[00:00] calling that to order item to his public input in those scheduled personal appearances
[00:04] and one of the audits that which is to address the council on any of the agenda items.
[00:08] There have been none out of three is consent agenda staff is recommending items four through nine for the consent agenda.
[00:15] There are no questions on any of those items at any kind of motion to approve.
[00:20] I might have to admit that this is a brief part of that add out in the month of June.
[00:28] Okay? I am 11 being the important team client to the housing authority.
[00:33] So that the media can't let the media in.
[00:36] That's right. I can't let them in. So that's all we have to do.
[00:39] I have a jam.
[00:42] So I was telling them I was telling them I was going through nine for the consent agenda.
[00:45] Are there any questions on that we have a motion?
[00:48] And a second? I guess so.
[00:50] Call please. Johnson?
[00:51] All right.
[00:51] Lewis? I chose.
[00:53] All right.
[00:54] You only do appreciate the thought.
[00:56] I didn't attend service bad presentations in Nico.
[00:59] Miami police department canine officers and I have the badge.
[01:02] I don't agree.
[01:04] We want to play Nico up.
[01:06] We'd like to introduce our new officer.
[01:09] I'll send you four when we get him as badge.
[01:25] How pretty do I do?
[01:26] Do you know what I'm saying?
[01:29] This is a Nico. He's our new officer. He's been in training for the last seven weeks.
[01:35] It was just certified by the State of Oklahoma and the taxi.
[01:39] And we're looking forward to putting the work and having work straight away.
[01:44] Awesome.
[01:45] And he'll also be going to the schools as his kids.
[01:48] Yes, that's all right.
[01:49] Inside two way to the DHS to a children's first-person fund was I.
[01:56] My son.
[01:57] And that was really well with children and hearing his family requested.
[02:02] I have these schools to help check in that area and I'll sell you them and you won't be
[02:07] forward to being able to do that.
[02:09] Are we going to let's just go a little bit along with it?
[02:11] I don't know what I'm going to do.
[02:14] Yeah.
[02:14] All right.
[02:15] And there's my pleasure.
[02:17] Nico gave us a little buddy.
[02:19] I can find a spot in there.
[02:21] I'm going to have to try and put it.
[02:23] That's what I'm going to do.
[02:28] You're going to put it around this.
[02:30] That's where you want to create a line before.
[02:34] And you're going to have to let it go.
[02:46] If I could.
[02:48] I love employees like this because they're very inexpensive.
[02:52] I want to be all the city while we have a week off.
[02:54] We want to give him a gift.
[03:00] This is a great work site out of it.
[03:10] Treats.
[03:13] This is a great work site out of it.
[03:19] We're very fortunate to have you.
[03:21] He was a part of the record by the process.
[03:24] I was one of those go to us.
[03:26] We had a large of a nation that was just enormous.
[03:30] Then chief from the jury tried to match that.
[03:34] And that's the funds we were able to use to merge the thought.
[03:38] We wanted to be able to use that because of ourselves.
[03:41] I think this is the best way we could do that.
[03:44] I think we're all excited about it.
[03:46] Being part of the same event.
[03:49] We're taking our own thing.
[03:51] That's our 14 months.
[03:52] Fisher about 15 months.
[03:53] We're here for the hospital.
[03:56] Come over to the animal shelter and take sense in our animals.
[04:02] He's still working on this.
[04:04] He's so mad.
[04:06] There we go.
[04:08] Okay, thanks, Chief.
[04:11] Thanks officers.
[04:13] I remember 11 is where we were one of the steep climb.
[04:18] My name is House of the Dory.
[04:19] It was termed expired 12321.
[04:24] I was proposing still to be reported.
[04:27] Please change your consideration.
[04:29] We have a motion.
[04:30] I might come out as part of the virus.
[04:32] I want to be a comment.
[04:33] And second.
[04:34] Second.
[04:35] And a vote.
[04:36] Johnson.
[04:37] Lewis.
[04:38] I say.
[04:39] I don't know.
[04:40] Twelve staff is there for that to be put off for a future meeting.
[04:46] One or two.
[04:48] If not, both staff members are sick.
[04:50] They want to be sure and be here to preserve the information and thought and thoroughly.
[04:55] And so he asked to put that off.
[04:57] If we could just have that table to be on the night.
[05:01] That's a river bus.
[05:02] Okay.
[05:03] So we'll take one.
