[00:00] I can't believe what this law is in here.
[00:02] It's the reverse pacitor of machine.
[00:05] Roofing torquing machine down there, the boiler for it.
[00:07] And there.
[00:08] It sounds like they're trying to get the roofing down.
[00:11] All right.
[00:12] All the one we've got.
[00:13] That's okay.
[00:14] We're going to move on to council meetings.
[00:16] Yeah.
[00:17] All right.
[00:18] All the one we're adding to this public input.
[00:20] Let's go to the original appearances.
[00:22] Seeing no one rushing to the party,
[00:26] we're going to move on to the senate chamber.
[00:28] Uh, I don't know.
[00:29] What we want for you.
[00:33] I didn't get that.
[00:34] Yeah.
[00:35] Yes.
[00:36] We were asking to do 4 through 9 because we have the last project that we just talked about, the engineering.
[00:41] It's going to be.
[00:42] Yeah.
[00:43] Because it's going to be partially paid for by an issue.
[00:45] A partially paid 400 general fund.
[00:47] Okay.
[00:48] So we need to have it approved by the city council as well.
[00:50] But it's the same item.
[00:52] So if you approve it, it's the same item.
[00:53] If you approve it, I can set that's fine.
[00:55] Okay.
[00:56] So, uh, it's down here.
[00:57] I think I don't want to remind you of mayor.
[00:59] I don't want to tell them about an envoy?
[01:02] No?
[01:03] In person preferred work, Mutter.
[01:04] And a second?
[01:05] Second.
[01:06] Go fall for a
[01:27] If you remember, and this is adding $10,000 on to that.
[01:31] That's going to finish the study.
[01:36] That's going to finish the study.
[01:40] We're going to see some results.
[01:42] I think we'll have to study.
[01:44] We're getting close.
[01:46] So, we've listened to this play a while with you.
[01:49] Okay.
[01:50] I'm adding 10.
[01:51] And I still have to say anything for the 40s.
[01:53] So, we got the first study,
[01:57] that preliminary study from FEMA to use for our modeling for the new 1.25 profile.
[02:05] And during that, we was running into some errors with the model,
[02:10] and tried to fix them ourselves.
[02:12] They're going to be better to check back with FEMA,
[02:15] and see if they've made those corrections already.
[02:18] And if anything has changed in the meantime,
[02:20] if there's still getting preliminary problems,
[02:24] we can move after coming on on the 25th,
[02:28] just when we'll be able to get a preliminary test.
[02:31] So, they sent us a revised model,
[02:36] that matches better with what the Tentra takes that he was showing.
[02:40] And so, we had an eye-commerce,
[02:42] the vector of both models,
[02:44] and look at them as adults,
[02:45] and he agrees that the new model that we're working on today
[02:49] is an accurate representation of what we're looking for,
[02:54] and he reminded us of who died.
[02:56] Diatomas is one of the hydrologists of words for Tetra.
[03:00] that did the study on the National River, along with Bob Nussmer.
[03:06] So, because the model changed, we weren't able to use the same data that we put in the first model in the category bill.
[03:14] So, the data's already been rebuilt, and it's been thrown into the new model.
[03:19] They're still tweaking and trying to figure out what needs to be put in at 125 to just keep the one plane the same as what the model showed.
[03:28] A much additional time, or you're going to have to spin from the first model to this model.
[03:34] Of course, on you guys, is it in here, Emma?
[03:37] There's a schedule in there. The goal is to...
[03:41] September 5th to January 15th, is that the additional time to early.
[03:46] By the end of the year, we're close.
[03:48] Which will be in the end of your time.
[03:51] So, I can put in the field of life, and I think I've heard on my B&S, and the question is,
[03:57] You say, in the end of the day, it's like, we've got a spreadsheet on the change in some numbers.
[04:01] And I don't think that's that kind of thing.
[04:03] That's what it seems like.
[04:04] Well, then I don't have my sound funny to the normal person, but I've got to answer that question.
[04:08] I want you to explain.
[04:10] I'm going to show you, Sean, who's been asked that question several times.
[04:13] What do we explain to him?
[04:14] Yeah. So, the headgrass modeling software that we're using is actually a freeing analysis software
[04:22] that looks at the terrain of the OSHA River, and that's the hydrology, the rainfall data,
[04:30] the attention tank is developed, and with that in there,
[04:33] and then they calibrated this more recent source to try and match up with your gauges around here.
[04:42] So, it's a little more involved than just punching numbers.
[04:50] So, as you model it, it actually gives you what the input of the floodplains going to be.
