] So anyway, it's not, we don't consider them automatic.
[11:12] And I know that you want to be talking to Steve about that.
[11:16] That's not the process.
[11:17] So I think our thought is, let's try to get that done before July one.
[11:21] I remember currently, last year, I was split.
[11:26] And they needed the money up.
[11:28] I mean, I thought it was really quick.
[11:32] I think it was.
[11:33] I think it was $25,000.
[11:35] It's like $25.
[11:36] Yeah, right.
[11:37] That's right.
[11:38] I think that's right.
[11:40] I was right in and there.
[11:41] There was some cash.
[11:42] There was some cash flow.
[11:43] There was some relationship.
[11:44] The utilities.
[11:45] Yeah.
[11:46] We're not in that situation.
[11:50] No, we're not.
[11:51] And I didn't schedule a bang with him.
[11:52] He asked, he said, I'll do it this month.
[11:54] You just tell me, when.
[11:55] And so, growing, I just needed to know something else.
[11:58] I would like to.
[12:00] Just point out very quickly at that meeting we talked about our study session this month in our last schedule meeting this month
[12:07] Is the day after Memorial day and I got the distinct impression for everybody that you did not want to meet the day after Memorial day
[12:14] So we could we could have Steve on our next agenda on June 4th if you'd like
[12:19] It's good for ring. Yeah, that's good. I will not be your tune for it. Yeah, I'm the desk. I'm okay with that. I can go talk to him
[12:27] Okay, they said we'll tell you we plan all that
[12:36] Any other questions on anything so then we're looking for approval in jail
[12:52] That will be the June 4th meeting as well
[12:58] Okay, I'm 13 is other new business and you business anyone
[13:07] 14 staff reports and your packet
[13:10] Stacks available for any question. I mean
[13:12] Mayor and household radio announcements. How Dean's gonna power the fire start. So I don't have any things and may I also have anything
[13:25] 16 city manager communication. Well, obviously the current flooding is the thing that's taken a lot of our time the last couple of days
[13:33] You know, and I'm getting into the details the first thing I want to do is just thank all of our staff
[13:37] There are a lot of people here that we're here till three or four in the morning. Thank goodness
[13:41] We did not have any tornatic activities or anything on that line
[13:44] So it's just really been flooding and water that we've been experiencing right now. Most of the flooding that we've experienced is called flashletting
[13:52] Space clear results of heavy rains. We've had over six inches of rain over the last 24 hour period
[14:00] It's in a day to our roads. We had a number of them that we've had to close off
[14:04] I don't know why people think that it's okay to drive around Barricade, but they don't and some people might find out that they're gonna get a ticket
[14:11] We've had too many swift water rescues right now
[14:15] We already have some structures in
[14:18] Water because of this, but the good news is that originally and we have been putting on social media with the media as much as possible
[14:26] We had an estimate that the
[14:28] crest of this was going to be at 1 a.m. on Thursday at
[14:34] About 26.8. I believe I don't know if I forget whether with the point was but it would have been one of the
[14:40] Third highest
[14:42] Recorded floods for the Niocial River
[14:46] 51 and 07 being the only two that were higher than this
[14:50] We have been
[14:52] Working on the adaptive storm management program. We had our first call this morning
[14:58] The mayor was very much
[15:00] on that, we made it very clear that we were concerned about the releases and they had increased
[15:05] the releases at Pensacola down from about the spring, about 45,000 cubic feet per second,
[15:12] to what they announced were going to be by 4,95,000 cubic feet per second and actually right
[15:19] now they're talking about the discharges from Pensacola are over 100,000 cubic feet per second.
[15:26] So that's a pretty robust relief that our release that's taking place right now.
[15:32] It really, they look at the flood pools so we really aren't sure how long that release
[15:36] is going to take place, but they're trying to keep that flood pool going.
[15:40] That and a combination of the fact that the rain in the basin was not as high as what
[15:45] the National Weather Service anticipated, that they're currently looking at the crest being
[15:51] Thursday afternoon at about 23.8, so it's significantly less than it will still be flooding.