[05:04] Twelve.
[05:05] Item 13 is also a consent agenda.
[05:08] Listing a lot of items that are all ordinance updates.
[05:16] And then you just kind of give us an overview of what this is.
[05:19] You're being whoever or not.
[05:21] But what this is about.
[05:22] Yeah, I'd be more than happy to.
[05:24] These are the ordinances that were presented at a work session.
[05:28] A couple of months ago.
[05:30] Basically what was asked is what the state question 780 and 781 being passed at the election a year ago.
[05:46] The which made some significant changes to the law in the state of Oklahoma.
[05:53] We were needing to make a number of changes to our ordinances.
[06:00] we were in compliance with the provisions of the law.
[06:04] And so it's resulted in these,
[06:07] I mean, here we have eight different ordinance changes.
[06:13] Now, two of them are actually separate from 780,
[06:18] but they're in philosophically, they're along the same lines
[06:25] of what was addressed in state question 780,
[06:28] and so we thought it would be a good time
[06:29] to go ahead and take care of those two.
[06:32] But basically, these are, to bring our ordinances
[06:36] on receiving stolen property, on possession of marijuana.
[06:42] That is a specific ordinance that we had,
[06:45] we're changing it in conformity with 780 to cover
[06:49] all of the illegal drugs, making those a misdemeanor charge,
[06:57] so that they could be, could be, don't have to be,
[07:00] but they could be prosecuted in city court,
[07:04] if that is the termination made by the prosecuting attorney.
[07:12] We also have the, we're changing our general punishment
[07:20] ordinance to bring it into compliance with what the law otherwise provides.
[07:26] And our idea, the follow-up idea of that was to get our punishment
[07:36] to where it does not carry jail time, but the punishment is up to $500.
[07:46] If there is not any other specific punishment set out in a specific ordinance.
[07:53] And that threshold of $500 is important because it intrigues other rights,
[08:00] I guess, would be the only way to say it, but other right consequences.
[08:04] Correct.
[08:06] And then it also includes a gesting our varsity ordinance,
[08:12] our bogus check ordinance, defrauding in-keepers,
[08:17] and that's one of the new ones that we have, and although it's called defrauding in-keepers,
[08:22] it also covers the circumstance where somebody, for instance, walks their ticket at a restaurant.
[08:29] Shoplifting, and then it's called the gasoline pump theory,
[08:34] which is a drive-off from the gas station.
[08:38] So do you see these, is this the list in Tolerary,
[08:43] they bring more to us later, or is pretty much taken care of it?
[08:46] We have other ordinances that we're working on, but these are all of the ones that were related
[08:51] to state question, 780.
[08:53] Sorry.
[08:54] So, Ben, thanks for that explanation.
[08:55] Do we have a motion to approve item?
[09:02] Yes.
[09:03] And a second?
[09:04] Yes.
[09:05] Local police.
[09:06] Johnson.
[09:07] Lewis.
[09:09] Weston.
[09:10] I'm sorry.
[09:11] Sorry.
[09:12] Just for the record that should be item 13.
[09:14] Or am.
[09:15] Let me buy it up.
[09:16] And see where I'm on.
[09:18] So do you have most to approve out of 13 also?
[09:20] That's.
[09:21] That's.
[09:22] That's.
[09:23] That's.
[09:24] That's.
[09:25] Yeah.
[09:26] It was item 13.
[09:27] And I'll still second.
[09:28] And.
[09:29] And.
[09:31] Thank you.
[09:32] So then.
[09:33] That.
[09:34] Just.
[09:35] I don't.
[09:37] Did you want us to go around that?
[09:39] I was going to suggest that.
[09:42] We have a relative.
[09:43] We're right agenda.
[09:44] That possibly.
[09:46] We might do this at the very end.
[09:49] I know we do have one.
[09:50] Executive session.
[09:51] It's really shouldn't last that long.
[09:52] But the thinking that we could do the PowerPoint.
[09:55] And then.
[09:56] From that point.
[09:58] We could take the tour and from there.
[10:00] Pretty much a journal.
[10:01] As we finished the tour.
[10:03] And that way we would have come back here in Germany.
[10:06] You basically.
[10:08] So are you wanting to.
[10:11] Executive session right now.
[10:14] Well, we could go.
[10:16] We could finish up this agenda.
[10:18] Okay.
[10:19] And then we could.
[10:21] Coming to the executive session.