[04:56] I mean, it's a 3D model that we get done with it.
[04:58] So, you actually see what that water surface profile looks like and how wide it will go.
[05:03] And now the trouble we're having is, try and stop the problem.
[05:08] It's just playing with it, running it back and back and trying to figure out what size structures we need to put in under 125 to create a low-rise scenario for the answer.
[05:20] Let me ask you a question now on follow up.
[05:23] As far as we know, is that part mixed in on the same schedule?
[05:29] No, I'm really getting it.
[05:31] I'm glad to ask that there are about three things I was going to bring up.
[05:33] First off, we don't know when but it has been delayed.
[05:38] And as you remember, there have been several articles about ODOT either delaying,
[05:43] or even removing projects off of your plan.
[05:46] Our understanding is this has been delayed, and we don't know how long has been delayed.
[05:51] Originally, there were wanted to do this in 2018.
[05:54] We consider this a good thing.
[05:56] Because once we get this engineering design,
[06:00] care of. That's when we can really start trying to get together the financing for it and also
[06:06] get the permitting through FEMA to be able to raise that section on the road. That will probably
[06:10] take us long if not longer than the study to get the permitting. So that gives us the breathing room to
[06:16] do that. I do know that auto-accounties still committed to help with the actual construction and we're
[06:22] still in talks of Cherokee Nation to be able to help with it as well. So that gives us some more time
[06:27] to plan, but we've got to have the study done in such a way that Oga will accept it and FEMA will accept it
[06:33] before the project is done. So I really, and I know that there was originally a sense of warranty
[06:39] seen in Kaiser VIII 2018 in my, but I don't want my none of us for one, and she said, okay,
[06:47] what is the time we'll get you 10,000 more in FEMA and come out more now, or should you be back here in
[06:53] six months? I don't know why we're going to do it all over again. So how do we know
[06:57] after we be assured we go away to those few numbers? How about what do we need to do to make sure
[07:04] we spend those extra 10,000 out of that, too? If you remember when we started all this, they gave us the 90
[07:15] day due to this and they were going to do that and everything. This is, this is the, they're looking at
[07:22] the 25th of the map that's coming out and then we're having the 90 day, you know, this is, this is
[07:28] their final mush as far as we know and what they're going to do. Anything that changes now, as far as I
[07:38] understand what that told us, it literally has to be in that, you have to go in if you're, you're
[07:45] gonna go on and show them why what they've got here isn't what it's supposed to be. And one thing I point
[07:52] out to is that we originally, I think, later this week, we're supposed to have a flat advisory committee meeting
[07:58] and we push that off but I think once those maps are in hand, we want to get our advisory committee
[08:04] going to get to take a look at that. Because again, there is that procedure to be able to appeal.
[08:11] I think what FEMA is and essentially doing is coming in and saying, this is as high as the map will be.
[08:18] I believe our argument is going to be trying to see if in some of those areas of we can get them low,
[08:24] not raised. But what has been going on with dying was Sean and Tetra Tech as they're saying
[08:30] that, based on the additional work we're talking about, unless FEMA just throws us a complete curveball,
[08:37] we're deciding to what we think. FEMA will be the highest unit, this is the worst case in
[08:43] area, but even if it does not go up here like, yeah. And keep in mind that it can only go up so far
[08:53] because of the damn heart. So we feel very confident in it.
[09:00] asking for the sector so we get this going and also I know sense of urgency what we're
[09:05] going to be given on the 25th we think that this design will be able to take care of that.
[09:11] Who can I play on the other side?
[09:15] Okay.
[09:16] The city of Miami will that that's where it calls us will be coming in that's where God
[09:21] Thomas and Tetra Tech will be coming in our turnies and we're going to be we're going to be
[09:25] taking a hard look at it and also frankly we're going to be looking because everybody
[09:30] we're talking to about this they continually talk about this being backwater and one
[09:35] of the reasons for this going up is backwater so that comes in to how the dam is
[09:40] operated and that comes in to the feet of a re-licensing as well so and it's a lot of
[09:47] threads and these decisions that are about to be made so excited no that's so let's say we
[09:55] have the other problem where the only one is the city is going to be able to have the
[10:00] technical edge which is to write the other something like this we have the other we
[10:04] would have a lower and a foot is that going to change the way that it should be made.
