[00:00] of the specialty utility at the point.
[00:02] I am too's indication by Father of Sacred Heart Catholic Church,
[00:05] Carl Kortner, Father of the United Kingdom.
[00:08] Thank you very much.
[00:10] At this time of the year, when Christians give special emphasis
[00:14] to repentance and believe in the gospel,
[00:18] as we prepare for the glorious celebration of Easter,
[00:21] I share a prayer that scripture scholars consider
[00:24] an insertion in the book of Daniel.
[00:28] This community prayer was the first reading
[00:31] for Mass Jester Day and is an acknowledgement
[00:34] of public guilt and a supplication for the restoration
[00:37] of sin.
[00:38] And the name of Father of the Son, the Holy Spirit,
[00:41] came in, a reading from the book of Daniel.
[00:45] Lord, great and awesome God, you can keep your merciful
[00:50] covenant or those who love you and absurd your commandments.
[00:55] We have sin, been wicked and done evil.
[00:58] We have rebelled and departed from your commandments
[01:01] of the Holy Spirit.
[01:03] We have not obeyed your servants, the prophets.
[01:07] Who spoke in your name to our kings, our princes, our fathers,
[01:11] and all the people of the land, justice,
[01:14] O Lord, is on your side.
[01:17] We are shamed faced even to this day.
[01:20] We the men of Judah, the residents of Jerusalem,
[01:23] and all Israel, near and far, and all the countries
[01:27] to which you have scattered them,
[01:29] because of their treachery toward you.
[01:32] O Lord, we are shamed faced, flag our kings, our princes,
[01:37] and our fathers, for having sin against you.
[01:40] But your is a Lord, our God, our compassion and forgiveness.
[01:44] Yeah, we rebel against you and pay no heed
[01:47] to your command, O Lord, our God.
[01:50] To live by the law, you gave us, for your servants,
[01:53] the prophets, the name of Father of the Son,
[01:57] and upon the Spirit, and upon the Holy Spirit.
[01:59] And happy, say Joseph's name.
[02:02] Thank you.
[02:04] Ladies and gentlemen, I'd like to read you through the flag
[02:07] of the United States and Arabian, and to move it
[02:10] about a level for which we stand.
[02:12] One nation, I know God, individual,
[02:16] liberty, justice, and all.
[02:20] I am four as public input and unscheduled,
[02:23] personal heritage, and we want any audience
[02:25] wish to address these, and you tell the authority
[02:28] on any agenda items.
[02:32] There are being non item five as a consent agenda,
[02:34] staff is recommending item six through eight,
[02:36] which is claims minutes and a budget amendments
[02:39] for the consent agenda.
[02:41] If there are no questions on any of those items,
[02:43] then we'll obtain the motion to approve as recommended.
[02:46] Motion to approve.
[02:47] And the second please.
[02:49] Well, call.
[02:50] What's the, or get four-star?
[02:53] Sure.
[02:54] items nine, 10, 11, 12, and 13 are all the same.
[03:00] and related to the same project. So we're going to ask Tyler and Sean to talk about all of them at once.
[03:05] And we're going to go through and vote on them individually.
[03:08] Hello, gentlemen.
[03:09] All right.
[03:10] Let's see.
[03:11] So this is for the utility relocation for the ODOT 125 project.
[03:17] Wester.
[03:18] Relining the road, but the curve in, not in 90 out.
[03:23] And we've got to write a lecture down there.
[03:26] So these are the new utility easements to move out of their way.
[03:31] And basically get back to maybe the similar way to that.
[03:34] And Sean, I think you said in an earlier meeting or perhaps Tyler that the requirement, besides for safety reasons,
[03:42] to change the angle of that curve is driven by the bridge.
[03:47] Is that right?
[03:48] The bridge project.
[03:49] That's what we did.
[03:50] Okay.
[03:51] So building a new bridge, you can't have a sharp curve like that within a certain distance.
[03:56] I'm assuming.
[03:57] Okay.
[03:58] The geometry of that basically from start to stop.
[04:01] Three does that entire curve.
[04:02] Okay.
[04:03] And the city limits goes how far out there.
[04:06] It doesn't go out that far, but our utility is going to go out that far.
[04:09] Okay.
[04:10] So we're just doing the utility relocation.
[04:14] Okay.
[04:15] But the bonds that we spend will be reimbursed by ODOT.