[10:23] And then what I was.
[10:24] I think what I was looking to say is.
[10:27] Resets the meeting.
[10:29] And take the tour.
[10:30] And then adjourn whatever we've finished the tour.
[10:33] And then is there any reason why we.
[10:35] Can we adjourn in a different location.
[10:38] Or do we need to be here to adjourn.
[10:41] That's an interesting question.
[10:43] I don't think that we.
[10:45] No, no, we need.
[10:47] The agenda says we're meeting here.
[10:49] Okay.
[10:50] So what is.
[10:51] We'll.
[10:52] Yes.
[10:53] We'll.
[10:55] So we're going to pass a lot of 14 for now.
[11:00] And 15 is new business.
[11:01] Any new business.
[11:02] Dean.
[11:03] Doctor.
[11:04] Staff reports.
[11:05] Any new packet.
[11:06] Mayor and council committee announcements.
[11:08] Neil.
[11:09] And something you want to say.
[11:10] I'm sure.
[11:11] I just want to.
[11:12] I just want to.
[11:13] Right.
[11:14] I was the.
[11:15] I was the.
[11:16] The.
[11:17] The.
[11:18] The.
[11:19] The.
[11:20] The.
[11:21] The.
[11:22] The.
[11:24] The.
[11:38] The.
[11:39] The.
[11:41] I think it's appropriate.
[11:43] The.
[11:44] And I do think that I wanted to have that.
[11:48] have came together for an event for the entire community, it's really very impressive, you know.
[11:52] Yeah, nothing but price, even people from the defendants that came here, very, very impressive what we were able to do.
[12:00] would be here in my hand and for those, a lot of good queues for that, yeah.
[12:05] A couple of other things, this is a very important reminder on December 13th at 630
[12:13] at the Colenvolver. The Federal Energy Regulatory Commission will occur is going to be having
[12:21] an informational meeting regarding the real licensing of the Pensacola Dam and GRDF.
[12:28] And this goes right to the heart of how the dam and the lake is operated.
[12:34] And it's about a five-year period of time, this process checks.
[12:38] And once that license is in place, that license would be in place for probably over 25 years.
[12:45] So this is a very crucial and critical process that we are going to be involved in.
[12:51] And I hope that I know that the paper already had a great article about this coming up,
[12:56] and we will be putting notifications on our Facebook page.
[12:59] But we hope that everybody will listen to this,
[13:02] that you will be able to attend that meeting,
[13:05] and listen to what this process is about.
[13:08] So it's the most important thing.
[13:11] The energy is going to be on December 13th, that is Wednesday, starting in 630 pm,
[13:17] and it's going to be held in the Colenvolver.
[13:20] That is a public meeting. Everybody is welcome to attend.
[13:24] And encourage to attend.
[13:28] We really need a good turnout.
[13:30] We need to.
[13:31] Fark needs to.
[13:32] We need to demonstrate to Fark how important this is to our community.
[13:36] And a big turnout is a good way to do that.
[13:39] And I will tell you that, for originally started, which was three meetings.
[13:43] There were two at the Langley Center for GRDA and one at the Grove City Hall.
[13:48] And basically a post that was said, this is critical.
[13:51] From Miami, they agreed that a fourth meeting would appreciate that.
[13:54] The final thing I want to bring up is our December 19th meeting.
[13:59] We're talking about trying to see if we might be able to have a different time for that meeting.
[14:04] I think we have some people that have some conflicts in the evening.
[14:07] And we're wondering if possibly we still have a meeting on a 19th, instead of meeting at 530,
[14:13] costs will be meeting at about 3 or 330.
[14:16] They're thinking, what do you want to say this?
[14:19] We're not sure what your schedule is like that day.
[14:23] How are you not?
[14:24] You're wondering.
[14:26] So, I think possibly we have some potential ordinances for our cemetery.
[14:31] The rolloff prep, of course, we want to bring back to you.
[14:34] And then that grace will be clear for the discussion about the R's class.
[14:38] So, as I said, I think what all the aspects and so do you try to make the decision now.
[14:44] Why do I have asthma, listen to get with you to look at that time?
[14:48] And as I said, we've become a special meeting with darkness.
[14:52] So, maybe that doesn't have to be that one.
[14:55] Maybe we might do it earlier in the week or later in the week.
[15:33] All right. So that's it. That's it. Thank you.