[10:10] Honestly the design and the recommendations that are in the setting will be
[10:14] served in the head so they don't have to serve in the field. Yeah and you were also mentioning
[10:41] a sense of urgency we would still like to move fairly quickly on this because even though
[10:46] the projects delay and I said there's going to be a lot of groups that we're going to have to
[10:50] jump through getting a doctor approval on the design and they're getting FEMA approval
[10:54] and getting all the proper permitting. I think the steam comes from we have proved this before we
[11:00] were given insurance is based on the information time at 43rd of hosted with being yeah and now we're
[11:07] going to have a motion to a proof. I'll make a motion.
[11:25] John 10.
[11:27] Question time.
[11:28] Question time.
[11:30] Thank you.
[11:31] I'm 11.
[11:32] Excuse me.
[11:33] Excuse me.
[11:34] 12.
[11:38] Staff.
[11:39] Four.
[11:40] Staff.
[11:41] Four.
[11:42] Sir.
[11:43] Yes.
[11:44] Question.
[11:45] I don't know.
[11:46] I don't know.
[11:48] I don't know.
[11:49] I don't know.
[11:50] The only thing I want to say is that I had the opportunity to...
[11:54] Another was an email sent out to the city staff that...
[11:57] I had opportunity to attend the...
[12:00] first ever, not first ever, but they held the first egg slam or softball tournament
[12:04] and the city, I was out there to be able to watch a sun then and very impressed and I
[12:11] talked to a lot of new a lot of the people there that had people from out of state, I think
[12:15] I earned three different teams, spent the night in Miami on Saturday night and it was a great
[12:21] event, I've really proud of a lot of people pitched in and did a lot of good work to make it happen
[12:26] so thank you to everyone, I think everyone knows, we even had just volunteers, it's willing to help, so it was good
[12:32] They look kind of beautiful, you know, you'd always like to know what had that mean
[12:37] Well, I'll tell you, it brought in us, if you can amount of revenue for us
[12:42] and I was even talking to Amanda today and I think talking to her parts about some of the
[12:48] possibility of if we had five diamonds, maybe do some adjustments, maybe some of the
[12:54] expenses, we can probably even have more alternatives potentially for a year about 35,000
[13:00] a year, this has potential of revenue of a hundred thousand dollars a year and I was going to bring up
[13:05] Chuck McKibben who is our new red coordinator who also did a phenomenal job of this project
[13:11] along with thank goodness part of my comments
[13:14] I always said that there's money to be had if we had one of these and I don't think
[13:19] Amanda would even choose air she would say that I had no idea what you were talking about
[13:23] I didn't, now she does, so it's a good thing, it's good for our facilities, you know, we're
[13:29] I hope we get to look at what we can do to make our facilities like these, even more improved and then
[13:35] you don't stop there, you look at your baseball for our youth baseball and you look at
[13:40] the last point, there's many things that I would be that the residents who would come in
[13:44] that would be reinvested into those fields, but now we're going to have a good time, they enjoy
[13:48] as glad as my I'm ahead, so yeah, if you know mind I'll ask the chief to come up and talk
[13:56] about the new edition of the Police Department, we are very excited to talk away to the K&R
[14:08] who starts us all the weekend, we contract for a trainer and job we're a Patriot K&R, he's a
[14:16] an advocate, a national accreditation for the police dogs, a master trainer, he went to
[14:24] the local K&R, tested several dogs, and a family group with best dog for us, and running
[14:33] by starting training, but there we can do two weeks, basic obedience, basic steel training, and then
[14:46] our officer didn't have one, we'll be trained for four weeks, that's where the police
[14:53] team had been involved, and he will be our dog K&R, and there's what happened here.
[15:01] And hopefully the future patient, as well, so six weeks from my day,
[15:07] we should have a 14-piece dollar on the street, yeah.
[15:11] It's a very, very cool.
[15:14] This wasn't something that we were able to purchase through to the normal button process.
[15:18] I've remembered, here's the whole guy, the place park was just,
[15:22] you're very glad to have some significant donations.
[15:26] We had 10 dollars, but ours, it was just not, it's been donated.
[15:29] And then, gee, from your drive, Paul makes an album match that.
[15:35] You know, we were just very grateful to them.
[15:38] And that was already the only way we were able to put on the dog.
[15:44] We felt that it's been best thing for us to say to Delver PD, you know,
[15:50] which park is, of being back.
[15:53] And Thomas, drugs and, and related crime are always on the top.
[15:59] So, we told this could be a great way to help our crew.
[16:03] How was, of course, how was the dog?
[16:06] We did that right there, it was 14 miles.
[16:09] And if you know, some problems about this thing around,
[16:12] so I'm thinking, you might be a little bit, you know, building a dog,
[16:15] who has said that in one of my concerns was, we had a couple of hours in the area,
[16:20] another agency, and helped us, but others, one more could go right now,
[16:25] and then we had a couple of it, that we had anybody to talk about.
