[00:06] Item two is Invocation Band.
[00:09] Do you do the honors please?
[00:11] Certainly.
[00:12] Your staff.
[00:16] Dear Heavenly Father, as we gather here this evening,
[00:19] we thank you very humbly for all the blessings that you have bestowed upon us here in our community and our state and our nation.
[00:27] We pray that you grant all of these leaders wisdom and guidance,
[00:31] so that the work that we do here will be pleasing in your sight.
[00:35] We pray these things in the name of Jesus the Christ.
[00:39] Amen.
[00:40] Amen.
[00:41] I pray to the angels to the flag of the United States of America,
[00:47] and to the great public for which it stands.
[00:50] One nation under God, the indivisible with liberty and justice for all.
[00:56] Thank you.
[00:58] Item four is public input unscheduled personal territories.
[01:02] The only answer was to address the authority on the idea agenda.
[01:09] Item five is Constellant Gender Staff is recommending item six to nine for the Consent Agenda.
[01:15] If there are no questions, we're going to obtain a motion to approve the Consent Agenda as recommended.
[01:23] And the second.
[01:24] Second.
[01:25] We'll call please.
[01:26] One.
[01:27] One.
[01:28] One.
[01:29] One.
[01:30] One.
[01:31] All right.
[01:32] Item ten is proposed to an issue of application agreement template for residential service
[01:36] and authorize the trust manager or his designated execute.
[01:40] That's got been and just named next to it.
[01:43] Hi, Jim.
[01:46] Well, we have revised the residential order agreement to supply utilities to the residents.
[01:53] And this kind of asking matter.
[01:56] We just want to make sure that you guys are for the tip of it because you are people that are contracting with the individuals for the service.
[02:03] A couple of things I want to point out is that it does indicate of the Oklahoma State Session Firmary Foundation to collect online.
[02:11] Is that contract?
[02:12] And I'm going to point out specifically put that in there on the behalf of Good Judge Colour.
[02:20] So we're incorporating that statute specifically into the contract.
[02:25] Okay.
[02:26] Okay.
[02:28] The dispatch ease and the call or text that we will do.
[02:34] That it is by ordinance that we're kind of putting it on our people.
[02:39] Okay.
[02:41] So existing customers like myself is.
[02:46] I don't sign that document.
[02:48] I'm not going to be asked to sign a new agreement.
[02:50] This is just for new customers going forward.
[02:53] And so in any way to make that retroactive to existing customers.
[02:58] Okay.
[02:59] Okay.
[03:00] I mean, if I'm past do, I'm going to get a text.
[03:03] But where is your voice?
[03:05] Well, we really hadn't discussed that particular issue, but I just think it'd be so complicated
[03:13] to figure out which ones we've done that with and which ones we haven't.
[03:19] You know, for the most part, obviously relatively new customers may be ones that were at risk
[03:26] of going into default, but for the long-standing customers, probably not a great risk
[03:33] of them going into default.
[03:36] Okay.
[03:38] Okay.
[03:39] Any other questions on the recommended change in the contract between the MSUA and its customers?
[03:46] But one other thing I wanted to point out or emphasize is that in acting this,
[03:53] would be authorizing the city manager or his designate to actually sign this contract on the
[04:01] part of the city.
[04:02] We'd never actually done that.
[04:04] The city has not actually signed it as a contract, which it would be beneficial for us to do
[04:13] it that way.
[04:14] But this is the one.
[04:15] Yes.
[04:16] And this is the product of several meetings with staff that are involved in this actual process.
[04:22] To try to make sure we do everything as expeditious of a fashion as we can on their part
[04:32] and still make it fair and reasonable to the customers.
[04:37] Okay.
[04:40] Any questions?
[04:41] Okay.
[04:42] We have a motion to approve the MSUA application and agreement.
[04:48] Can we make the motion?
[04:50] Yes.
[04:51] We're up all foot.
[04:52] Question?
[04:53] Yes.
[04:54] My fourth term.
[04:55] Johnson?
[04:56] Sure.
[04:57] Hi.
[04:58] I'm 11 years new business and I give business.
[05:01] I am 12 as trustee committee announcement in the announcement.
[05:05] I am 13 as executive session pursuant to 25 or as 10 or 7, 17 for the purpose of conferring
[05:11] on matters between economic development, including the transfer of property financing and the
[05:16] administration of a proposal to entice the business.
[05:18] So okay.
[05:19] Within the jurisdiction of my annual special utility authority and just a little editorial
[05:24] comment.
[05:25] So the plan is that we have two executive sessions tonight.
[05:29] One for the MSUA and one for the council.
[05:31] So we're going to go into executive session.
[05:33] Then we're going to recess.
[05:35] Finish.
[05:36] We're not going to join.
[05:37] We're just going to recess.
[05:38] And then we're going to move on to the council meeting.
[05:40] Through those items.
[05:43] Going to executive session.
[05:44] That way we don't have to go upstairs.
[05:46] One up and back one time.
[05:48] So that's kind of the plan.
[05:50] Do you have anything you need to add as our legal counsel for item 13?
[05:54] No, I will have something to add.
[05:56] When we do it for the second council.
[05:58] So do we have a motion?
[06:00] We've grown executive session for the reasons listed on there.