[15:37] Thank you. So item 19 and executive session,
[15:41] percent of the 25LS subsection 307 before.
[15:45] And so we have most you go to executive session
[15:50] upon my recommendation. I'm just going to.
[15:52] Our city attorney's recommendation.
[15:55] Yes. Okay.
[15:57] Second.
[15:59] Go Paul.
[16:01] Johnson.
[16:03] Okay.
[16:07] And then.
[16:19] Johnson.
[16:21] I chose.
[16:23] This again, it's in the amount of 567-13.
[16:27] So we're now going to go back to item 14,
[16:31] which is Civic Center. We have in Jim project
[16:33] in two. We're going to start with a.
[16:37] How do you point?
[16:39] Okay.
[16:41] I don't know.
[16:46] Wait. Okay.
[16:48] So if you want to take that table up there.
[16:50] Back in Jim, you have a council.
[16:52] Approved your budget. And within that budget,
[16:54] you approve to use $2.4 million out of our any day fund
[16:58] for facilities improvements.
[17:00] $2.8 million and $8,290 of that.
[17:04] $2.4 is for the Civic Center.
[17:06] Okay.
[17:08] And that also includes our architectural fees.
[17:10] You can also see where we spent 17,000
[17:14] on the color theater.
[17:16] The paint.
[17:18] The exterior.
[17:20] So that means about to $2.93.
[17:22] $7.81 for facilities improvements.
[17:24] Just kind of giving them to people right now.
[17:26] And Jeremy's going to talk.
[17:28] So are we.
[17:30] Is this $2.89,000?
[17:32] Is that a big number?
[17:34] This is a farm number now.
[17:36] The gross maximum price.
[17:38] $1.954.367.
[17:42] And then if you add in GH2's,
[17:44] $1.304,000,
[17:46] if you want that.
[17:48] $2.89,000.
[17:50] Okay. So any increases or any
[17:52] expenditures of that $2.903,000.
[17:54] We'll come back before the council.
[17:56] Okay.
[17:58] And within that $2,000.
[18:00] is our contingency and he'll talk about that.
[18:03] Correct.
[18:05] All right.
[18:06] Hi, John.
[18:15] John, we held a cross in the structure.
[18:16] This is my capital.
[18:17] Cross in the structure.
[18:18] If you go on to the next slide.
[18:20] We're here to talk about the project going on in the city hall and the regroup.
[18:25] As Jill said, that's our GMB for the project.
[18:28] Not including GH2 and our technical fees.
[18:32] Our initial built-in contingency was 85,643 police.
[18:37] And now let's build on the project and create the project.
[18:42] It's 719,000 percent complete on this project.
[18:46] We're at 60 percent.
[18:47] We're going to finish a bit in the February.
[18:51] Go the next slide.
[18:52] Wow.
[18:53] This is the GMB that was presented by John and July.
[18:57] You can see this.
[18:58] So, Jill, this won't do that.
[18:59] That is every every scope of every line I'm on.
[19:02] The project and the contract amounts and shows all our.
[19:06] All our.
[19:07] All the contingency's fillers at risk, you know.
[19:10] GMB all that.
[19:11] Okay.
[19:12] So, the next slide.
[19:14] And the contingency is still unspanned at this point.
[19:18] That's the first step.
[19:19] Some.
[19:20] We're going to go for it.
[19:21] Okay.
[19:22] This is.
[19:23] Okay.
[19:24] So, what I'm going to go through the next key slide right now.
[19:26] Tell you what we've spent in contingency.
[19:28] So, our architectural, something on the right side of the one.
[19:31] What they're called.
[19:32] We're going to go through changes.
[19:33] And in the area over here in open office area, we did some changes.
[19:36] We we have a block wall that we thought hey, we could take this out.
[19:40] And put it some not open the space up a little bit more.
[19:44] Added some outlets and bad.
[19:47] It was a big change.
[19:49] But it was a change to the better token of this ring.
[19:52] We spent 26.777 on that.
[19:56] Okay.
[19:57] Next slide.
[19:58] Next slide.
[19:59] Say a slide.
[20:00] Thank you.
[20:01] Today we will go through the next slide.
[20:03] Yes.
[20:04] Next slide.
[20:05] As I told you, we did a pretty good change.
[20:08] In the correm area, in the council room.
[20:12] Kind of a little twist, of how the.
[20:13] The DIA is going to serve sit there and we did a little twist.
[20:15] There are just some column changes.