[16:33] And that was just great dogs, but the animals and one of the kids here arrived,
[16:38] they just, and that was one of my big concerns, I said, I do not know why,
[16:42] something like that, and this is a great social area,
[16:46] cordial, but then you'll do the job of being killed.
[16:49] It's had that right in my question, is this a little bit,
[16:52] I could think, I think, a lot of great schools, some of the kids.
[16:54] It's absolutely, I guess that was, is that something you all wanted to do?
[16:58] Yes, we did that, what was that, today, embroidery, and this was very, yeah.
[17:03] Box four times, and one was just a school, so we're building four, and we're building three.
[17:08] Yeah, we did, we did a little four, so that I could be in front of this.
[17:14] Thanks Chief.
[17:15] Chief, you also want to talk about the airport big, but clearly the new addition there.
[17:18] I love to, we have a capital home,
[17:21] and a fuel truck, and we did this for our Genie Custards,
[17:27] which is all the education problems.
[17:30] We have significant traffic with those.
[17:34] We received a grant from the FDA for age and park here,
[17:37] which is a great addition, however, we can't take care of that.
[17:41] And most of them don't want to start up to throw on side,
[17:44] if it's so loud, or stand up and start up with the loud,
[17:47] start back up to the park.
[17:49] And with this addition, we'll be able to just serve our Genie Custards,
[17:54] and a lot of Genie Custards, and a bunch of curves to do,
[17:58] a couple of her down.
[18:00] Then I'll point why I said to increase the limit itself with sell 600 to 200 dollars on the jet and spending a lot of easier for us to
[18:13] Service those and grant this to
[18:16] Therefore, we were budgeted 30,000 family and a rich addition to trying 10 years one to five in Houston
[18:24] And then 30,000 rent a go. And then I'll just be in London conscious. I'll travel a bit down one in all the Missouri
[18:36] That needed some new hose on in the filter from pumps.
[18:41] Both have been done and it's just been re-conditioned.
[18:45] We're able to go to the deal for free in five dollars.
[18:48] I believe we can bring into that condition for four or five pounds. So let's say we're going to submit for my work.
[18:56] And just be a great jet, we're going to bring it to a great side of that and look forward to doing it.
[19:04] Do you want to talk about my new airplane? Do you want to go to win?
[19:10] I want to go to, but we are at one of the projects here for those.
[19:19] To 20 up some of the airplanes is what I'm planning.
[19:25] There were several that people amongst the most kind of brands and there's a lot of advantages.
[19:32] I love our work getting the strap. There was one at the time of five years.
[19:39] And the gentleman in nursing home, family, nobody else quiet didn't know what to do with it.
[19:45] They were kind of a lot of time on their ramp.
[19:49] So we're going to go to the deal on aircraft.
[19:51] We're going to go into the airport and we're going to have a travel towards the fiddle tank.
[20:04] So we're going to go to the hotel and take a tour.
[20:08] So we're going to go to the hotel and take a tour.
[20:11] It's a 1960 and it's a 172 airplane.
[20:17] It's a powerful little little man in the public.
[20:21] People who journey to front and clear work and maybe project this one as far as we're going to go on.
[20:27] We're going to go to the General Expedition.
[20:30] It's a P1 airplane.
[20:32] With that we're going to conclude with that.
[20:35] We've five hours of flight of charge in front of the truck right here.
[20:37] Is it done? It goes to us or anybody.
[20:40] It was done prior to being able to, at least the technical account.
[20:44] Or real, if it's okay.
[20:48] So we are looking forward to it and that you've been very bright and clear.
[20:53] Maybe it's fine.
[20:55] Thanks these days.
[20:56] Cool.
[20:58] What would you like you all?
[21:00] because I'm a biotic. I'm not a biosephal. I'm a retired a few years. I think you would
[21:05] think you would have great things to do after your retirees were not a fly. He always
[21:08] read about people. Yeah, fine. I feel good. I feel good thanks to talk about. What do we go?
[21:20] Well, I actually died off on your retirees. The parks and conditions of history has
[21:29] committee got together and talked about where we're going to locate the new pickleball courts.