[04:20] Okay.
[04:21] I understand where they're.
[04:22] Okay.
[04:23] Because we're outside of right away from the entire route.
[04:26] And they're moving.
[04:27] And you're trying to use that.
[04:29] Okay.
[04:30] So we spend it first and get it back together.
[04:32] And we are versusing our own private easement.
[04:34] So another tip to use is that they want to widen that route or whatever.
[04:37] Then we will be moving.
[04:41] Okay.
[04:43] Right now you have the first offer letter that.
[04:46] So I named it.
[04:47] We'll present them.
[04:48] The back concerns.
[04:50] There with you.
[04:52] So the values are based off of basically the ODOT project.
[04:56] I did the braids.
[04:57] Those.
[04:58] And that by the braids.
[05:00] All right.
[05:01] So that's the compensation.
[05:04] And so what's the landowners option when they receive the letter?
[05:09] What do they do?
[05:10] They'll get their letter.
[05:11] They'll stay with them for 13 days.
[05:14] Or you'll back and see if they set the offer.
[05:17] They're not.
[05:18] Hopefully they do because this is the same as what they're being offered.
[05:23] They're impacted by the ODOT project.
[05:25] Not all of them.
[05:26] You have a right.
[05:27] They take you.
[05:28] So hopefully they accept these if they set the ODOT.
[05:32] If not, then you go.
[05:33] You go.
[05:34] You go.
[05:35] You go.
[05:36] You go back.
[05:38] You go back.
[05:39] You go back.
[05:40] Okay.
[05:41] Who does that negotiate?
[05:42] Right now.
[05:43] So city is hired.
[05:44] Universal field services.
[05:46] As their land agent.
[05:47] ODOT has this policy where they can't work for the design.
[05:51] In general, they do the relocation.
[05:53] So you hire all of them.
[05:55] And Universal field services.
[05:57] In Universal, they do.
[06:01] There is a land agent for Oda on this project, so they're already talking to them in order to relationship.
[06:08] And we'll be reimbursed for their services also.
[06:12] And so the property owner has the right to say that's not enough, or except, and if it's not enough, then the negotiation process begins.
[06:30] So when that offers come back to talk to us, ultimately Oda's paying for it.
[06:35] So when they're not into the negotiation of it, I mean, we can sit there and say, yeah, but they don't have to reimbursed.
[06:44] Well, if anybody wants anything outside of what the land agent suggested, we'll even know Oda and say, this is what they're wanting to do.
[06:52] Before we bring it back, we'll change to that.
[06:55] So we're not going to be left home with the bag for any amounts.
[06:59] No, we'll see what they've done on their project.
[07:03] Any other questions?
[07:08] Anything else that we should know about this at this stage of the process?
[07:12] No, I think the plan is done.
[07:14] We have our OTA permit for it.
[07:17] This is the last step if all we can get through is out there and move this on.
[07:21] So what we're being asked to do is accept the utility easement offer in this day to James Sherry Cowan was the first one.
[07:29] So in each case, we're being asked to accept the easement offer.
[07:35] Thank you.
[07:38] I have one more question.
[07:39] With you guys had, if everything goes through and you guys are able to get out there and start making this happen, this movement.
[07:45] How long of a time frame is this 7 months to take?
[07:50] I don't think that's like it's to be estimated if we can figure it out.
[07:55] And you're reimbursed.
[07:57] And if we move here and we're all reimbursed.
[07:59] It looks like, because the money's having plenty of federal government for some of this project.
[08:05] So with this, we'll be about two months out there.
[08:09] This is not going to cause any issues with your skirt staffing to fill your needs.
[08:14] We would rather be doing other things, but I mean we'll make it work.
[08:19] Okay, so I am nine.
[08:24] The first one is accept the reject or excuse me.
[08:28] I would recommend you accept utilities when offered a James Shoree callon.
[08:32] We have a motion to approve.
[08:34] I don't like it.
[08:36] Second.
[08:37] Roll call please.
[08:38] Forced.
[08:39] Aye.
[08:40] Forced.
[08:41] And then the second part of that end, and the approved subsequent payment upon acceptance.
[08:47] I'm going to accept the accept utility easement offer to Jean Ann Lambert, Ernest Patterson.
[08:59] Thank you.
[09:00] and his trusty at a genium would trust and approve subsequent payment upon acceptance of
[09:04] offer.