[15:58] I don't think anybody should think that we're out in the clear yet, there's still
[16:02] be rows that will be covered, there may be some buildings that will be in the water, but not as bad
[16:08] as what we were originally anticipating, we're very happy about that.
[16:12] We're keeping our EOC or emergency operations center, basically staffed and open as we are.
[16:18] The next few days are still our potentials for a storm to come through, probably not as happy
[16:23] as what we just had, but yet more water in a very saturated basin that we're having to deal with
[16:32] at this point.
[16:34] So I'll tell you, I think we're wrapping up this day feeling pretty good, there's still a lot
[16:39] of work that's going to have to be done, there's still some people are going to have some flood
[16:42] losses, but not nearly as bad as we anticipated, and we also feel that our messaging about
[16:48] the issues that we have related to Grand Lake, related to the Grand Lake populations, related
[16:53] to the real licensing of Grand Lake, the expenses that we were just, I was just asked about
[16:59] in a relationship to the budget, that potentially was paying off, but we have to keep at it very
[17:04] much.
[17:05] I've said it many times, this is something that hurts my Emma, and there are solutions that people
[17:14] would understand what those solutions would be.
[17:17] So that's where we're at at this point.
[17:20] We've got contractors down here from Texas, they're at the Conno-Lodge, and that was here
[17:24] that called, and he just texted me and said they're telling 48 hours to get out of the motel,
[17:29] so they're expecting to be flooded.
[17:32] And we do, that's even at 23, we think there could be, there'll be water over Steve Holmes, that's
[17:40] correct.
[17:43] 87 by mother actually worked there at one of the Conno-Lodge, and I remember there was water
[17:49] almost up to the railroad tracks, so you're predicting it.
[17:54] We're still predicting that, we've made contacts with property owners, we're trying to...
[18:00] can continue to work with them. So, but it might be a situation of maybe a foot of water instead of
[18:05] five feet of water. I believe the swimming pool got hit too. We also pumped out there and
[18:13] our municipal pool. Yes, I was going to mention that. The big pool we have removed the
[18:17] pumps and taken those out. It's right at the fringe and probably it will get into the pool.
[18:23] We don't anticipate it being open more of that. Fortunately.
[18:26] It's a very dangerous sandbag room. I don't know if we didn't have enough sandbags that's
[18:34] a million gallon reservoir. I just hate to have three inches to make the difference. I mean maybe
[18:44] two feet. It's right at the cusp right now. I mean, I didn't get a chance to go out and I drove by,
[18:51] but it's right at the edge. I don't want to add anything on the pool.
[18:58] The water doesn't come over the sides. It comes up to the drags.
[19:04] So, that's what we get a lot of water. It feels like it will. We stripped it. We put the out and everything.
[19:15] Everything. Everything is out. So, we will prepare it for a pot of water. That's the thing about how the
[19:22] thing is about it. So, if 86 was the benchmark we were telling people that should go by at 266
[19:39] is 93 of the intervention water. There's some information that we can give out at 90 meters. We'll try to
[19:46] work on that because we just got the information about it. Just a few minutes before this meeting. So that's
[19:52] fairly new to us. We really haven't put it down. I do think the idea of how we put photos of the 86
[19:58] would had some very good responses on that because we could show these interactive maps all day long,
[20:04] but it just helps to visualize and see what buildings were actually in the water in 86.
[20:12] It was 80 meters. 93. Yeah, 93. We were at 24.09 and that's projected. 23.4 inches to be very similar.
[20:20] Close to 93. Close to 9.4 inches. Probably don't have a nice convenient booklet from the 93 foot,
[20:28] but we might have some. Very might have some. Anyway, I think it's helpful to give people
[20:35] something other than just a number of this kind of an enduous. And a lot of people have this interactive
[20:40] map that we've put out there, but a lot of people don't know how to interact with it. And I understand a lot
[20:46] probably has a trouble with it. Meaning anything in the other city manager comment? No, I think that's it.
[20:55] I was 17. This video would be continued to count on the telltale chambers.
[21:00] We can be in meeting room 1 for the purposes of executive session.
[21:04] Where did we go?
[21:06] That's 4.
[21:08] I'm in that pod you've been.
[21:10] I know, okay, I'll see you over there.