[21:34] And we decided that we're going to locate the pickleball courts in the rocket park. Just
[21:39] immediately just here they're going to be too. We already have the materials. It's just
[21:44] matter of getting it scheduled and painting it, putting it out there. And I've talked to Judy Francesco
[21:50] and she's an avid pickleballer and she's going to teach us all how to play pickleball. So I tell her
[21:56] about it and I looked along and I don't know what those four square things have to be used. They'll get
[22:01] re-painted and spruce stuff and everything. So that is taken care of. Also I remind her that this Saturday
[22:09] at 1030 H.A. are some of the curious of British fires from Edwards. He could attend that.
[22:16] Also, I just wanted to thank Public Works and Alicia for the work on the Steven Tincarrow and
[22:21] sign that we unveiled yesterday. And I posted on Facebook, even though I bleed orange, I still did it very
[22:29] out. But the Ellen's boy said that it really is worthwhile. I just see so many people saying that's
[22:35] such a cool idea and all that. So I just wanted to thank them not only for the work with the creativity
[22:41] because it was kind of said run with it and see what you can do and that's what they came up with. They're
[22:45] really turned out great. Also an announcement, I'm talking about O.D. I think you've all got to notice that the
[22:53] highway to end bridge over the spring river was scheduled to be closed on November 6th. And now they
[23:00] changed it to November 16th. So I think the project is still on. It says I probably didn't
[23:06] support with the contractor but it's being delayed in November 16th. But it's going to change a lot
[23:12] of the traffic patterns of this area once that's done. Route 66 landing, Tammy, Davis, and E-mail
[23:19] kind of an update. They've had a couple of issues. I'll talk about the bad and then the good. They've had a
[23:24] couple of issues with their management. They're not very happy at all with the landscaping around the
[23:30] new houses. And if you go by and take a look, you can tell it's still a little stabby and I think they're
[23:36] trying to work out on it and get it in place. So we appreciate that they recognize that. I'm taking steps to
[23:42] get it corrected. As I wanted, it has all the rocks that I got to stay raw. Oh, by the hospital. Oh, yeah, that's
[23:49] that's basically a rip wrap too because we had to build it up so much because of the floodplain.
[23:54] But they had to put the rocks into being able to stabilize the fill. So that will be staying.
[24:00] The good news is that they're now taking applications for the building, downtown
[24:30] те, 초,,»,,주
[25:00] So, they're going to have a very large dedication party at 10 30 on the ArcSesby 10 a.m. on October 27th.
[25:07] So, you're interested in going, let me know, and okay.
[25:12] Yeah.
[25:13] Yeah, and you're going to have to be the first of its kind in the United States exactly.
[25:17] Bill by Mitsubishi.
[25:19] That made great.
[25:21] Well, the bridge project.
[25:24] Yeah, yeah.
[25:25] Just looking at it seems a little confusing to me because I guess it's a spring remember.
[25:32] Well, it looked like it was a lot further east.
[25:35] Well, they had the bridge placed on the map.
[25:41] I'll see.
[25:42] Yeah, it's a spring remember.
[25:44] Right away.
[25:45] Right away.
[25:46] It's a long, long.
[25:48] Okay.
[25:49] It goes over the river.
[25:52] Yeah.
[25:53] That's how we did.
[25:54] That's how we did.
[25:55] It's going to be down.
[25:56] Oh.
[25:57] Yeah.
[25:58] It's going to be.
[25:59] It's going to be.
[26:00] Yeah.
[26:01] Oh, I bet you all.
[26:05] That's you all.
[26:07] I'm going to be.
[26:09] I'm going to be.
[26:10] That's where you were just going to be.
[26:12] Come on.
[26:13] I know.
[26:14] Yeah.
[26:15] I was going to be the first one and tell me.
[26:16] That was really the first question.
[26:18] And one final thing.
[26:19] Go cups are playing in a little bit.
[26:21] Yeah.
[26:22] I'm done.
[26:24] It goes again.
[26:25] Great.
[26:27] There are two games behind the best part of the plans.
[26:30] I think two.
[26:31] Yeah.
[26:32] Yeah.
[26:33] Yeah.
[26:34] I missed.
[26:35] Okay.
[26:36] So anything else?
[26:37] If not, we're going to move into the executive session.
[26:40] Persona at the 25 or less 307 will be in three to discuss the purchase or a
[26:44] place of real property for economic development purposes.
[26:48] Do you want anything, Benjamin?
[26:50] I certainly.
[26:51] Okay.
[26:52] Then we have a motion to go into the executive session.
[26:54] And the second.
[26:55] Please.
[26:56] First.
[26:57] I.
[26:58] Question.
[26:59] I.
[27:01] Bye.
[27:02] Johnson.
[27:03] Alright.
[27:04] Shots.
[27:05] Hi.