[20:17] Add some.
[20:18] But we spent nine hours on that change.
[20:20] But we'll get to see that in a minute.
[20:22] And we go to the segway.
[20:23] You can see the things we want to explain to you.
[20:25] But, go.
[20:26] Next slide.
[20:27] Councilor Roon, we had some lights, some switches, some data, about $4,99, or $6,000, $6,000.
[20:34] Those are the three ASIs, our picture of some of the own instructions that we have approved
[20:39] two date that have been presented in our own part of the story.
[20:43] And taking out of the contingency, go to the next slide.
[20:49] Also part of the contingency of the length of we had spent where we were some request
[20:53] and some RFIs that we sent into GH2.
[20:57] And what this is, is we have additional steel.
[21:00] review of them in the office area, folks have dedicated out doors to them, which is called
[21:03] a do-as, which is going to, it's part of your HAC system. This, this has to be supported,
[21:09] and we'll see this here a minute at the roof line, and supporting anything in it, this
[21:14] has fell on the roof. We spent $7,000 in here for the dollar from that. Next slide, we'll
[21:20] send you. We added some door hardware on my door, or to the bank of the range, and that cost
[21:28] $2,200 and $2,200 in the next slide. Those are all the money that we spent for the
[21:33] content you see. When you do have a couple other changes that are possibilities that will
[21:38] kind of, and we're pricing these right now to firm these numbers up, we're going to do a window
[21:44] change, it kind of helps us obtain a warranty for the roof over on the north portion of the roof
[21:53] that we're working on. We're going to try and put some metal panels in open-ups in glass so we can put
[21:58] our roofing and then bring up so high to get obtained a warranty. Now this is the window at the
[22:03] stair. Yes, there's a stair. We're still working on trying to get a resolution that is easier for the elevator.
[22:15] That's just a gas donation. The darker the engineer and the columns of electric and us,
[22:22] we're working on trying to get that result. Those are the only money that we see that we have come
[22:26] up on the horizon. You do have an ASI for that that is kind of encapsulating those two items. So
[22:34] the next slide. Here's the breakdown of the continuity, so this is plain as it gets. That's what we
[22:43] got left to spend for the project before we would ever have a true change order on this project.
[22:48] They would increase the NP. That's what they last slide. That's the NP.
[22:56] So they may have any questions. Oh, we'll just name this circle. We'll go this way. Yeah, we'll go that way.
[23:05] So February 28 is for Jack and conclusion date.
[23:08] Wow, that's cool. What this. Creator. Real quick on that elevator. What that booster is,
[23:15] when we were switching over to the new 208 electrical panel, we had the O240, which is the big
[23:21] transformer's outside the PD. The 208 is the pad now. When we switched that over to the 208, the
[23:27] elevator would not function. Even though we were running at 213, the NP would not function. So we had to put it back
[23:33] on the 240, and we called it in, cone-A, which is our elevator happening, and we couldn't find that,
[23:39] it has to be a turn of 40 volts. So we have to boost that to the late back to 240 to get the elevator
[23:45] function. It is fully functional now, but it's just still on the old panel. In the 88 hardware,
[23:51] he was talking about, we had all the upgrades to the sidewalks, the staircases, and somewhere in that
[23:57] process, we left out the push button.
[24:00] on my door. So that's where that is coming in as so. So what have been part of the original scope?
[24:06] What have you done? It was just an overstock.
[24:08] Get correct.
[24:10] All right.
[24:14] Let's see.
[24:18] I'm sorry.
[24:20] That was just how to make the best.
[24:22] This thing is a second.
[24:24] This is a second.
[24:26] This is a second.
[24:28] This is a second.
[24:30] This is a second.
[24:32] So we have next year brothers.
[24:35] This is a second.
[24:37] This is a second.
[24:39] I need to talk about that.
[24:41] I need to talk about it.
[24:43] So this is a second.
[24:45] One.
[24:47] What will be the next?
[24:49] We are running off.
[24:51] You have a lot of things to sign.
[24:53] It will be next.
[24:55] Okay.
[24:57] We are going to do this.
[25:02] We are going to do this.
[25:05] I don't think we are trying to do it.
[25:07] We are not trying to do it.
[25:10] We are not trying to do it.
[25:15] So Neil has made a motion to adjourn.
[25:17] I'll second it.
[25:19] Roll call.
[25:20] Johnson.
[25:21] This time.
